city is doing to encourage community action. mornings on 2 continues. good morning. it's wednesday, april 15th. i'm tori campbell in for pam cook. let's talk about weather and traffic. do you have any hot weather coming our way? . >> i like a forecast like today. it's not just by a few degrees. you'll notice it and say, half moon bay that guy in the morning was right. upper 70s. few neighborhoods could be approaching 80 degrees. take a look at the temperature change from yesterday. showing you lots of 60s from tuesday. and everybody back up, in fact most areas back up into the 70. concord upper 70s. 79. as far as right now clear skies over the bay area. tracking higher fire danger to our south down towards southern california. keep an eye on that. the fire danger will be going up with warmer winds and drying winds as

well. current numbers stepping outside the door pretty chilly in santa rosa. 43 degrees. lower 40s for concord, walnut creek, and san jose. and winds still up there. you can see gusts topping 30 miles per hour in fairfield, napa 26 miles per hour. but they're localized. not as strong with winds asfo. only 8 miles per hour . clear and breezy for this morning. 7:00 mid 40s to mid 50s. look at the event temperature range. we have even warmer temperatures in the thursday forecast. we'll have more on that that cooing up in a few minutes. al has an update on the roadways. good morning to you. we're doing okay. certainly a little more crowded than we were when we started the show at 4:30. we're seeing traffic in san francisco on 101 looks good but

more crowded. you won't really notice it though because there's still plenty of room for you. when you get to the bridge coming the other way there's a backup of ten minutes. you can see traffic is a little slow. metering lightings switched on and maybe about a 10 to 15 delay before you make it on the to the bridge if you're at the end of the line. 580, we have slow traffic. and 6 # 0 coming away from pleasant ton you can see the road sensor rs firing -- are firing up toward free mont. it's 6:02. today the city of boston marks the second anniversary of the bombings. the city will mark a moment of silence at 2:49 this area when the first of two bombs went off at the finish line. church bells will ring throughout the city.

more than 260 injured in the explosions in 2013. the city's mayor has declared today one boston day to celebrate the city's resilience. it's made to bring the city together and encourage people to give back. new development miss the fight to save the last mobile home park. the owner wants to sell it but the residents argue it's the only affordable place to live left in palo alto. tell what is what happened. >>. >>reporter: we may not know for another month on exactly what's going to transpire here. the 400 people who live here at the mobile home park are low income. they're being offered a certain at of money to relocate but they argue it's not enough to find something in an affluent community like palo alto.

the city listened to the attorneys for the mobile home and the residents debated on whethe relocation package was adequate. one of the biggest points of contention is the schools are not being taken into consideration. the residents want to be able to compensated for that but the attorney for the mobile home park argues under city ordnance they're not required to include schools in determining the value. >> i grew up here. i used to bike to school, walk the school. my parents never had to worry about my safety. and that's why i came back to live here so my son can grow up where i did and go to the schools i did and have the same opportunity. >>reporter: in the end the council determined to postpone making a decision. members signalled the park will most likely need to close since it's the owner's decision to sell and be able to develop the land. but the council is asking that

the homes be reappraised and the schools be taken into consideration. there are ongoing efforts by county supervisor to set up a fund to proserve the mobile home bark but that hasn't been approved yet. there's talk of the residents trying to skap enough money to buy the property but that's unknown if that's even possible. the topic is skenled to go up again before the city council next month. back to youp. thank you. talk to you later. time 6:05. happening today the last of the bay area sea birds the ones that were covered in that mysterious goo will be released and set free into the wild. rescuers were treating and caring for hundreds of bird at the international bird rescue center in fairfield. this morning the last of the birds will be released in salsalito. we still don't know where the goo came from or what caused it.

