you are taking a look at our stormtracker2 radar. more rain falling across the bay area. the storm's already caused flooding and major backups for drivers. we'll have more on how long the wet weather is expected to stay around. good afternoon. i'm tori campbell. the weather is our big story this afternoon. we have team coverage. sal castanedo is live in the north bay. but first we start with meteorologist steve paulson tracking the storm in the ktvu weather center. busy day. >> busy day. started early their morning as the system came in. it was a good cold front.

the by-product of that. we have a two-hour break. we have a few thunderstorms especially out towards rio vista and discovery bay. i think there will be more later on. the secondary piece of the cold air is beginning to move in, especially in the north bay. it started on the marin/sonoma coast. there is a line between novato and petaluma. but a stronger one in guerneville, calistoga, lake county, mendocino county. a couple of lightning strikes reported off the mendocino coast. that's the next band moving in. out towards eastern solano, contra costa county, things are beginning to develop as that system also starts moving into napa county, near bethel island just now east of rio vista and french camp. not much, a little line forming southward. what we're waiting for is what's swinging in. that could give us a round of showers also possible thundershowers. we sent him north. i don't get a chance to do this

very often but send it to sal castanedo. what are you in novato? >> reporter: that's right. it feels like the morning show all over again. you know, you mentioned the cold air. that's absolutely right. i've been standing here and we're standing underneath a clear spot. as we turn north, as you mentioned, steve, as you turn north, you can see the clouds building in over sonoma county and here we are in novato at the marin/sonoma line. you can tell things are coming. now, chp this morning reported dozens of incidents, koeshry lated with the rain. a truck jackknifed on northbound 680 in fremont neat near the exit. the truck was daked and it took two hours for lanes to open. it affected the southbound commute. in general, it was a terrible slow commute. one man we spoke with here in novato said the rain woke him up. >> it was coming down so hard, i could hear it pounding on the roof. i turned my porch light out to see it coming down in the pool.

it was filling up along the ecedge -- edges of the pool. it was like a foreooh fire hose coming down there. >> reporter: whenever it rains and people are driving around, there tends to be crashes. chp reported triple the number of incidents. that was just before 8:00 a.m. i'm sure they will be counting all day. they've had a lot of incidents to respond to. one of the things we've noticed is the traffic looks good. it's the middle of the day. once it starts to rain, all bets are off. we might have an interesting time if you are driving up to sonoma or here in marin county. you might see some slow traffic as soon as it begins to rain. just by the feel of it, it looks like that could be very soon. >> all right. thank you, sal. in san jose, a person was arrested following a deadly hit- and-run crash that shut down highway 101 for several hours. it happened shortly after midnight on the northbound side of the highway of dera a la

cruz. someone -- de la cruz. someone died when the car crossed the lanes of the highway and burst into flames. the police found the vehicle that caused the first crash. the driver was hiding and was arrested, booked for dui, hit- and-run and manslaughter. snow is falling in the sierra. this is heavenly ski resort. up to 2 feet of snow is expected to fall from this storm. reporter brian hickey has more on the dangerous road conditions you could face if you are headed the sierra. >> reporter: this latest storm feeling spring feel like winter. chain controls in effect for drivers coming up over the sierra. you are gonna need to have those chains with snow tires to get across the mountain pass not only through today but caltrans anticipates into tomorrow morning and beyond. you will need chance or four- wheel drive to get over the sierra as this latest storm could bring as much as a foot of snow to the mountain passes.

up to 2 feet of snow at the tops of the ski resorts. certainly a significant storm if it all holds together. it could be one of the first storms. it's too little too late as they've already shut down for the season. other resorts open getting ready for a powder day and hoping that will bring business hoping to make a little more money but again be ready for winter conditions here in the sierra. i'm britain hick -- brian hickey, fox 2 news. 1.5 million pounds of dirt was going to be installed at levi stadium for the supercross events. it was those supposed to be delivered at 10:00 this morning. they may bring in the dirt today or tomorrow depending upon the weather. turn to the ktvu fox 2 weather team for the latest on the storm. we'll have updates on the air, on our website as well as facebook and twitter. and don't forget to download

