at some of the totals. this came in overnight with a vengeance. rainfall rates -- look at santa rosa. san rafael over an inch. in the santa cruz mountain rain accumulations up to two inches. a very significant system. you see it rotating here. it's getting hung up on the west slope. they're getting good snow. winter storm warning reinmas in -- remains in effect through midnight tonight. they could see two feet before it's all said and done. current radar shows where the showers are now. you can see out in san mateo, getting heavy rain in redwoods. the showers are going to continue in this way. just this widely scattered shower activity. as we head into the evening hours then tapering off.

we also had some -- severe thunderstorms up in the central valley. we could see a thunderstorm around here in the next few hours. when i come back we'll put it all together. just know that's a nice weather system that rolled through here. that rain caused headaches for drivers around the bay area. wet roads were a factor in a big rig crash on highway 101 in the north bay. cara has been out in the stormy weather all day long and joins us live. there's a little moisture on the lens. >> reporter: sure. the storm passed us here in the north bay just about an hour ago. chp saw quite a few spinouts and a number of hazards on the roadways because of the rain. santa rosa got a fair bit of rain this afternoon. roadways were slick and a lot of people out with rain coats and umbrella. ken said he didn't mind. >> love it. love it. makes everything nice and clean. >> awesome.

we need it. lots more of it. >> reporter: slick roads were partly to blame for this jackknife big rig on northbound 101. >> i think he slowed down a little faster than he thought he could and jackknifed the trailer. ended up crashing into the center median wall and took out another vehicle in the process. >> reporter: the crash happened just before 2:00 shutting down all northbound lanes and snarling traffic for showers. i got off the phone with chp and they're working six crashes now here in maroon county and want to remind everyone the roads are still wet. you should increase the following distance. give yourself more time to react. >> good advice. this latest wet weather system left a fresh dump of snow in the sierra. the road is clear but chains are required on

arrested on chargesf hit-and-run and gross vehicular manslaughter. there are new charges about safety after an suv struck and hit a cable card in san francisco yesterday. david joins us now. he is from powell and washington where the accident happened. apparently this is not the first time a cable car operator has been hit there. >> reporter: that's what we were told. the operator hit yesterday suffered a broken rib -- ribs, a broken leg and some internal injuries. the accident is focusing on some of the problems which includes a mix of pedestrians and traffic and cable cars. the view from on board can't be beat but san francisco cable car operators are the creasingly worried about motorists are watching out. >> we see it first hand. we have to deal with a lot. >> reporter: powell mason line operator san teeggo was struck and critically injured as he

exited his car. >> obviously heart broken by what happened. >> the operators got an outstanding record. 18 and a half years here. >> reporter: the incident happened at powell and mason. an intersection with cable cars and pedestrians. >> we had an operator hit about a year and a half ago. >> reporter: autos are not supposed to pass stopped cable cars but the law is often ignored. >> you may have visiting people coming to the city. they may not know the law. but the locals should. >> reporter: with an increase in cars and bicycles the safety of cable car and light rail vehicle operators is a growing concern. >> one of the other things we'll do is have the travel engineering folks look at the intersection and stop signs and see if there's a better way to protect it. >> reporter: the municipal

transit agency issued a warning to operators trying to make sure they're seen by traffic. the head of the operator union wants more signage and more police out here patrolling the line to make sure cars don't interfere. >> so much going on in san francisco. better to be more alert. a man known as wild bill has now been charged in two east bay cold cases. the district attorney says william lee huff was linked to the two separate homicide cases by two dna evidence. he faces double murder charges in the death of butterfield and an immigrant sachow. both women were sexually assaulted and found half naked strangled to death. the man killed during a large fight saturday night is

identified at ruben tomas sosa. they found him with a gunshot wound but he was not revived. oakleaf police are asking people with information to come forward. nancy pelosi and school officials held a press conference to insure prospective students that they are still accreded and thriving. the school had problems and almost lost accredidation last year but the commission adopted a new policy allowing ccs staff more time to comply with standards. nancy pelosi praised school leaders for their work today. >> nothing brings more money to the treasury, local state or federal, than the education of the american people.. >> reporter: ccsf is the largest community college in california. serves between 80 and 90,000 students a year. the jury in the boston marathon bombing trial went home

