that car. boy, we begin with breaking news. a major traffic problem. this is affecting a lot of people. and they are absolutely stuck. here is a live picture, a truck caught fire this morning. this is the west side of the richmond-san rafael bridge right near the 101/san again -- san quentin. there is the area near et san quentin exit. it's making it very hard. this is like when something happens in livermore, you are on a bridge, you have nowhere to go and you are stuck there. >> the damage is done. >> the damage is done. >> it's done. >> it will have to send a lot of people either into the city or they will come across highway 37 and that will cause a huge backup in marin county and affect everyone who uses wub to -- who uses wub to -- to 101 who use the golden gate.

i'm pam cook in for tori campbell. >> i'm dave clark. sal will be here in a moment. but steve has your forecast. >> we'll make it quick. a little cold out here, not openly the north bay but down tonight santa cruz mountains and some temperatures checking in at 37. there were a lot of upper 30s north bay and even to the santa cruz mountains. it will be a sunny, nice day, clouds south and north. but mostly sunny, nice. a little bit warmer. napa will go downtown, 71. airport probably close to 68. there are a few high clouds. but a high of 67 degrees. and one system stays there, the other stays there. the end result is 30s, 40s and 50s. santa rosa at 39. they were at 38. there is a little breeze, not much. it's variable. but generally showing more of an easterly or northwesterly breeze.

we're good to go for sunshine. nice, mild, warm. not anything great distance above average. just upper 60s and a lot of -- a couple of mid-70s. morgan hill and antioch. the damage is done. that's right. steve, let's go right to ktvu fox 2 reporter brian flores at the scene of this truck fire. brian, it doesn't look like this truck will be gone any time soon. >> reporter: yeah. that's the latest word we got from chp as well. it will be a while this morning, sal. we're taking a live look of this truck fire. we're just westbound 580 near the san quentin offramp. as you can see, san rafael fire crews have been working this scene close to two hours. smoke is still billowing from one of the trailers. they are also trying to clear whatever this u.p.s. truck was carrying. from when we understand it was 50,000 pounds worth of household goods. until they get that under control, no way the truck will be moving any time soon. i want to pan around if we can.

our photographer sid is showing us the traffic and the situation. traffic is backed up. this is the westbound side coming off the richmond-san rafael bridge. unfortunately, we cannot show you the eastbound side but we understand that's also backed up as well. here is more from the chp on what a mess it is this morning. >> this is a major thoroughfare for traffic in the morning. we've got people going to the east bay, beam coming from the east bay -- people coming from the east bay. traffic is usually busy. this absolutely made it worse. we have both directions blocked because this big rig is partially in the other lanes and obviously with the other fire personnel they have to take the lines to help get the fire out. >> reporter: what happened, the u.p.s. driver was trying to get off westbound 580 off the san quentin road offramp when he somehow lost control. in terms of how he lost control or why he lost control, that remains under investigation. the driver is doing okay. luckily, no other drivers or commuters were injured this morning.

as we take it back out here live, an active scene. san rafael fire crews not only working to get the flames down to where it's nonexistent but they are trying to clear the debris, the household goods that was there. i want to point to you, kind of show us the k rail. chp said this is where the accident started. you see the liquid along the k rail? that's all diesel fuel. so the truck was trying to manage this curve ended up stopping right there. boy, luckily, there wasn't any other damage besides just the truck out here. we understand that u.p.s. is out here ready to move the other trailer if that's even at all possible this morning but this remains an active scene. traffic a mess this morning. sal, i don't know what to tell you in terms of alternatives. hopefully you have answer for the commuters. >> well, i would say that if you are trying to get into san rafael, root now, the richmond bridge is not a good option. i will tell you why.

