we'll give you the wind addition no. the fog the on shore breeze is xhk coming back. not going to be very strong and again i think it will take another day or so before the bay and our inland communities feel this drop in temperatures but you can see here, as we get into the second half of the day the wind the direction of the arrows, pointing in this direction meaning coming from the west meaning that on shore breeze is coming back. yesterday, we had the off shore wind and temperatures started out warm, this morning we're generally calm, that or shore breeze has really died down and the numbers have fallen as well. 39 degrees in napa. 51 in oakland. 51 san francisco some of the colder spots over parts of the north bay. cloudy at four. you're likely to -- 43. you're likely to need your jacket. it will feel cool. 47 in danville right now. 45 alamo. 50 in lafayette and low 50s for

moraga. there is a look at the fit print. the fog at foot of the coastline through the morning and afternoon. santa cruz will remain partly cloudy to mostly sunny. santa cruz will have another warm day. it is right in this area on your screen. the blues and greens indicating we have 60s in the forecast along the coast and a lot of 70s around the bay area will be well above average this time of the year. i'll detail the afternoon highs put numbers on the screen here for you and detail the cool down coming your way in time of the bay area weekend. how is traffic? >> traffic is actually doing really well. good morning to you. we're looking at an 80 freeway westbound where you can see traffic is actually moving along relatively well. we'll go right to it and from the bridge to the maze, the traffic is taking a 21 minutes. a little bit of slowing down. when you get to the bay bridge toll plaza. there was a small crash but you're likely to see some

traffic this morning. when you get there you'll see the slowing it is hard to see with the sun but definitely is there. as we look at some of the commutes here in the south bay we've had slow traffic but also looking at the peninsula and highway 101 northbound 101 traffic looks good. we look at san jose and it is getting slow at santa clairea. let's go back to the desk. >> thank you. police in walnut creek want to know if you've used a certain starbucks in the downtown area over the past few months because officers have just arrested a man who was accused or who is being accused of recording people in the bathroom of the coffee shop on the locust street. we want to go to ktvu tara moriarty. she is live from the starbucks with how he did it and how he got caught and what people really need to know. >>reporter: a customer is the one who noticed a flip camera mounted under the sink. it is smaller than an iphone so they turned it in to lost and found but it wasn't until weeks later that the manager turned it

on and was horrified by what she saw. we know that police made an arrest yesterday, 34-year-old jacob turner, they arrested him at his house and seized evidence that could reveal more victims. detectives say he secretly recorded an hour's worth of video on two different occasions, february 6th and april 14th of this year. police say that there are at least 13 victims, perhaps more. one customer we spoke to this morning says she heard of similar instances but the fact that it happened at a starbucks really makes her think twice about public restrooms all together. >> i do use public restrooms. i go into public restrooms, you know, often, and it is just to go in and get out so i'm not looking for a camera. i'm not looking for anything like. that so i'm going to be aware of walking in and i don't think i'm going to do a thorough search but i'll pay attention. >> police say that turner has no

. welcome back. it is now 7:14. e-cigarettes are often promoted as a way to help people stop smoking but there is a new report that shows e-cigarettes use by minors is really going up. the centers for disease control

and prevention shows the number of middle school and high school kids using e-cigarettes tripled in just one year. about 2 million teens are using e-cigarettes. >> they're really popular i think because people think that there is not a lot of negative side effects. >> they need to be regulated but people aren't sure how to regulate them. the fda is struggling with the issue. >> although e-cigarettes don't contain tobacco or create smoke. they contain very addictive nicotine. california is one of the few states that bans the sales e-cigarettes to minors. but tougher regulations could be headed to the governor later this year. a huge partnership between apple and los angeles public schools is now a giant bust. the los angeles unified school district cancelled a botched plan to buy an ipad for every one of the students. the price tag was expected to be

$1.3 billion. apple and it's partner educational publisher was supposed to provide curriculums but only parts of the curriculum were ever avai. students in the bay area and across the country this week are taking part in standardized tests but in nevada, montana and north dakota, computer problems are forcing schools to delay testing. in addition to the technical problems a growing number of parents are pulling their children from the classroom and opting out of tests. they say the exams create unnecessary anxiety and stress and don't test their children on what they're learning every day in school. >> we're refusing to take this test. it is a protest against the policies we think reduce education to test preparation. >> the tests are serving no educational purpose at all. >> the federal government does not require states to administer common core tests but washington can withhold funding to schools less than 90% of the kids take

does look good. at 7:18. speaking of looking good, the weather looks great. >> yes, indeed. we have another beautiful day in store but take a look at the picture. we have a finger of fog moving over san francisco this morning. it is up against the coastline. it is spilling into the bay and this will help to lead to a cool down for some of us. when i say some of us, i mean those folks along the shore. maybe a few neighborhoods in san francisco. we will be mostly sunny away from the coast today and we will only see this drop in temperatures for today along the coast for the weekend. where he continue with the low clouds and the fog and eventually, everybody will get in on this cool down. it is a minor one. i'll show you that in the extended forecast but we even got a chance for rain in the stened forecast as well. let's talk about what is happening right now. another shot at the fog. you can see for the north bay as well as the san mateo county coastline. get into santa cruz we're mostly sunny. it will be another warm day.