for the day after the first full day of deliberations. walden reports on how the jury is expected to make the decision. >> reporter: prosecutors say he played a role in the boston marathon bombings and his own defense team admits that as well. now it's up to a jury to decide. five men and seven women charged with deciding the fate. although many legal analysts are expecting a quick guilty verdict the jury needs to consider 30 different counts. >> you have -- weapons of mass destruction. murder. many many to go through . they'll look at all of the evidence and catalog some of it. go through count by count by count and through the jury instruction. >> reporter: during the closing arguments prosecutors trying to paint a picture of him as a cold blooded killer who targeted innocent civilians because of a grudge against america. but his attorney insists his client only took part in the attack because

of the influence of his older brother who was killed during a shootout several days after the bombings. >> mixing a couple ofl different concepts. and the government made a point in the summation clearing it up. when you say he did it but it was really the brother. are you saying he somehow is not guilty or are you admitting he is guilty but there's mitigation for later. >> reporter: if he is convicted the sentencing phase is next. 17 of the 30 charges carry the death penalty. >> reporter: the rights of california's legal immigrants could be drastically expanded if proposed legislation is passed. the packet made up of 10 bills is called immigrant shaped california. the proposed bills include protection from work place discrimination and special juvenile visas. supporters say the economy is built on the

. state water officials says the water is dismal. californians cut the water use by 2% in february and far less than the 25% now mandated. john looks at the problems water officials say we helped make worse. >> reporter: we're using too much water and saving too little. in fact, less last month than any month since drought tracking began last summer. >> if we don't do something now it could be worse later. >> reporter: the state water board reported disturbing new trends. southern california use actually went up compared to 2013. the bay area just 8% less

well short. >> the overall goal is a 25% reduction in total statewideurban water use. >> reporter: in the east bay warm weather and possibly drought fatigue. >> the news is disappointing here in the east bay. in february our customers cut back 6%. >> reporter: they asked for 20%. the state says to survive this drought people have to cut water use 25%. >> i think i'm doing enough. i'm pretty careful about just about -- everything i do water wise. >> so far we actually let the backyard go. >> reporter: in 10 days the state is expected to issue community by community mandatory water cuts that could in some places exceed 25%. >> reporter: now more on our wet weather moving through the

bay area. still seeing active weather now. bill just dropped the clicker. >> so excited. we had good rain around here. up to an inch in many neighborhoods. two inches in santa cruz mountains is great news. messed up the morning commute but it's dropping snow in the mountains now. it's all good. this was a nice storm . right now you can see what's left. the system is hanging up in the mountains. maybe a foot to two feet in many places up there. hayward some heavier rain south of the oakland airport. redwood city, this is moderate rainfall. so in this zone, a small area. perhaps a mile here. mile square. that area, probably got the wipers on full. you can see that we're talking about rainfall that will probably continue at this rate throughout

the evening hours. so we'll see more widely scattered showers. the computer model then sets us up like this. so the front goes through. the front is already through. this is where we are going into tonight and you can see this cold unstable air behind a front which can still trigger a shower. so 11:00 maybe a few more showers. 8:00 tonight maybe a scattered shower. start to clear out tomorrow afternoon. mainly a day of clearing. on the west sierra nevada, some snow falling. this is a very productive storm. this is the system you expect for this time of year. the late winter, early spring storms. you get the funnel clouds, low snow levels. 24 inches possible. a winter storm warning that will stay in effect through midnight tonight. if you're traveling take care.

rainbow we showed you. but for the most part we're drying up and warming up as we head towards the bay area weekend with a few sprinkles possible late tonight and early into the morning. president obama spoke out today about the effects of climate change and said it's not just effecting the weather but harming the health of americans and wildfires are sending more pollution into the air. allergy seasons getting longer and there are more insect borne diseases. and google and microsoft helped the nation's health care system prepare for climate change. joe biden and his wife are set to visit the bay area this week. the white house says they'll attend a political fundraiser in san francisco on thursday. the bidens are planning to visit a pge facility in oakland to discuss job training and his wife expected to stop in at deansa college to

. widespread power outages hit washington, d.c. today the white house was briefly affected along with the capital building and state department. officials say an equipment malfunction is to blame. no link to terrorism. but the outage left some people briefly trapped. the university of maryland and various museums lost power and several fals were evacuated. rand paul formally announced he is running for president in 2016. paul is the second republican to enter the race. cruz was the first. how rand paul is different than other potential republican candidates. >> reporter: targeting younger voters minorities, independents and republicans rand paul announced his bid for the white house in 2016. >> we have come to take our

he heads on the road to hit five states. new hampshire then south carolina for the first in the south primary. from there it's iowa home of the first caucuses and nevada the second caucuses before a big fundraiser launching his campaign in california. federal regulator are being asked if phone companies could do more to stop so-called robocalls. criminals can easily make thuns of -- hundreds of thousands of calls. phone companies say they worry that automatic call blocking may break communication laws and asked for clarification. the phone companies are just stalling and could easily block robocalls, they say. a bay area man arrives after escaping war-torn yemen. what he says about the situation there now. and san francisco's disney family museum show cases the

