we're live in the oakland hills where east bay m.u.d. crews are trying to clean up a spill, a concrete spill, into a creek. we'll tell you the environmental impact it could have on wildlife. more breaches than any other airport in the country. the new measures being announced at sfo today in the wake of a surprising study. it's all ahead on "mornings on 2." east bay mud has a huge

mess on its hands. we're live where a crew accidentally spilled 120 cubic yards of wet concrete into a creek. that's the equivalent of more than 24,000 gallons. ktvu fox 2's tara moriarty is check out the mess and coming up in minutes, she will tell us what it will take to save the creek. good morning. it's thursday, april 9th. i'm tori campbell. >> good morning. i'm dave clark. let's check with steve paulson on our weather. it's kind of cold outside the doors. a little chilly. it's quiet. we do have some 30s popping up. heard from frank. san ansell mow, 38 degrees -- anselmo, 38 degrees. the dew points are up. a lot of moisture in the air. about 38 to had -- to 42. 49 in san francisco to start. 59 and 65 for a high today. except for the higher clouds,

there's a slow spinning out. that's where it will stay. it won't impact us except for the higher clouds. mostly sunny today. but just gradual warming on the temps. fairfield is in there, santa rosa, novato was at one time 39. livermore made it to 40. haven't seen anything else. half moon bay, 43. patchy fog at best. it will be a mostly sunny day. slightly warmer. i will get on my toes. just a little bit. upper 60s to near 70 degrees. all right. sal, one issue. that was earlier. anything new? >> you got a message from frank. the matuccis are famous. >> he's a very good man. he sends me wonderful weather information. >> good morning, everyone. those of you who live there, you know why, right? let's take a look at the commute. traffic is moving along as you drive on northbound 101. it's she. it's slow as you come up to the

880 interchange. there was a traffic accident northbound 101 at trimble road and that accident is still there. that -- they are still trying to get that out of the way. traffic will be slow up 880. i would recommend using 280 instead. 280 is a little bit better as you get up to the valley. you don't want to be caught in this slow traffic on northbound 101. let's move along and take a look at the commute here on westbound bay bridge. that's about a 20, 25-minute delay. there are no problems getting into san francisco. 580, westbound 580, that looks pretty good. better than normal as you head up tonight dublin interchange. 880 is getting slower. had been nice but now it's getting slower between hayward and fremont. back to the desk. in about an hour, cleanup crews should return to mopping up an environmental hazard in the oakland hills.

tara moriarty is live in the upper rockridge area near that location and now that it's just about daylight, can you see how big of a mess this is? >> reporter: we're just in one sort of small area. we're kind of perched up high. the mess is down below. i think you put it nicely. this is more than 24,000 gallons of stuff that spilled. if you can imagine cartons of milk instead they have filled with a foamy concrete, that's hoey large of a mess we're talking about. crews should be arriving any minute. you can see the hose. they were using that to siphon some of the concrete out. there's also a bucket down there at the bottom of the creek bed. we know they were scooping out some of the concrete which has hardened some of the creek. east bay m.u.d. said one of its contractors was working above mountain view cemetery when they accidentally left a valve open pumping concrete into glen echo creek.

this creek drains from the east bay hose and is the main creek emptying into lake merritt. >> a neighbor noticed the subcontractor and within 15 minutes our construction inspector was on site looking for the source of the leak of the open valve, shut off the valve and began the steps to repair. >> reporter: cleanup work started yesterday afternoon. it's expected to take three days to get the concrete out of the stream bed. they've launched a full investigation to see what led up to the spill. as far as wildlife that was damaged, anything under the creek bed would have been killed. according to biologists, they think that's mainly insects since we are in this drought and the conditions are so dry. most everything had been dried up. we're live in the oakland hills, back to you. >> a little bit of a silver lining as far as the drought is concerned and the damage down. thank you, tara. 7:05. surprising findings about

airport security in a brand-new report. it concludes san francisco international airport had more security breaches than any other major airport in the country. alex savidge is out at snowe, talking -- out at sfo talking to travelers. >> reporter: good morning. there is quite a bit of concern among passengers about these security lapses. later on, airport officials will be outlining some of the measures they've taken to beef up perimeter security and make sure that people don't sneak on the property. these improvements come in response to the arrests last month of a homeless woman accused of walking onto a runway here at sfo. now, airport officials appear to be on the defensive somewhat after an analysis of data by the associated press found sfo had more security braves than any other -- breaches than any other airport in the country over the last decade. the report found from january of 2004 to january of this year there were 37 perimeter

