some drivers after the taking chances. -- aren't taking chances. >> reporter: he is now taking photographic evidence after he received three parking tickets in a week. at first he thought his associate was to blame. >> i am thinking how dumb could my associate be. >> he found out the new parking meters installed last year so drivers can use credit cards are sensitive. censors can tell when a driver leaves and resets the meter. some are so sensitive trucks driving by can reset the meters. >> it is not every time that the meter may reset. >> reporter: she admits on average the city issued 30 citations a month associated with this problem. those are just the driver whose are willing to fight that. >> we don't like that and we

are dismissing any citations where it is clear that pavement was received. >> the city turned off the reset button till it can come up with a solution. >> stupidest thing. stupidest thing. i have to stop parking here. >> he works downtown doesn't want to risk getting a ticket. he now parks across the street. >> sounds like it is a stupid meter. just, you know, you think we could perfect a parking meter. right? >> a lot of frustration brewing here in downtown. if a driver fealties received a si-- feels they received a citation, the city will look at the pavement history and refund the money accordingly. >> in the meantime a frustrating experience. all right. thank you. last summer we reported about similar problems with the new meters in downtown walnut

creek. those meters use censors to signal when a vehicle leaves. but the censors too were tripped up by passing vehicles. resetting the meeters and prompting officers to issue tickets. officials say they have adjusted the censors. a plea for help in trying to find a driver who hit and killed a motorcyclist. he was killed april 2. it happened on eastbound highway 92. investigators say a car hit him and pushed him into a barrier sending him over the edge. he fell 60 feet to his death. the driver left the scene. today his daughter asked him or her to come forward. >> just please do the right thing and give my family the closure that we need. give my father the respect he

deserves. that is it. just please help us. >> investigators say they don't have much to go on. anyone who witnessed the accident, give them a call. a jury convicted a man for running over a firefighter after a brawl at a jack in the box restaurant in 2011. this surveillance video was shot inside. shows an argument. he stepped in between the two and is hit in the face. prosecutors say he was heard to threaten him and got into a car and hit him. he has been in a coma ever since. he could be sentenced to life in prison. five years in the making. pg&e got hit with a $1.6 billion fine for the san bruno pipeline explosion. ktvu's tom vacar was there as the public utilities commission hit them with the biggest fine

in state history. >> reporter: 5 years ago it killed 8, injured dozens more and incinerated homes and destroyed pg&e's credibility and unearthed an unsavory relationship between the utility and the regulator. >> this explosion was a preventible disaster. that resulted from faulty record keeping, negligence over sight and a broken culture that looked the other way as pg&e prioritized profits over public safety. >> the decisions signal that we expect accountability and performance from the utilities that we regulate and from ourselves at the california public utilities commission. >> reporter: they can appeal but will it this time? >> we have to review the details but we do not expect to

appeal the decision. >> reporter: for pg&e and the c.p.u.c. are personal criminal actions. she lost her husband, son and mother-in-law. >> i believe this is a case of criminal negligence. which lead to the death of 8 people. >> people should go to jail. who they are? i wouldn't be able to tell you. but the investigation are ongoing. >> the mayor wants a special commission to watch over the p.u.c. and pg&e relationship going forward as well as a pipeline trust to ensure upgrades are indeed made. tom vacar, ktvu fox 2 news. >> here is a look at how the $1.6 billion will be spent. 850million to safety

improvements. 400million will go to rate payers. 300million to the general fund and 50 million to pay for a number of safety programs. police released the name of the police officer who shot and killed a man yesterday. the officer is a 13 year veteran. officer benjamin kroutil. he and other officers responded to a robbery. they found a suspect, a man with a knife who refused to put the weapon down. >> we have a video. they needed it for investigations. they took it. >> police say they do not intend to make the video public because it is evidence. doctors at university of california campuses began a strike today accusing them of unfair labor practices. they walked the picket line today. the same action took place in

san francisco and three other uc campuses. officials accuse them of with holding financial information necessary to negotiate a contract and they say doctors haven't had a raise in years and there are concerns about recrueltying and retaining doctors. -- recruiting recruiting and retaining doctors. >> they need a support system and they need doctors to support them. >> doctors at uc campuses in southern california will begin their strike on saturday. officials have denied claims of unfair labor practices and said the union refused to discuss it. a serious litter problem, delores park sees thousands of visitors leaving behind

step up and volunteer more. >> reporter: he started a friends of delores park facebook group after rangers started siting people. >> we passed out fliers, gave out trash bags and by 7:00 p.m. the park was trash free. >> i think we are seeing a organic and positive community response to the challenges we have had. >> they say the city needs to provide more toilet facilities facilities and trash cans. >> we are working with recology to expand the trash and repsycho-- recology to expand the trash and recycling. pick up after yourselves. >> reporter: and the city will soon be launching a public education program to urge people to be more respectful of

