good morning. developing news out of fremont. a big rig crash is causing big problems for commuters in the east bay. we've got a new development in just the last ten minutes. when the chp thinks this story might be cleared. >> reporter: the rain may have left up but the traffic certainly has not. we'll show you what effect the rain is having on this commute. good morning. 7:00. we're live in fremont and instate 680. you can see traffic just at a standstill there on the left

side. that's northbound. it looks like traffic is still blocked off. southbound is the -- the brake lights you are seeing, a lot of slow and go, rubbernecking going on as they pass the accident scene. it's a jackknifed big rig in the northbound direction causing serious traffic problems. our live crew just got an update about when the crash could be cleared. sal will have that in a couple of minutes. this is only one of many traffic problems across the bay area because the rain stamp -- rain storm. i saw a spin out on 880 blocking the fast lane as i was driving in. >> did you? >> yeah. good morning. welcome to "mornings on 2." it's tuesday, april 7th. i'm tori campbell. >> good morning. this is no joke. it's slippery out there. let's go tram to steve paulson in the -- go straight to steve paulson in the forecast. it arrived. best rain in two months. some of the totals coming in,

there's more upstream. the front is going through. daly city 1.67. pretty good cell over that. that's the most i've seen. north napa, 1.48. san anselmo, 1.28. yountville, ben low bund had over an inch. santa cruz mountains, eler el cerrito .89. mount davidson, .74. i think officially, .70 in san francisco. daly city. 1. that's why they picked up the most. it looks like is a lot of this is on the back side. it looks, though, the front is now moving east and south. stifl pretty good rain. we're waiting for a few breaks to fill in because that part of the system could swing in. morgan hill to gilroy, good

rain. .75 to an inch. looks like pushing off to the valley here from livermore east up in some. higher elevations. antioch, brentwood, oakley. byron, not as heavy, a little bit near hercules and vallejo. it looks like on the back side things are done here for napa and then over into mill valley, marin county, i should say. mill valley had 1.30. the system is moving into the sierra. rain will turn to snow. it's getting colder because here comes the cold air. 40s on the temps. not as windy but breezy. as that swings in, it will favor areas to the south. 50s and very, very low 60s below normal temps. 680, sal? we're watching on our live picture. let's go to the picture right now on the sunol grade. we can see them trying to move

this truck out of the way here at the very top of your screen. and it looks like we are looking act the first live pictures of trafficker -- looking at the first live pictures of traffic. they've just opened up the lanes. it looks likes they are clearing the truck. the truck is actually now off the freeway. you can see it here on the side. they are dragging it out. brian on the scene told us they were just minutes away from opening it. he was correct. northbound 680 should recover quickly and hopefully this will be good for the back up. but we have a huge backup on this because of -- it was there for so long. this is northbound 680 as it was blocked. this was video taken earlier. that truck was completely jackknifed. it took an hour and a half to get this thing out of there. again, finally it's gone. i want to go back to the maps now. i want to show you what you are dealing with. southbound 680 traffic is going to be slow coming down from pleasanton because of this truck crash. please give yourself extra

time. we have other serious problems in the east bay. let's go to some live pictures, northbound 880 at 23rd. there is a truck accident blocking the left lane, sig- alert. do not use 880. it's backed up out of hayward. are you kidding me? westbound 508 traffic is going to be slow as well as you drive through the grant lake area because people have heard about the crash. i would say use westbound 580. we're in bad shape here. at 7:05 back to the desk. >> we'll check back for updates. the rain is causing a lot of other problems around the east bay. tara moriarty joints us live from -- joins us live from san pablo with the concerns there. >> reporter: well, good morning. the rain has actually let up significantly over the past half an hour. we're at the hilltop exit off 80 westbound. you can see that there's a quite a bit of traffic in the area. sprinkling now where as around

