demonstrators were trying to disrupt business as usual. ktvu's david stevenson has more. >> reporter: traffic is getting back tonearmal, there are -- to normal. there are protesters who moved to 6th street. they have been escorted by police. they aim to shut down city streets to highlight police shootings of people of color and they made their voices heard around the city and in city hall. >> reporter: 200 protesters marched through mission district this afternoon, one of several bay area and nationwide black lives matter protests. meny were high school students who took the day off -- many were high school students who took the day off to protest. >> it is time to stop and i can't bear to think that my family might be next, one of my friends. >> reporter: the march made its first stop at the mission

police station. >> we want people to just wake up and be able to notice things. that is the first part of it and then change, take action. >> reporter: the station captain gave the order for people to move off the sidewalk and away from the station. when they didn't that lead to aswarmish -- a surmish. >> they need to really -- skirmish. >> they need to really have bedder training. >> reporter: a smaller rally at san francisco city hall where protesters took over a security desk. sheriff's deputies kept them in the lobby. >> it is not only a local san francisco or oakland issue, this is a national issue that

demands our attention. >> reporter: a glass door at city hall was cracked and security equipment was tagged with graffiti. nition station suffered graffiti and -- mission station suffered grate and tagging as well. we are checking to see about arrests. >> you are on market, protests away from you, is traffic flowing okay? >> reporter: traffic just began flowing -- traffic just began flowing. behind me there were a half dozen police officers. they went off before we went on air and went down had street where the protesters were sitting at fifth street. it moved towards 6th and 7th street. and now traffic is moving. >> one more, i saw a lot of young faces, how many students skipped class today? >> we checked in with the san francisco school district, they

said they wouldn't have the numbers available by the time we went to air but they sent out an advisory to all schools, students were advised to walk out and that any walk outs would count as unexcused. >> david stevenson on market street. thank you. we know there were problems on san francisco freeways as well. sky fox was over i-80 an hour ago. caught this scene. six protesters blocking people from getting through and some drivers started getting out of their cars. you see one driver confronting the protesters. there was pushing and shoving and then police showed up and cleared the rodeway. we know -- roadway. we know six protesters were arrested. they tried to shut down a freeway in oakland as well near the oakland police department but officers were close behind.

protesters waved at cars. after 10 minutes police moved them back. part of that group marched in oakland 80 is haul. 100 people -- hall, 100 people went inside. one showed photos of people shot by police. police kept them from disrupting a meeting. after a while they left on their own. >> in new york city hundreds hundreds of people marched across the brooklyn bridge shutting it down for a time. three dozen people were arrested here. one of the bay area's largest water districts made it official. east bay mud voted to ask -- voted to ask customers to use less water. ktvu's tom vacar is live at oakland headquarters to explain all this. tom? >> reporter: even if you are not an east bay mud customer, pay attention because when east bay mud talks, other water

agencies lessen -- listen. >> reporter: making hard decisions now incase next year is a dry one. 2015 has been a train wreck. >> driest january on record. followed by dry february,y. and april. >> reporter: april 1, the average bill goes to $60.25. beyond that customers will have to cut use by 20% instead of 15. since the average house uses 246 gallons a day, a cut of 20 gallons a day is required. water hogs, anyone using more than 984 gallons a day will collect penalties, higher rates and stiff fines. the only way the increases can be stopped, if more than 50% of

customers object to them. the excessive use fines and penalties once passed are permanent. >> we are hoping for a wet winter next year but we are planning for the worse. every gallon of water saved this year will put us in better shape next year. >> reporter: many board members expressed concerns this may not be near enough. reporting live, tom vacar, ktvu fox 2 news. >> east bay mud is telling customers they have to save 20% of their water. what happens if they don't? >> reporter: well, automatically whatever they use is going to cost 25% more. if for example, they don't do anything about it they will have to get stuck with the higher bills. if enough people say i am not going to pay attention to this

police on a high-speed chase were arrested this morning. the stolen car hit speeds of 100 miles per hour along central avenue between fairfax. the driver lost control on a curve and crashed into parked car. >> get a car driving that fast they could have drove into home where people are sleeping or hanging out or someone walking. we are glad that no one was injured. including ourselves and the people involved and the neighbors. >> the car was stolen about 11:00 p.m. last night. police say it happened after the owner got into a dispute with a driver of a car. the car crashed and when the owner stopped to check on the men inside police say one of them jumped into her car and drove off. the ecology center is the

