good morning. here's a look outside. pretty start to the morning. this is our ktvu roof camera capturing the lights and the bridge there in the distance. head into the weekend we are looking at nice weather. pretty nice. pretty calm. there is a little bit of patchy fog out there. but it sounds like it will be a nice one once the sunburns it off. steve is our expert. check in with him in a second. it is april, april 10th i'm pam cook. >> good morning, i'm dave clark. let's goal over to steve paulson. >> boy, did that get a little quiet. we do have temperatures that were below normal. not something we've had all winter long or early this spring. now they are starting to inch slightly above. outside even though it's clear, today's temperatures they will go a little above those seasonal averages. san francisco should be 63. oakland airport 66. one above 67. and san jose two above today.

some pretty close. mostly sunny. i did go 39 on the low. we will go 71 for a high. the only source of the high clouds is this little system spinning in. that is about it. the system to the north 40s for some, 30s for others. we are not expecting any 32s or 33s. that is it. i'm reaching here. sunshine, nice to warm on these temps. a little cool, cold for some. upper 30s are cold. patchy morning fog. we will see about the weekend if we can maintain this. already richmond, san rafael bridge. >> we just saw the road sensors go from very good to very bad very quickly. we are going to start off with the map. i want to show you that is the end where the arrow is. i want you to avoid using the richmond bridge. there is a truck fire although it's not getting through. there is a huge traffic backup.

and right now there is not a big bag so pretty soon this is -- pee are gob to drive into a sea of traffic. don't try to use the richmond bridge. use the bay bridge as an alternate or go up to highway 37. the richmond bridge is not a good idea in either direction. let's go to van ness avenue. san francisco. van ness closed to geary expect for muni buses. the closures between geary and post. most will be rerouted and that could cause some delays on major streets. muni and golden gate bridges -- buss will be able to pass through. 6:02 let's go back to the desk. thank you, sal. we do continue to follow that developing many news in hayward

where a chp pursuit ended with a silent crash but that is not the most surprising part of it. alex savidge is joining us with more on what officers found inside that car that was even more disturbing. alex. >> reporter: yeah pam, good morning to you. a young child caught in the middle of this dangerous pursuit and crash this morning. thankfully they were strapped into a car seat according to the chp and the child was not seriously hurt. this car that was being chased slammed into a pair of power poles. you can see them here behind us here. pg&e crews are out here. they are doing repairs. and right now about 100 people do remain without power. there is an outage in the area. this pursuit first started just after 2:00 this morning when chp officers pulled this man's car over on 880 near tennison. the driver stopped but then sped off and lost control. after crashing his car the

driver got out, ran off leaving behind a young child in the car. there may have been another person inside that car as well. chp officers came in and searched the area for the driver but they have not been able to find him thus far. it is unclear what kind of violation the man was stopped for or why he ran in the first place. we do understand the chp has been in touch with the mother of the child who was involved in this chase. and they are making arrangements for the child there. as we come back out here live, there is still repair work going on. the chp trying to repair two power poles taken out. that repair work could go on throughout the day. in the meantime about 100 or so people do remain in the dark here in hayward. >> all right that could last for awhile. thank you. time is 6:04. cleanup under way this morning in iowa, illinois, and ohio following deadly tornadoes. the hardest hit area is

fairdale, illinois where one person was killed, dozens of buildings destroyed, and several people are still missing. crews are hoping to go through the rubble today in hopes of finding more people alive. >> it was a very strong tornado. it was a slow moving tornado through the community but as far as the strength and ef rating, we do not have that information at the time. >> one tornado nearly leveled a popular restaurant, a dozen customers and employees were initially trapped in the debris after riding out the storm in the buildings basement. in kansas, that same storm system brought pounding hail the size of tennis balls. strong enough to crack a windshield of that car. in michigan a home was struck by lightning. no one inside the house was hurt, but today that severe weather is moving out of the midwest and heading to the southeast, gulf coast, and east coast. back here at home bay area faith leaders have been sleeping out on berkeley streets in support of the homeless. the berkeley side website