as we look at the commute on the richmond bridge, it's slow all the way across the span. let's go to a picture of the richmond-san rafael toll plaza. you can see traffic is backed up into richmond just trying to get onto that span. it's a big backup now. so my recommendation for you is not to use the richmond bridge. use highway 37 or go through san francisco if you can and get up north on the golden gate bridge. this is not gonna be an eensy drive -- be an easy drive either but i wouldn't use the richmond bridge. let's go to the maps. there's the span. if you happen to be lucky enough to get onto highway 37 or 101 out of san francisco, that would be the best way to do it. let's take a look at some of the other commutes which, fortunately, have been pretty good. highway 680 looks good. 580 is a dream come through for livermore to dublin commuters. in the south bay, not much going on. it's very spring break-like

except for that one crash. at the bay bridge, though, people are trying to use the bridge, i have a feeling, to avoid the richmond bridge. and we have a big backup at the bay bridge toll plaza. this is a look at 280 in san jose and that also looks good. now, let's go back to the desk. hundreds of people still in the dark following a chp pursuit that ended with a crash in hayward this morning. that's not the most disturbing part. alex savidge joins us now with more on what officers found inside the car. >> reporter: there was a child strapped into a car seat inside this car being pursued by chp officers. there was a vine lent crash but thankfully the young child had minor injuries here. the car slammed into two power poles on tennyson road. you can see the damage left behind. pg&e crews are out here. they are still working to repair the poles.

about 100 people remain without power right now. this pursuit started after 2:00 this morning when chp officers pulled this man's car over on 880. now, initially the driver stopped but sped off and eventually lost control. after crashing his car, the driver got out, ran away, leaving that young child behind in the car along with a woman. now, chp officers searched the area for the driver. they were not able to find him. it's unclear exactly what sort of violation this man was initially stopped for or why he ran in the first place. the chp says they have been in touch with the mother of the child involved in this case and arrangements are peaking made for the child -- are being made for the child. there are damaged power poles that need to be replaced. about 100 people are in the dark. the pg&e crews are expecting it will take into the afternoon to get all of the repair work done. >> boy, it just affected a lot of things. thank you, alex.

7:08. boy, a cleanup is underway from deadly tornadoes in iowa, illinois, and ohio. look at this video. the winds just knocked over a truck and then you can see how much force that twister has as it just moves through the neighborhoods. pieces of houses just flying off into the distance. just incredible. the hardest hit area, fairdale, illinois one person was killed at least, dozens of buildings were destroyed. several people still missing right now. the crews are hoping to go through the rubble today hoping to find more people alive. >> its with a very strong -- it was a very strong tornado, slow- moving tornado. as far as the strength and ef rating we don't have the information at this time. >> one of those tornadoes nearly leveled a popular restaurant out there. a dozen customers and employees they were trapped in the debris after they rode out the storm in the basement of the

building. in kansas, that same storm brought pounding hail the size of a tennis ball, strong enough to smash the windshield of the car. in michigan, there was lightning. no one was home or hurt here at the time. now this is heading to the southeast, the gulf coast and the east coast. in santa clara, a hot debate over youth soccer fields. last night there was public comment heard about the 49ers to renovate three soccer fields at public schools for $3 million. in return, the 49ers would be able allowed to use the field next to leave vie stadium -- levi stadium as a parking lot on game dames. many say the numbers don't add up. >> really what this is it about the 49ers wanting to take over the soccer facility for the parking lot. i would take it, too. 3million is better than nothing. but i want you to understand

a 13-year-old boy has died in los angeles. an 8-year-old boy remains in grave condition. they were pulled out of a car that plunged into the port of los angeles. rescue divers pulled both boys from the car. it landed upside down in 30 feet of water. they were rushed to a nearby hospital. the older boy died. two adults were also in the car but they got out on their own. it's not clear yet why that car plunged into the water but witnesses say they heard brakes screeching just before the incident. both adults are listed in fair condition. well, we've learned that 19- year-old college basketball player lauren hill has died after her battle with a brain

tumor. you remember her. her courage touched the hearts of the nation because of her desire to play basketball for mount st. joseph's basketball team. she rallied the team and convinced the ncaa to move up her team's season opener just so she will have a chance to play. her courage also helped to raise more than $1.5 million for cancer research. just an incredible story. 7:15. we have an incredible traffic story and big problems this morning, sal. the richmond-san rafael bridge. >> that's right. this truck that caught fire almost two hours ago driving westbound. it was a u.p.s. big rig making its way across the bridge. just after the bridge, it ran into trouble, hit the center divider and burst into flames. the driver was not seriously hurt. but 580 is shut down near san quentin. they are taking traffic off the freeway and putting it back on via one of the exit ramps