6:15 this morning, it was dumping near the tunnel. we just spoke to a chp officer who says the traffic is getting worse around the bay bridge toll plaza. on our way out here again from la fayette, pretty heavy rain for the sunle. we've seen a lot of solo spinouts. commuters encountered flooding at 101 at the 80 split and then on 280 as cesar chavez. how was it on the roadways? >> wet. about time. >> reporter: did you have to go slower this morning? >> a little bit slower, everybody is driving like nuts out there. >> reporter: how come that always happens when it rains? >> the weather. the rain just brings it out in them. >> reporter: yesterday, pg&e crews prepared for the wet weather by trimming tree branches and unclogging drains. most of the bay area is under a high wind advisory. be sure to grip the steering wheel firmly. we hear there's flooding at 880

on broadway at oakland. we'll be sure to let you know what things are looking like at least between here in san pablo and then back at the station in oakland. we are live in san pablo, i'm tara moriarty, back to you. >> all right. thank you for that check on what it is like out there. steve will track the storm. stay with us on air and online for the very latest on the conditions and send us photos if you have some of the weather. 7:07. tonight, in napa, people get a chance to speak out about a proposal to phase out wood burning fireplaces here in the bay area. last night, about 100 people in redwood city attended the same kind of public forum. at that meeting, there was strong opposition to the plan that calls for replacing traditional fireplaces with gas or electric ones in order to prevent air pollution. >> there is that whole issue of home in the heart and to take

that away because of what? somebody saying well, there's a little smoky out. >> like cigarette smoke 20 years teag, people used on -- ago, people used to be allowed to smoke in restaurants and other places. we don't know do anymore. the same is true for the wood smoke. >> several meetings are scheduled where the public can comment. air officials will consider all comments and submit a final proposal to the full board this fall. youtube's kids app is under scrutiny because of complaints it targets children with unfair advertising. several children groups will file a change with the federal trade commission saying the app exposes kids to a barrage of unwanted commerce sags. google intrope caused the app in february. child advocacy groups say it violates federal laws that

limit how advertisers target young children. they also say digital media should be subject to the same rules as television. san francisco police have released surveillance video in the hopes of identifying a man who robbed a drugstore. it thanked last monday at a pharmacy. the man can be seen jumping over the counter. he then demanded prescription narcotics, including ox i conon cone -- oxy conon before running off. people who live in bayview hunter's point, you may find relief from that bad smell from a nearby sewage processing plant. the southeast treatment plant processes 80% of the city's sewage and storm water runoff. it's 30 feet from nearby homes. however, the san francisco public utilities commission has a plan that would replace outdated equipment and move it 800 feet further from the

nearby homes. the project would cost $1.3 billion. the commission will introduce that plan at a public meeting on april 15th. a martinez school board member defending comments about students at one elementary school, perhaps not needing air conditioning because they are accli mated to the heat the parents want the school district to install air conditioning at two schools. now, board member denise elskin has been criticizing by saying most students don't have air conditioning at home so they might be able to "handle a little more heat than the john sweat students." the other school has a mostly latino student body while sweat students are predominantly white. she said her remark was not meant to be racist. well, presidents regularly face dramatic scenes but this one is for the history books.

chp still investigating a crash on the upper deck of the bay bridge. it killed a motorcyclist and caused major delays. it happened just after 8:00 last night on the san francisco side of the bridge. the chp says a motorcyclist crashed and as many as five other vehicles may have been involved. emergency workers closed four of the five lanes and that caused a big traffic backup heading into san francisco. but all of the lanes were reopened around 10:00 last night. 7:14. the storm that's hitting the bay area is also expected to bring some much-needed snow to the sierra. reporter brian hickey joins us live from donner summit where even though it's spring, the mountains are starting to look like a winter wonderland. good morning, brian. >> reporter: good morning, tori. up here on donner summit. the snow coming down. it started about 4 a. 30. in the last hour or two, we've seen a steadily snowfall. that's turn things into white.