reports a vigil which started last night about 5:00 p.m. was prompted in part by a very disturbing video. showing a berkeley ambassador beating a homeless man. that ambassador program is supposed to provide safety patrols in the city. some of the demonstrators slept out on the streets in solidarity with the homeless and say the city should do more to help those in need. >> there are two year wait lists in alameda county for homeless people to get into housing. so the people you see on the street couldn't get into housing if they tried to get into housing. and for example i have been working with one youth who has been homeless for two years. >> homeless advocates say many homeless people have mental health problems and there is not enough resources to help them. pg&e is cig it does not -- pg&e is saying it does not expect to appeal a record fine over the deadly san bruno

pipeline disaster. approve the $1.6 billion penalty against pg&e yesterday. that money will go toward pipeline safety improvements. the state's general fund, as well as to utility customers. eight people were killed in that disaster when the pipeline exploded in september of 2012. sue lost her son, husband, and mother-in-law in that disaster. >> it's been a are rough road on that day. filled with anger, grief, and dispair. i find it a battle to get up and go on with my life. >> on top of the eight people that were killed 66 others were hurt, 38 homes were destroyed. investigators determined that the gas pipeline that was more than 50 years old had defective welding. there is a hot debate over youth soccer fields in santa clara.

the santa clara school board heard a proposal by the strength 49ers to renovate three soccer fields for $3 million. in return the 49ers would be allowed to use the city own soccer fields right next to levi stadium as a parking lot on game days. but many say the numbers do not add up. >> what this is about is the 49ers wanting to take over the soccer field for parking lot. >> i would take it too. $3million is better than nothing. but it's way more than that. it is way more than that. we have a proposal on the table that doesn't fill the need of santa claire ram residents. >> people also say is also say there should be nobody an official presentation. time is 6:08. sheriffs deputies seen on this

pretty scary moments for 100 people. an alaska airlines flight are sea tack was heading to mineta san jose airport when it hit a flock of birds. the pilot turned back. there were 112 passengers and five crew members on that flight. no one was hurt. the passengers were later give other options to come back here to the bay area. east bay family is look for answers and wants help in finding the hit and run driver that hit and killed a motorcyclist. larry was killed april 2nd during the rush hour commute in san mateo. a car hit pack, pushed him into

a concrete barrier and he fell 60 feet over the edge. pack's driver is is asking the driver to please come forward. >> just please do the right thing and give my family the closure we need. give my father the respect he deserves. that is it. just please help us. >> they don't have much to go on. they are asking anyone who witnessed that crash to contact them. teachers will be handing out -- students also have to bring a note board or white board to communicate a class.

>> i knew that was just rewarding enough. >> the event started with one college in the '90s. it has grown ever since. the national day of silence is actually next friday but because tara lin da is on spring break they did move it to today. about 12 truckloads was being pumped into a pipe to seal the pipe. but one didn't realize a valve was open. that picture spilled into a creek. fish and wildlife officials say insects are effected as well. >> for the people that live in this beautiful complex right here yeah it's pretty bad.

own cherry blossom festival. tomorrow night the festival queen will be named and on sunday afternoon the crowd will enjoy the annual cherry blossom parade. organizers urging people to take public transit to the event. i've taken my daughters over to the japanese tea garden. >> ha is in-- that is incredible. we've got breaking news, sal. you know all the details. where is it? what is happening? >> it's on the west side of the richmond bridge. i want to put it up here for you. on the maps. the arrow is pointing to where a truck is on fire. they are getting through. but all be it very, very slowly. so the truck is on fire. they are letting one lane through in each direction. there is a major delay.

welcome back. our time is 6:23. we have sad news this morning. we have learned that 19-year- old college basketball player lauren hill has died after her battle with a brain tumor. lauren hill's story in and her courage it touched the hearts of the nation because of her desire to play for mount st. joseph's women's basketball team. her fight to not let her illness dictate our final days rallied her team behind her and a lot of people. it also convinced the ncaa and others to move up her team's season opener just to let her

play. lauren hill also helped to raise more than $1.5 million for cancer research. oakland police hope to track down two people they want to about the easter morning shooting death. shows a man and a woman near the golden bull bar around the time that emiliano nevarez was shot and killed. the two are not suspects but they may be able to provide critical information. nevarez was an innocent victim who was hit by a bullet intended for another person. a $5,000 reward with information leading to an arrest has been brought by the oakland based pet food company. this is the same area where that single mugger pierce was shot and killed by a stray bullet last month. there will be food, drinks, free texas-shirts and prizes --

