morning. there are a few 30s, but nothing near 32. that was kind of our fear here for some of the vineyards and agricultural interest. stay in the 30s, or mid-30s. not that long. too much moisture in the air. humidity up a bit. there's hardly any breeze for most. welfare baseball, though. texas rangers, oakland as, looks good. mostly cloudy. . san jose also looking pretty nice, 44 to start. 60, then 70, occasionally higher clouds. overall mostly cloudy. a system out here that was maybe going to kind of be with us for cloud cover. it is too far away. it is spinning in a few high clouds. that is the end result. except right there, kind of coming up from santa cruz, hottister. there's your source of clouds. 39napa, santa row is a. livermore probably will check in, i think, at 38, 39. not near 32 for anybody, at least not seeing anything like that. usually because the nights are a little shorter now, i don't think we'll have an issue there with 32 or

anything. it's out of the picture. mostly cloudy here, a few high clouds. patchy fog. upper 60s for many to near 70 degrees. there will -- 7 0s, as we like to say. >> sunny vale, santa clara valley. you're right on the lawrence expressway at east arkez, which is just south of highway 101. i have it on the map here. all of northbound lawrence expressway is blocked at arkez. traffic is going to be slow. you should probably think about not using the lawrence expressway for a bit. other freeways are actually doing okay, so you can use 101, 880, and 85. they're actually not doing that poorly to get around this problem. again, lawrence expressway at arkez. a serious injury crash with an overturned vehicle. move along and take a look at the live picture, northbound 101. traffic approaching the 80 split not that bad.

the traffic continues to look very good. also looking at the bay bridge toll plaza. traffic here is backed up all the way out to the foot of the macarthur maze. a 15-minute wait if you're in the cash lanes trying to get on the bridge. let's go back to the desk. two hours from now, the cleanup will start again after a contractor created an environmental mess in the oakland hills. ktvu fox reporter tara moriarty is in the upper rock bridge neighborhood. tons of cement ended up in a stream that leads to lake mirra. >> when it flood over the stream bed, it killed most of everything underneath it. this project was a pipeline replacement project, that they believe somebody left a valve open on that pipe, which led to the spill. east bay says one of its contractors was working above mountain view cement tarry when they accidentally pumped 120 cubic

yards of wet concrete into the glenn echo creek. it is the main creek emptying into lake merritt. >> we take our environmental responsibilities very seriously. this was a mistake that happened that can't ever happen again. and we'll be investigating to what led to that valve being open, because that was not supposed to have happened. happened. >> reporter: tara was in the he could hills, cover this. you can see the damage. just a huge cement spill. they're going to be cleaning it up this morning. we'll check in with tara in just a bit. the shooting death of a young musician in downtown oakland has some calling for improved security outside night clubs in that area. last night an overflow crowd attended a special meeting organized by the old oakland neighbor's group. the young musician, amelia

navarez was hit by a stray bull let after finishing a gig in downtown oakland. many say night clubs are partly to blame for four deaths in the past two years and at least half a dozen shootings. many nightclub owners say they are already doing more than what's required. >> we've had -- in house on any given night, and then we have one other one that's outside. just solely outside. so we actually employ six. >> the old oakland neighbors group also wants more police patroling the streets on the weekend. our time now 6:05. there's more fallout this morning from south carolina, and the shooting of an unarmed african american man by a white police officer. ktvu fox two's paul chambers here in our studio now with more on the controversial cell phone video, paul, and the bay area reaction. >> reporter: many people are saying, "here we go again. a white officer shoots what appears to be an unarmed

black man. what could be a pivotal difference, actual video of the officer taking the fatal shot. a local attorney who worked on the oscar grant case weighed in on the south carolina shooting. >> this definitely ranks up there with oscar grant as it relates to the brutality and callusness that you see as it relates to a person's life being taken. >> reporter: now, he's talking about this case out of north charleston, south carolina. cell phone video captures officer michael slag,r firing his weapon eight times at a fleeing michael scott. since the shooting, he was fired, and is now facing murder charges. back in 2013, the officer has an unnecessary use of force charge against him, but it was dismissed. the fbi and justice department are investigating the shooting. slager said he feared for his wife after scott allegedly took his taser. later in the cell phone video, it shows slag,r handcuffing scott, walking away