there. you might imagine what this is do doing to the -- this is doing to the morning compute. this is a terrible commute. it stretches all the way across the span and over to the richmond-san rafael bridge toll plaza into richmond. this traffic stretches for miles trying to get past the scene. you won't get through. if you don't want to take an alternative leave extra time or you could use highway 37 or the bay bridge. a lot of people are using the bay bridge right now. we go to the macarthur maze and it's backed up out around the macarthur maze. 20, 25-minute delay. the rest of the east bay and the south bay commute look pretty good. 580 is lighter than usual from livermore to hayward. a little bit of slowing 880 hayward. and southbound 101 from marinwood to san rafael, not that bad. if you are not using the richmond bridge, i think 101 is okay as you drive from san rafael to the golden gate bridge. let's go to steve. we have mostly clear skies. cold for some. a lot of 30s from the north

most of that has cleared out. any fog won't last long. we're looking good. i will say. that's about as calm and peaceful as it can get. looking at the oakland, alameda estuary. some of the lows this morning, la honda, 36. petaluma, boulder creek, 36. although i did see petaluma dip to a 34 and they rebounded. some of these lows are quite brisk, also up in the russian river. everything is to the north or south of us. highs today will be close to seasonal average. slightly above. in fact, i went 65 in san francisco. about 66, 67 in berkeley. and low 70s for many to the north bay, east bay and also south bay, peninsula upper 60s and lone 70s. i went -- low 70s. i went 74 for antioch. southern california has clouds the to the north we'll have clouds. 30s and 40s, santa rosa made it to 38, now 39. looks like that's it. sunshine, nice, mild, warm.

but still remains an active scene. it will be like this for quite some time. this started before 5:30 this morning. the u.p.s. truck driver was carrying two trailers with it when he lost control on westbound 580 off the san quentin ramp. the truck caught on fire when the driver hit the ent iser div- - hit the center divide. the truck was carrying 50,000 pounds of household goods. san rafael fire department was quick to respond. they've been wantling small spot fires on the truck -- battling small spot fires on the bridge and the traffic remains bad. >> this is a major thoroughfare for traffic. pea have people going to the east bay and coming. this is just absolutely made it worse. we've got both directions blocked because this big rig is partially into the other lanes and with the fire personnel,

they have to take the lanes out. >> reporter: we under the driver, the u.p.s. driver is doing a okay. luckily no other commuters were hit when this happened. as we take it back out here live, this is a live look, westbound 580 coming off the bridge and it's just backed up. i don't know what else we can say about it. initial impact was just to my right over here. sid, if you can make your way to the k rail. this is all diesel fuel from how far the truck traveled according to the chp. this traveled approximately 500 feet to where it came to a rest. the latest estimated time when the scene will be clear, the eastbound lanes according to the chp, roughly around 9:00 and the westbound lanes around noontime. but of course, that's subject to change. we'll keep on updating you throughout the morning, sal. i don't know what other alternates we have or for our

commuters. >> one thing that people are doing, they've heard about the crash and they are using the bay bridge and right now, approaching the bay bridge from the macarthur maze, it is very slow. you can see it there coming around the corner. people heard about this richmond bridge problem. they decided to bypass the bridge and go down to the bay bridge and now we have a lot of company for you if you are a bay bridge driver trying to get across the bray bay -- bay. highway 101 through marin county looks kind of normal. and we've been saved by traffic volume being lighter than usual. center divide slow traffic on highway 4 as you come over the hill. as you can see, traffic is coming up from baypoint to concord and it will be slow heading over to the concord area. northbound 280 in san francisco at alemany boulevard, there's a

crash there. if you want to avoid 280 and go down to 101, use city streets. don't use 280 northbound. 7:34. back to the desk. >> thank you. bay area religious leaders spent the night sleeping out 0 on berkeley streets showing support for the home let's. this was prompted in part by a very disturbing video showing a berkeley ambassador beating a homeless man. the ambassador program is supposed to provide safety patrols in the city of the demonstrators spent the night at berkeley plaza and say the city should do a lot more to help those in need. >> there are two-year wait lists in alameda county for homeless people to get into housing. so the people that you see on the street couldn't get into housing if they tried to get into housing and -- fee, i've been working with -- for example, i've been working with one youth who has been homeless for two years. >> and the homeless advocates

say many of the homeless have mental health problems and there's not enough resources to help them. oakland police are hoping to track down two people to talk to them about the easter morning 134509ing death of a young -- shooting death of a young man. investigators say a pair drove away in a silver colored four- door her say -- mesh mesh-- mercedes. police say they are not suspects but they may have crucial information. investigators say emilio nevarez was an inknow stent bystander -- innocent bystander. he was hit by a bullet they believe was for someone else. happening today, members of the oakland police. it are hosting a block party. it will be held in the 800 block of campbell street.