john sasaki is live to explain why the city wants to go it alone. >> reporter: as the copy of the resolution indicates it is about saving the city money. lots of money. >> reporter: oakley is a city of 40,000 people. >> a wonderful city. >> reporter: part of the safety escuages the police department. -- equation is the police department. >> there has been a couple occasions that i had to call and they are right here. so i think they do a very good job. >> the department is comprised of contra costa county sheriff's deputies who are contracted. and the mayor says it has gotten more expensive. >> we are happy but the prices continue to go up. and when they go up we are not

able to add more police. >> reporter: city staff studied the idea of ending the contract and starting its own police force that would do most work except for dispatch and s.w.a.t. now they are recommending the city counsel vote to do at it. >> we will start -- to do that. >> we will start off fresh and design our own retirement. >> the city determined instead of paying the county for the services, the city can do it for $7.9 million. savings of $700,000. >> the more money you can save the better off you will be. >> reporter: officials say the country has been saddling oakley with too much. >> we can't afford to continue to pay. >> reporter: saving money to hire more officers officers and other services. >> i think it would be great. >> parks. >> parks.

nasa is stepping into the world of selfie videos by attaching go pro cameras to astronauts at the international space station. the video was taken during two space works to create docking spaces. since the program was retired nasa has been dependent on russia for rides. b.a.r.t. is taking action because of an alarming number of suicides on the track. ktvu's rob roth is at the downtown berkeley b.a.r.t. station with what they are doing to keep people from taking their own lives. >> one of the suicides occurred here at the downtown b.a.r.t.

suicide on b.a.r.t.'s tracks. 5 this year alone. b.a.r.t. began working with mental health organizations that announced this first step today. >> we wanted to do something right away. this is something we could do right away. >> reporter: it will appear at other b.a.r.t. stations in a few weeks. staff who monitor the platforms will receive training on thew spot someone in distress and offer them a card on where they could get help. he says most people about to kill themselves often have a moment of doubt about whether to follow through. >> even sometimes that very last moment they push themselves and so if you can intervene some lives will be saved. >> they are saying i don't have to die. that is all i wanted someone to say. >> reporter: b.a.r.t. is also considering installing barriers between the platform and the tracks but that would be years away. >> rob roth in downtown

berkeley, thank you. in sacramento the american cancer society is throwing its support behind legislation aimed at stopping smoking. >> reporter: she watched her mother, father and grandmother smoke their entire lives. just to quit in time to get cancer and die. she is also in the fight of her life with stage four cancer. while not a smoker she is dedicated from stopping others. >> seeing how they started when they were so young and could not kick the habit and i understand if we can keep kids from smoking they will not smoke as adults. >> reporter: that is why she attending the cancer action lobby day. she wants three bills that will keep kids from smoking. the first raising the tobacco tax from 80 cents to $2. >> that will be put towards programs that will keep youth

from starting to smoke. as well as funding those programs to help youth and adults stop smoking. >> the second will raise the age you could buy to 21. >> we think it will cause a lot of kids to not start smoking. everyone starts smoking at -- between 18-21-year-olds. >> the third is to regulate ecigarettes like tobacco products. the american cancer society believes if they get these bills passed it will save thousands of lives. >> we have less kids starting, more people quitting, a healthier california. >> reporter: if the bills are something you support and want to see passed, the best way to do that is contact your local representative and ask them to vote for it. >> the bills are in committee and they have a way to go before they become law. video from inside the plane

are collapsing. certain insecticides are killing bees. >> mounting evidence that shows these pesticides are a cause of die off. >> reporter: she went to federal court armed with these and other studies. they are asking them oo restrict -- to restrict them. they are absorbed by plants and can't be washed off. >> they will take a look at the impacts. ask the manufacturers to provide additional data and they are not going to approve new uses. >> reporter: there are lot of old uses. now it is up to consumers. lowes promises a phase out of plants treated with them. home depot said if it had evidence it would make changes today. they sell no treated plants at all. you can ask your store.