we talked to the superintendent of the caltrans area up here in the sierra saying they are 20, 30 minutes out from having chain controls under the present conditions. the highways are open. if you are watching this to the bay area, by the time you get to the bay area, the chain controls should be in effect with a heavy band of moisture moving its way up to the moisture. great news for the drought. they are expecting up to two feet of snow at the highest elevations at the top of some of those resorts. here at pass levels, could see about a foot of snow. again, great news for the mountains. we're looking across it. boreal. some ski resorts have shut down. boreal was making snow. they operate a summer camp. i imagine they are trying to stockpile as much snow as they can for their early summer camps that they do. certainly a welcomed site in the sierra. a sign of the times, why we so

need the snow up here in the mountains. back to you. any idea how long boreal or the few resorts open will stay open. or are they gonna stay as long as they can? >> reporter: well, i know alpine meadows shut down. squaw valley is still open. i haven't seen them announce a closing doubt. this could be the game changer. it was starting to look pretty bleak around the resorts. hopefully we'll squeeze another couple of weeks out of it. quick question before you go, how is it driving around out there. it was great coming up the mountain started sticking about an hour and a half to two hours ago. the superintendent telling us we're about 20 minutes out from having the chain controls. right now, this is interstate 80 westbound. you can see the big rigs getting through here. everyone moving along smoothly but once those chain controls

get -- take you to get there. 30 minutes alone here just at the toll plaza getting into san francisco. i want to run down some other commutes for you. 580 is sloel through livermore -- slow through livermore. we're looking at a heavy marin county and we're also looking at slow traffic as you drive on northbound 880. as we look at the south -- whoops. let me do this. as we look at the south bay, not a lot of slow traffic on 101 and 280. where it's raining the heaviest, probably not the south bay, just judging by what i see, we have we've had flooding. but rate now it seems to be calming down. right now, let's bring steve in. steve, where is it raining heaviest? >> well, south and east but we want to show pictures that happened earlier from daly city. if you can send in pictures -- this is from throttle. throttle something. intercan't get the -- i can't

starting any moment now. easily a foot to two feet with low snow levels. 32 truckee. 32 blue canyon. it will get windy there. 40s on the temps. 45 novato. .81. santa rosa, 46 degrees. 49 half moon bay and san jose. front goes through. we get a little bit of a break right in here but then this has to rotate in. that's the cold pool. thunderstorms, possible. hail reports and again favoring areas out to the valley. could get severe weather. look at the last 24 hours. i love this. it's just awesome. that's a very cold pool dynamic and once you move that in, kind of lift it and get any sunbreaks, you get steep rates and that could trigger in storms. i think areas to the north better than the south. morning rain, giving way to kind of a breezy, blustery showery day. chilly high temperatures. upper 50s. mendocino county, lake county may not get above 55, 56

government." the tea party favorite made that statement on his website today. he's due to officially announce his presidential campaign at a rally in louisville, kentucky in about 90 minutes from now. he will be the second republican to throw his hat in the ring. ted cruz announced his campaign two weeks ago. hillary clinton is expected to make it official that she's running for president sometime in the next two weeks. sources say her campaign will focus on small events where she says she can connect with voters one on one rather than making big speeches and holding big rallies the there are reports the former secretary of state has signed a lease on office space in brooklyn, new york for her election headquarters. it would be mrs. clinton's second try at the democratic presidential nom -- nomination. an artist whose statue of lucille ball says he will fix it for free.

scattered. sonoma, napa into santa rosa and petaluma. but the snow is on the go. 40s on the temps. that cold air is estimatorring in -- estimator in it. late morning, early afternoon. i think this could give us a wide, wide variety of thunderstorms, hail and maybe some fun. clowped out to the valley late -- funnel clouds out to the valley. the morning rain gives way to showers. it will be a cool day with 50s and 60s. sal, i know things are improving on sunol grade 680 but is there something new or what? >> we just have a lot of slow traffic. as you might imagine on this first day of rain in a while, we've had a lot of slow traffic. a lot of people getting into collisions out there. chp has already tweeted saying you are driving too fast, most of you, getting into situations where you can't stop in time. let's take a look at some of these things for you. some. worst commutes are in the -- some of the worse commutes are in the east bay.