shiite rebels are now advancing on the second largest city. soda arabia is conducting air strikes and now the u.s. is speeding up supply to the coalition. >> expudieded weapons deliveries and established a joint coordination planning cell. >> reporter: so far at least 500 civilians have been killed and a humanitarian crisis is growing. red cross hopes to get 16 tons of supplies flown in in the next two days. a san francisco man arrived hoemtoday after he managed to escape from yemen. the state department says there are no plans to evacuate americans at this time. >> reporter: he grew up in san francisco and travels to yemen often to visit coffee farms and never expected to be trapped

there during a war. the photo makes it look like he is taking a pleasure cruise but this was no vacation. he began his journey from yemen back to the bay area. >> it feels like i was in some kind of action venture novel. >> reporter: he owns a coffee contribution start-up and spent time in yemen meeting with coffee farmers. he woke up to the sound of bombs exploding. >> felt like armageddon. all hell broke loose. >> reporter: the airport was destroyed. the only way out was by sea. he drove seven hours to the coast and convinced a stranger in this photo to take him across the red sea to africa. >> there it is. small boat. 16 to 20 footer. it started sinking, what the heck? i'm in the middle of the ocean now. no navigation. >> reporter: he went through two african countries before getting to europe and coming

impossible while the war in yemen goes on. the state department may soon be removing cuba from the government's list of terrorism sponsoring countries. >> i would anticipate it will move to the next stage relatively soon. as the -- initial security advisor referred to. but not a final decision in the next day or two. >> reporter: within the next day or two the state department is expected to recommend cuba be removed from the list of countries that sponsor terrorism. they were added to the list in 1992. president obama will leave tomorrow for jamaica and panama and he is is scheduled to talk face to face with cuban president castro. petaluma police are looking for a man who kept touch ing a girl's arm. police say it happened in alvin way yesterday afternoon. the man struck up a conversation with the 15-year-old girl and repeatedly tried to touch her.

when a woman pulled up in a car the man walked away. investigators describe that man as white 60 to 70, about 5-2 and weighs 140 to 150 pounds. he has blue eyes thick white hair and a white beard. he was wearing a blue long sleeve shirt and blue jeans and walking a light brown terrier dog. police in south san francisco say an attempted robbery didn't quite work out for a robber. the man withdrawing the cash punched the suspects in the face. about 5:40 monday morning at a bank on linden avenue near airport boulevard. the victim punched the robber repeatedly until the man flood. a mother is behind bars accused of trying to set her daughter on fire. portia wright was arrested saturday afternoon. she has a record dating back to 2007 including prosecution and

disorderly conduct. one neighbor says he saw wright yelling at the daughterer in the past. >> seen them getting on the kids and -- but never really to that extent. never that brutal. but there was always some kind of arguing, yelling at the kids. >> reporter: the daughter was taken to the hospital with serious injuries. but is expected to be okay. wright now faces charges of attempted murder and endangering a child. the alameda county sheriff is investigating a crime at a quiet family ranch in castro valley. live stock shot dead, mutilated and stolen. noel talked to the rancher who says the ordeal took a toll financially and emotionally. >> reporter: drive through the canyons of castro valley and nothing tells you you're a half hour from the city. >> always bad things happening in the city and bad things

happen in the country too. >> reporter: this long winding road brought trouble to the family ranch. someone along this road shot three cows. >> one cow there. >> reporter: dead in the pasture. >> they're not very far. >> reporter: about 50 yards from the road. it happened about a week ago. cattle rancher josh reported it over the weekend after he couldn't find a few cows on his 300 acre ranch. then he spotted them. two of the cows were pregnant. due in a month. one had her ear cut off. like a trophy. >> maybe it's something that makes them feel good that they did it. so not cool. i wish i found the people. >> reporter: there is also a calf missing. likely stolen. about a $50,000 loss in business and an emotional hit as well. >> it bugs you. there's people out here in the world that would do that. >> reporter: the sheriff's office is investigating. investigators found 9 millimeter

