baypoint area. highway 580 interstate 580 has improved. 680 is slow out of pleasanton on the way down to san jose. we're speaking of san jose, northbound 280 traffic looks good until you reach about bascom avenue overcrossing. it slows down to saratoga avenue. back to the desk. >> thank you, sal. new this morning, san jose police say a deadly shooting on a busy city street was not a random act. officers responded around 10:00 last night to bascom road near white horn drive. they found a 33-year-old woman from sacramento with at least one gunshot wound. she was pronounced dead at the scene. police say it appears the woman was in a car when she was shot and they believe she knew the gunman. that car has been recovered. the suspect remains on the loose. 7:03. alaska airlines apologizing this morning for removing a cancer patient from a flight headed to the bay area from hawaii. alex savidge here in the studio now to explain what the airline

is saying. alex? >> the airline admits a mistake was made here. this woman at the center of the controversy says she was pulled from the plane because she didn't have a doctor's note clearing her to fly. the woman at the center of the controversy, she's undergoing chemotherapy right now. here's video. she posted it on facebook of this ordeal. her name is elizabeth sedway. she's from placer county. before boarding the flight on monday in hawaii, she put on a surgical mask and did mention to an airline employee that she was feeling weak and may need a little bit of extra time getting on the plane. not long after that, she and her family were being removed from the plane. >> they are taking me off the airplane because i don't have a doctor's note saying i can fly. all of these people are waiting. i'm being removed as if i'm a criminal or contagious.

>> sedway said she suffers from a rare form of plasma cancer. she was flying home from her family after a vacation -- flying home with her family after a vacation in hawaii. after everyone was seated that's when an alaska airlines representative came on board and side she couldn't fly because she wasn't cleared by a doctor. they apparently were worried about her suffering from a medical emergency on that long flight. she tearfully apologizes to other passengers as she gets off the plane. >> i'm sorry. >> one passenger says god bless you. the airline has reimbursed the family for their airfare and their accommodations. they were forced to stay an extra night in hawaii. sedway said she plans to donate that money to cancer research.

now, alaska airlines is apologizing for what happened to sedway. the airline put out a statement. it says, we're very sorry for how this situation was handled. while our employee had the customers' well being in mind, the situation could have been handled differently. sedway is hoping the airline and its employees will handle similar situations in a more sensitive way in the future. >> thank you. 7:06. new this morning, an american service member was killed and two others wounded during a surprise attack in afghanistan. it happened after a meeting between afghan leaders and the u.s. embassy official in the city of jalalabad, in eastern afghanistan. initial reports said the gunman was shot and killed. now there is another report that a suspect has been arrested. it's unclear if there were more than one gunman in today's attack. this was the second insider attack in afghanistan this year. in january, an afghan soldier killed three american

contractors. dramatic cell phone video prompted prosecutors in south carolina to charge a white police officer with murder for the death of an african- american man. the video, which we are about to air, shows the victim being shot several times while running away. patrol officer michael slager opened fire last saturday on 50- year-old walter scott. the video shows the officer firing his gun eight times as scott was trying to run away. the officer claimed the shooting occurred after scott grabbed the officer's stun gun. the video shows the suspect had his back turned when he was shot. >> justice served. i don't think that all police officers are bad cops. but there are some bad ones out there. and i don't want to see anyone get shot down the way my brother got shot down. >> scott had been pummed over

for a broken brake light. coming up at 7:45, pam cook will report on the investigations underway into the shooting. 7:07. well, police in santa cruz, they are adopting a very unique way to publicize suspects they want to catch. they are giving the bad guys nicknames. janine de la vega joining us live now. you are in santa cruz with the latest nicknamed criminal and the success the police department has had. >> reporter: yeah, we're here on the street talking to people. we've shown them the picture of the suspect that they are calling mrs. doubtfire. so far, everyone is laughing. they have brought up a couple of good points. to that in a minute. here is a picture of the suspected bank robber that santa cruz police have dubbed mrs. doubtfire because she -- he is -- she's really a he. excuse me. like the character in the movie. officers say this man walked into a santa cruz bank last friday, wearing a blonde wig,

necklace and purse. they say he handed the teller a note demanding money and walked out. they posted this on social media hoping someone could identify them. police say so far giving nicknames is working for them. here's what some people thought. >> if it looked like mrs. doubtfire, i would pay more attention. >> i will worry people will think it's cool and catchy, we don't want to incentivize it. i feel like they have this delicate balance that they will have to follow carefully if they are gonna continue to nickname criminals. >> reporter: this isn't the first time the department has used creative names. in february, they released surveillance images of a woman they dubbed the bubbly bandit. she was seen smuggling six bottles of expensive champagne

