well, the damage is much worse than initially thought. that's what officials are now saying about the cement spill into an oakland creek. good afternoon. i'm brian flores. tori campbell has the afternoon off. the general manager of east bay m.u.d. says the agency is taking responsibility now that another half-mile of creek was litserred with cellular concrete -- littered with cellular concrete. cristina rendon has more. >> reporter: well, good afternoon, brian. we want to tell you that the agencies involved admit they

just did not look and overlooked 200 feet of contaminated creek. you can see that the crews, those were the trucks where they were cleaning up that portion of the creek. east bay m.u.d. says since it had sat there the wet mixture has solidified into what they call a light, foamy cellular concrete. we shot this video about about an hour ago. the sound you hear is the solidified portions crackling and making their way through the vacuum tube. this new stretch of damage is about 150 to00 feet long and about 3 feet wide. it sits upcreek from where crews were cleaning yesterday. but it's still below the valve that was left open when this pour initially happened. now, we're told that because it has solidified, crews are chipping away at the foamy concrete so it can be sucked

out. east bay m.u.d. said they are getting mans to make sure they are doing a complete survey of all of this damaged area. also, a spokesperson for fish and wildlife says they are gonna do a better job next time. but this time they just did not look. >> we were so focused on what we saw yesterday with the flowing water and the 10 or 12 inches of material and gunk in the water, we were so focused on getting that cleaned up because the residents are there, we didn't do a great survey. we'll do better next time. >> reporter: hopefully, though, there won't be a next time. as we mentioned earlier, the general manager of east bay m.u.d. says the agency and the contractor involved in this project is taking full responsibility. they don't want to place blame on anybody but make sure and take care of the process first. they are saying it could be not -- now they are saying it's indefinitely part of the

cleanup. so they don't have a time line as to when this will be done. brian? all right. thank you. a u.p.s. mess lost control, caught fire, and caused a nightmare for commuters in morning heading into marin county. this started before 5:30 this morning. the highway patrol says a u.p.s. truck, lost control, hit the center divide off 580 off the san quentin ramp. the rig's left fuel tank caught fire. 50,000 pounds of household goods in one of the trailers started to burn. the driver was shaken up but not seriously hurt. the bridge traffic had to be diverted while they put on the the fire and -- out the fire and cleaned up the did he brie. one eastbound lanes reopened at about 9:20 this morning. but the westbound lanes remain closed for some time. on the phone with us right now, we have california highway patrol officer andrew barkley. an group, how are you this --

andrew, how are you this afternoon? how are things looking? >> we're still working on getting traffic cleared up. we were able to open one lane, eastbound 580 to get traffic back over to the richmond area. due to the extent of the fire damage on the asphalt as well as spilt diesel fuel, the cleanup on the westbound side is still ongoing and lanes are still closed. >> can you tell us more on the traffic -- when we were driving back from the scene, i mean, traffic went all the way across the span in richmond. is that still the case out there this afternoon? >> it a pierce tosh the case -- tosh the case. there is a lot of traffic. there's normally a lot of vehicles coming through here. unfortunately, having both lanes blocked as created a pretty significant backup. i know we were talking about estimated time when it might

reopen. i've heard somewhere around 2:00 it will be reopen? >> right now, that's up to caltrans. chp has completed the investigation. caltrans is working with an environmental cleanup agency as well as as their emergency road crews. one the environmental people have finished their portion. investigation, they can repave and do the emergency repairs necessary and hope flip get these open as soon as possible -- hopefully get these open as soon as possible. >> thank you for the president. joe biden in the area raising money and talking about efforts to get americans back to work. about 90 minutes ago, he visited a pg&e center in oakland where he spoke about job training programs and mentorships. he addressed graduates of the power pathway program which has trained 600 people, half of them military veterans. earlier, the vice president took part in a round-table discussion on jobs. joe biden arrived in the bay area yesterday. he attended an invitation-only event in san francisco last

night to raise money for democratic congressional candidates. in the meantime, dr. jill biden is in the area. yesterday she visited de anza college. she sat down and talked with students and teachers. she teach esengrish in -- english at a college in virginia. 's anza has about -- de anza has about 23,000 students. >> we came to see what you are doing at your college and what makes you special and different from other colleges. we've heard so many good things. >> we value collaboration and how can we engage our communities. >> during her visit, dr. biden is talking with students about the obama administration's commitment to community colleges. well, chp officers in hayward are continuing to search this afternoon for a man who led them on a dangerous

pursuit with a baby inside his car. the chase ended with a violent crash at around 1:00 this morning. the car slammed into a pair of power poles on tennyson road. after the crash, the driver ran from the car, leaving behind the baby and a woman. both of them were treated for pine minor injuries. the driver escaped. the chp says this pursuit started with a traffic stop onle 80 because the -- on 880 because the car had expired tags. driver stopped but then sped up. san francisco police responded to reports of a shooting near a popular neighborhood sports bar overnight. it happened near the abbey tavern on fifth and geary after midnight. a member of our staff went to the scene and shot this video. there were several police cars outside of the bar with officers interviewing people and gathering evidence. police have not released details about what happened. bay area faith leaders slept on the streets of