breaches. this report did not count cases where a passenger went through a terminal checkpoint without being screened. the focus was breakdowns that allowed unauthorized people to get past prim mip ter fencing. any say perimeter clear should be a focus. >> i think so. >> i just don't know how the fences around the airport are so -- so easy to jump over. and that is a big deal. >> reporter: here is a closer look at the airports with the most security lapses, according to this report. right after sfo, philadelphia airport second on the list with 25 breaches followed by l.a.x. where there were 24. at mineta, there were 18. remember, at the san jose airport, that's where a teenager last year jumped a perimeter fence and stowed away

in the wheel well during a flight to hawaii. officials again will be outlining prim him ter enhancements -- perimeter enhancements. back to you. >> all right, alex savidge. thank you. there is a new push in berkeley to end the city's controversial ambassador program. there was outrage last month over this video showing a berkeley ambassador beating a homeless man following another confrontation earlier in the day. the program is operated by an outside company that contracts with the city to provide safety patrols, hospitality services and street cleaning. one city commission that called for the program to be canceled is now calling on the city council to help the homeless find a place to live. this morning sa bra is recalling -- sabra is recalling 30,000 cases of hummus.

the voluntary recall is due to a possible listeria contamination. according to the centers for disease control listeria primarily affects older adults, pregnant women and anyone with a weak immune system. no one has gotten sick. there's a use-by date of may 11th or may 15th. downtown san jose's new smart parking meters have a big flaw that may recall in undeserved parking tickets. the mercury news reports that road sensors connected to the meters can too sensitive and can reset the time to zero when a heavy truck passes by. this has led to a number of faulty parking tickets and because the tickets only cost $40, a lot of drivers don't bother to fight them. the city says it turned off the sensors on some of the meters and it is working to fix the flaw. in the meantime, drivers are being asked to report any

faulty tickets they may receive. >> what, tori? >> i know. i was reading the article about this. a lot of people saying, i thought i was going crazy. i thought i had more time on my meter and i get this ticket. residents of oakland fed up with crime, coming up in 20 minute, who is pointing fingers and demanning change after recent deadly violence downtown. more fallout from the officer-involved shooting in south carolina over the weekend. up next, how hillary clinton is putting herself in the middle of this story. good morning. we're looking at slow traffic in san jose heading up to the airport on 101. it's getting a little better now that they've cleared what was there. i will tell you what happened coming up. our rain is gone for now. a lot of high clouds. there are hints of the slightly warmer weather. we'll see if that will carry into the weekend.

the investigation and fallout continues this morning after a white police officer shot and killed an unarmed african-american man in south carolina. ktvu fox 2 reporter paul chambers joins us now with the new details we're learning and who is now speaking out against the incident. >> we're receiving a lot of new details about this case. a possible presidential candidate spoke out about it. a prior incident also involving the same south carolina officer is getting a closer look into dash cam's video that's expected to be released. if you haven't seen this incident, i want to warn you. it is disturbing. [ sound of gunfire ] >> i'm not supposed to bury my son. my son is supposed to bury me. i'm very -- i'm very heartbroken because of it. >> this cell phone video shows michael slager firing his weapon eight times at walter

scott striking him in the back. slager had five years on the force but was let go after saturday's shooting and now faces murder charges. the cell phone video shows him handcuffing scott and walking away only to return with a dark object that appears to be dropped. slager said he feared for his life after scott allegedly took his taser. but the man who recorded the video is speaking out and said i got mad but what he recorded didn't match what the officer claimed. he goes on to say, they were down on the floor before i started recording. i remember police had control of the situation, scott was trying to get away from the taser. the fbi and the justice department are investigating the shooting. one bay area deputy chief questioned slager's action. >> what i was seeing was not registering with what could be considered, you know, a reasonable use of deadly force under what the circumstances

seemed to show. >> back in 2013, the officer had an unnecessary use of force against him dismissed. today, the north charleston department will take another look at that 2013 case. now, also, former secretary of state, potential presidential candidate, hillary clinton, weighed in on saying praying for the scott family. we can do better. rebuild trust, respect all lives. tori? >> all right. paul chambers live for us. new interesting developments coming out. let's get you to where you need to go. sal you are watching the roadsant the bridges. how does it look? >> a little bit slow in some areas. let's start off with the look at the commute here as you drive on highway 4. it's getting a little better coming through the area. you can see traffic is moving along okay. if you are driving to the bay bridge toll plaza, it is backed up for a about a 20-minute