to her body. she got away with more than $21,000 in southern california. she was captured last july after robbing a bank in utah. 7:10. if you take the san mateo bridge, you may want to make alternate plans next month. caltrans plans to close the span for as many as three weekends so crews can repave it and do other maintenance work. the closures will happen friday, may 8th through monday, may 11th. then again on may 15th, through may 18th. if the work is still not done, caltrans will close the bridge for a third weekend which will be the memorial day weekend and that starts may 22nd. so just make some plans. it's not just the -- the weekend starts friday. so all three days. friday, saturday, sunday it will close. a man accused of child molestation in the south bay, he's been on the run for the past month. the nationwide manhunt for the escapee is over. coming up in 25 minutes, where and how the police caught him.

copeland was slashed in the stomach. he's in stable condition now. his agent says the woman is not his wife but a girlfriend. she was stabbed in the chest and the arms. now, police did arrest a suspect in the case. also two members of another nba team, the atlanta hawks, were arrested on charges of obstructing police in their investigation. happening later today, it's day 2 of jury deliberations in the boston marathon bombing trial. five men and seven women are deciding the fate of 21-year- old dzhokhar tsarnaev. although many legal experts expected a quick decision, the jury has to consider 30 different counts. if dzhokhar tsarnaev is found guilty, the same jury will return for a second round of testimony and then decide whether to sentence him to death or life in prison. 7:15. san francisco is planning to expand a program that is helping homeless people deal with one of life's basic needs. the city is delivering mobile toilets to the tenderloin

neighborhood four days a week. they arrive at 2:00 in the afternoon and stay open until 9:00 p.m. paid attendants keep them cleaned and stocked. there is a box to dissard dangerous needles. people say pit stops are much needed. >> there is not a place to use the bathroom if you are homeless and don't have no money. you can't go to no place and use the bathroom because they want you to be a customer. >> since the program started, the public works department said crews are getting fewer calls to wash down sidewalks and clean up waste and that's helping the city cut down on water use during the drought. the city plans to add a fourth pit stop soon. this has worked so well, others are contacting san francisco about this program and considering using it themselves. sal is a big deal. he knows all about your commute. you are watching the eastshore freeway right now. >> we're looking at the traffic here on the eastshore freeway

and traffic on westbound interstate 80. we'll start there and take a look at 80 westbound. you can see traffic is not too bad. there is a little bit of slow traffic in some areas. it's a 29-minute drive between the carquinez bridge and the macarthur maze. go to the bay bridge toll plaza now and the traffic there is jam packed. there is a new crash in san francisco. southbound 101 to eastbound 80. just happened at the connector ramp. i have a feeling they will pull that crash off to the shoulder soon. they had to scramble the fire department but now they've canceled them and the traffic will be busy. if you are driving in contra costa county, there is a new accident northbound 680 south of rut gear road. this crash just came from and we're trying to find out if it is blocking. let's go to steve as you come up for the weather. as i walk into the picture, sal. >> all right. >> well, i saw a really cool

shot from sea cliff beach in santa cruz. i was looking at that. still a few showers. there's one in fremont, newark, maybe over to the dumbarton bridge. you can see that. that looks like it's heading north. not much to it but light rain. south fremont and maybe the west side of fremont on the edge. 880 maybe scooting toward 680, coming down out of the most, you can see a little bit -- northwest, you can see a little bit there. i think this would favor areas on the peninsula and also the santa cruz mountains and down to monterey. most of this activity is going to wind down because the low responsible for yesterday's wonderful weather has moved into nevada. as it does, it takes a lot of the dynamics with it. some more stable air begins to move in. still a winter weather advisory for the sierra until noon. 2 feet. kirkwood is in there. boreal, mammoth and about 16 to

18 inches around northstar and noerden. that's good news. 21 in truckee. 41 in sacramento which set a record rainfall so did sfo. 50s all the way down to southern california. truck 21. look at the 30s to the north. that's a sign of a cooler pattern today. tomorrow morning could be critical on some of the minimals. great drier air and sea the breeze tail off. it's out of the north and will give us a cool, breezy day under partly cloudy skies. we're on the drier side. a couple of showers around. mainly cool, breezy pattern with highs upper 50s low 60s. these are far below normal for this time of year. and that theme will be slow to recover. although in april, you can recover quick. probably not until friday or into saturday. it looks quiet here. cold morning lows. but warmer afternoon highs.