that's the area where a single mother was killed by a stray bullet last month. the block party will include food and drinks, free t-shirts and free prizes. the oakland police department's recruiting section will be out there as well. the event runs from 3:00 to 7:30 p.m. happening now, we are in the height of the morning commute. people may be surprised by a major construction project in san francisco. normally busy stretch of road between post and ellis is shut down. paul chambers started monitoring the traffic at 4:30 this morning and what have you seen now? is it getting busier? >> reporter: it is getting busier but i think people are listening to our advice to come out early or stay away from the streets. this is what will run into when they are coming town van ness. you might want -- coming down van ness. you might want to find another way around. van ness is closed.

the shutdown will allow crews to construct a pedestrian tunnel for the new medical center campus. while that's happening, van ness will be closed between post and ellis street. the closure will not have any impact on transit in the area except possible delays to muni's 47 and 49 lines. also parking restrictions are being enforced. make sure you check the meter before leaving the car. there is a lot of signage to help you. that may create delays. as of right now we're not seeing that as a problem. after this there is a 72-hour closure expected to weaken and a full one in september. you can see that there are a lot of people walking in the area. that's allowed. there were extra crews out here to get through the street. the buses were allowed to get down to van ness. that kind -- there are people walking here. they are helping people get across and navigate this area. it will be closed until

as soon as next year. they can tuesday an extra lane on the richmond-san rafael bridge today. sal, that horrible commute on the richmond-san rafael bridge. >> that's because of a truck fire. in case you are just joining us, you want to get out to marin county from the east bay. i would not recommend using the richmond-san rafael bridge. at about 5:00, a truck lost control, ended up on the center divider near san quentin. just off the westbound richmond- san rafael bridge. you can still see it, a little bit of smoke coming off of it. westbound traffic is being taken off the first exit and being put back on a little bit down the road. it's causing a huge traffic jam. eastbound lanes are closed. eastbound lanes may open at 9:00 but the westbound lanes won't be open until at least 9:00. there's another u.p.s. truck coming by the scene. this is very similar to the

of the truck, you can see how someone could have been injured. let's go to brian flores. he's been there since almost it happened. have they made any progress in what looks like a cleanup there? >> reporter: they are making slow progress. let's take a look there. san rafael crews, fire crews remain on scene. they are working on clearing that debris from the u.p.s. truck that caught on fire. that's the first step. they brought in construction equipment. this scene won't be clear any time soon. want to go to video. this started before 5:30 -- excuse me, right after 5:00. the u.p.s. driver was carrying two trailers with it when he somehow lost control, hit the center divide off the san quentin offramp off the richmond-san rafael bridge. soon after. chp says the left fuel tank caught on fire, fuel tank caught on fire, not only was the truck on fire but one of

the trailers as well. the truck was carrying about 50,000 pounds of household goods. the san rafael fire department has quick to respond. they've been batting small spot twice. traffic near the bridge, both eastbound on the approach and westbound across the span remains bad. >> right now we have called out one of our commercial vehicle enforcement officers. they are out here looking will at the scene as well. it's tough for us to tell. we don't want to get close to the truck. they are still trying to get the fire out and making sure there's no danger anymore. >> reporter: we under the driver is doing okay. just a bit shaken up. luckily no other commuters were hit when this happened. westbound 580 across the richmond-san rafael bridge, continues to be a mess out here. but dave mentioned that traffic moving nicely slew -- i should say a little better through

here. the chp put a traffic officer off main street to increase the flow of traffic. in all of this mess, that's the silver lining. but traffic remains across the eastbound side. no estimated time on when this scene is going to be clear. we heard anywhere from the westbound lanes around noontime, from the eastbound lanes around 9:00. those are rough estimates. it will be white a -- it will be quite a while. the vantage point can't -- i can say the eastbound traffic going to the bridge is perfectly fine. but still on the approach it remains bad. if it is going to open any time soon, that wouldn't be anything surprising but the westbound side obviously is the big mess. that's gonna take quite a