this is the worst commute, northbound 80 at 23rd. there is a crash they are clearing up. the traffic is at a stands can still. do not use 880 northbound. you will be stuck in traffic driving up past the coliseum. westbound 580 is slow. it's a better alternate. this is a look at san mateo bridge westbound you can see some rain moving through. steve and i have been telling you that the rain is moving through. it's not raining in some areas. raining pretty hard in others. the bay bridge toll plaza, 30 minutes alone at the toll plaza, and that does not count all of the time getting to it on 24. it's slow on 580. 98 is slow. it's slow on 80 and 880 approaching the spot. let's talk about san jose. northbound 101. we had a little flooding on 280 near 87. for the most part we're doing okay. heavy rain in the north bay as steve mentioned. back to the desk. >> thank you. the investigation goes on

into a deadly overnight crash, one that shut down a south bay freeway for more than two hours. ktvu fox 2's janine de la vega joining us live now. you are in san jose and you say investigators still aren't sure if there were two or three cars involved, janine. >> reporter: they are still trying to figure that out. two for sure now. it's opinion raining out here all morning. it stopped a little while ago. chp told me that when this accident happened on 101 and de la cruz it was dry at the time. they are still trying to figure out why the car was stopped in the fast lanes. this crash happened before 12:30 this morning. witnesses say a white pickup truck hit the white sedan which was stopped near the center median of northbound 101. imim-- the impact sent the traffic on the right shoulder. the driver was trapped inside and firefighters were unable to save that person. it's unknown if the deceased is a man or a woman. the chp said the driver of the pickup works for in hand out

burger and was driving a company vehicle. he was uninjured and is cooperating with authorities. there's still a lot of questions that officers have. >> i don't know if it was stalled, if it was completely stopped, if it was moving slow. if it had lights on. that's all being investigated right now. >> reporter: the accident shut down all northbound lanes of highway 101 near de la cruz for two and a half hours. the freeway reopened at 3:00 a.m., the tow trucks carrying the vehicles were already a couple of miles away when the sedan started to smolder again. firefighters were called back and they had to extinguish it. the chp is also looking to see ifle a third vehicle was involved because another car with damage was found near the accident but no driver was inside. so again, they are still looking into that. dave? >> all right. thank you for the update. the governor's ordered a cut for water use statewide because of the brought.

it's prompted coming up with creative ways to save. alex savidge is live in marin county with some. restrictions that could soon be put in place. good morning, alex. >> reporter: good morning to you. one thought up here in the bay area is to ban landscaped watering all together for two days following any sort of measurable rain like what we had this morning. that means these sprinklers, you wouldn't able to turn them on after a storm. that would apply to both homes and businesses that get their water from the marin district or the north marin district. later on today, board members at those two districts will talk about new, tougher restrictions. the districts may also decide to limit the use of outdoor irrigation systems to just three days a week. now, while these proposals come in response to the many date from last week to cut the water use by 25%, compared with 2013 levels. meantime, up in petaluma, there

is a plan to dial back water use that is stirring up quite a bit of controversy, city leaders there are set to debate a temporary ban on new construction during the drought to ease pressure on petaluma's water supply. there are some city council members, lowfer, who believe a -- however, who believe a building moratorium is not the right solution. such a plan would stall several proposed projects including an expansion and the brewery. that brewery is one of the city's heaviest water users. there will be a public discussion on this issue of a potential building moratorium during california's drought. it will take place at city hall, tori, later on this month and that will give the public a chance to weigh in on the issue. what could be a contentious debate in petaluma. >> yeah, a lot of people have a lot of comments on this topic for sure. there are concerns this morning that one of the anchor rods on the tower of the new bay bridge may be broken.