who escaped last month from custody was finally caught. 40-year-old johnle carter was arrested in mississippi with the help of u.s. marshals. carter escaped on march 6th bile beating up a sheriff avenue ducht as he was being taken to the hospital for -- sheriff's deputy as he was being taken to a hospital for a medical appointment. his brother was arrested for helping him after he escaped. tara moriarty is live in the neighborhood where a crime occurred and said police are already examining that surveillance video that captured this crime in progress. >> reporter: police are hoping that that surveillance video is going to provide them the clues they need in order to solve this crime. it happened just behind me here on the corner of california and maple in front of that pale

green house that you see right where the minivan is. we want to show you footage, saturday night around 7:00, it shows the 82-year-old woman trying to put something in the trunk of her car. two men get out of the dark colored car and grab her purse. she follows them trying to get her purse and she was drug for several feet. her daughter is inside the car with her baby unaware of what's happening. >> she gets out of the car, goes around to the other side and sees her mom laying in the street. because we live on a dead end, the people who assaulted her came flying down the road, almost -- almost hitting them. it's a fortunate thing she didn't get run over as she fell away from the car. >> reporter: police and neighbors are hoping that someone can recognize these suspects in the tape and turn them in. live from oakland, tara moriarty, back to you.

>> thank you. brian stow will reportedly get less than a third of the judgment he won. he was awarded $18 million after he was severely beaten outside of dodger stadium back in 2011. however, bloomberg business is reporting that federal law allows his health insurer to recoup some of the money it cement by taking part of that settlement. bloomberg is estimating that stow's legal bills and costs will leave stow with just $5.8 million. a health expert says his rehabilitation and future medical costs will top $30 million. a man who was about to be released from prison is now facing new murder charges because of a new dna test being used in contra costa county. district attorney mark peterson says an earlier dna said linked the man known as william wild bill huff to deanna

butterfield. her stranger body was found in tilden park in oakland in 1987. but because she was a prostitute, it ownly proved that they had sexual relations. the new test linked him to another rape and strike ugation that happened -- strangulation that happened. the district attorney said that was a big break in the case. >> now with two females six years apart both being sexually assaulted and asphyxiated, we believe that's sufficient proof to prove he committed the crime. >> now, investigators are asking anyone who has information about huff or other similar cold cases contact the local police department. 7:37. happening today, governor brown will meet with water, environmental and agricultural leaders in sacramento to discuss the drought. the meeting is expected to focus on different ways californians with conserve more water. last week, the governor announced mandatory 25% water

reductions. he said the state must become more resilient, more efficient and more innovative in dealing with our record. despite the orders, a new report says the people of california are not being careful about water use. the state waterboard said the usage dropped less than 3% in february. the smallest drop in water usage since the current drought began. last night, the marin municipal water district approved new outdoor watering restrictions. it limits residents to watering their lawns three days a week and banning all watering for 48 hours after measurable rainfall. some residents complained that the water district still is not tough enough. >> it's the reality of the situation. we haven't had the rain. we haven't had the water. >> we redid our landscaping last year and part of the goal was to make it easy care and easy maintenance. as part of that drought resistant. >> the decision was made even though the reservoirs are full.

other facilities could be cracking down as well. the state waterboard will tell individual waterboard districts how much they have to reduce the water usage. san francisco is using some humor and a contest to spotlight a big worry around california. it's called the ugliest yard contest. it's not exactly what you might think. brian flores joining us live now. you are in san francisco and the real focus, brian, is on saving water. >> reporter: yeah. to go along with the story that tori mentioned seconds ago. we're live at the west portal neighborhood of san francisco. we drove around here. everyone has great-looking lawns up here. but the challenge in this type of drought is keeping it that way. and that's one of the challenges out here for many of the residents. in terms of this contest that the city is doing, they are asking people who don't have the best-looking lawns and if you a have a nice -- have a

unnecessary violence. ktvu fox 2's pam cook joins us in the studio with the video that captures the disturbing incident and how it's also led to serious charges. good morning. >> good morning. the south carolina police officer being charged with murder. it was all captured on someone's cell phone. we're not gonna show you the most graphic part of the video. there's still a warning. this is strong video. it happened on saturday, when a white police officer in south carolina pulled over an african- american man, 50-year-old walter scott, for a broken taillight. the officer initially claimed that scott tried to grab for his taser. but the video shows the officer firing his gun eight times as scott was trying to run away. he had his back turned from the officer when he was gunned down. >> is the result of that video, and the bad decision made by our officer. he will be charged with murder. >> jis tis has been self -- justice has been served.