delay before you make it on the span. that includes the approaches. san mateo bridge busy traffic westbound as you drive there. northbound 101 rae covering after an earlier problem but things are getting better. 20 and 85 are -- 280 and 85 are decent alternates. a little bit of fog up near petaluma kind of lifting and settling back in. that report from gary, says a bit strange here. usually when the fog lifts it continues to lift. that's not the case. as today. texas rangers. day baseball. le to mid-60s a little bit of a westerly breeze. but overall, maybe partly sunny. san jose, the same forecast as far as high clouds, have some of those filtererring around. high today of 70 degrees. the system that we thought might clip us a couple of days ago settled off far enough to the west. that's about all it's going to do. except for these higher clouds and some of that patchy fog. there are a lot of upper 30s

but at least not the low 30s. 39, 38, fairfield is in there. low 40s for many. everyone in the 40s including sfo. water temps are close to where they should be. maybe 1 or 2 degrees above. i know salmon season starts. i would be interested to see if anyone has been out. last year, they were way down because the water temps were warm. i'm wondering what the status is this year. if you are out there, let me know. 30s. 41 in sacramento. south lake tahoe, 29. to the south you can see the higher clouds drifting in. it's a dry pattern. maybe tuesday. doesn't look strong. chilly, cold morning. patchy fog. it will be mostly sunny but the storm track. high pressure is building in

but it doesn't look terribly strong. a lot of sunshine. except for a lot of those higher clouds kind of moving about. warmer today but kind of a gradual warmup. upper 60s here for many. sonoma, 68. napa is in there. santa rosa, 68 degrees. upper 60s, low 70s inland. mid-60s around berkeley, oakland, also alameda. same for much of the santa clara valley. if it's not upper 60s, it's low 70s. on the peninsula, upper 60s to near 70. 60s on the coast. near average for this time of year. it does look warmer with a lot of sunshine going into the weekend. changes may be early next week. it's not a screaming message. we had a nice change this week up at mammoth mountain. had 2 feet of snow. dave -- [laughter] >> took a little break. i don't want to show off or anything but -- but i know

boreal had 2 feet. bear valley 18, northstar 18 inches. we finally got snow. kirkwood had 2 feet of snow. maybe tuesday they might get more. >> i was trying to impress you. >> dave, you didn't have to do that. >> a little bit. >> thank you. 7:18. google now has a patent for a system to protect you from spoilers about your favorite tv shows, books and movies. it's software that tracks how far along you are in that show, book or movie, then it would scan your feeds for plot spoilers and those no spoilers would be censored but google says this may never become reality. a spokesperson says the company holds patents on several ideas. some become products and some don't. we have jennifer lopez to thank for one of google's big innovations. eric schmidt told project

syndicate the plunging versace ground she wore to the grammys in 2000 was the biggest search team that google had ever seen at that time. fans wanted to see pictures of the dress. but they would only get lines of text. so schmidt said the image search was drone. lopez says she has the dress still on a mannequin. >> i will never forget it. police department's old station long abandoned by pd and it seems everyone else. >> it's a jewel. somewhere down there in that garbage, there a jewel. >> reporter: garbage and graffiti, the only landscaping and the vacant property isn't totally vary can't. we saw a woman -- vacant. we saw a woman unlocking her makeshift lock to leave. >> reporter: she says the city has a double standard. there are fines for anyone else who lets graffiti and garbage sit. >> man up. put yourselves in our shoes and act the same way you would if you were an individual that owned a piece of property in the dog patch. >> reporter: we called them. noelle walker with ktvu. they told us to call the department of real estate. what department is in charge. old police station? they told us to call the police department, the last occupant of the dilapidated building.