it comes to property taxes. california property taxes rank 17th nationwide. passage of prop 13 has helped. it capped property taxes at 1% inlimits increase. the state with the highest is new jersey with $3900 a year. california is $1400 and least expensive is hawaii with an average of $482 a year. a new report is predicting that drivers could see the lowest summer gas prices in six years. the energy department says national gas prices will fall about 32% from last year. officials say the nationwide average will likely hit 2.40 a gallon between now and september. that's about a dollar less than last year. analysts say the lower prices are a result of glut of oil on the world market. here in the bay area prices have been falling. here's a look at the average prices today. in san

the spring storms sweeping through the bay area dumped snow in the yosemite valley overnight. courtney lancing sent us this prom the lodge. you can see the storm brought quite a bit of snow there. just a few days ago yosemite was dry after months with little precipitation. the late season snowstorm is creating some challenges for drivers. the highway patrol is requiring chains on parts of highway 50 and interstate 80 trucks are being inspect ed to make sure they have chains on board. but there are no current chain requirements for cars. out on the slopes as david reports now it's making skiers

and snowboarders happy. >> reporter: it didn't look or feel like spring skiing this afternoon. >> i could feel the cold through my gloves now. i'm freeding. it's good though. >> reporter: it's picked up 8 inches of snow so far from the latest storm and now reconsidering plans to close this weekend. >> as far as pushing back our operations we'll have a meeting this weekend to discuss that. april 12 will be the last day as of now. >> reporter: interstate 80 was often at a standstill because of numerous spinouts. controls were at low as 2400 feet and chain installers finally making money after a slow dry winter. >> how many times you worked this year? >> six. maybe seven. >> normally? >> 30 . this has been -- very difficult year for chain installing. >> reporter: snow also fell

across the foothills. where spring flowers took a beating. so did the trees which locals say will be the last snow. >> how does this compare to others this winter? >> this is it. only time we've seen it this year. >> so the first and land snow of the season. >> probably. >> reporter: on the ground about five or six inches of fresh new snow. the snow in the sierra is expected to continue into the evening. >> reporter: nice to see the snow. could have used a lot more of it. it's been a rough year. we still have wet weather lingering. >> a little bit. not like this morning which was significant. a lot of rain fall ing on bay area neighborhoods. we're talking about drying out here as we go into the next few days which is what you would expect. the system was good. dropped a heavy amount of rain. outside we have clearing. you can see it behind me here. clearing could fuel some further showers

as the warm air or sun heats the ground. let's take a look at outside. you can see as you're coming close i've put in storm reports. those are from observers on the ground suggesting where the heavy weather is. we showed you pictures of the funnel cloud. this funnel cloud -- spotted at 225 near floren which is a neighborhood or district in the area. as we headed south a little bit you see another system. near lodi. hail. 3/10th of an inch size. this is current now. this system here -- you see the rotation. it means the system has spin to it. the complex of weather there has a spin which is indicative of a stronger storm. we're seeing that over the hill now. freemont heavy rain. this is probably the hot

spot in the bay area now. mission -- often does garner some of the heavier showers. 680, 880 falling. so be prepared for that as you travel about. in the mountains a winter storm warning in effect until midnight tonight. maybe 2 feet of snow up there. this low pressure center now moving off and tomorrow we go back into the typical pattern which has been the high pressure -- not going to get warm or hot. well it will. but not going to get hot. temperatures will be in the low 70s. this high pressure center will be with us and stick around. you'll be looking at cool overnight lows in the 30s. daytime highs will get back into the 70s. tomorrow 65 in napa. 65 in vallejo. maybe a stray sprinkle for tomorrow morning but that's it. it's basically gone after that. maybe a sprinkle or two in the early

give you a discount? >> oh, yeah. >> advertise for free. >> oh, yeah. >> reporter: news at 6:00 starts now. rain in the bay area and snow in the sierra. a great sign for a state that needs every drop of water it can get. good evening. >> the storms in northern california even produced a funnel cloud near sacramento. you can see some rotation as that cloud briefly comes out from the cloud deck. we had rain in the bay area, snow in the mountains and sun in between. >> a beautiful picture of a rainbow over the bay bridge. what's happening now. >> reporter: things are starting to wind down but there are still showers now. let's look at the rain totals we achieved this morning. it was early this morning. after midnight came down hard.

over an inch of rain in some places. most a half inch. santa cruz mountains, two inches of rain in some places. this is the current radar imagery. impacting those driving home now. closer here south down towards the santa clara valley we have heavier showers. you see i'm picking out the scattered showers. that's all that's left now. is just widely scattered showers. this was dropping significant rain up here. so showers continue the next few hours. should be dying down for the evening hours but there is still a chance for a sprinkle tomorrow. we're still seeing some quick downpours in the bay area. this video was shot an hour ago. heavy rain and strong winds.