caltrans says a recent ultrasound test revealed that one of the 25-foot long rods used to anchor the tower may have snapped after it was installed. testing showed it may be as much as 6 inches shorter than the other 421 rods. according to the san francisco chronicle, caltrans will conduct more tests to determine if the rod is really broken or if it was just cut shorter for some reason. caltrans is emphasizing all of the other rods are in good shape. if tests determine the rod did break, caltrans will have to strengthen the tower's anchoring system. the roads are slick. be careful if you are gonna be driving today. at 8:00 an update on conditions and the headaches the rain is causing this morning. >> there's always bad things happening in the city and bad things happen in the country, too. >> after the break, the brutal crime at one castro valley ranch and the clues authorities

a disturbing crime at a quiet ranch in castro valley. pam cook joins us with what has happened to one rancher's cows. >> just a surprising story. three cows shot and killed. >> it just bugs you. there's people out here in the world that would do that kind

of thing. >> the ranch is in castro valley along eden canyon road. there is a lot of traffic nearby. but not far from the road is where john found three of his cows shot and killed. two of them were almost ready to give birth. he tells us that's a big hit to his business. about 50,000. but it's also taking an emotional toll on him and his family. >> look at them. they are awesome. get to get out. you are out here working with the animals. that's what i love to do. >> one of his calfs was also stolen in the last week. he said the alameda county sheriff's department found .9 millimeter shell casings along eden canyon road. he's moved his cows that's not so close to the load. but investigators neild help tracking down whoever did this. they are asking anyone to report anything suspicious from the last week. dave? >> pam. really interesting. san francisco drivers, you are being warned about a

partial closure of van ness avenue this weekend. van ness will be shut down between geary boulevard and post street all day friday, saturday, and sunday. most traffic will be routed west of van ness. that will cause detours and traffic jams from fell street all the way to broadway. the closure will let road crews dig a pedestrian tunnel beneath van ness avenue. that tunnel will connect the new hospital which is under construction with medical offices across the street. now, the owners of tommy's joints restaurants say their business has already been hurt by this disruption but they are dealing with it. >> i think all around town people are dealing with parking issues, construction issues. part of san francisco right now. kind of the growing pains of a growing city. >> muni buses will be allowed to go through that work zone but you muni riders should be aware some of the bus stops

have been shifted to alternate sites. there's a lot of traffic issues this morning with the rain. sal has been extremely busy. one area you have been nope cussing -- focusing on is 880. is it still slow. it's very and now we have floodingian town oak. a lot of people use that. in combination, this is really making 880 very, very slow even though it's just a little bit better now that they've opened up the lanes near fruitvale. but the damage is done it's backed into hayward and traffic might even be a little bit slow southbound coming out of downtown. pardon me. there are no major problems on 580 although it's very slow as you drive past the grand lake area but i would still recommend 580 instead of 880. let's go to the bay bridge toll plaza, you will see the traffic is going to be busy as you drive out to the toll plaza.

it's backed up for a delay getting into san francisco. we had a crash west 80 at powell nearby. a couple of crash, in the caldecott that cleared out. all of the traffic approaching this place. the bay bridge toll plaza and the maze slow 24, the 80, 680 is slow -- 680, 880 slow. the last thing we are gonna look at is westbound hercules to richmond is slow. other than the traffic being bad, i think my voice is getting bad. >> i will save you. pass the torch. a couple of breaks in the clouds but not before very good rain. from rake county to santa cruz mountains, about an inch to an inch and a half for some. you can see some of those breaks. we're not done yet. could get very good thunderstorm activity. i think it favors areas to the south. daly city 1.67.