i don't think that all police officers are bad cops, but there are some bad ones out there. and i don't want to see anyone get shot down the way my brother got shot down. >> walter scott was a father of four, that video captured by a man who was walking to work, it's providing critical evidence in this case. the u.s. justice department and the fbi are now investigating but demonstrators have already been out in front of city hall in north charleston city, south carolina. >> thank you, pam. in ferguson, missouri, the first elections were -- were held there. two-thirds of the city's population is african-american in ferguson but most of ferguson city officials are white. ferguson will have three african-american city council members compared to one before the election. twice as many people voted on tuesday compared with the

city's brief election. >> we're gonna see more people coming together, more people working together. more people branching out to different parts of the city. so we can be all inclusive. >> the city council will now have to approve the hiring of a new police chief, municipal judge, city manager and more. those officials resigned or were fired following a justice department review, finding rampant racial bias and profiling. the san francisco board of supervisors is moving forward with an ordinance banning tour bus drivers from narrating during tours. supporters say it will keep the drivers from being distracted as they navigate city streets. the legislation comes after a tour bus driven by someone a guide struck and killed a city employee in a crosswalk in front of city hall last year. a second reading of the ordinance goes before the board next tuesday. 7:47. safety concerns this morning for everyone riding in a cable

car. the warning comes after a veteran cable car operator was hit by an suv on monday as he was unloading passengers at powell and washington streets in san francisco. he suffered a broken leg, broken ribs and internal bleeding. there was a similar crash in that same location just about a year and a half ago. the transit workers's union says drivers and cyclists often ignore the signs that tell them don't pass when a cable car is stopped. >> you may have visiting -- people coming to the city. they may not know that law but for the locals, they should know the law. >> commune nis is reminding the -- muni is reminding the work crews to wear their bright vests so they can be seen. the union says a better safety sign at the intersection where the crash occurred along with more police enforcement along the cable car line would be advised. 7:48. well, everyone needs to be very alert when they are out driving today. let's check in with sal. so much different than

yesterday. how are things looking at the bay bridge toll plaza? >> it's a little bit slow getting into the city. you will be waiting at the toll plaza. you are waiting 20 minutes before you make it on the bridge. not a huge commute. i would say traffic is moving normally through there. we're also looking at the commute if you are drive out to 880 northbound. you might want to think about 580 instead. we've had slow traffic along southbound 101 from novato to san rafael. we've cleared out 580 livermore through dublin. that's good on the peninsula. we had an accident northbound 101 in redwood city. but for the most part, 101 is okay. but 280 is better. 7:49. let's go to steve. calmer today. we're not done yet. a couple of hours from hayward to fremont and newark still continuing. pipeline there, san leandro, hayward right by the san mateo bridge, maybe to the dumbarton by newark. you can see a little guy right

welcome back to "mornings on 2." 7:56. a very intense manhunt in san jose ended with the arrest of two men who police say may be responsible for several car

thefts. a variety of law enforcement agencies swarmed this east san jose neighborhood yesterday even putting a school on lockdown before they captured the suspects. knew, police say this has been a very bad year for car thefts in the south bay. detectives say about 45 cars are stolen every day. between january and march of this year, the police task force recovered 186 stolen cars and made 89 arrests. >> it's just not stealing a car and driving it around. they are being used, they put paper plates on them and use them to do other crimes. >> while most of the stolen cars are eventually recovered, police say they are not usually recovered in good condition. police say car thefts, they are crimes of opportunity and are warning everyone don't leave your valuables out in plain sight. 7:57. there is a new report that shows the severity of the recent cyberattack on the state department. according to cnn, russian hackers behind the attack

penetrated sense disk parts of the -- sensitive parents of the white house system. this included specific details of the president's minute-to- minute schedule which is not released publicly sunday a valuable to foreign intelligence agencies. since the attack, the system has been upgraded. until now, it was a luxury most people could not afford. coming up in the 8:00 hour. plus, a story that has a lot of people talking this morning, a northern california woman and her family kicked off a flight. why she said it happened and why the airline is now apologizing. looks like we got a new report of a crash on the golden gate bridge. i want to he show you a live picture -- i want to show you a live picture of it now. traffic will be slow northbound. the crash will be somewhere

