somerville. >> and i'm julie haener. e cigarettes are often advertised as a way to stop smoking cigarettes. jana katsuyama has been asking young people about the attraction. >> reporter: we talked directly to berkeley students today who said e cigarettes are becoming more popular. you can find them at many stores around the city and they say this is becoming a nationwide battle. nationwide as to just how to handle these devices. >> this is an e cigarette also. this is an e cigarette also. >> reporter: there's no lighting up just loading up. with a vile of liquid and an electronic cigarette. sydale abay says it's helping him and others stop smoking. >> it'll take time but it's a process. it helps them get through it.

>> reporter: it is meant to a variety of flavors. >> this is strawberry rice crispy treats and pop rocks. >> reporter: the number of middle school and high school students using electronic cigarettes tripled from 2013 to 2014. with e cigarettes becoming more popular than traditional cigarettes. we talked with students outside berkeley high. >> i am walking at tiles there's adults using them, there's kids using them. they're really popular i think because people think there's not a lot of negative side effects. >> they like the flavor of it. and they feel it's easier to do it than just like rolling a blunt up and smoking it or smoking a cigarette. >> it's like circles or hearts or designs when they blow it out of their mind. >> reporter: katherine hammond says they've become a big issue. >> these things need to be regulated but people aren't sure how to regulate them. the fda is having a big issue.

>> reporter: there's concerns that e cigarettes are touted as a way out of smoking but could be a way in. the problem is shortage of research and an abundant of product, more than 450 at last count. >> it is clear there's some toxic materials being used in these cigarettes and toxic emissions. a full degree of that is not known because the products are changing constantly, they're very different. >> reporter: recently public service announcements have started running. the most california is one of the few states that prohibits e cigarette sales to minors. state senator mark leno wants the regulations to go further. >> they can only be used where tobacco products can be used

legally. >> reporter: and senator leno hopes that the bill will be on his desk soon. these are live pictures of where a stabbing happened. the shilo bar. it used to be called guidos. police got a call about the stabbing at 8:50 tonight. a police spokesperson says all three of them are men. a person on the scene told us that police have been questioning members of the hell's angels motorcycle club. at this point the police spokesperson would not comment on that but did say that investigators are looking at security video and interviewing witnesses. california governor jerry brown is defending his orders to cut water use after meeting today with business leaders. the governor met with people representing large water users including landscaping, golf courses, cemeteries and more. he says he's not going to relax the rules mandating 25% cuts even though there are complaints the cuts are unfair.

the governor also said he's aware it's not going to be easy. >> some people are really hurt. farmers, there's going to be some wipe out sometimes or at least temporary. so therefor we're really going to make sure we balance what we're doing. >> governor brown says he expects people will figure out new ways to save water during the drought. the state water board is expected to announce new rules tomorrow and fines for breaking those rules. the bay area's weather is starting to warm up and people heading outside should be aware of some potential hazards involving wind and waves. amber lee is live with the warnings from the highway patrol and the coast guard. >> reporter: julie, the coast guard and the highway patrol are advising people to be extra careful tomorrow and saturday for because of the hidden hazards in this beautiful spring weather. traveling across the bay bridge may be more of a channel than

usual because of strong winds. the chp issued a strong wind warning that affects motorists and bicyclists. >> it doesn't take much to get pushed by the wind. >> reporter: be careful not to overcorrect. there's also the risk of degree picking up and obstructing your way. >> you want to always have an out. >> reporter: a large tree fell on a car while it was being driven near lake merit. fire crews rescued the woman behind the wheel and fortunately she wasn't injured. at chrissy field this evening the beautiful weather entized kite surfers. hitting the waves before sunset but weary of the waves at 7 feet friday and 8 feet saturday. >> if you've been wind surfing for a while you know where the

big waves will be. >> reporter: the coast guard is warning beachgoers from sonoma to monterey to be extra alert. be on the look out for sneaker waves. >> a sneaker wave is a wave in a set that is larger and stronger. it's usually unexpected so it can be pretty dangerous to people out in the water and people out on the beaches. >> reporter: the coast guard advises boaters. let someone know where you're going, have a communication device such as a radio and always wear a life jacket and for beachgoers don't turn your back to the ocean and keep a close eye on children. >> i let them play but if they go in a little beyond their knees i tell them to come in. if there was a warning i probably wouldn't have come. >> reporter: if anyone is intending to be in the water use the buddy system. always have somebody with you. >> from amber we go to our

