the police department for 5 years and his arrest in san francisco has shaken up the police department. >> reporter: san pablo has spall police department, 54 officers. which makes the arrest that much more devastating. >> it is hard. i hope you can understand it is -- sad. >> reporter: police revealed that 32-year-old officer kenneth white was arrested last wednesday on narcotics and weapons charges. >> the officer was on paid administrative leave for a setren investigation. >> -- separate investigation. >> reporter: they received information last tuesday that kenneth white was involved in illegal activity in san francisco. they contacted san francisco police who say officers witnessed him pull up and purchase drugs. >> most troubling is there was two-year-old child in the vehicle at the time of the

transition. >> he faces charges. he pleaded not guilty to the charges. >> it is shattering on our part to hear something like this is occurring and to find out it was occurring from one of your police officers. >> reporter: it is unclear if the two-year-old girl is his own. his lawyer did not return our call. he is held on $250,000 bail in protective custody in san francisco county jail and due for a hearing in san francisco tomorrow morning. in san francisco, david stevenson, ktvu fox 2 news. >> thank you. today the reigning world series champions return home for the first time this season. more like mid-june. he was found outside the animal shelter covered in chemical burns. the rescue center said he got more than a thousand offers for adoption. but they say every homeless dog is him and his mission is to remind people they should adopt those dogs too. drivers may have noticed a change this morning. a new fly over ramp to get from 280 to 880. ktvu's janine de la vega made the trip and shows us how it will make the commute easier. >> reporter: one of the busiest freeway interchanges. 280 to 880. for two years it has been a maze of construction crews. >> a mess off and on. depending on the time and day. rush hour and all that. yeah. i would -- if it was rush hour i would avoid it. >> reporter: this morning a new fly over ramp opened that takes

driver from north bound 280 to north bound 880. here is a view from the road. 17, sty the left, 880, sty the right. the -- stay to the right. the change, they were forced to intermix with traffic which takes people to the mall. >> now people from north bound going to oakland, don't have to do that. they have the fly over ramp. there is no intermixing, no weaving. >> reporter: the old interchange was built in 1959. over the years the congestion increased. it caused traffic to bottle bottleneck. now there are three ramps. one for stevens creek, one to highway 17 and one to north bound 880. >> i want to see how fast it will get me to 880.

this issue but it sun clear if they will make a vote tonight. >> i am sure many people would agree few things are more personal than the well being of their child. >> reporter: there are airport here that were telling me, we are -- parents here that are telling me she is insinuating we are poor. >> thank you. major intersection was closed today while police investigated a double shooting. police say two men in their 20s were in their car when they were hit by gunfire at ashby and shattic about 1:45 p.m. this afternoon. the men are expected to survive. bullets also hit a apartment complex and a gas station. no one else was injured. it is not clear if the men were involved in the shoot out. no arrests have been made.

this next story is mind- boggling. an alaskan airlines flight made an emergency landing today. they took off from the seattle airport heading to los angeles when the pilot heard a worker banging in the cargo hold. the jet immediately returned to had airport. the airline says that hold is pressurized and temperature control. the worker was shaken up but okay. the number of candidates declaring a run for the white house is growing. hillary clinton announced yesterday. tonight a third republican entered the race. marco rubio wasted no time taking a swipe at his opponent hillary clinton. >> reporter: florida senator marco rubio jumped into the race for president behind ted cruz and rand paul. calling himself qualified to elevate his republican party to

parking in san francisco isn't cheap and it is getting more expensive for some who park their cars only to find they have been broken into. police say a new law may be making the situation worse. ktvu's noelle walker is live in the city south of market area which is one of the hot spots when it comes to the car break ins. >> reporter: yes, it is. san francisco police have special plain clothes officers for the giants home opener trying to deter burglaries. bought new law that makes the law -- >> reporter: every day cars

largest police departments. >> every department has a policy about when and under what circumstances officers are allowed to start high speed pursuits. >> reporter: when police decide to chase suspects at a high rate of speed there are things they are supposed to consider. >> time of day, weather, conditions of traffic, conditions of the person driving, condition of our own people driving. >> reporter: we took a look at the policies of several agencies. in richmond officers are allowed to initiate a pursuit if the driver refuses to stop. saturday night an officer chased a driver for speeding. it hit another car and killed the passenger inside. the crash is under investigation but it appears the officer acted within policy. other departments have stricter rules. oakland is only allowe