berkeley in support of the homeless. they say the city should do more to help those in need. the vigil was prompted by video showing a -- showing a berkeley ambassador beating a homeless individual. >> we were just stunned to see that an organization being funded to keep our downtown area supposedly civil is obviously failing to do so. >> the demonstrators say there's been criminalized sleeping on the street. happening now a stretch of san francisco's busy van ness avenue is completely closed for a major weekend construction project. the closure is between geary and post street. traffic will be reroute and that could create delays on

franklin, goff and poke streets. muni and golden gate buses will be allowed to pass through. the closure will allow crews to dig a pedestrian tunnel under van ness avenue. tunnel will connect the new hospital still under construction with medical offices across the street. van ness will reopen sunday night. this is the first of three planned weekend closures planned for this year. a former deputy police chief in fresno is indicted on drug charges. 51-year-old keith foster conspired with others to distribute oxycodone, heroin and marijuana. he and five other defendants are set to be arraigned today in fresno. foster, a 30-year veteran of the force, resigned last week. he could face at least 25 years in prison if convicted. hundreds of students at a marin county high school are planning to stay completely silent today. this is to raise awareness of those students bullied. this is being held at terra linda high school.

teachers are handing out lanyards. students have to bring in a notebook or whiteboard to communicate in class. >> last year, a couple of students came out and said the day of silence made them feel comfortable to do that. that was rewarding enough. >> the event started with one college in the '90s and has grown ever since. the national day is next friday but since they are on spring break, they moved it to today. one person is dead and many other injured from tornadoes in the midwest. one of the hardest hit areas is a suburb west of chicago. here's more. >> reporter: a massive line of thunderstorms and tornadoes causing widespread destruction throughout the midwest. in missouri, strong storms swept through overnight toppling trees and causing power outages and flooding. >> as soon as we got to the

porch, everything like came down at once. >> i was really scared. everyone on the bus was just screaming out loud. >> reporter: flooding also the main concern in parts of michigan and wisconsin where this storm system comes days after another big series of thunderstorms hit the area. >> we have a finished basement with carpeting. you can see standing water on top of carpet. >> a lot of standing water. >> reporter: the suburbs of chicago got hit the hardest. funnels being reported in rochelle. folks helping each other out any way they can. >> trying to herd the cows back. it's kind of -- your heart goes out to them, but like you said, we're a community. if one person is in need, we'll all be there. >> reporter: and here in fairdale, you can see complete destruction. the town literally flattened when the tornadoes moved through. almost every building destroyed

♪ welcome back, everybody. all 47 victims of the mass shooting at fort hood, texas have now received purple hearts. it was in november of 2009 that a gunman killed 13 people and wounded 34 others in a shooting rampage. the 47 victims were first denied medals because the shooting was classified as work- place violence. the defense department and congress later redefineled the shooting dash redefined the shooting as an act of

terrorism. new video has emerged of video of a white police officer shooting a black man. >> reporter: dashcam video show esthe first moments of the encounter between officer slager and walter scott. slager approaches scott's car to tell him he was a taillight out. he returns to his vehicle to run the license. right after slager tells him to get back in the vehicle, he bolts. slager is calling the dispatch to tell him he's in pier suit of scott. then you hear, taser, taser, is taker. a scuffle ensues and then the audio goes violent e the fatal shots are not -- silent. the fatal shots are not heard. >> it's time for a chainge. our hope that mr. scott's death and the video that left no option but a murder charge is the catalyst for the change. >> reporter: what happened

here, was what was everyone was sold in missouri, they immediately turned the investigation soeferrer to the south carolina law enforcement division. >> we chose to turn it over because that's the right thing to do. >> reporter: they acted quickly charging officer michael slager without bond until trial. >> i was taken back by the warm and kind reception that we received today from the family. >> reporter: the full story of officer salt laker has yet -- slager has yet to be told. mario gibbons who fired excessive force against slager met the media in 2013. according to the complaint, he was tased when he refused to leave the house of a burglary suspect police were chasing. he was afraid of the police and wanted to stay inside.

he was cleared of wrongdoing. >> we have now learned that officer slager likes to stage his crimes. >> reporter: he told a press conference that had police listened to him tlak back then, walter scott might still be alive. police say they will now review that case. and in an interview, the man who document the video said he never had possession of officer slager's -- who took the video dade he never had possession -- who took the video said he never had possession of the officer's taser. these are photos from knbc los angeles who thought this beating investigation. it happened following a chase in the desert where the suspect rode off on a horse. he fell off the horse. officers tased im-- tased him.