free t-shirts and prizes. the event runs from 3:00 to 7:30 in the evening. some renters in the mission district hope to get belongings after they were forced out of their apartments. the building on hampshire street was declared uninhabitable. the city ordered the 25 tenants that lived there to move out. since then the locks were changed and the residents couldn't get their belongings. there is also a problem with relocation money provided by the landlord. >> this morning we learned that the checks that the landlord had written he stopped payment on them. >> a sign has now been posted on the gate there giving the tenants a three hour window to get their belongings. a former star of the hbo

high of 77. >> it was the quietest march i can't remember in how long since the 70s and now all of a sudden. that low we had on the weekend or excuse me early this week, once that cleared the rockies, boom. that's what happened. you get the gulf low level jetment cooing up and feed into that. for us we don't see those. there is that little body of water called the pacific which nee fates that. we had severe weather in the valley. few high clouds really that is it. the only bug a boo is making for a beautiful sunrise. temperatures they were below average on the lows and the highs which is not something we've seen much of at all. now they are slightly above. santa rosa two above. what we should be. what we are forecasting today. just a little bit above. also mostly sunny for napa. we did go 39 for a low. 62 went for a high of 71-

degrees. you can see this system tracking far enough south. 30s to 40s and 50s. sfo at 51 degrees. that is what is giving us that beautiful sunrise. it will be sunny. nice to warm today. expect for a patch or two of fog. but you are reaching me. 60s and 70s. all right sal you want to start richmond san rafael bridge first? >> that is right. we are going there first. there is a truck fire. we have live pictures of it now. this is fully loaded set of doubles. you can see the slow traffic coming through here for this truck fire on the richmond bridge. now this truck fire has -- was still burning there. firefighters are still trying to put it out. san rafael fire on the scene. it looks like they are getting a handle on it although it is still burning. it looks like the front part caught fire. the driver was not hurt.

however, traffic is a mess as you drive through. as our photographer is looking back, he's looking back at the richmond bridge coming off that span. i happen to know that brian and said drove through this to get here. and we are looking at this live picture. i want to go to chp officer andrew bar clay who is on the phone with us. officer barclay, can you tell us what is happening here? >> good morning. a little while ago we had this big rig ups vehicle that you are all looking at right now traveling westbound on 580. for reasons we are still investigating the driver lost control of the vehicle and high centered on the center divide between the eastbound and westbound lanes. the fire they are still battling broke out in the first of the two trailers. right now our main goal is getting a handle on the fire. from what we understand there is 50,000 pounds of household

goods many there. so fire is making sure that whatever is in there is safe to be pouring water on and ultimately we want to make sure everyone stays away from it right now. >> andrew, how did that truck, we're looking at the truck, is it facing the wrong way on the eastbound side? it looks like it's actually eastbound. >> it's westbound. it's high centered so it's sitting on top of the center line. the front portion of it is. >> i got it. they got out there and kept traffic away from it rather quickly. do you have any idea when they are going to reopen this? >> like i said our first concern is going through the shipping manifest and finding out what was inside this trailer. once we get the fire out, we know what was in there, if any kind of hazmat call needs to be made. once we know the scene is secure, we can open up lanes of traffic. >> thank you.

you can look for our reporter brian flores who is probably going to to bug you for details. brian has arrived at the scene. brian. >> reporter: hi, sal. what we're seeing a major traffic right now. but obviously what you saw from moments ago is just heavy traffic at least on the westbound side of 580. let's take a look at the scene there. crews are still putting this truck fire, this is a ups big rig fire. according to the chp, this truck was carrying about 50 pounds of household goods. it was trying to make a sharp right turn when it went into the center divide. but it looks like the fire crews are making some pretty good progress here. you can still see smoke billowing from the first truck. this was a double trailer. but again the major concern this morning is obviously commute. we had to go through this to try to get to the scene.