the park. they will be out again this weekend earning people to clean up after themselve -- urging people to clean up after themselves. >> thank you. removing tons of concrete accidentally poured into a creek. this happened yesterday morning. a contractor was filling in a pipe, not realizing a valve was left open and the concrete was pouring into the creek. the concrete pumping went on for two hours and it could have a devastating effect on wildlife. >> the people who live in this complex, it is bad. that creek is dead. period. >> crews are scooping up and cleaning up. the work is costing $25,000 a day. it could take months or years to return to normal. the pilot who died in a plane crash last week, david

wright was flying the aircraft when it crashed in sonoma county last friday afternoon. the plane went down east of petaluma. he was the only person on the aircraft. the faa and the national transportation safety board are investigating. sabra is recalling hummus due to listeria. it is limited to sabra hummus with a use by of may 11 or may 15. the centers for disease control and prevention says listeria is dangerous for older adults, pregnant women, newborns and anyone with a weak immune system. so far there are no reports of people getting sick. a package thief caught on camera, arrested and heading to prison. the sentence this woman received for walking off with christmas gifts. >> headlines focus on security lapses at san jose airport, it is another bay area airport that has seen more breaches.

san jose airport has made headlines of late with high profile security breaches. but there has been more problems at another bay area airport. sfo officials confirm san francisco international airport tops the nation when it comes to security breaches. miles of fence and shoreline, sfo had the most reported incidents of people being where they shouldn't be. ktvu's john fowler says this

startled many passengers. >> reporter: troubling new statistics show san francisco international airport is the worse in the nation for unauthorized incushions on to property. >> they need to step up security. and figure out where they are going wrong. >> reporter: it is not in the passenger areas where cameras and patrolling officers are everywhere. but along 15 miles of fence and shoreline around the runways and ramp areas. all crucial it airline safety and security. our news partner discovered at sfo over 10 years 37 reported perimeter breaches. >> this is a big deal for us. security is important to the airport. we take this seriously. we are focused on learning from

every incident. >> reporter: officials says it works out one incident every three months. that 40% were homeless or mentally challenged. two volved approach to aircraft, one of those the son of a pilot and all were apprehended by police. >> i felt secure in the airport today. i didn't notice anything off. i felt safe for myself. >> reporter: passengers told us you have to consider the community around the airport. >> i feel security at sfo. we are in the bay area, it is free wheeling people around here. >> reporter: this information is not publicly available. some airports declined to report their numbers siting security concerns. san jose mineta international airport came in number 5 nationwide. sfo says it has stepped up security with new cameras, more police patrols, better lighting and motion censor systems. john fowler, ktvu fox 2 news.

busted her stealing packages during the holiday season and now she could spend decades behind bars. here is video of her walking off with packages from a san diego home. accused of a string of burglaries over two years. she pleaded guilty to four counts and a judge sentenced her to 23 years. it is not this crime that carries the long sentence, it is her long history of burglaries and california's three strike's law. >> a serious crime. >> her record dates back to 2008 last december she was released on bail and 48 hours later arrested again. very intense and early fire season because we are in the fourth year of the drought, conditions are ripe for fires. in february a 7,000-acre

wildfire destroyed dozens of homes. 95% of the fires are caused by the activity of people so they say they are preventible. >> just last week we responded to 150 wildfires. that is an outrageous number for this early into the year. we have been staffing up. increasing staffing to meet a very early fire season. >> the current conditions are what is usually seen in the peak of summer or end of fall. let's check in now with bill martin. the rain is done? >> models are coming up dry. nothing in the next week or so. beyond that, maybe. we know, april, you can get rain. we can see rain in may as well. right now we are running dry. you can see the good air quality we have. live camera. sutro tower. san francisco over here.

the donation. oh, i wish i could do more. it's just a bunch of old out-of-date clothes. oh, i'm sure it's great. three weeks ago, our neighbors, the rands lost their house and everything they own in a fire. fortunately, nobody was hurt. and fortunately, they're friends with wonder woman over here. i'm hardly wonder woman. she mobilized the community to donate clothes, furniture, appliances, all to help them start over in their new rental. which you found them. i'm no wonder woman. rand-aid was her idea. it wasn't my idea to call it "rand-aid." okay, fine. i'm wonder woman. - terrible tragedy. - they're our closest friends. - we know them. - uh, manny and their son reuben are tight. in fact, i put in one of their closets. not that it matters, but it was the only structure to survive the fire.
