six of the largest police departments. >> every department has a policy about when and under what circumstances officers are allowed to start high speed pursuits. >> reporter: when police decide to chase suspects at a high rate of speed there are things they are supposed to consider. >> time of day, weather, conditions of traffic, conditions of the person driving, condition of our own people driving. >> reporter: we took a look at the policies of several agencies. in richmond officers are allowed to initiate a pursuit if the driver refuses to stop. saturday night an officer chased a driver for speeding. it hit another car and killed the passenger inside. the crash is under investigation but it appears the officer acted within policy. other departments have stricter rules. oakland is only allowed when

they are chasing a person suspect odcommitting a felony. they -- suspected of committing a felony. san francisco is similar, officers are not alod to chase for stolen cars -- not allowed to chase for stolen cars, speeding or red lights. robbers fleeing police hit and killed a pedestrian. the chase fell within guidelines. >> your pursuing a vehicle that we know is armed. we know has been involved in a violent felony robbery. >> reporter: officers can pursue anyone suspected of committing any crime. he says the outcome each time is different. >> we have had, you know, 10 second pursuits that were fating and half hour pursuits where there was no incident. >> reporter: he says in the past many moved to make the policies more strict.

>> there is a risk of liability. there is a risk that the victims will come around and they will shoe to department and they will -- sue the department and they will say they acted negligent and put the victims in danger. >> reporter: but choosing not to pursue comes with risk. >> the criminals know this so they drive as bad as they can because they know you will not chase them. >> reporter: all police departments require officers to notify a supervisor before they start a pursuit and the supervisor is authorized to call off the pursuit at any time. rally -- allie rasmus, ktvu fox 2 news. >> thank you. a major connector is shut down in san jose because of a man who is threatening to jump off an over crossing. parts of highway 101 and 680 are closed as support authorities try to get him to come down.

even though the claims have been disproved by scientists. last week he described the number of children injured by vaccines as a holocaust. today he issued a statement saying he was struggling for a way to convey the effects. east bay mud is about to declare a stage 4 drought emergency. conserve water or pay up. tomorrow they plan to vote on new restrictions. ktvu's tom vacar has a look at what customers can expect. >> reporter: this picture of the reservoir, 3/4 empty proves we are in real water trouble. >> our snow pack is gone. melted. >> reporter: they will declare a stage four drought. its highest drought emergency to adopt emergency rules likely to be this. july 1 customer's bills will be

surcharged 25%. even with that, customers will have to cut use by 20% instead of 15. since the average house uses 246 gallons a day, a cut of 20 more gallons a day is needed. what about water hogs? using more than 1100 gallons a day will start collecting penalties. using more than 1476 gallons a day will pay the most. >> for those people, if they do not cut back you are looking at penalties of $100 a month. >> single family with landscape and irrigation customers. if they could cut back, then we think we can meet the 20% cut back. >> reporter: one strategy, choose to keep part of your lawn and also choose not to

>> i am hoping to give visibility and make sure they know we are here and passionate about this issue. >> conservative lawmakers are opposed saying it doesn't say how much it would cost taxpayers or impact the healthcare system. officials announced today 106 people on board a cruise ship are suffering from norovirus. the ship arrived in san diego today after a cruise it mexico. the staff did extra cleaning and disinfecting. according to the port of san francisco, the cruise will visit the 80 is may 15. an -- city on may 15. sounds heard from a cargo hold. alaska flight was 14 minutes

san jose police officers may be soon wearing body cameras. tomorrow they are expected to move forward with a program for a dozen officers to be out filted with the devices. -- out fitted with the devices. ktvu's azenith smith reports. >> reporter: from south carolina tosunnyvale, around -- to sunnyvale,and the country p- - around the country more and more are sitting the record button. officials want toarm officials -- to arm officials with body cameras as well. >> there have been increasing concerns. >> reporter: another set of

eyes. effective in oklahoma. a deputy pulled out a gun instead of a taser. the mayor says the hold up? securing funding and developing a policy on how they will be used and how long the data will be stored. the union wants a policy that won't infringe on the officer's rights. >> the policy is that it is legal and safe. doesn't vilight rights. >> reporter: -- violate rights. >> he says last year the department received 340 complaints. she believes the complaints would drop as well as police use of force. >> i think they will make everybody behave better. >> reporter: i wanted to see how people would react. i found many people in san jose were open to the idea. >> if i was a police officer and you were being recorded --

[ indiscernible ] >> i think we are being recorded everywhere else. i think it is fine. >> reporter: if all goes well in september body cameras for the department could happen next year. in san jose, azenith smith, ktvu fox 2 news. bill debated today is aimed at blocking the use of synthetic turf on sports fields. 2 investigates told you about the health concerns of turf made from crum rubber. the bill would prohibit schools from using money from the fees paid when new tires are purchased and it would require a new stud tee look into health problems. some studies found possible links to cancer but the turf industry says the product is safe. what is happening with the weather. mild outside today.

sprinkles. this is 2:00 a.m. clears out. that low leaves and the high builds in and the winds kick up. slight chance of a sprinkle. not a big deal. but then the winds kick up in the afternoon. highs tomorrow with mid-60s where there were mid-70s. low 70s where there were, you know, mid-80s. inland valleys upper 60s. a couple low 70s as well. the forecast to the next couple days, a warming trend. that warming trend takes us into the bay area friday, temperatures into the mid-80s. upper 80s. maybe low 90s. the five-day forecast with your bay area weekend in view, no rain in this one. there is plenty of sunshine. the winds are what you will notice tomorrow. >> clears it out. thank you. the defending champions make it home to celebrate their third world series in 5 years.

joe fonzi. keep thinking about the first pitch thrown out by the daughters of lon simmons today. >> reporter: yeah. beautiful moment. touching. they were into baseball. we are dodging seagulls. kind of like celebrating a championship. waiting for the rally that never came today. >> reporter: we have seen plenty of these. >> reporter: giant fans are spoiled. man, we just got blasted. [ laughter ] >> reporter: live tv. giants had won -- six in a row on opening day but not today. and the three world championships. man. 4th inning, the rockies get across the first run of the game. rbi single that scores a run. 1-0 rockies. and then little later on, great chance here for the rockies to score and they do. buster posey tossing to hester. looks like they get the out. but the ball is dropped. they review the play. and the correct call is made. the second run of the game. that was going to be enough, giants strand 12 runners. >> yeah. they didn't get the key hits and the players know they need to get the timely hits. >> reporter: just didn't happen. >> just takes one feels like. we are not getting the job done. guys are getting on base, just not getting the key hit. >> one, two hits away today. had a lot of guys on base. we need to get that hit.