this is westbound 580 near the san quintin exit. just obviously heavy backup here this morning. crews are being let out on to the main street exit and brought back on to westbound 580. i'm not sure the alternates in terms of the eastbound direction. we'll hopefully have more details on that. heavy backups this morning. at least on the richmond san rafael bridge. we hope to get more information. guys back to you. time is 6:35. developing news in hayward where a high speed chase ended with a violent crash. the most disturbing part a child found in a car strapped in the car seat and the driver ran away from the scene. alex savidge is joining us now with more on the cleanup at the crash scene that is still under way. >> reporter: pam, born to you. young child on board during this very dangerous pursuit and

the violent crash that followed. thankfully according to the chp, this child was strapped into a car seat and only had minor injuries which is pretty amazing. this car that was being pursued slammed into a pair of power poles here on tennison road. pg&e crews out here trying to repair the poles and about 100 people remain without power. this pursuit first started just after 2:00 when chp officers pulled the man's car over on 880 nearby. the driver initially stopped but then sped off and eventually lost control. after crashing his car the driver got out and ran off. leaving behind that young child in the car along with a woman. now chp officers searched the area for the driver. they still have not been able to find him. it's unclear exactly what sort of violation the man was initially stopped for or why he ran from officers.

the chp tells me they have been in touch with the mother of the child involved in this chase and they are making arrangements for the child. meantime again there is still power poles, there are two power poles that need to be replaced by pg&e. that work is still going on. it might take all day to repair those poles and in the meantime 100 or so people remain in the dark. pam, we are still waiting to learn more about why this driver initially ran from police and what this initial traffic stop may have been all about. >> all right alex, we will check in for an update in a little bit. san francisco police responded to reports of a shooting near a popular neighborhood sports bar. it happened near the abby tavern just after midnight. a member of our staff went to the scene, shot this video you're looking at thousand. there were several police cars there outside the bar. police were questioning people and collecting evidence. the police haven't told us yet any details about what may have happened out there but we're

calling them trying to get information and we'll bring it to you with an update as soon as we get it. happening right now we are entering the height of the morning commute but people may be surprised by a major construction project in san francisco. normally busy stretch of road between post and ellis streets now shut down. ktvu fox 2 paul chambers started monitoring the traffic this morning about 5:30. we will check in with paul now. how is it looking, paul? >> reporter: as you said traffic is beginning to pick up. if you are waking up or just about to get out that door, let me tell you what is about to happen. you can see that construction right here it will stop you in your tracks. you might want to find yourself another way around. for the reason of the traffic you see portions were closed. the temporary closure started at midnight. it will run just until midnight on monday. the shut down will allow crews to construct a pedestrian tunnel. while that is happening, van

ness will be closed to public vehicle traffic between post and ellis streets. the closure will not have any impact on transit in the area expect for possible delays to muni's 47 and 49 lines. also parking restrictions are being enforced to make sure you check that meter before you leave that car. there is a lot of signage to help you with detours around the area. that may cause delays on the surrounding streets. after this there is another 72 hour full -- and a final one in september. now we can come out here life. if you are walking you're allowed to walk down van ness avenue. the private thing is not allowed. buses are allowed and so are police and emergency vehicles. pam. >> thank you. you can get more information on our website at ktvu.com. you can down load the ktvu app for a live traffic map also on

the go. time is 6:39. an investigation under way right now in southern california after sheriffs deputies were recorded beating and kicking a man. take a look at these photos. this is from knbc tv in los angeles. they caught the whole thing from their news chopper over head. this happened after a chase in the desert. the suspect was trying to escape riding a horse. he eventually fell off the horse. the deputies moved in. they tased him. kicked him 17 times and punched him 37 times. the man was hospitalized with injuries. the san bernardino sheriffs office is now conducting an investigation into what the deputies did. we're also now getting a look at the dash cam video from south carolina taken moments before that deadly and controversial police shooting there. take a look yo can see -- officer slager says he pulled scott over because he had a

broken taillight. you can see scott get out of the car before the officer told him no, get back in there. and then minutes later scott runs away. now after that you can hear officer slager chasing scott and then video goes back. moments later officer slager shot scott eight times. the situation in south carolina shows a growing number of officer involved shootings being captured on video. in sunnyvale an officer shot and killed a man that was carrying a knife used in a if -- now just -- she says you do not have to hand over your phone to police. she says if you do not give content, police need a warrant to seize your phone. >> that video in your phone is

your property. that is your property. the police have no right. that is your right. >> there are apps designed for this type of situation. one called cop watch will up load your video automatically to youtube. another called mobile justice up loads directly to the aclu. you can now officially order the new apple watch but you will have to wait several weeks to get it. i want to show you new video. this is from the apple store in palo alto. there is a black curtain blocking the view from looking inside the store. people who have an appointment will go in and try on the watch. apple started accepting orders and within an hour, some of the watches were already seeing high sales and also wait times of up until june. the prices start at $349.