only to return with a dark object that slag,r dropped near scott's body. >> the video, you know, as helpful as it is in any situation, is still only going to give you part of the picture, and it's not going to give you every perspective. but based on what i saw, it was pretty shocking. >> reporter: today we're expecting to see another perspective when the north charleston police department said it will release dash cam video from saturday's shooting. coming up in my next report, we'll tell you the changes that are coming to that department. . there are new questions about whether the utility is simply too big to be effectively managed. the public utilities commission due to vote on $1.6 billion penalty later

today. it's for negligence leading to the 2010 gas pipeline explosion in san bruno. ''the associated press" obtained a copy of a statement by utv president michael picker. picker says he will ask the commission to study the utility's structure, which currently has a single ceo and a board for both gas and electric utilities. a building in san francisco's dog patch neighborhood is now being cleaned up after one of our reporters started asking questions. the building's current owner might surprise you. people who live in the neighborhood say they are proud of its history and upkeep, but one building owned by the san francisco police department was covered in graffiti and trash. neighbors say the city has a double standard. they say there are fines for anyone else who doesn't clean up graffiti and garbage. >> man up. put yourself in our shoes, and just act the same way you would if you were an individual who owned a piece of property in the dog patch. >> after talking to neighbors, ktvu's noel walker

made a call to the police department, and shortly after, they sent a crew over to clean up the graffiti and trash. the police chief says they are now working with the department of real estate to repair the building and put it up for sale. time is 6:08. walnut creek city council, a group that planned to revitalize a downtown area, and it includes food trucks, wall murals, outdoor movies, and music events. the city council says it's all designed to keep people coming to the city while the retail area is under construction. the planned activities include an annual octoberfest, a street fair, and weekly food truck event else. still not clear when the plan will take effect. today in san francisco is the third annual walk to workday. it is hosted by walk san francisco. the group says right now, 10% of san franciscos walk to work every day. a number of the group is hoping to egg and. people are encouraged to share their journey to work using the hash tag walk to work. time now 6:09.

camped out on campus. why some uc berkeley students are preparing for a sit-in at the chancellor already's office. >> a new report that's come out that shows there were more breaches here than in any other airport in the country. we'll tell you how airport officials will be responding later this morning. . >> we're looking at the north bay commute. that includes a nice-looking highway 101 all the way to the golden gate bridge. we'll tell you more about all the bay area commutes coming up. >> well one concern we had after a system left was that minimum lows can get down to about 32, 33. we're not seeing that. we'll talk about the forecast and temps today, see if they're warming up as well.

my name is bret hembree. i am an electric crew foreman out of the cupertino service center. i was born and raised in the cupertino area. it's a fantastic area to work. the new technology that we are installing out in the field is important for the customers because system reliability i believe is number one. pg&e is always trying to plan for the future and we are always trying to build something stronger and bigger and more reliable. i love living here and i love the community i serve. nobody wants to be without power. i don't want my family to be without power. it's much more personal to me for that reason. i don't think there's any place i really would rather be.

al, savage is live at sfo. they're going to talk about their new safety measures. good morning, alex. >> reporter: good morning to you, dave. officials will be doing that later on this morning, out lining some of the ways they have beefed up perimeter security at sfo to try and prevent people from sneaking on to the

property, people who are unauthorized to be there. they're going to hold a news conference just a few hours. passengers we talked to this morning quite concerned, as you can imagine, about these security lapses. now, these improvements come after a homeless woman was arrested last month, and accused of walking on to the runway here at sfo. airport officials appear to be on the defensive a bit after an analysis of data by "the associated press" found sfo had more security breaches than any other airport in the country over the last decade. the ap report found that from january of 2004 to january of this year, 37 perimeter breaches happened at sfo. now, keep in mind, this report did not count cases where passengers went through a terminal check point without being screened. the focus here was breakdowns that allowed unauthorized people to get past perimeter fencing. passengers we talked to this morning say they don't always think about perimeter security, but they say it should be a focus.

