[ laughter ] >> it is chilly out there. after yesterday's cold front actually the cold front how about that? the light rain is kind of favoring areas to the south. santa cruz mountains and pushing south. still partly to mostly cloudy.

a little bit of fog being reported at sonoma county airport. 40s and 50s elsewhere. we will have partly sunny to partly cloudy skies today. and the sierra got pretty good snow. anywhere from 16-24 inches. kirkwood had two feet at the summit. rain here, snow there. the way it was supposed to work. right sal? >> exactly, steve. it's better to commute today because it's not raining. we can go to the toll plaza and show you the traffic is beaked up a little bit as it normally is getting into san francisco. there are no major problems. speaking of the east bay we can look at 880 north and southbound traffic looks good in both directions. it's getting more crowded by the moment. yesterday we had such a bad commute i think today you will like it. much better. highway 4 if you are driving through antioch, you want to stop and go through that construction zone. it's just moderate. and driving on 680, 680 south doesn't look bad at all.

we have looked pretty good. we have slow traffic in the east bay on 580 over the altamont pass heading into livermore. it's 6:01 let's go back to the desk. new this morning, san jose police say a deadly shooting on a busy city street was not a random act. officers responded around 10:00 last night. she was pronounced dead at the scene. it appears the woman was in a car when she was shot. they believe she knew the gunman. the car has been removed. the suspect still on the loose. police are coming up with creative ways to catch suspected criminals. to get the word out the department is giving the bad guys nicknames. janine de la vega is in santa cruz to talk about this technique, how it's working and the latest nickname officers have come up with. janine. police tell us they have had success doing this.

they say this whole concept of doing this and giving nicknames catches the public's attention. so is far nay have not focused on suspects who are suspected of committing violent crime. so far it's just been property crime and theft. the latest person that they are looking for that they have dubbed is a man dressing in drag who they call mrs. doubt fire. like the character played by actor robin williams in the movie. officers say this man walked into a santa cruz bank last friday wearing a blond wig, necklace, and purse. he handed a teller a letter demanding money and walked out. they posted his picture on his blog in hopes that somebody would help identify him. we spoke with police about how they came up with this concept. >> we give it this little crafty title. usually gets people's attention. and most of the time when we do that, the community gets a little bit more involved.

it's catchy. so they become more involved and they want to help us out. >> reporter: the department has used creative nicknames over the past several months to help catch suspected criminals. in february they release surveillance images of the woman they dub as the bubbly bandit. the next day she turned herself in. and in september police say it worked again when they nicknamed a man suspected of stealing at costco. offices say they received multiple tips after they received -- the police department even has a section on their web page called name that suspect. they know they are poking fun at these suspects but these people are are accused of serious suspects. in the next hour we will talk to people who live here in santa cruz and ask what they think of this whole idea. >> it will be interesting to hear what they say. thank you janine. 6:04 is the time. a woman from union city dubbed

the bomb shell bandit has been sentenced to more than five years in prison. 24-year-old core admitted in january she robbed four banks last year. the fbi called the nurse the bomb shell bandit because she claimed to have a bomb strapped to her body. she was captured last july after robbing a bank in utah. we have new developments in the attack on american troops in afghanistan this morning. we just learned one american service member has died. the afghan gunman opened fire after a meeting in eastern afghanistan. the first report said the gunman was shot and killed but now there is a new report that a suspect was arrested. it's not clear yet if there were more than one gunman in today's attack. we are still following this story for you. we'll bring you updates

throughout the morning. dramatic cell phone video from south carolina prompted prosecutors to charge a white police officer with murder for killing an afghanistan man. the video shows the victim being shot several times while running away. the -- this video shows the officer firing his gun eight times as scott was trying to run away. slager originally claimed that the shooting occurred after the suspect grabbed a police officer's stun gun. but the video shows a suspect had his back turned from the officer when he was gunned down. >> justice has been served. and i don't think that all police officers are bad cops. but there are some bad ones out there. and i don't want to see anyone