chief meteorologist bill martin. it sure warmed up today and it's going to be warmer tomorrow. >> temperatures on the increase. everybody about five to 10 degrees above normal. today we had a lot of low 80s. temperatures tomorrow are going to add another maybe four, four or 5 degrees. so we're going to see mid-80s tomorrow. the story right now is the jet stream way to the north of us. that's going to keep all the storms away. but it's also letting this high pressure set up over the top of us. it's creating perfect beach weather. that's changing around as well. we're warming up tomorrow but there's significant changes. in the long range i have a look at showers. a reminder you can get weather information any time from the ktvu weather team. the wind and higher temperatures are triggering a fire danger. oakland firefighters say because of the drought there's a lot of dry brush and grass that could quickly go up in

flames. firefighters say they plan to clear dangerous sites but until then they say everyone needs to be vigilant. >> be careful, be safe. and keep in mind that your neighbor's fire could be your fire. >> firefighters say homeowners can help by maintaining a defensible space. in southern california, wind driven flames destroyed one home today and damaged four others. the fire in the valley is blowing. the wind was blowing at 20 miles per hour with gusts to 30 at times today. the fire burned four to 4-1/2 hours before crews managed to get it under control. during that time 25 homes were evacuated. one firefighter and one resident suffered injuries. a nationwide crack down on violent crime has led to the arrest of 7,000 people across the country. and in the greater bay area, there were 137 arrests.

with almost half of those fugitives wanted in oakland. operation violence reduction targeted the most violent fugitives including suspected murders, gang members and sex offenders. during the six week operation, the u.s. marshal service and other agencies seized cash, guns and drugs. in oakland, bishop bob jackson from the gospel church says he supports any effort that can make oakland safer. >> with arrests like these, it's letting them know you can't get away with crime. there's consequences and you're going to have to pay for the crime you've done. >> reporter: one of the people caught in the sweep was janel lee carter. he's a suspected sex offender who escaped last month from deputies in santa clara county and has been on the run ever since. deputies ended up tracking him down in mississippi. a story of remarkable recovery four years after a significant injury. bryan stow threw out the first pitch at tonight's minor league baseball game in san jose.

stow was severely beaten outside dodger stadium in los angeles and spent months in a coma. tonight though, a public celebration of just how far he's come. ktvu's ken pritchett live now at san jose municipal stadium where stow was part of the opening pitch. >> reporter: this was quite a night. not only was it opening day but to see bryan stow throw that opening pitch just made that opener all the more special. >> there you go. >> reporter: the unwrapping of the bases. spring and tending to the field. camera operators ready in their gear you cannot have opening day without preparation. >> ♪ [national anthem] >> reporter: a word bryan stow knows all too well. to cheers he walked out to the

field an amazing feat in and of itself. but to throw the opening pitch on this san jose giants field. he had to prepare. >> softy. >> reporter: and practice at home with his dad. >> accuracy, good. >> it's kind of a side arm like that. >> reporter: stow talked to ktvu earlier today a man who many thought would not survive the brutal 2010 attack outside the stadium that left him in a coma. >> i was in a coma for nine months. nine month coma. >> reporter: stow says that his doctor called it a miracle. >> thank you dad. >> what was it? a knuckle ball? >> it was a curve ball. >> knuckle curve. >> knuckle curve. >> reporter: giants, stow is finding more than just his strength or his pitching arm. >> it sounds kind of, dumb in a way i guess, but it's, it's just me trying to find me now.

new at 10:00, an unusual request from walnut creek police. they're looking for people who used a starbucks restroom. this after a man is accused of video taping people in that bathroom. the starbucks is not too far from south main. debora villalon is there tonight with how the man did it and how he was caught. debora. >> reporter: it's a pretty disturbing case. police say they know of 13 victims so far. people recorded without their knowledge in the restroom at this star bucks in a busy shopping district. here's the man under arrest. he's 34-year-old jacob turner of benitia. he was arrested at home today and evidence was seized that could reveal more victims. walnut creek police say turner used a flip video camera a little smaller than an iphone to secretly record an hour of

restroom footage. that last one just the day before yesterday. the detective investigating the case tells me turner affixed the camera under the sink where it wasn't noticeable at all. the first time it came to light in february a customer found the camera and turned it in but it went straight into lost and found without anybody checking it. weeks later the manager turned it on and was horrified by what she saw and called police. based on when it was found and going through credit card transactions and security video detectives were able to narrow their search for turner. this week when they placed a warrant for his arrest, a second camera was found. this after they were trained to look for cameras under the sink. >> we believe there's going to be more victims. this requires additional investigation.