>> you don't think that. i mean, who would? who would? of course, i would be concerned with it being a safety issue as well. >> security is a big deal. and i think that right now, the way things are going around some of the airports, it's bad. >> reporter: and here's closer look at that ap report. some of the airports with the most security lapses right behind sfo, the philadelphia airport second on the list with 25 breaches. that's followed by lax, where there were 24 breaches over the past years or so. and the san jose airport is significant here, because you'll probably remember there was a teenager last year who jumped a perimeter fence at that airport, and stowed away in a plane's wheel well on a flight to hawaii.

. at 10:00 this morning, officials will be holding a news conference to out line perimeter security enhancements that have either been completed, or may still be? progress. >> alex savage at sfo. time is now 6:16. this morning sabra dipping company, they're recalling 30,000 cases of hummus. it's a voluntary recall of the company's classic hummus. all because of a possible listeria investigation. according to the credibilitiers of disease control, listeria primarily affects older adults, pregnant women, with a weakened immune system. limited to sabra hummus with a use date of may 11 to may 18. a woman sentenced yesterday to more than 23 years in prison.

thirty-seven-year-old martha lamply pled guilty to counts including burglary. she was caught on surveillance video. she grabbed packages off the front porch of one home during the holidays >> three strikes law, considering her past residential burglaries up she had enough qualifying, and the residential burglaries in this case make a three-strike life case. >> authorities say, after she was released on bail, she was arrested again just 48 hours later for a home burglary. goggle has been granted a patent for a system that would protect you from spoilers. the patent documents describes software that tracks how far along you are in that show, book, or movie, and it would scan your social media feed for plot spoilers that would automatically be sensor. goggle says it may never materialize. a spokeswoman says the company holds pat incidents on a variety of ideas, some of which later mature

into products and services, and some just don't. people would appreciate that, i think, but people forget to say spoiler alert. time 6:17. sal, don't spoil us. let us know what's happening in our commute. >> absolutely. there's no such thing as a traffic -- if you want to know, you want to know. looking at slow traffic in the east bay. going to start off on highway 4 westbound. you will see slow traffic. slow in about i don't care, pittsburgh at bay point. the traffic following just a little better than out normally is. people have been noticing that. when you get to the bay bridge toll plaza, there's a backup there. not too bad here was you drive- through. we've seen traffic in the east bay looking not bad. southbound 80, slow traffic as you head hayward down to 2378. then it picks up. westbound 580 is a little better than normal. seeing a little improvement over our oral commute.

6:18. let's go to steve in the weather cent >> terry: thank you, sal. good morning, everybody. mostly cloudy today. just tweeted out -- just tweeted out. thankfully, the minimums, the lows are not near 32. i was looking up in the north bay, and it's about 37 to 42. dew points are up. for the wineries, that's good news. we had those temperatures just about 4, 5 days ago that were 32. that's not going to be the case today. the relative humidity is up. the amount of moisture keeping most lose in the upper 30s, low 40s. kind of quiet pattern. looks. baseball looks pretty good, going for 64 degrees. san francisco starting off 49. we ole go 59, and a high today of 65. a lot of high clouds just kind of cruising on by. . it's going to be too far out of the pacific, and maybe affect northern california before it ever does anything for us. few clouds coming up from santa

cruz and monta ray. hotist,r as well. i know nevada was in there, but again, dew points are about 39 to 40. so that's going to give us maybe some patchy fog. not necessarily lows near 32. livermore holding at 40, mid- 40s, low 40s -- water temps near average. monta ray 54. san francisco 53. od,ga bay, 54. 1 or 2 degrees above average. 23 in truckie, and 40s and 0s, bookends on 57. san diego to palm springs. 20s up in the mountains. tahoe running cooler than truckie. truckie had fog last time i checked. warm aaloft building in. high pressure builds in. really kind of quiet on the north coast. you can see some of those coming -- that's it. going to do it. a dry pattern until maybe next tuesday the that's our next hint of anything. you know me. i like to look out as far as i can. you never know. could change. week looks good. 60, 70s, temperatures coming up. until then, exempt for a few