>> good morning to you. looks like we found a crash on the golden gate bridge. this is reported southbound 101, near the toll plaza before the toll plaza but it looks like northbound traffic is also slowing down. and it's going to be slow on both sides of the bridge getting out and coming into the city. the fire department is on the way and we don't know anything more than that except it definitely is blocking something. it's reported southbound but northbound is affected. we'll try to get more information on that. also have bridge tow drugs on the -- tow trucks on the way. the bay bridge is backed up for 25 minutes before you make it on the span. we have a crash often the dumbarton bridge westbound as you come into east palo alto. the traffic on the dumbarton bridge will get slower and slower as they clear the crash. back to the desk. an american service member was killed and two others wounded during a surprise attack in afghanistan.

it happened after a meeting between afghan leaders and a u.s. embassy official in the city of jalalabad, in eastern afghanistan. initial reports say the gunman was shot and killed. now there's another report that a suspect has been arrested. so it's unclear if there was more than one gunman in the attack. this was the second insider attack in afghanistan this year. in january, a taliban fighter posing as an afghan soldier killed three american contractors at the airport in kabul and last august an insider attack killed harold green. he was the highest ranking officer to be killed in either the iraq or afghanistan wars. also new this morning, san jose police say a deadly shooting late last night on a busy city street was not a random act. around 10:00 last night, police rushed to bascom road near whitehorn drive. they found a 33-year-old woman from sacramento who had been shot at least once. she was pronounced dead at the

scene. investigators say it looks like she was in a car when she was shot and they think she knew the gunman. that car has been recovered. the suspect, though, is still out there on the loose. police in santa cruz are coming with creative ways to help catch criminals. the department is giving them nicknames. janine de la vega is in santa cruz to tell us how this technique is working and the latest nickname officers have come up with. good morning, janine. >> reporter: good morning, tori. well, some people that we asked on the street find it amusing what the santa cruz police department is doing. others laugh. some people don't know what to think. it's catching people's attention. now, santa cruz police department, they have named a -- the latest person they are looking for, a man dressed in drag as mrs. doubtfire, the character played by robin williams in the movie. it shows a picture of what the suspect looks like. officers say this man walked into a santa cruz bank last friday wearing a blond wig,

necklace and purse. they say he handed the teller a letter demanded money, suched the cash in his purse and walked out. they posted the picture and hopes someone can identify them. police say they decided to do this because it's catchy and have led to arrests in the past. here's what some people think. >> that's funny. it nailed it spot on. >> reporter: look like mrs. doubtfire? >> exactly like mrs. doubtfire. >> i don't know what to think about it. it catches me offguard. if it's done to the positive side and they find the people that they are looking for, fine. >> reporter: the department has used creative nicknames over the past several months to help catch suspected criminals. in february, they arrested a woman they doubled the bubbly bandit after she was scene steeling champagne from a store

and they received a lot of tips after releasing a man's photo and it led to his arrest. they know they are poking fun at these suspects but they realize these are serious offenses. so far the method has worked for them because a lot of times people are sharing this on social media and they are getting tips. so far they've not caught the latest suspect they are dubbing mrs. doubtfire. >> if it works, hard to argue with that. a woman from union city nicknamed the bombshell bandit has been sentenced now to more than five years in prison for several bank robberies in three states. 24-year-old core admitted in january yes, she robbed four wanks last year -- banked last year. the fbi called the nurse the bombshell bandit because she claimed to have a bomb scratched to her body. she got away with $21,000 at her first robbery. she was captured last july after robbing a bank in utah.

well, today, a controversial bill about vacs nations is going -- vaccinations is up. california is one of 20 states to allow parents to opt their kids out of vaccines for personal reasons. mandatory vaccine bills failed in oregon and washington state last month but some believe the measure could pass in california because of the widespread measles outbreak that started at disneyland. 8:07. alaska airlines is apologizing this morning for removing a cancer patient from a flight that was headed from hawaii to the bay area. ktvu fox 2 reporter alex savidge joins us now with the explanation from the airline and the video that's getting a lot of attention this morning. quite a story. >> it certainly is. >> the woman said she was pulled from a plane because she didn't have a doctor's note clearing her to fly. here's video posted on facebook

by elizabeth sedway -- sedway. she said she suffers from multiple myeloma, a rare form of cancer. before boarding the flight, she put on a mask and mentioned to an airline employee she was feeling weak and may need extra time gets on the flight. they took their seats, the woman and her husband and twos -- two kids but not long after that they were told to leave the plane. >> they are taking me off the airplane because i don't have a doctor's note saying i can fly. all of these people are waiting. i'm being removed as if i'm on a -- as if i'm a criminal or contagious. >> she was flying home with her family after a vacation in hawaii. it was just before takeoff when the alaska airlines representative came on board and said she had not been cleared by a doctor to fly.