the weather yawn for the updates on -- weather app for the updates on your phone. figures released show a water use reduction of only 3% in february compared to 2013. cities are facing increased pressure to slash water use after governor jerry brown last week ordered a mandatory statewide 25% drop in urban water use. legislation introduced today calls for many large new buildings in san francisco to use gray water, which is waste water from kinks, toilet flushes and landscape watering. the board is talking about how to force those mandatory reductions. more on that and how it will impact you -- coming up on the 5:00 news. the governor's order has

forced creative ways for this water shortage. >> people who use automated sprinklers are using about 50% more whrt than people who don't. this is really about having people be a little more aware about how they are using their drinking water outside of their homes. >> later today, board members at the marin municipal water district and the north marin water district will debate a series of new tougher restrictions. the districts may decide to limit the use of outdoor irrigation systems to just three days a week. a bay area activist is returning home after becoming trapped in yemen. this is the video of individual from a rally in san francisco in 2011. he is scheduled to arrive at san francisco international airport any minute now.

the 26-year-old from san francisco was in yemen to help coffee farmers. when saudi arabia began airstrikes two weeks ago. it's not clear how he was able to escape from yemen. there's no word of any u.s. intervention to help civilians. petaluma police are looking for a man when kept touching a girl's arm after she pulled away. police say a man approached the 15-year-old on on alban way yesterday afternoon. they say he struck up a conversation and repeatedly tried to touch her arm. a woman pulled up in her car and the man awalked away. investigators say the man is white, 60 to 70 years old. 5'2" and weighing 140 to 150 pounds. he has blue eyes, thing white hair and a -- thick white hair and a white beard. he was wearing a blue long sleeved shirt and blue jeans and was walking a white terrier -- ter yes dog. in the past past hour, ed

lee and nancy pelosi wrapped up an event at city college. nancy pelosi's toured the culinary department. today is the first day of summer enrollment at the dough. the chancellor says enrollment is higher than it was at the same time last year. but nancy pelosi says more still neeldz to be done to make -- needs to be done to make college affordable. >> they can go all out and say reach for the stars because it's affordable. it's accessible to them. >> city college of san francisco is working to get more students following a battle over the school's accreditation. the school is still accredited at this time. gavin newsom will deliver the commencement speech at san francisco state. for the first time, the graduation will be held at at&t park on may 22nd. more than 8,000 students are expected to receive their degrees. annette bening, paulette

lawrence and peter goebel will receive honorary degrees. starbucks will cover a full four years of college instead of two. it will also offer employees faster tuition reimbursement. students who are in the program will now get reimbursed after every semester rather than completing 21 class students. starbucks hopes to help at least 25,000 employees graduate by 2025. the lights go out for thousands of people in our nation's cap capital -- catch tal -- capital. what officials say is to blame. and get ready to pay less for gasoline this summer. what officials say could be the lowest gas in six years.

after coming back from the ncaa tournament. this still photo is is the only image we have that we're getting from the scene. just a short time ago, we learned that a deputy athletic director around the associate head basketball college from illinois state university were among those killed. local authorities say the cessna crashed near the central illinois regional airport in bloomington early this morning. an explosion at a power plant in maryland is being blamed for power outages that have affected the white house, the state department and the u.s. capitol. the power outage hit about noon east coast time. electricity flickered in the white house press room and the state department. the smithsonian had to evacuate some museums and metro trains are on backup power. the you'll company says it -- the utility company says it's investigating the cause. happening now, jury deliberations are underway in the boston marathon bombing trial. 21-year-old dzhokhar tsarnaev is charged with 30 counts in connection with the deadly

attack back in 2013. 17 charges carry the death penalty. most legal analysts are expecting a guilty verdict which means the jury will then decide whether dzhokhar tsarnaev should get life in prison or a death sentence. >> they come back very quickly. to me that's a sign that they thought with their hearts and not heads and went check, check, check. if they take longer, that's a good sign for the defense because they are thinking out each of the counts. >> the defense tried to prove that he was influenced by his older brother killed in the days after the bombing. three people were killed and more than 260 were hurt in the attacks. today, the debate will continue surrounding whether or not to allow californians facing terminal illnesses the ability to end their lives. this is the second hearing on the debate in the state legislature. two weeks ago, opponents say the bill would lead to a spike in overall suicide rates. but supporters say the term physician assisted suicide is what's really going on in the

minds of people with terminal illnesses. the most recent high-profile supporter terminal cancer patient britney maynard who made national news when she ended her own life last november tackled the phrase head on in videorecordings made prior to her death. well, back to steve. more rain this afternoon. maybe a little more. >> in spots, yeah. some areas might have is up. but we get the sun, the clouds, the showers. cazadero is pouring. thunderstorms out to the valley. this is the pattern we'll have the rest of date and then early wednesday. after that, things calm down. we had good rain this morning. i tried to get as many of these as i can. cobb mountain 1.30. le city -- daly city, picked up. vallejo, 1.21. yountville over an inch. there were a bunch of reports over an inch to an -- to 1.50.