get shot down the way my brother got shot down. >> walter scott had been pulled over for a broken brake light on his car. the justice and the fbi are in facing this case. voters in ferguson, missouri have gone to the polls for the first time since a white ferguson police officer shot black teenager michael brown. ferguson will have three african american city council members compared to just one before the election. ferguson officials say twice as many people voted on tuesday as the city's last election and the city council will have to approve the hiring of a new police chief municipal judge city manager and others. those officials resigned or were fired following a justice department review. an 82-year-old woman in oakland was robbed and dragged by a car right outside of her home and the whole thing was captured on a neighbor's security camera. this happened saturday on california street near maple

avenue in the diamond heights neighborhood. two people getting out of a car approaches a woman and grabs her purse. that when the suspects drove off dragging her. knocking her down to the ground. this is all captured on her neighbor's security camera. >> we're hoping by people seeing the video somebody will be able to identify them and have them arrested and prosecuted. >> now the robbers went the wrong way down a dead end street and they had to tush around and come back past. you can see them speed off while the woman's daughter there tries to help her mother. neighbor says the woman was badly bruised but otherwise she was not hurt. this surveillance video has been handed over to the police and ktvu tara moriarty is following this story for you. she'll have an update at 6:30. if you take the san mateo bridge you might want to make alternate plans next month.

police arrested the suspect. two members of the atlanta hawks reportedly were arrested for about instructing police from investigating that scene. now we still don't know if the suspect has any connection with the nba, or the players involved. back here at home a community meeting will be held tonight in oakland to address the easter morning shooting death of a promising new -- it will be held at the oakland marriott hotel on broadway. it will address recent nightclub shootings. emiliano nevarez was hit by a stray bullet. he was carrying out music equipment after a performance at the golden bull bar. the gunman was involved in a fight with another person. so far no arrests have been made in this case. it is day two of jury deliberations in the boston marathon bombing trial. five men and seven women are deciding the fate of 21-year-

old dzhokhar tsarnaev. although many legal analysts expect a quick decision, the jury must consider 30 different counts. if tsarnaev is found guilty, the same jury almost return for a second round -- the same jury will return for a second round of testimony. a jury also deciding the fate of former new england patriots player aaron hernandez. he is charged with killing odin lloyd in 2013. jurors deliberated for 90 minutes yesterday. today they will return. hernandez planned the crime, killed lloyd and tried to cover it up. hernandez's lawyer does say hernandez was there when lloyd was killed but he described him as a witness and said two of hernandez's friends did the killing. actress nicole kidman being criticized from promoting an airline. she appears in new commercials. a flight attendants union is blasting kidman for promoting a

airline that treats women poorly. now the airline says its policies extend beyond standard united arab law. it recently received a 93% approval rating from its employees in an independent survey. the group that is pushing for a woman to appear on u.s. currency they have narrowed their choices down to four. eleonore roosevelt, harriette tubman, rosa parks they are the finalists being asked to replace president andrew jackson on the $20 bill. the final vote that will be conducted in a couple weeks. the group known as women on 20's is petitioning the white house to make this change by the year 2020. that would be the 100th anniversary of the 19th amendment which gave women the right to vote. san francisco is planning to expand a program that is helping homeless people deal with one of life's basic needs.

the city is delivering mobile toilets to the tenderloin neighborhood four days a week. they arrive at 2:00 in the afternoon and stay open until 9:00 in the evening and paid attendants keep them cleaned and stocked. there is a box to discard used drug needles. the pit stops are much needed. [ inaudible ] it has plans to add a fourth pit stop soon. more injury problems for the giants. just two games into the brand new season the giants started off strong. buster posey a two run homer in the first inning but arizona hit two three run homers off

good morning everyone. let's take a look at what we have now. if you're going for the gold on bay area roads, today will be a little better for you than yesterday as you look at a live picture of highway 24 in lafayette. it looks pretty good as you drive up to the tunnel. there are no major problems on 680 heading for the benicia bridge. we're also looking at the bay bridge toll plaza, that has filled in. it's about a 20 minute delay. there are no major problems reported on the bridge. for now we are looking pretty good to get into san francisco. we are also looking at slow traffic in the east bay through livermore and 680 out of dublin. it's certainly not as bad. nowhere near as bad as it was yesterday. still looking good in marin between novato and san rafael. 6:18 let's go to steve. speaking of looking good.