680 is still slow because of an earlier truck accident and 580 will be slow. and if you are getting to the bay bridge toll plaza, that's backed up for 30 minutes at the toll plaza along. that doesn't count the time it will take to you get there. it has been a rough commute this morning. brian flores has been stuck in the middle of it in the east bay. now you are at the 580/680 interchange. how is it looking there, brian? >> it's still pretty busy. i filled in for you when if rains on traffic. it's knot fun. it's not fun. we're actually near 580 off the santa rita exit. one of the trouble spots this morning where we were at earlier as we go to video was northbound 680 at mission boulevard. this was in fremont.

a big rig that lost control. a couple of times they had to close off the lanes to get the tow trucks through there. the driver was simly trying to -- simply trying to change lanes when he lost control. it was raining at the time according to chp. the driver is doing okay. but even though the northbound lanes of 680 typically move nicely for the morning commute, today was different. as sal just mensed -- mentioned, it remains busy. as we take it back out here live, this is westbound 580 toward the dublin interchange but traffic problems, northbound 880, southbound 280 there was an injury accident. there's flooding also. it remains very busy. a lot of commuters taking it slow. but again many problems out there. we haven't seen the rain for quite a long time. >> it does look like a mess out there. thank you. this morning's wet weather is causing more traffic

problems in the east bay. ktvu fox 2 reporter tara moriarty is live near with the slowdown in oakland with some standing water that can really cause a lot of problems. >> reporter: good morning. we're actually on grand avenue right underneath 880 and you are right. there is some standing water. the rain is gone. actually, i can see some blue up in the sky. those clouds are passing through. but we still have the after effects which are the puddles. we were trying to make it over to highway 24 because there's two accidents there. the traffic on the eastshore freeway was pretty heavy thanks to the rain. it's pack backed up on -- backed up on highway 24. the rain has let up over the past half-hour and it's sprinkling now wherearound 6:15 it was pouring. seen a lot of solo car spinouts. in san francisco, commuters will encounter flooding at 101 and the 880 split and 280 at

released surveillance video in hopes of identifying a man who robbed a drugstore. it happened last month at a pharmacy. the man can be seen looking around and then jumpinger 0er the counter. he demanded prescription narcotics. anyone who recognizes the man is asked to call san francisco police. people in san francisco's bayview hunter 's point may get relief from that bad smell from a nearby sewage plant. that plant processes 80% of the city's sewage and storm water runoff. it sits 30 feet from nearby homes. however, the san francisco public utilities commission has a plan to replace old equipment and remove it from the nearby homes. it could cost $1.3 billion. it wouldn't be completed until 2022. the commission will introduce that plan at a public meeting on april 15th.

people will get a chance to speak out about a proposal to ban wood bumping fireplaces in the bay area. last night, about 100 people attended the same kind of public forum in redwood city. at that meet, there was strong opposition to the plan this that calls for replacing traditional fireplaces in homes that are about to be sold or rented with was or electric runs. >> there's that whole issue of home in the hearth and to take that a way because of what? somebody saying it's smoky out. >> like cigarette smoke 20 years argue, people used to be able to smoke in restaurants andle -- ago people used to be able to smoke in restaurants and outside of buildings, well we don't do that anymore.

a martinez school board member defending comments that students at one elementary school may not need air conditioning because they are accli mated to the heat -- acclimated to the heat. parents want the air conditioning installed at these two schools. a board member has been criticized for saying most of the students at los huntas don't have air conditioning at home and may be able to handle the heat more. john sweat is made up mostly of white students. the america will news reports that her remark was not meant to be racist. 8:10. youtube's new kids' app is under scrutiny because of complaints that it targets children with unfair and deceptive advertising. several children's groups will file a complaint today with the federal trade commission staying the app exsmoeses kids

soon. are they required yet? >> reporter: not yet. in a steady but light snowfall. enough to dust the ground here. put a little snow on the interstate. not enough to trigger the chain controls at least on 880 and highway a. highway 85 does have chain controls. if you are heading to kirkwood, you will encounter the chain controls on that part of the sierra. but caltrans says it will happen today. they just don't know exactly when. the showers are starting to make their way up. that's when we expect to see the snow rates start to pick up. in the meantime, what a beautiful site. everything dusted with a fresh layer of white. a pond along the west area. beautiful site this morning as well. as long as you are preached for a little winter in spring, this likely wob the most significant storm of the season, believe it