7:29. we're live at uc berkeley where students are, once again, staging a protest. but their cause is different this time. instead of tuition hikes, these students are taking a stand on climate change. ktvu tea brian flores is -- ktvu's brian flores is there and he will have more. good morning. i'm tori campbell. >> i'm dave clark. let's talk about weather and traffic. i like how steve has given a brisk thursday morning. >> it's refreshing. >> yeah. >> on the cool side yesterday. today will be machine. there was higher clouds about, i should say, and some patchy fog, especially up towards the north bay, north of novato towards petaluma. once it lifts, it will be partly sunny. day baseball, looks good. upper 50s, low 60s. should top out at 64. these higher clouds most are staying to the south or far enough to the west where it doesn't make much of an impact. they are filtering over the area with 30s and 40s, not the

critical minimums. dew points stayed up. that allowed dew points to get to 37. a lot of upper 30s, low 40s except for some maybe patchy fog. otherwise, it looks good. that system will stay well off to the west and not impact us except for higher clouds. mostly sunny. a little bit warmer. but not a lot. upper 60s to very, very low 70s. low to mid-60s closer to the water's edge. all right, sal, any updates? there are slow spots but we have slightly better than usual conditions on what is spring break for some. as we look at the san mateo bridge, we have a lot of slow traffic heading out to the high rise. remember, eastbound and westbound san mateo bridge will close for two weekends in may. the weekend of may 8th to the 11th and 15th through the 18th. we'll be telling you more about a that but bought that in the back of your -- about that, but put that in the back of your

chancellor's attention when he arrives. they want to sit down to ask him to publicly decide whether the university will divest from fossil fuels. the group is planning a sit-in in front of the chancellor's office. he did meet three weeks ago to discuss this but now the group says now is the time for chancellor to pick a side. >> what we're looking at is this entire portfolio $91 billion total. $10billion is in the energy sector. but we're calling for divestment of the $3 billion in the top 200 oil and gas companies. part of the reason, this is a national movement. divestment is at college campuses across the country. >> reporter: the group says it isn't necessarily calling them out for using the fossil fuels but to call out the industry. organizers say the divestment

campaign has spread to over 500 colleges and religious institutions around the world. as we take it back out here live, many protesters up and making signs out here this morning. the group also says undergraduate students have passed fossil fuel divestment. here at cal, their own student government has divested about $3 million of their own money to divest from fossil fuel. we'll stay on top of this and see what develops in the next hour of "mornings on 2." >> talk to you later. also happening today, doctors who care and treat university of california students, they are going on strike this morning. the doctors work at student health centers on the ten uc campuses and say school officials are withholding information about funding and what's being spent. they also say funding for student health is being cut. that strike is expected to

continue until monday. the easter morning shooting death of a young musician in oakland has led to calls for improved security outside of nightclubs in the area. last night an overflow crowd attended a special meeting organized by the old oakland neighbors group. the young musician was hit by a stray bullet early sunday morning after finishing a gig in downtown oakland. many residents say nightclubs are partly to became for four homicides in the last two years and at least a half-dozen shootings. however, nightclub owners say they are already doing more than what's required. >> we have five guards that are in house on any given night and then we have one other one that's outside that's just solely outside. we actually employ six. >> the old oakland neighbors group wants more police patrolling the streets on the weekend. 7:35. sunnyvale police examining

surveillance video now following a deadly officer- involved shooting yesterday morning. it happened about 11:00. police responded to reports of a robbery at a liquor store on tasman drive near the lawrence expressway. police say an officer arrived to find the suspect in a back alley and he had a knife. police say the man would not put the knife down and when the man started to approach the officer, the officer opened fire. >> the guy was just standing holding a knife and we just heard the officer screaming at hill put the knife down. he wouldn't. that's when they shot him. >> the suspect identified as a white man, mid-20s, was taken to the hospital where he was pronounced dead. police say they did recover a knife at the scene. witness cell phone video as well as nearby surveillance video have been confiscated as part of the investigation. facing a warm, dry summer and mandatory water

restrictions, families are scrambling to find ways to cut back. pam cook joins us in the studio talk to about using water that's currently going to west. >> we're talking about gray water. many business parks use it to water lawns. but our severe drought tas haiken the black -- has taken the practice into the neighborhood. the drought extending into a fourth year, front lawns becoming a thing of the past. the details of the plan are still being worked out. but governor brown has issued mandatory cuts in urban water use. many of us have been conserving for many years. where do you find an additional 25% of water to cut? well, gray water action is a dlab rative of people teaching families and business owners about gray water. it's affordable household systems that can dramatically reduce water use. it captures water from your dish washer and washing man