include health care, protection from workplace discrimination and special juvenile visas. the california economy is built on the backs of undocumented workers and they have to be protected. >> immigrants, documented and undocumented are woven into every part of california's social fabric and make a huge distribution to our economic strength. >> republican assembly caucus released a statement saying these bills come with a huge price tag with no clear way on how the state will pay for them. there is also new developments over president obama's executive order meant to keep millions of immigrants from being deported. federal judge in texas has refused once again to lift a temporary hold on that executive order. 26 states have filed lawsuits over the president's action calling it unconstitutional. an appeals court will hear more arguments on lifting the injunction next week. the original manuscript for the hit song american pie sold

>> all right, tara, thank you. time is 6:32. we'll find out more about the capture of a santa clara county inmate who pulled off a very daring escape last month. johnell carter was arrested in mississippi with the help of the u.s. marshalls. he escaped by beating up a sheriffs deputy while being taken to the hospital for a medical appointment back on march 6th. carter was being held on child molestation charges. they have called a 10:00 a.m. news conference. they will talk about his capture. there are a few light sprinkles in parts of the bay area this morning but northern california now drying out from tuesday's big storm that brought a wild mixture of weather, rain, snow and hail. clouds funnel clouds near the sacramento area and local hardware stores reported a spike in business before the storm customers were buying rakes to clear drains and weather stripping and plungers were popular afterwards.

>> i think it's the forever. >> the chp believes rain contributed to a dozen of crashes including a big rig jackknifing on highway 101 in santa rosa. we had a lot of crashes we reported. mother nature provided us with memorable images. i caught a couple yesterday. when the storm passed through it left behind some rainbows. this one over the bay bridge. despite governor browns orders the people of california are not being careful about water use. the state water board says water usage dropped less than 3% in february. that is the smallest drop since the drought began. last night the humane water district approved new outdoor watering restrictions. it limits residents to watering their lawns just three times a

week. and it bans all watering for 48 hours after measurable rainfall. some of the residents complain the water district is hot tough enough. >> it's just part of their reality. we haven't had the rain, we haven't had the water. we redid our landscaping just last year and part of the goal was to make it care. the decision was made even though the marinist if resume is. alaska airlines is apologizing to a cancer patient who was told to get off her flight. alex savidge has more. >> reporter: the woman at the center of this controversy is

under going chemotherapy right now but she had no idea her illness could keep her from flying. she was told she didn't have a doctors note and that is why she was removed from that plane. elizabeth segue who is from placer county in northern california posted this video of the ordeal on facebook. before boarding that flight on monday, segue shes she put on a surgical mask while she was still in the boarding area and mentioned to an airline employee that she was feeling week and might need some extra time getting on board the flight. not long after that she and her family were being pulled from the plane. >> they are taking me off the airplane because i don't have a doctors note telling me i can fly. all of these people are waiting. and i'm being removed as if i'm a criminal or contagious. >> segue says she suffers from a rare form of plasma cancer. she was flying home with her family after a vacation in

hawaii and after everyone was seated, that is when an alaska airlines representative came on board and told segue she couldn't fly because she hadn't been cleared by a doctor. the airline worried about her suffering a medical emergency. if you listen closely you can hear segue as she apologizes to other passengers. you might be able to hear there one passenger says god bless you to the woman as she walks off. [ inaudible ]

>> reporter: now the airline has reimbursed the family for their air fare and accommodations. they stayed that extra night in hawaii and she plans to donate that money to cancer research. >> just unbelievable story. thank you alex. bryan stow will receive less than a third of the judgment he won last year. a los angeles jury awarded him $18 million after he was severely beaten outside of dodgers stadium in 2011. but federal law allows his health insurer to recoop some of the money he spent to take care of bryan. bloomburg estimates it will leave stow with just $5.8 million. health expert says stow's rehabilitation will exceed $30 million. coming up at 7:00 what san