while. >> thank you, brian flores reporting live at the scene of the truck crash. i'm gonna show you the richmond- san rafael toll plaza. it's at a standstill trying to get to where brian is where the truck crashed a couple of hours back. as you heard brian say it won't be until noon until they open this. in if you are driving to san rafael, go through the city and go up the golden gate bridge. i know it's a long way around. i know it will take you a while. but you don't want to be in this. let's take a look at the bay bridge. the bay bridge traffic is ill broncking a little bit -- is improving a little bit. it's about a 25-minute delay. not that bad to take a nice jaunt into the city and then get up to marin county. northbound 280 in daly city. there is a crash -- northbound 280 in san francisco -- at alemany there is a crash.

go to 101 or use public san francisco. back to the desk. >> all right, sal. thank you. an early-morning chp pursuit ended with a crash and that's when the driver jumped out, ran away and left his young child behind in that car. alex savidge is joining us live. you are at the scene. you have been there all morning to tell us what happened. >> reporter: well, dave, good morning to you. a young child on board during this dangerous pursuit and the violent crash that followed. thankfully, that child was strapped into a car seat according to the chp and they had only minor injuries. the car that crashed, slammed into two power poles here on tennyson road. pg&e crews are out here. they are very busy doing repair work. they just brought in new poles to replace the old ones. there are about 100 people in the area still without power. we should point out that this youth center beus here and the neighboring -- behind us here

and the neighboring center have power and they are open for business. this pursuit started when chp officers pulled this man's car over on 880 nearby. now, the drive initially stopped but then sped off and then eventually lost control. after crashing his dark the driver got out and ran off, leaving behind that young child in the car along with a woman. chp officers came in and searched the area for the driver for some time but they still have not been able to find that man. now, it's unclear what sort of violation he was stopped for initially or why he ran. the chp has not identified the driver of that car. they do say they have been in touch with the mother, though, of the child who was involved in this chice-- of the chase. they were making arrangements for the child. still quite a bit of damage and repair work to do. they have to replace two power poles taken out during this early-morning crash and again

just over 100 people in this neighborhood still without power and dave, they may be -- they may be without power until this afternoon. >> yeah. alex savidge in hayward, thank you. cleanup from deadly tornadoes is underway in iowa, illinois and ohio. the video of these twisters very scary, the winds actually knocked over that truck right there. you can see how much force the tornado has, it moves through the neighborhood. those are pieces of homes flying in the distance. the hardest hit area is fairdale, illinois, where one person was killed. dozens of buildings were destroyed. several people are missing. crews hope to go through the rubble in hopes of independent fooing more people -- of finding more people alive. >> as far as the strength and ef rating we don't have the information as this time. >> one tornado nearly leveled a popular restaurant. a dozen customers and employees

were inside. they were initially trapped in the debris after riding out the storm in the building's basement. in kansas, that same storm system brought pounding hail the size of tennis balls strong enough to break car windshields. in michigan, a home was struck by lightning. no one inside the home was hurt. today the severe weather is moving out of the west but it's heading to the southeast. gulf coast and east coast. >> all right. thank you. 8:09. in santa clara, there is a hot debate right knew over youth soccer fields. last night the school board heard public comment about a proposal by the 49ers to renovate three soccer fields at public -- [audio difficulties] >> in return, the 49ers would be able to use the stadium as a parking lot on game days. many say the numbers don't add up. >> what this is about, the

fort hood. it wrapped up about a half-hour ago. 13 people were killed. 34 others wounded in a shootle rampage on the base back in november 2009. we're looking at some of the ceremony at first, they were denied medals because this was classified at first as a workplace violence. more than five years later, it was reclassified as victims of terrorism. they were honored with the purple heart this morning. meantime, a pizza restaurant in indiana is open today again with a lot of support after the owner said they would never cater a same- sex wedding. the owners of memories pizza in walkerton, indiana made that statement after the state's religious freedom act was signed into law. now, the restaurant was forced to shut down eight days ago because of a lot of negative publicity. however, a gofundme page set up by supporters of the restaurant