we've had a lot of slow traffic on the peninsula. the word is give yourself plenty of extra time as steve said, the weather is monking through. that should help improve things. 8:a back to the desk -- 8:35 back to the desk. there are developments on that freeway accident. a couple of minutes janine de la vega talked with the chp. you are here now. investigators now call this a hit and run. >> reporter: and they do have somebody under arrest for this accident. the chp tells me that a driver of a third vehicle was actually involved and hit this car. this accident all happened in the northbound lanes here hat 101 and de la cruz. officers tell us that some time after midnight a man driving a nissan hit a white sedan in the northbound lanes and left the scene. the sedan was stopped in the fast lanes after that crash and then another vehicle, a white pickup truck crashed into it. the impact sent the sedan

across all lanes of traffic and it burst into flames. the driver was trapped and died. now, the driver of the pickup truck in that sakd crash works -- second crash works for in and out burger. he was driving a company vehicle. he cooperated. police found the vehicle that caused the first crash a couple of miles away on great america parkway. they noticed it had damage. they found the driver hiding behind a dumpster. he was arrested and they tied him to the crash. authorities have identify fid him as a 35 -- identified him as a 35-year-old man. he was booked for dui, hit-and- run and manslaughter. a lot of serious charges. very fortunate that police and chp worked together to piece this together and make that arrest. dave? >> janine de la vega, thank you for that update. meantime, the governor's

order is cut back on water use, it's prompted water districts to get creative to save water. alex savidge is joining us live in marin county with similar restrictions that may be put in place. >> reporter: dave, good morning to you. some. ideas on the table here in this part of the bay area, might seem fairly obvious such as a ban on landscaped watering for two days after any significant rain like we had this morning. bare in mind, a lot of homes and businesses have automatic sprinkler systems that might water a lawn even after a storm. board members at the marin district and the north marin district will be debating a series of new tougher water restrictions. the districts may also be looking at limiting the use of outdoerl irrigation systems to just three days a week. all of these proposals come in vee -- come in response to the

order to cut back use by 25% compared to 2013 levels. i talked this morning by phone with the vice president of the marin municipal water district board and she told me she expects these new rules to pass. >> i don't think anything being proposed is onerous. people who use automated sprinklers are using 50% more water than people who don't. >> it's a little out of sight, south of mind -- out 0 of mind -- out of mind. >> reporter: there's the possibility violaters could face fines. meantime, up the road in petaluma, there's the plan to dial back water usage that is stirring up controversy. city leaders there are set to debate a temporary ban on new construction projects during the drought, an idea that could ease pressure on petaluma's water supply but there are some

who believe a building moratorium is not the right solution right now. they believesuch a plan would stall a number of projects in the city including an expansion at the brewery. that brewery by the way is one of the city's heaviest water users. there will be a public discussion on that issue happening later on this month and later on tonight. there will be a public meeting in marin county at the marin board headquarters here and they will discuss these new water restrictions and they are expecting a big turnout for the meeting 7:30 tonight. all right. alex savidge reporting live. thank you. a santa clara county supervisor says special ships may soon be bringing drinking water to the bay area. however, dave cortese says they won't be delivering water from some place else. instead, the ships would have special equipment to process ocean water into cinking water -- into ink doctoring water. these are used around the

world, a permanent plant is already in place in alameda county but it doesn't use ocean or bay water. instead, it processes underground water and it takes out the salty taste by adding minerals. >> there are concerns this morning that one of the anchor rods may be broken. caltrans says that a recent ultral sou pash -- ultrasound test revealed one of the rods may have snapped after it was installed. testing showed it may be as much as 6 inches shorter than the other 421 rods. according to the chronicle, caltrans will conduct more tests to determine if the rod is really broken or if it was just cut shorter for some reason. caltrans is emphasizing all of the other rods are in good shape. if tests determine the rod did break, caltrans will have to find a way to strengthen the tower he a anchoringle -- tower's anchoring system. a disturbing crime in