a bank is turning into a starbucks. demolition crews are currently tearing down the bank of the west branch. three again stormed that bank last july and took three hostages. you might remember, during the police chase, one of the hostages was shot and killed. . a mother. the incident still fresh in the minds of many people in stocktono. >> i will not go in there and drink coffee. i will feel comfort uncomfortable. >> developers say opening a new business there can help the community heal. starbucks is expected to open end of next month. time 6:25. san francisco fire inspectors taking a really close look at possible safety code violations after several unrelated fires in the mission district. now, the latest one was yesterday on bartl,tt street. no one was seriously hurt this time. back in january, a man was

killed in a fire on 22nd and mission streets. tenants there say the escape routes were blocked or lock, and they never heard fire alarms. the fire department says every building is inspected at least once every three years. but the department also depends on tenants exposing code violations. >> there are young transient people in the city who are marginalized and don't have a lot of people. you really think they're going to complain about fire code violations? >> the firearm says there have been 240 fire-code violations in the mission district over the last ten years. the violations range from burnt- out "exit" sign lights to unusable fire exits. however, the city says that number is not much higher or lower than other parts of the city. the owner of a bus -- jury found john marino saint james guilty of

involuntary manslaughter. natasha nolan was killed in 2012 when she fell out of the broken door of a moving bus on highway 17. she had been fighting with another passenger. an investigation revealed that saint james ignored complaints of a broken door on that bus. . the company, party bus of santa cruz, had a history of violations, including operating with a suspended license. saint james is due to be sentenced next month. a new scandal involving the secret service. coming up in 10 minutes, the serious accusations that have a senior supervisor on leave indefinitely. >> and we are live on the campus of uc berkeley, where some students have decided to camp out overnight in the hopes of getting the attention of uc's chancellor. coming up, why they want that decision to be made on fossil fuels to be made now.

expressway, is it gone? >> reporter: they're clearing it up. good morning to you. good morning everyone. start by looking at the commute. traffic is going to be busy many areas. . it is going to be backed up about a 20-minute delay at the toll plaza. no major problems coming through. we have a moderate commute. just a little better than normal. you'll see that by some of these pictures and maps i'm going to show you. let's take a look at interstate 880. that looks not bad if you are driving through in oakland, northbound and southbound. remember the as do play a day game today. so you might see some more traffic around the middle of the day, and the game will get out just in time for the afternoon commute. and of course the best way to get to the climb, in my opinion, is bart. this is a look at the east bay, westbound 580, traffic is moderate. a little better than normal with slowing heading south. 6:32. let's head back to the desk.

happening now, a sit-in on the uc berkeley campus. this time the focus is not tuition hikes. brian flores is out there now. students are urging campus leaders to make a stand on climate change. good morning, brian. >> reporter: this all has to do with fossil fuels, and the goal here, at least according to the student group, is to have not just cal berkeley, but all campuses to stop using fossil fuels. as you can see, some protesters, they've been sleeping all night in front of california hall, awaiting the chancellor's arrival. they say the reason for this is to force a sit-down discussion with chancellor nicholas dirks to ask him to publicly decide whether the university will divest from using fossil fuels. no official meeting has been planned, which is why the group is planning on their own a sit-in in front of the chancellor's office. chancellor t,rks did meet with a student group called fossil free cal three

weeks ago to discuss this. now the group says now is the time for the chancellor to pick a side. >> . >> we've been talking with the chancellor, trying to get him to side with the students. the majority here say they support -- it's necessary at this point to show up where he works, to greet him in the morning, make him talk with us in public. >> reporter: now, organizers say -- has spread to over 500 college and institutions across the u.s. and around the world. the sit-in is expected to bin at 8:00 a.m. when the chancellor arice at work. . here at cal, the group says the student government has divested $3 million of its own budget, but again, more people are expected later on this morning. they expect around 30, 40 people in front of the chance already's office this morning. we'll have another update on mornings on 2. >> okay, brian the we'll talk

to you later. also happening today, doctors who care and treat university of california students, they're going to go on strike at 7:30 this morning. the doctors work at student health centers at all ten uc campuses. doctors say the school officials are withholding overall information about funding and about expennedtures. they also say funding for student health is being cut. that strike is scheduled to last until monday. this morning, crews will return to an ode creek bed that was turned into an environmental hazard when cement was dumped by a contractor. ktvu fox 2 reporter tara moriarty out in the open hills, where crews are going to arrive shortly to start working on the cleanup. tara? >> reporter: in a half and hour,, actually,, they're going to be staging. at 8:00, they're going to be scooping that foam concrete out of the creek and using vacuum trucks to suck it out. now east bay mud tells us one of its contractors was working near mountain view cement tarry when they accidentally left a valve open,