into your yard. we'll talk more about this in the next hour. but there's hands-on workshops and presentations. they have a couple of coming up in oakland and richmond in may. we have a link on our website about some of the cities, including san francisco that are calling into this gray water action and helping people make use of that. tori? >> thank you, pam. 7:38. a bill that would make vaccinations mandatory across the state is now one step closer to becoming law. after an emotional hearing, a senate panel volted to require all california school children to be vaccinated. opponents of the bill rallied at the state capitol. many citing concerns about risks of autism. here in the bay area opinions are mixed. >> i believe it's up to parents and it's their choice. but my first concern would be all kids are safe. >> i don't think they have a right not to vaccinate their child unless there is a medical

reason the child cannot be vaccinated. >> an overwhelming majority of doctors say science has proved there's no autism link and that vaccines save lives. four supreme court rulings have allowed health officials to force vaccinations prior to entering school saying that community health trumps personal belief. the obama administration is calling for a federal ban on gay conversion therapy. it's a practice some believe converts people from gay to straight. president obama's senior adviser says conversion therapy is neither medically nor etically appropriate and -- ethically appropriate and can cause harm. valerie jarret urges states to ban the therapy. california already has a bhan place. there is a new scandal involving the secret service. the agency has put a senior supervisor on indefinitely leave after a female employee accused him of groping her last

month. she said he made unwanted sexual advances and grabbed her. last month, two agents drove a car into a secure area near the white house during a bomb investigation. in january, the agency faced criticism after a small drone crash landed on the white house lawn. the next ten years could answer the questions about whether we're alone in the uni. a scientist predicted we will find alien life by 2025. they say it will not be in the forms found in movies. instead, they will be tiny thigh crow scoppic features -- microjohnic -- microscopic features. they say the best chance of fining them is on jupiter.

the french culture called for a meeting. their social media accounts and websites were hacked by individuals claiming to belong to isis. isis has not claimed responsibility for the attack. french officials want media companies to assess their vulnerability. anti-hacking measures had already been increased following january's deadly shooting at a satirical magazine and hostage situation at a kosher grocery store. life in prison or the death penalty? that's the decision jurors will have to make now that dzhokhar tsarnaev has been convicted in the boston marathon bombing trial. those in the courtroom say he showed no emotion when the verdict was read.

we're getting to the traditional end of the morning commute. as we get out and take a look at the commute here at the toll plaza, it's backed up to the macarthur maze. it's been a 20-minute delay. once you get on the bridge, it looks good but things in the rest of the east bay have been improving quite a bit. this is look now at the commute on the san mateo bridge. that was heavy a little while ago. it looks good heading out to the high rise. 680 in walnut creek has improved. 8:2. back to the desk. preparations are underway for crews in the oakland hills to clean up a pretty big environmental mess. that's after concrete spilled into a creek bed yesterday. tara moriarty is there live and tara, now that it's lighter and i believe you are up at the location, how big of a problem is this? >> reporter: it's pretty big. if you can imagine standing in a football field with your arms out stretched, this goopy stuff is up to your waste.

it stretches from end zone to end zone. if you take a look behind me, it's at the bottom of this creek right here. officials say that when it flowed over the creek bed, it killed anything underneath it. mostly insects, biologists think since the creek has dried up pretty good. work crews were trying to seal off a pipe as part of the pipeline replacement project. but someone left a valve open on that pipe. east bay m.u.d. says one of its contractors was working bosque mountain view cemetery when they -- above mountain view cemetery when they pumped the this stuff in this creek. >> we're taking downstream water quality samples and make sure the cement hasn't gone further downstream. the cement makes this a lot more acky line.

>> reporter: the cleanup should take three days. they've launched an investigation. there are going to be several agencies out here later this morning. california fish and wildlife, water control, the state office of emergency services, as well as the epa all trying to get to the bottom of the mishap. tara moriarty, back to you. >> so unfortunate. what a mess. thank you. some surprising findings about airport security in a new report and in particular, san francisco international airplane. now, behind mean, you are look the at a live picture we're out at sfo, the study by the associated press says sfo had more security breaches than any other major airport in the country. but in just two hours from now, sfo officials will be holding a news conference, they will tell us all about the latest security upgrades. the airport has beefed up perimeter security to keep intruders out. you may remember last month, a homeless woman was arrested on