now on the video, you can also hear her tearfully apologizing to some of the other passengers as she left the plane. >> i'm sorry. >> god bless you. >> thank you. >> the airline has reimbursed the family for their airfare and accommodations. they stayed and extra night in the hawaii. she -- in hawaii. she plans to donate that money to cancer cancer -- cancer research. sedway said this morning in a facebook post, she's hoping the airlines and employees will handle situations similar to this someone in a much more sensitive way in the future.

tori? >> thank you. 8:10. well, steve says the weather forecast models indicate we may see rain next week and in the coming weeks. but this morning, northern california's pretty much drying out from yesterday's storm. some isolated rain, though. it brought a wild mixture of rain, snow, hail, even funnel cloud in the sacramento area. local hardware stores were kept busy. customers were buying rakes to clear drains and weather stripping. afterwards, many were buying plungers. >> alameda is kind of old. the people are frequently getting drains clogged. >> after the rain storm. >> after the rain storm. >> the chp believes rain probably contributed to dozens of crashes including a big rig that jack knifed on highway 101 in san francisco. that crash blocked all of the northbound lanes for more than an hour. 8:11. a jury awarded him $18 million.

most basic needs. the city's delivering mobile toilets to the tenderloin. four days a week, they arrive about 2:00 in the afternoon. they stay open until 9:00 in the evening. paid attendants keep them clean. there's even a books to throw away used drug needles. the people who live in the tenderloin say these are very much needed. >> there's not a place to use the bathroom if you are homeless and don't have no money. you can't go into no place and use the bathroom because they want you to be a customer. >> since the pit stop program started last summer, the public works department says their crews are getting fewer calls to wash down sidewalks and clean up waste. that is helping the city cut back on water use during the drought. the city plans to add a fourth pit stop soon. nicole kidman is under fire for promoting an airline from the united arab emirates. she appears in new commercials for the airways. a flight attendant's union is blasting her for promoting a

company that sis treats women -- it says treats women poorly. the airline says its policies extend beyond standard arab emirates law and said is received a 93% approval rating from its employees in an independent survey. traveling by private plane is no longer a luxury reserved just for the rich and famous. every day, hundreds of private planes fly with an empty cabin after dropping off or picking up paying passengers. now an arizona company called hobo jet is working with charter companies to sell those flights when the cabin is empty. some short flights go for just $100. on cross-country flights, business travel can cost a couple of thousand dollars. >> you can get deep discontinues. >> most flights are one way so

20-minute delay. there is a new crash northbound 85 in san jose, sunnyvale, cupertino area. northbound 85 is actually in sunnyvale, north of 80. cupertino/sunnyvale border. traffic is backing up there. 280 and 85 have been okay up until now. it's lighter than usual but a couple of problems have popped up. also westbound dumbarton bridge at the west end, they are clearing a crash from there. 8:18. let's go to steve. a little built of rain on the san mateo bridge, the hayward side to east san jose. we're not done yet. you can see the line just south of oakland. it pops up right about hayward side of the san mateo bridge. maybe north of that and then extends toward newark and fremont which has pretty good rain there. right there. right there. sliding over towards alum rock, around evergreen as well. not done yet. still coming down out of the

supporters say the -- juvenile visas. supporters say this is built on undocumented workers and they deserve to be protected. >> immigrants, documented and undocumented are woeven into ef -- woven into every part of the fabric and make a huge contributetion to our economic strength. there are new developments over president obama's new order meant to keep millions of immigrants from being deported. a federal judge in texas has refused against again to lift the hold on the record. 26 states have filed suit over the action calling it unconstitutional. an appeals court will hear further arguments on lifting the injunction next week. the group that's pushing to have the face of a woman on u.s. currency, they've narrowed their choices down to just four. emlaw another roosevelt, rosa