welcome back to mornings on 2. there are safety concerns for everyone riding in a cable car. the warning comes after a veteran cable car operator was hit by an suv on monday while he was unloading passengers at powell and washington street. he suffered a broken leg, broken ribs, and internal bleeding. there was also a similar crash in the same location about a year and a half ago. the transit workers union says drivers and cyclists often ignore signs that tell them not to pass stopped cable cars. >> you may have visiting people coming to the city. they may not know that law but for the locals they should know

that law. >> muni is reminding its crews to wear their bright safety vests so that drivers can see them more clearly. the union also wants a better safety sign at the intersection where the crash happened along with more police enforcement along the cable car line. the san francisco board of supervisors is moving forward with an ordnance banning tour bus drivers from narrating during tours. it will keep the drivers from being distracted as they navigate city streets. the legislation comes after a tour bus hit and killed a city employee in a crosswalk right in front of city hall last year. a second reading of the ordnance goes before the board on tuesday. it is the unofficial debut of the smart train. looking good. the sonoma marin area rail transit will start service in the fall of next year. but yesterday two cars were on the tracks running through.

that includes doing that while you are doing your landscaping. here in the west portal neighborhood we are driving around this morning and the lawns look fantastic through here. but with this drought keeping it looking that way going to be a challenge. some of those that don't have the best looking lawns are encouraged to sign up for this contest. the city's department of environment says the ugliest yard won't be filled with weeds, it will be one that needs a lot of water. the grandpas winner for this contest will get a yard makeover featuring drought resistant plant. they will come in and remove grass and plants in the yard with no more than 500 square feet and replace it. the department is hoping to redesign what an ugly lawn looks leak in this time of drought. to submit your lawn, all you have to do is go on the city's environmental web page or on its facebook page. i checked earlier this morning there is already three submissions entered. they don't look too bad. maybe just a little bit of

welcome back to mornings on 2. the mayor of san jose leading the push for a memoir for police officers and firefighters killed in the line of duty. after last weeks funeral for michael johnson they are resurrecting a proposal from 2008. that idea was put to the side because of the recession. the proposed memorial would cost about $180,000. the mayor and the councilman will pay for half the cost through official funds. public and private donations would pay for the rest. this proposed plan still has to pass a vote by the city council. a man was about to be released from prison now faces new murder charges because of a new dna test being used in contra costa county. mark peterson says an earlier dna test linked the man known as william wild bill huff to diana butterfield.

because she was a prostitute, it only proved that they had sexual relations. the new dna test linked huff to another rape and strangulation that happened six years lateener san pablo and the da says that was the break in the case. >> but now with two females six years apart, we believe that is sufficient proof beyond reasonable doubt. >> investigators are asking anyone who knows anything about huff or any other unsolved rape and murder cases to call their local police department. a very intense man hunt in san jose ended with the arrest of two men who may be responsible for a string of car thefts. they swarmed the neighborhood yesterday afternoon and at one point put a school on lockdown before they captured the suspects. police say this has been a very bad year for car thefts.

about 45 cars are stolen every day between january and march of this year. the task force recovered 186 stolen cars and they made 89 arrests. >> it's just not stealing a car to drive it around. we see a lot of they are being used. they put different plates on them. they put paper plates on will them. they go out and use them in different crimes. >> while most are eventually recovered, they are not usually recovered in good condition. car thefts are crimes of opportunity and they also warn everybody don't leave valuables out in plain sight. happening today state regulators are voting on a pipeline disaster. the california public utilities commission could approve a $1.6 billion fine against pg&e a the meeting starts at 9:30 this morning. regulators say the utility violated state and federal safety laws regarding the safe

operation of its transmission line. pg&e still faces federal charges in that disaster. time is 6:56. the golden state warriors lost their final road game of the regular season to a team they will probably play in the first round of the nba playoffs. the new orleans pelicans got the dramatic 103-100 win over the warriors. steph curry's potential game tying three pointer rimmed out. and then time ran out. with that victory and a loss by oklahoma city, new orleans has a half game lead by the last play off spot in the west. the warriors will close out the regular season with a four-game home stand that starts tomorrow night against portland. the university of kentucky huskies are the ncaa women's basketball champs for the third straight year. they beat notre dame 63-53. the head coach has tied ucla john wooden for the most college basketball