west san jose, good rain. san francisco .7 a. danville, two-thirds there were a bunch of .50 to 1.50. then we got a break. here comes two pieces of the system. the cold system is swinging inland. get a line of rain stretching from petaluma to north novato, american canyon, napa and then maybe isolated showers up until lake county around middletown. that cell is popping up highway 29. could be isolated areas of snow on cobb mountain, guerneville, russian river. that's a good cell right there. there's pockets there west of santa rosa. also around napa you can see that highway 29. so the thunderstorm activity is now beginning to show itself as these cells begin to develop, right around rio vista, highway 12, i know there's reports of lightning and hail. so far everything seems on east of san jose but from morgan hill to gilroy a little line there. this is the next system -- the

next piece of energy that will swing in. san mateo coast, san francisco, it's already moved into parts of the marin coast and snow heavy snow at blue canyon, light snow truckee and tahoe. but winter storm warning is out through the day. they will get 1 to 2 feet. grass! have had snow. if it makes it down there, it's 3,000. 29 blue canyon and heavy snow. truckee and south lake tahoe. fairfield is only 51 betion. a lot of 50s. temperatures will be below normal. this swings through and then instability late tonight and into tomorrow. and that will leave behind cold care. possible showers. if you will get that, you will get hail out of that. severe weather will probably be confined to the valley where they are painted for marginal risk of severe weather. upper 50s or very, very low 60s. it's been a long time since we've had high temperatures

this cool. this is the most rain we've had in two months since the first weekend of february, tori. after wednesday things will improve. it looks good as friday. but the mornings will be cold especially thursday. kind of gisk a heads up to the vineyard and agricultural -- give a heads up to the vineyards and agricultural interests. tonight in napa people will be able to speak out on a proposal to ban wood burning fireplaces. people spoke out in redwood city and there was strong opposition to replacing these in order to prevent air pollution. >> there's the issue of home in the heart and to take that a -- that away because there's smoke out there. >> like cigarette smoke, people used to be allowed to smoke in

restaurants and buildings. now we don't do that anymore because we realize it impacts other lives. the same is true for this. >> air district officials will consider all comments before submitting the final proposal to the board this fall. national gas prices are expected to fall about 32% from last year. sometime between now and september. the energy department expects the nationwide average to hit 2.40 which is down by about a dollar from last year. lower prices are a result of the world oil supply growing faster than the demand. here in the bay area, prices are also falling. here is a look at what drivers are paying on average today. in san francisco, drivers are paying about $3.32 to fill up. in oakland, it's about 3.14 and in san jose, it's costing about

another republican is throwing higgs hat in the ring in the 2016 race for the white house. on the democratic side, hillary clinton is expected to announce whether she will return. voters living in parts of san jose have the opportunity to head to the polls for a special election seat for the berryessa and ail visa neighborhoods. f no one wins more than -- if no one wins more than 50%, voters select between the top two finishers in another election. they expect low voter turnout. an accidental discovery helped researchers develop a prototype that can be charged in about one minute. researchers stumbled on the use of a graphite material as a material. they say the new battery is flexible and durable and does not catch fire. scientists say the aluminum ion battery could replace flammable

batteries. the prototype is also environmentally friendly. a world-famous napa valley restaurant that's been closed since christmas is back open today. the french laundry shut down for a full kitchen remodel. it won't be done until this fall but the owner and chef has set up a temporary kitchen. you may remember that when the restaurant shut down, hundreds of thousands of dollars of wine was stolen but that wine has since been recovered. the as broke a ten-year drought getting a first opening day win since 2004. sonny gray came within six outs of a no hitter. >> aye yie yie. on an 0-2 pitch, the fastball up and away. and he lines it into right field. >> he got a standing ovation from fans after his no-hitter was broke unup. he got run support when ben hit a tw-one home run in the first.