the rescue center said it spent $150,000 to take care of them and they welcome any donationings. the water district will consider mandatory 25% water reductions. this follows yesterday's decision by east bay mud to have customers pay more while using less water. effective july 1st east bay mud customers will pay a drought surcharge, meaning the average bill will go up by about $12. customers will have to further cut water use from the current 15% to 20%. and anyone who uses more than 984 gallons a day will face higher rates and fines. >> we're hoping for a wet winter weather next year but planning for the worst. every gallon of water saved will put us in better shape if next year is another dry area. the water district is considering drought water rates i. would increase the charge for

each 748 gallons of treated water by 50 cents. running a typical sprinkler for an hour uses 1,000 gallons of water. so obviously it's important to cut back on water use in the house but it's the landscaping water use that really uses the most. time is 6:07. nationwide protest against police brutality. stay tuned coming up at 630 what demonstrators did in the rallies across the bay area.

. 6:09. workers are demanding higher wages. tara moriarty is live at a protest that restaurant in san francisco. >>reporter: we're at the mechanic donalds which is on the corner of mission. these people are fighting for a minimum wage increase so that they make at least $15 an hour. we understand this group -- there are dozens of people there. they will be headed inside here in just a couple of minutes. and joining me live is mary kay henry. she's the represent of sciu to tell us a little bit more about why these are here. >> today's movement include adjunct faculty, child care workers, walmart workers from

all across the bay area we're starting here today at mec donalds because cashiers are joining to say we want to fight for 15 in a union. >>reporter: i know it's very expensive to live and san francisco seems to be ahead of the ball game with increasing the minimum wage but san jose and oakland are trying to catch up. >> yes. i understand $5 million to own a home here in san francisco. and people need to have a wage that allows them to buy food, have a house and lead a decent life. >>reporter: that demonstration is happening all across this nation today and we're proud to be in san francisco where voters said yes to 15. now we need to raise wages so we can make ends meet. >>reporter: they scheduled these here in the states. how many cities participating?

. >> 240 cities. brooklyn they just blocked an intersection. in detroit i saw things on twitter where they're also demonstrates at the university of detroit. so it's amazing what's happening all across this nation today. >>reporter: we spoke to somebody earlier. he said these people simply can't afford to make in a city where they make less than $15 an hour. let's hear about this man who is trying to make ends meet in san francisco. >> we're here. i-a mom working three jobs growing up. it's so important to me that folks are able to make it and get by. and the city is getting out of control with the rising housing costs. and it takes so much to live here. $15 an hour is really just the beginning. >>reporter: we also want to show you video of a similar demonstration as an oakland mechanic donalds in february. they did raise its wages by $1 but protesters say this was just a publicity stunt that affects

select stores. here in san francisco voters approved a wage hike to $15 an hour over the course of three years. let's come back live. right now all of these workers are getting ready to head inside of this mechanic donalds. they're all rallying. and how does it feel to be a part of something like this? . >> it's enconspireing. i think the courage of individual people to take action and make the case for why we need to have living wages in this country is incredibly important. >>reporter: we've notice there had are some police officers here. you guys expect you will be kicked out? . >> sometimes that happens. but in most of our experiences in san francisco and cities across the country, law enforcement wants to protect the right of people to peacefully protest. >>reporter: what are you doing right now? we're walking around this restaurant. >> it's a demonstration by the community and workers of what

little league which has about 200 kids taking part in it. two men say it was a matter of being in the right place at the right time. witnesses say their daring rescue of a man trapped inside a burning car was nothing short of heroic. >> you can't leave somebody in a burning car. >> police say the crash happened on sunday after a suv ran a red light at a busy intersection in sacramento. videos captured the video. you see it engulfed in flames. two men heard the crash and rushed out to see what happened. >> it was on fire at the engine base. i seen my flames and my first reaction was to get this guy out adds soon as possible. >> helping out somebody. if i was in that situation i would hope somebody would help me out. >> they turned their driver of the other car and brought him to safety. the one driver in the

burning suv would have vurly died had the men not intervened. both drivers ended up with pie flor injuries. police officers in texas are in trouble this morning because they played rock, paper scissors. the problem? they used the game to determine a fate of a girl underage drinking. it happened in snook. this is a vine video . you can see the unidentified girl's relief when she wins. she chose a rock while the police officer had scissors. the three officers involved in this, they're now under investigation. a police supervisor says the problem is not that the officers gave the underage drinker a break but that they used a game as the determining factor. it's 6:17. the warriors are getting ready for the playoffs. this was put up outside the