raised $800,000 for the restaurant. one of the owners said about this controversy, i would do the same thing again. it's my belief. it's our belief. it's what we grew up on. a spring tradition is in full swing in the nation's capital. it's time for the cherry blossom festival in washington, d.c. organizers say this can be a nerve-racking time of year. everybody trying to time it just right. this year, it's very special since the flowers bloomed at the right time. the cherry trees now number about 3,000 where they were all a gift from japan more than 100 years ago and have become a huge tourist draw year after year. >> only about 100 of those trees are still around today, through the years, we've been replacing from the original trees. >> this year, a delegation from japan is in washington to plant a new tree continuing the tradition of friendship. you do not have to go all the way to washington, d.c. this

i would not recommend the richmond bridge. skyfox 2 over the scene. up can see that the traffic is going to be a mess as they clear up this caught fire before 5:00 in the morning. eastbound and westbound traffic right near the bridge is being taken off at the exit there and getting right back on the bridge. it's a mess. and coming off the bridge westbound from the east bay to marin is really a bad proposition for you. you should probably try to use highway 37 or go to the city and get up to marin using the going bridge. let's take a look at some. these other commutes if you are driving to the city via the bay bridge, not too bad, about a 25- minute delay. that will bent solution for a lot of people. they will go into the city and head up to marin using the golden gate bridge and avoid the richmond bridge. also looking at northbound 280 as you head up to 101, there was an earlier accident near the alley mayny -- alemany

accident. dumbarton bridge could be a decent alternate. back to the desk. >> thank you. happening now in san francisco, traffic delays, also expected throughout day on a normally busy stretch of road in san francisco. a road is closed and it will be closed the entire weekend. ktvu fox 2's paul chambers has been out there. that traffic flow out there for the past three hours. so is there congestion? is it getting better? >> reporter: i think people are listening to us or already knew about the -- about the information. i talked to a traffic authority and they say it's light. that's the construction there. if you are gonna be down van ness avenue you might want to find another way around. that's because van ness avenue is closed temporarily. it started at midnight and will run before midnight on monday. the shutdown will allow crews to construct a pedestrian tunnel for the new california pacific medical campus. van ness will be closed between post and ellis streets to

well, a high-speed chase in hayward ended with a very violent crash and the driver ran away. but that's not all to the story. the chp says the driver left behind a child in that car. the child was in a car seat and was not transported to the hospital. the car that was being chased crashed into two power poles. this happened on tenny soon road and was road-- roose road. the driver ran out and left the child inside the car. the chp searched the area trying to find the driver. he's still on the run. we're getting a look at the dashcam video taken moments before that deadly shooting in south carolina. officer michael slager approaches walter scott's car. you can see scott get out of the car before officer slager ordered him pack inside. he gets back in the -- back inside. he gets back in the car and then scott gets back out and

welcome back to "mornings on 2." it's 8:45. a piece of history is shutting its doors in marin county because it's run out of time and money. they asked me to come out to see what we're losing. the marin history museum sits on a beautiful spot in san rafael. >> this was -- >> reporter: but the location has been a blessing and a curse. >> this park had gotten to a pint where it was unsavory, not anywhere that you would want to take your families and friends and it was very difficult for us to be tentant of the house and -- tentant of the house and be contending with this right outside of the door. to run the history museum on a minimal budget we're looking at $350,000 a year. >> reporter: she says a

people not going very quickly if they are on that richmond- san rafael bridge. >> that's right. no one was injured but we have the truck fire original the -- just off the bridge. it happened before 5:00. the truck caught fire. really caused a huge traffic mess on the bridge getting over from the east bay to marin. they are taking traffic off the freeway putting them right back on. now eastbound traffic should be opened any time now, but westbound traffic will be closed until about noon, i a cording to the -- according to the chp. there's the truck, it will be there for a bit as they have to -- it was just burning a little while ago. now they have to get all of the debris out of there. and they will be able to reopen the freeway. let's go to the bay bridge toll plaza. some people are using that getting into san francisco and getting up to marin that way via the golden gate bridge and this morning's commute has been heavier there. on the san mateo bridge there's a crash involving a motorcycle westbound 92 they are clearing