divider. westbound 580 ended up straddled on the center divide and burst into flames. at least part of it did. san rafael fire son the scene. it's causing a huge traffic backup. >> thank you, sal. president obama and cuban president raul castro talked on the phone last night ahead of today's summit. the summit is an economic and security conference. cuba which had previously been banned from participating is now being allowed to take part this year. the phone conversation is only the second known talk between the leaders of the u.s. and cuba in the past half century. while they are not scheduled to meet formerly in panama, they will will act on the sidelines in panama. vice president joe biden is here in the bay area. last night ktvu cameras followed the vice president's motorcade in san francisco.

he took part in an invitation only event. raising money for the democratic congressional candidates. the vice president will visit in oakland. pg&e service center. that will be at 10:30 this morning. he will be focusing on work force development and investing in job training. the vice president's wife meantime dr. jill biden is also here in the bay area for the weekend. she has a doctorate in english. she teaches at a community college in virginia twice a week. and yesterday she sat down with students at cupertino de anza college. >> that is why we came to see what you are doing at your college and what makes you special and different from other colleges. we have heard so many good things.

>> deansa has -- de anza has about 2f thousand students. just a half an hour ago hillary clinton will announce she almost run for president this sunday. the new york daily news adds hillary clinton will make the announcement through social media. a british newspaper is reporting she will post a message on twitter at 9:00 sunday morning pacific time. now we'll city on top of this -- now we will stay on top of this. hillary clinton is expected to campaign in iowa and new hampshire after her announcement. time is 6:49. we have traffic announcements and traffic problems, sal. >> that is right, dave. we have a truck that burst into flames. the truck was driving westbound on 580. it just made it off the bridge

when it straddled a center divide and burst into flames. it's a ups big rig. 580 eastbound and westbound are shut down just west of the bridge. traffic off the westbound bridge is being taken off at the first exit. it is getting by but it is a huge traffic jam getting over to marin county on the richmond bridge. pretty much the entire length of that span. eastbound is also slow. you are getting through a detour. just avoid the area if you can. we have a report coming up on the scene. there is a spot of it i out lined it there. it is not a good place to be right now. let's move along and take a look at other commutes now. fortunately friday is doing well. the commute is doing well friday on 680 through walnut creek and in the south bay. they have a couple problems but most has been lighter than usual traffic. let's go to the bay bridge toll plaza, some people might be using the bay bridge westbound instead of the richmond bridge and it is much more crowded

there heading westbound. at 6:50 let's bring in steve. the weather looks nice. >> it looks pretty good for friday. a few high clouds giving us a nice sunrise. right at sunrise we get rather cold temperatures. i was looking around from the north to the south and found a bunch of 36's. let's go to the graphic. la honda on skyline 36. penn grove is 39. it is cold but at least it's not 32 degrees. a lot of high clouds in southern california. we get a couple little bans of high clouds but that is it. 60s by the coast. temperatures theism of year mainly in the 60s to near 70. and today will be right about there or slightly above. not a great distance there. maybe a couple degrees above average. i buy into this today. i went 74 in antioch. ha is what this forecast model says as well.

san francisco should be 63 this time of year. we will bump it up from 2-65 degrees. oakland looking for temperatures slightly above average. 46 to start. and san jose 71 and 48. what is average 61 and 48. the record is 92. and 34 in 1895. one system to the south. this system will stay to the north. and end result is temperatures near average. but still a lot of sunshine. 21 up in truckee. 41 redding. so lots of sunshine today. patchy fog a few high clouds. rain stays north. 60s and 70s for the weekend. a lot of sunshine nice to warm. 60s and 70s. and not much change going

welcome back. the census bureau headquarters near washington, d.c. will open two hours late this morning because of yesterday's deadly shooting and police chase. it started when the suspect kidnapped a woman in a domestic dispute. a census bureau security guard saw them fighting in the car and when they approached them he was shot and killed. a gunman led police on a chase. it ended in a shootout that wounded both the gunman and police sergeant. >> get down. everybody get on the floor. and we saw the wave of people starting with the people closest to the window off of their chairs. curled up on the floor. huddling behind. lots of yelling. >> the d.c. police chief says the suspect was conscious when he was take ton the hospital. police sources say he had been