>> that would be great. >> exactly. it's a little harder in a game situation but still amazing. good morning everybody. let's go outside and take a look at what we have. we'll start off with a look at the commute on 880 north and southboundful right in front oracle arena there. getting more crowded when you get to the toll. as we move to the south bay the traffic here on 237 is getting a little bit slower. this there are no major problems. i want to mention the peninsula right now between south san francisco and san bruno area. down all the way to palo alto, it's looking pretty good. 280 looks good as you head into a relatively uncrowded south bay commute. 6:19 let's go to mark. >> get ready for warmer temperatures for today. on the morning commute you might notice a breezy especially across the

a booster rocket on the a platform in the ocean has failed. the falcon 9 had a good take off. the cargo center is set to arrive at the international spags station on friday. it landed on a barge in the atlantic but it tepid over. the founder is hoping to figure out a way to reuse those booster rockets. musk said it would dramatically cut the cost of space flights. time 6:27. the program in the south bay may sound strange but gives smartphones to the homeless to help them with their basic needs. the community technical alliance runs the program. it's a private partnership with city bank, vote a phone and google which donated hundreds of smartphones. so tar 120 smartphones have been given to homeless people in san jose who pay $30 a month to use them. the phones have special apps on them that alert them about job

fares, the bad weather, and social services. it could even help them apply for a job. >> i think we can consider it a very basic need for someone who is homeless. it allows us to put them on a level playing field with the rest of the world. >> the community technical alliance is working with three other nonprofits to expand the program. the san francisco and even to detroit. south west airlines giving passengers extra wiggle room. yesterday southwest unveiled wider seats. it's more than one-half inch of width adding to the seats making them the largest coach seats in the country. southwest said it will also benefit from these new seats, reduce fuel consumption by taking 200 pounds off the wait of each plane. the wider

up west of the mcarthur maze. traffic on the peninsula moving along pretty well in both directions. no mayor problems there. 101 from the airport to mount view. 6:33 dp let's go back to you. 6:33 happening now demonstrators here in the bay area and across the country they're staging rallies demanding higher pay. this is a live picture. protesters inside a mcdonalds restaurant in the mission district. this is happening as we speak. it's filled in that mcdonalds. 20 minutes ago we followed the protesters when they went inside. and as you look around, the police were also inside there. this particular rally is part of a nationwide campaign called fight for 15. workers want the minimum wage increased to $15 an hour.

protests planned in 230 cities all over the country. the demonstrators including these in these live pictures include walmart workers, home care provider airport employees and teachers. we'll keep an eye on what's happening in san francisco and around the country and bring you those details. 6:35 now. a dead whale almost 50 feet long washed up on the participate in pacifica. today marine biologists will try to find out why. it was spotted yesterday. alex savidge you got a look at the whale and you're back now live. tell me what you saw. >>reporter: well dave, good morning to you. this whale is sitting on the beach at the very end of shark park beach where we are in pacifica this morning. to get there my photographer and i had to hike act three quarters of a mile down a dirt trail to get a look at it. here's what we found.

decomposing carcass of this sperm whale. it washed ashore sometime yesterday. it's unclear exactly when. there was no odor or anything like that in the air. you did see blood in the water though, near where the wail was sitting. later on today we understand researchers from the marine mammal center will be out here to take a closer look and to figure out how exactly the mammal died. this time of year whales do migrate close to the san francisco bay as they head north to feed in the arctic waters need alaska. there's a warning out for boaters to keep an eye out for whales and steer clear of them. as for the sperm whale found dead in pacifica researchers will be coming out here to do some work to try and ultimately figure out exactly how the whale died. and then there's how to deal with it.