let's go to another live picture, the traffic will be busy at the bay bridge toll plaza. it's backed up for about a 25- minute delay. want to mention that the nimitz freeway from hayward to fremont is very slow heading south. plan on heavy traffic there. it's 8:31. back to the desk. a news conference will take place in 90 minutes from right now by the santa clara county sheriff's office to tell us how an inmate who escaped last month from custody was finally caught. johnle lee carter was recently arrested in mississippi with the help of u.s. marshals. now, cater escaped on march 6th by beating up a sheriff's deputy as he was being taken to the hospital for a medical appointment. he was being helded on child molestation charges. his brother is under arrest on charges he helped carter after the escape. an oakland woman in her 80s recovering after she was robbed right in front of her home, then was dragged several feet

by a car. tara moriarty is in the neighborhood where this happened you just talked to the victim, tara. >> reporter: yes. she's quite shaken up. she's 82 years old. but luckily, she says she has friends a that live on her -- friends that live on her street and they installed a security camera that caught this entire incident on tape. police reviewed the footage. they have very solid leads. it happened on california and maple saturday in front of the victim's home. she showed us the bruises that she has up and down her arm that happened as a result of the attack. we want to show you the footage from the security camera taken saturday night around 7:00. it shows the woman trying to put something in the trunk. her car and then two people, a man and a woman in a white baseball cap get out of the dark colored car and grab her purse. the victim follows them back trying to get her purse back and the two thieves drive off. she's being drug for several feet before falling to the ground. her daughter is inside the suv with her baby unaware of what's

happening. >> we're hoping that by people seeing the video, somebody will be able to identify them and have them arrested and prosecuted. >> reporter: the daughter rushes to her mother and later neighbors say the couple -- the people who assaulted the grandmother came flying back up the road and almost ran over her since the street is a dead end. i spoke with the daughter minutes ago, she said they are having a security system installed for her mother's safety. they can monitor anyone who comes down the street. in this case, that footage proved on quite use -- proved tosh quite useful. we understand that police are close to making an arrest in this case. tam, back to -- tara moriarty, back to you. >> did the lady tell you she regretted going after them or felt scared? >> reporter: she tried to address that but unfortunately, there was a language barrier, i couldn't quite understand what she was trying to get across.

water, environmental and agricultural leaders in sacramento talking about the drought. the meet something expected to focus on different ways we can save water. last, with the governor announced mandatory 25% water reductions. he says the state has to become more resilient, more efficient and more innovative than deeming with the record drought. well, despite the governor's orders a new report says the people of california are not being careful about water use. the state waterboard says water usage dropped less than 3% in february. that is the smallest trop in water usage since the drought began. now, last night, the marin municipal water district approved new outdoor watering restrictions. it limits residents to watering the lawns three times a week. it also bans all watering for 48 hours after a measurable rainfall. other bay area waterboard may soon be -- water boards may

south carolina prosecutors have charged a white police officer with the murder of an unarmed african-american man. pam cook has more. >> at the center of the investigation is drn video that shows the -- is cell phone video that shows the shooting. we want to warn you this video is disturbing. it all happened on saturday when a white police officer in south carolina pulled over an african-american man for a

broken taillight. the officer initially claims that the man triped to grab for his taser -- tried to grab for his taser. for some reason, the man got out of his car and tried to run away. a witness on his way to work used his cell phone to capture the officer firing his gun eight times hitting scott as his back was turned. >> as a result of that video, and the bad decision made by our officer, he will be charged with murder. >> we can't get my brother back and mine family is in deep mourning for that. but through the process, justice has been served. >> scott's family plans to file a civil lawsuit against the north charleston police department. the u.s. justice department and the fbi are now investigating this case. now, the 33-year-old officer michael slager was arrested charged with murder.

europe. that's where he boarded a flight here to the u.s. international aid groups say they received more than 300 requests for help from american citizens. they say the u.s. government has not offered help at this point to american civil yips trying to get out -- civilians trying to get out of yemen. the mayor of san jose leading the charge for a memorial for those police officers kill in the line of duty. mayor sim liccardo and a member of city council are resurrecting a proposal for a memorial from 2008. the idea was shelfed sesken years ago -- seven years ago because of the recession. this memorial would cost $180,000. the mayor and councilman will cover half of the cost through the official funding but private he donations what pay for the rest -- would pay for the rest. tourists from china must be on their best behavior while visiting other countries.