charges she walked out onto the runway. now, officials appear to be defensive after an analysis found between january of 2004 and january of this year there were 37 breaches at sfo, the most of any airport. philadelphia was number two with 25. l.a.x. had 24. mineta san jose rounded out the top five with 18 breaches. some of the passengers at sfo this morning told us they are alarmed by these findings. >> security is a big deal. i think that right now it's bad. >> that news conference at 10:00 at sfo officials will outline prim mip ter security -- perimeter security improvements in place. now, the associated press said its report did not count cases where a person snuck past

terminal checkpoints without being screened. the focus of the study was the breakdowns that allowed unauthority iced people to get -- unauthorized people to get past the fencing at the airport. sabra dipping company is recalling 30,000 cases of hummus. the voluntary recall of the company's classic hummus is because of a possible listeria contamination. according to the centers for disease control, listeria primarily affects older adults, pregnant women, newborns and anyone with a weak immune system. so far, no one has gotten sick from the hummus. the recall is limited to cases with a use-by date of may 11th or may 15th. today, vice president joe biden and his wife will arrive in the bay area. the vice president is coming to help raise money for the democratic congressional campaign. this is a by-innovatation only event scheduled for 7:00 tonight. tomorrow, he will visit a pg&e

center in oakland to talk about job training. at 6:45 tonight, the vice president's wife will be at de anza college in cupertino. dr. jill biden wants to hear directly from students about their community college experiences. there's a new push in berkeley to end the city's controversial ambassador program. there was outrage last month after a video surfaced showing a berkeley ambassador beating a homeless man. the two had a confrontation earlier in the day. the ambassador program is operated by an outside company for the city to provide safety patrols, hospitality services and street cleaning. one city commission that had called for the program to be canceled is now calling on the city council to help the homeless find a place to live. 8:07. walnut creek city council gave the okay to a plan to revitalize the downtown area. that includes food trucks, wall murals, outdoor movies and

music events. all designed to keep people coming to the city while the retail area is under construction. now, planned activities include an annual october fest, a monthly first wednesday street fair and weekly food events. still not clear when the plan will take effect. today, a group of people is teaming up for the first dolores volunteer day of the season. their goal, they are gonna pick up trash and clean up dolores park. it's made up -- the group is made up you of marriott hotel workers, rec and park workers and a lot of volunteers. the cleanup starts at 1:00. now, if you are interested in volunteering, you are invited to meet the group at the entrance fought playground at dolores park. that park has had a lot of traffic problems -- trash problems. back in march, the city had to spend $400,000 a year just picking up crash into dope low res park -- doe low low res

the investigation continues this morning into a deadly police shooting in south carolina. the officer has been charged with murder and the community is reacting. ktvu fox 2 reporter paul chambers explains new video is about to be released of the shooting. >> good morning. this case is getting a lot of attention nationwide. today we're told the department will release dashcam video from last weekend's shooting. if you haven't seen the video, i want to warn you, it is disturbing. [ sound of gunfire ] >> i have watched the video, and i was sickened by what i saw. >> now, this cell phone video shows former police officer miking slager firing his weapon eight times at walter scott. slager had five years on the force but was let go after saturday's shooting and is now facing murder charges. the cell phone video shows slager handcuffing scott and then walking away only to return with a dark object that

it seemed slager dropped near scott's body. the man who recorded the video was speaking out saying he only released the video because of what he heard from the officer didn't match what he saw. slager's original statement seems to be different from the video. it shows slager says he feared for his life after scott allegedly took his taser. however, the man behind the cell phone video says that didn't happen. he says, they were on the floor before i started to record. i remember police had control of the situation. scott was trying to get away from the taser. the fbi and the justice department are investigating the shooting, a local attorney who represented oscar grant's family says this case is very similar. >> the distinguishing factor i would have to say between oscar grant and this particular video is how calm the officer appeared to be after firing eight bullets into this guy's back. you know, the officer didn't appear to have any real emotional reaction to this. >> now, former secretary of state hillary clinton weighed in on this case in a tweet saying, praying for walter

scott's family. heartbreaking and too familiar. we can do better,." the mayor said he's going to order more body cameras so all officers on the street will wear them. a san francisco man is behind bars after police say he stole a wallet from a 92-year- old woman and ripped off her shirt. officials say fred jones broke into the woman's house sunday. she spotted him as he was rummaging through her things. that's when jones allegedly grabbled the woman's wallet which was in a shirt pocket. jones eventually ripped off the woman's shirt and took off but the whole thing was caught on a surveillance camera. officers recognizeled jones from previous incidents and tracked him down yesterday. there is a building in san francisco's dog patch neighborhood. it's peaking cleaned up after a cute reporter started asking questions and the current owner