performing 120 cubic yards of concrete into glenn oak creek. the creek is the main crook emptying into lake merritt. >> any of the wildlife understood beneath would have died with that cement that flood over. our biologists on site. we think it mostly was insects. usually a drier creek with the drought we've been having. >> reporter: the cleanup work started yesterday and. expected to talk about three days to got that concrete out of the stream bed. they have launched an investigation to see what led up to the spill. they believe it was one of the workers who actually left a valve open. i'm tara moriarty. back to you. >> thanks for the update. time no 6:36. a bill that would make vaccinations mandatory across

the state is one step closer to becoming law. a senate panel el voted to require all california school children be vaccinated. opponents of the bill rallied at the state capital citing concerns about risks of autism. here in the bay area, opinions are mixed. >> i do also believe it's up to parents and it's their choice. my first concern would be all kids are safe. >> i don't think they have a right not to vaccinate their child unless there's a medical reason why they should all be vaccinated. . time now 6:37, the box calling for a federal ban on what's called gay conversion therapy. some believe it con vert people from gay to straight. now president obama's senior advisor valerie jarrett said it's neither medically nor

ethically appropriate, and it can cause substantial harm, especially among young people. jarrett encourages individual states to ban gay conversion therapy. california has a ban in place. there's a new scandal involving the secret service. the secret service put a senior supervisor on indefinite leave after a female supervisor aced him of groping her last month. she said he made unwanted sexual advances and grabbed her. this is the latest black mark for the secret social security. last month two agents drove a car into a secure area, and in january, the agency faced criticism after a small drone crashed on the white house lawn. they will arrive here in the bay area. the vice president is coming to help raise money for the democratic congressional campaigns. it's a by-invitation-only event set for 7:00 p.m. tonight. tomorrow he'll visit a pg and e credibilitier in oakland. he'll be talking about job training. this will be the biden's third

who word yet on whether any bay area stores will be affected. walgreens is the nation's largest drugstore chain. time now 6:42 in hayward two people were arrested after a motel search that forced a shelter in place. take a look at this video from about 9:30 last night at the heritage inn express motel on west eighth street. police say two robbery suspects, a man and woman, were chased into the motel's parking lot. a fremont police canine unit found them, and arrested them. police haven't told us yet where that robbery took place. sunnyvale police examining surveillance video following a deadly officer- involved shooting. about 11:00 yesterday morning, police responded to reports of a robbery at a liquor store on tasman drive near the lawrence expressway. police say an officer arrived to find the suspect in a back ally, holding a knife.

now, that man, according to police, refused to put the knife down; and when the man started to approach the police, the officer opened fire. >> the guy one just standing -- standing, holding a knife, and we just heard the officer screaming at him, "put the knife down." he wouldn't listen. he went towards him with the knife that's when they shot him. >> now, that suspect, a white man in his mid-20s was taken to the hospital. that's where he was pronounced dead. police say a knife was recovered at the scene. witness cell phone video as well as surveil lance video nearby has been confiscated as part of the investigation. life in prison or the death penalty? that is the decision jurors will have to make now that dzhokhar tsarnaev has been convicted on all 30 counts in the boston marathon bombing trial. now, those in the courtroom cesar nevada showed no emotion when the verdict was read yesterday. he is being held responsible for the attacks that killed three people and injured

260 others as well as the death of an mit police officer. after the verdict came out, people placed flowers at the marathon finish line. >> i'm just grateful the team that did the work to make sure the right out come happened. i don't want to carry the anger. >> during the sentencing phase, the jury will hear new testimony that could determine tsarnaev's fate. the french culture minister has called an important meeting of media groups after a television network was the target of a powerful cyber attack. the network's 11 channels, social media accounts, and web sites were all hacked by individuals claiming to belong to isis. now, isis has not officially claimed responsibility for the attack, but french officials now want media companies to assess their vulnerability. antihacking measures have already been increased