quite a sight for people here. 6:36 protesters against police brutality vow there will be more nationwide demonstrations like yesterday's protests. here in the bay area there were protesters in san francisco, oakland and san jose. about 200 demonstrators marched through the mission district. many of them high school students who skipped classes to rally against what they call police abuses and racial profiling. >> it's just time to stop. and i can't bear to think my family might be next one of my friends. it's time to stop. >> police reported to major incidents but some demonstrators were seen using chalk to scroll graffiti at a police station. they took over a security desk

but sheriff's deputies kept demonstrators in the lobby. critics of the oakland police department say a new report shows the department has not done enough to eliminate racial and religious profiling. police have been collecting data on traffic stops and categorizing the drives by race. the most recent figures from july of 2013 through june of 2014 show that 59% of the people who were stopped were african american. among other groups, 17% were hispanic and 14% were white. >> i was targeted by opd for no other reason that i was a muslim of your black muslim bakery. >> we do know it's occurring. we do know we stop african americans. >> he said he uses the traffic stop information to compare

different squads and police departments to detect tendencies and find areas that need improvements. time 6:38. tuesday marked 100 days since libby schaaf took office. there's a lot on her plate already including reducing oakland's crime rate, keeping two sports teams in town and oh by the way she's a mother and a wife. brian flores sat down with her and tells us what she has planned. >>reporter: we get a dame on where things stand on a whole host of issues. we talked about 30 minutes yesterday. he priorities is public safety. she says she continues to back the police chief exam the policing model but she also said she's hold officers to the highest standard. you recall on day one of her term she spent the day with the oakland police department. that didn't sit

well the protesters against police brutality who as you recall came to her home to voice their concerns. she says changes will continue. >> it shouldn't surprise people because i've been very clear about this commitment that i will be growin police department. we had continuing to see modest improvements in safety and a significant improvement in clearance. we're actually solving more crimes. >> another topic we talked about, talked about the raiders keeping them in town. she says the city is in good contact with both teams. you recall back in march the raiders gave her a heads up about the press conference in carson. that's what she had to say. >> that's they're right to have other options. that is not going to distract me from my job which is, one to be a good steward of the public dollar. obviously mistakes have been made in the past in oakland. and i want to be very clear

parents should are the right to exempt their children from vaccines. the sacramento democrat who wrote the bill is receiving extra security after his office received what was considered an alarping number of angry phone calls e-mailses and facebook posts. they describe him as an nazi. newments -- developments over the only mobile home park left. residents want to sell it -- what is at the heart of this battle? . >>reporter: we know that palo alto is an affluent community. there are high achieving schools here. and the attorney for the residents who live here at the mobile home park are saying that schools need to be taken into

consideration when determining how valuable these properties are. last night city hall was packed with people wearing shirts saying save our homes. the city will most likely approve it but they want the park owner to make changes to buyout. they want them reappraised. the attorney argues under city ordnance they're not required to include schools in determining the value. the attorney for the resident disagrees. here's one of the pleas from the residents. >> we have three generations here. some three generations. there's no way they can stay together or in the bay area. the 125 kids we have under the age of 18 are going to lose the good schools they have now. >>reporter: in the end the council determined to postpone making a decision until next month. if adjustments are made for the relocation packages from

to leaf but it wouldn't budge. however, now they say it's gone. it left on its own yesterday morning. police in new york city captured this coyote running across your tv screen. it was running around in a park in chelsea. it was able to get away and evade police for a while. after a while they sedated it and captured it. just last month a coyote was spotted on a roof top bar in queens. there have been other sightings in manhattan this year. campaign aimed at keeping people from taking their own lives on the track. the at si is putting up these signs. they say suicide is not the route. and it has the phone number of a crisis hot line. since 2013, 18 people died of apparent suicide on the tracks. five just this year alone.