heir also a murder suspect, just pled not guilty to weapons charges in louisiana. now, durst was in a new orleans court and entered that plea this morning. this case is important because it keeps him from being extradited to los angeles. that's where he's been charged with the murder of a friend back in the year 2000. authorities in louisiana say their case is easier to prove and because of his age -- by the way he turned 72 on sunday -- they want to make sure he's locked up. he recently appeared on an hbo documentary where he apparently mumbled he's responsible for several murder. today marks the 150th anniversary of the official end of the civil war. early in the day, confederate general robert e. lee surrendered to union general grant in virginia. but the surrender meant nothing to soldiers still locked in the final battle of the war.

dave. they want the chancellor to take a stand when it comes to fossil fuels. a small group of opportunities right now, roughly around 20 or so in front of his office. they are hoping uc leadership, not just here on campus but the entire system will make a decision to tie vest in use -- divest in using fossil fuels. more students are making signs here. the group wants too sit down with the chancellor to ask him to publicly decide whether the university will divest from fossil fuels. no official meeting has been planned. the group is planning a sit-in. but chancellor did meet with a student group about three weeks ago talking with the group. we would understand the meeting was core cordial.

passed at other areas. here at cal, they've invested $3 million of its own money. we're expecting the group to invees. we'll stay on top of this and see how things pan out. >> thank you. also happening today, doctors who care and treat university of california students, they are going on strike this morning. the doctors work at student health centers at the ten uc campuses. they say the school officials are withholding information about spending and what's being sent. the doctor he's strike is expected to continue until monday. the easter morning shooting death of a young musician in downtown oakland has some calling for improved security outside of nightclubs in the area. last night an overflow crowd went to a special meeting organized by the old oakland neighbor's group. the young musician was hit by a stray bullet early sunday morning after he was finishing a gig in downtown oakland.

many residents say nightclubs are partly to blame for four homicides in the last two years and at least a half-dozen shootings. however the owners say they are already doing more than that's required. >> we have five guarded that are inhouse on any given night and then we have one other one that's outside, just solely outside. we actually employ six. >> the old oakland neighbors group also want more police patrolling the streets. on weekend. a state commission has imblipmented new regulation -- imblipmented new reck lakes -- implemented new regulations to help save water. starting january 1st, new faucets can use no another than 1.2 gallons per minute. that's down from the current 2.2 gallon a minute. kitchen faucets will be reduced to 1.8 gallons. it sets a maximum flow for a

toilet. the energy commission acted under the authority of governor brown's order. that order made 25% water reductions mandatory. they say this will save 10 billion gallons of water in the first year and 730 quintillion gallons of water over the next -- 730 billion gallons of water over the next ten years. ktvu fox 2's pam cook is in the studio talk to about finding ways to use water that's currently going to waste. >> i captured rain water. but we're also talking about gray water, some of the shower water. more than $1 billion is going down the strain drain ef -- down the drain every day. it could be used for the yards. cities have to stop watering

8:43. life in prison or the death penalty. that's the decision jurors will have to make now that dzhokhar tsarnaev has been convicted on all 30 counts in the boston marathon bombing trial. those in the courtroom say dzhokhar tsarnaev showed no emotion when the verdict was read yesterday. he's being held responsible for the attacks that killed three people and injured 260 others as well as the death of an m.i.t. police officer killed during a many hunt in the following days. after the verdict came out, people placed flowers at the finish line and reflected on the attacks. >> i'm just grateful to have the team that did the work to make sure that the right outcome happened. i don't want to carry the anger. >> the jury will hear new evidence and testimony that could determine dzhokhar tsarnaev's faith. the proceedings begin monday and could take a month.

the culture minister in france called an urgent meeting after the tv media was hit with a cyberattack. they were hacked by people claiming to be isis. so far isis has not claimed responsibility. friend flitchings want media companies to investigate how vulnerable they are. anti-hacking measures had been increased after those deadly shootings in january at a satirical magazine. that was followed by a hostage magazine at a kosher grocery store. well, youtube is getting ready to offer a way to skip all of those ads you see for a price. bloomberg obtained a letter sent out by google which owns youtube to video creators. now, the letter says a proposed subscription service would generate more revenue for people who post content on the site. the page service could roll out by the end of the year. there's no word when youtube will charge users for ad free