but we have evidence that this happened elsewhere. >> this makes me really uncomfortable. it makes me cautious of all public restrooms. >> what was going through his mind at the moment. you think someone would like to do that to your family or to you? exactly? so why would you do that. >> reporter: police say turner put up no resistance. had no explanation either when they went into his benitia home today confiscating electronics that may reveal more cameras in more places and more alleged victims. he has no sex offender history, no criminal record to speak of and while it is possible to prosecution for electronic peeping without having victim or their identities police believe the people that are on the video have a right to know. so again, the dates we're talking about friday february 16th in the afternoon. and by the way that was one of the few rainy days in february. so folks might remember being down here then. also just last tuesday april 14th between 2:00 and 3:00 in

the afternoon. both men and women are on the videos because it is a unisex bathroom. >> debora villalon in walnut creek tonight, debora thank you. a san francisco firefighter collapsed in the middle of a training. this video is from a previous exercise. crews wear full gear and breathing apparatus in a room with controlled flames. this morning a veteran firefighter who's done this many times before collapsed and was rushed to the hospital. he is now undergoing tests to find out if the collapse was caused by the drill or a medical condition. >> a new public safety hub in san francisco is now open for business. city officials cut the ribbon for the new public safety building at third and china basin street in the city's mission bay neighborhood. the $243 million state of the art building has a police headquarters. it also houses shpd southern station and a fire station.

mayor ed lee say it is new building honor it is men and women who serve the city every day. it did warm a couple of degrees today. some of the temperatures i already showed you take a peak again and know that tomorrow it's going to be nice again. fog will try to return to the coast tomorrow afternoon or maybe tomorrow morning. you see it offshore waiting to move back in. and we will start to feel that and smell that familiar sea breeze. the wind is much less than they have been for the last couple of days. it's blowing in fairfield about 12. calm in novato. sfo is a good indicator at 10- miles-an-hour sustained out of the west. it's really nothing for sfo this time and it'll be easy 20 to 25 miles per hour this time at sfo. temperatures currently are mild. 62 in oakland so it's kind of a mild night. we're continuing with this

a group of prominent 100 bay area catholics are asking pope francis to replace the arch bishop. >> it's an unprecedented call to action that's shaking up the people of san francisco. it's an open letter to pope francis asking him to replace san francisco arch bishop cordeleon. >> for me it's unacceptable. >> this is a drastic step. >> reporter: 100 prominent san francisco catholics, doctors, developers, teachers and big business owners signed the ad.

to stop it. >> reporter: the unidentified baggage handler works for a company that provides ground services for alaska airline at seatac airport near seattle. he made news monday when he woke up from a nap inside the sealed baggage hold after the plane had taken off from l. a. the crew and passengers heard banging noise from the hold. the plane landed safely back in seattle. in washington, d.c. the man who landed a gyro copter outside the capital was released. doug hughes a postal worker from florida said he was making a political statement about the need for a campaign finance reform. but his stunt is now raising questions about his stunt. the head of homeland security says hugh managed to avoid detection by literally flying

new at 10:00, police are looking for a man who exposed himself to a jogger in the peninsula. he's described as white or latino about 5'8", 270 pounds and was wearing a button up shirt and slacks. the incident happened last night near the bay trail and dog park. a woman who was jogging around 6:00 last night says she heard someone yell and when she turned around she stumbled and fell. and police say what she did after she fell, was the right thing. >> the woman yelled. and then ran home and called police.

floor, government scientists say the carrier is amazingly intact. this operation is part of a two year search for ship wrecks. veterinarians are calling it a dog flu epidemic. they say social -- they say it's a strain of dog flu that's common in asian. symptoms include a persistent cough, runny nose, lack of appetite and fever. it can also affect cats. so far there no reports of this dog flu in california. the california department of transportation honored highway workers today who have been killed on the job. current and past employees along with families of caltrans workers paid tribute to the 183 people killed on the job dating back to the 1920s.

children out of the war zone to new lives here in the united states and many of them came to the bay area. ktvu's john fowler spoke to one of those children who's an adult now about how she's doing. he also shows us a new can i -- a new exhibit that just opened today. >> reporter: a special exhibit remembers a time when shattered lives began anew. the duprey's visited today. their daughter now married was a baby from operation. >> reporter: she is grateful. >> thank you for taking care of us and for helping. and for making sure that we were safe and caring and opening their arms and hearts. >> reporter: april 1975 vietnam about to fall a desperate people faced desperate times.

president gerald ford authorized operation baby lift, ktvu covered it as it happened. the evacuation of thousands of vietnamese children. their caretakers came too. >> because more or less we have to be with them because they need them. >> reporter: operation baby lift became the humanitarian gesture that resinated across the globe. many of those children adopted here in the bay area and offered citizenship assimilating to this country, riding the oakland zoo train and winning hearts here. today julie gave a reunion hug to one veteran who helped 40 years ago. >> it was a healing kind of experience. i got a chance to know that i was doing something positive for the country and for the people of vietnam. >> reporter: tonight where 40 years ago the veterans adopting parents a panel discussion. adoptees say they're eager to add their voices to this