right in here is where i expect temperatures to drop off for the afternoon and we have fog in the daly city. the rich land district. we're watching the golden gate bridge socked in this morning. 44 in napa. upper 40s in livermore. low 50s in hayward and low 50 in san jose. most of us falling within the low 40s and 50s this morning. the winds calmed down. we don't have the off shore breeze. because of it, a lot of the numbers, a lot cooler you may notice as you get outdoors a calmer start to the day and temperatures anywhere from 3 to 6 degrees below where we started yesterday morning. afternoon highs on the other hand, going to be well above average once again. upper 70s to low 80s petaluma, sonoma, you go to 81. although if we have the low clouds and fog for most of the day, that is not going to happen. 82 in oakland. 83 in livermore with abundant sunshine for the inland communities into the south bay.

at least for the coastline for the afternoon today. for the city and inside the bay it will burn away and be left with mostly sunny skies. but this is where we'll see changing as dave mentioned we have 50s in the forecast with partly cloudy skies here. you go inland, we're well above average once again. 70s and low 80s. we'll have a look at the afternoon hiefs and we'll talk about how the cooling -- highs and we'll talk about how the cooling trend will continue into the weekend. let's check the traffic with sal. >> thank you very much. traffic has been a mixed bag some commutes have been better than normal. some have been moderate. this is not bad. 27 minutes between the k artenas bridge and mcarthur maze. bay bridge toll blaza is backed up for -- plaza is backed up for a 15 to 20-minute delay. this commute hasn't been too bad but there has been slow traffic on highway 101 but 280 nd 85 are decent alternates for you.

i want to pull it up to the 285 in livermore valley i think you will be happy. it is a lot lighter than usual. the time 7:34. let's go back to the desk. >> all right. thank you. we have an incredible story. this story and that man right there, it has been in the making for years. that is injured giants fan brian stow he threw out the first pitch at the giants baseball game. that is just the beginning of his journey to recovery. janine de la vega is here now to talk about what he went through to get to this point and what he wants to do next. good morning! >>reporter: good morning dave. brian stow has improved quite a bit and san jose giants fans witnessed that at last night's game. they still have the orange and black decorations up out here left from last night. the fans cheered him on as he

stepped onto the field and there he is with his son and his daughter at his side. stow needed to use a walker. he has been practicing for this moment for months and told us he wanted to throw a strikes. he was severely beaten in 2011 outside dodger stadium and that injury caused brain damage. the san jose giants promised stow's family when he was ready they wanted him to throw out the first ceremonial pitch. his goal one day is to be able to throw over hand again. ktvu visited stow at home where he shared something else he would like to accomplish. >> walking without the crutches or my walker and then start running again. i used to run the races from santa cruz and just to do little stuff like that.

it is a great feeling. >>reporter: stow says what helps keep him going is his children and trying to stay positive. he was in a coma for nine months and spent years doing rehab and use things to help strengthen his body. you're looking at video of him in his backyard practicing for last night's game. his whole family was so excited for him. and one of the things that he shared is if you remember, he used to be a paramedic here in san jose and he actually used to be inside the stadium along with his gurney ready to treat or help anyone and sit and watch the baseball game. he hadn't been back here into the stadium for five years so it was just a really neat opportunity for him. >> it is fascinating but before you go, a lot of us were here in the studio saying we didn't know he was talking and talking so well so it was just stunning to hear this conversation that was taking place. >> yeah, and he also has a

really great sense of humor. just listening to him. one of the things that was asked is what did you gain from this injury and the recovery and the whole experience and he answered he gained 100 pounds. because of the medication. but really, his strong will to live. >> he is looking good. janine de la vega live from san jose. thank you. all right. thank you. three people are in stable condition this morning after being stabbed inside a san leeand roe bar. police received -- san leandro bar. they received reports about a stabbing in shilo's cocktails. three men were stabbed. 6 to 7 people were involved in some kind of a fight but suspects ran off before officers got there. police were seen questioning a man with a motorcycle club but investigators told us the bikers are not suspects at this time. now, back in february, a man was arrested outside the bar, that same bar on charges of firing a gun there.

no weapon was found that night and the next morning, an 11-year-old boy discovered a gun in the bushes. authorities say foul play is not suspected in the death of a paleo alto man who -- palo alto man who went missing during a hike. they found the body of irwin myers yesterday afternoon. he set out for a hike on wednesday morning. his family notified police when he did not return. searchers found his 500 feet below a trail. investigators say at this point it is still unclear what happened. >> that is what we're trying to determine, whether or not he fell or if he was looking for shelter. at this point we do not know that. >> investigators say meyers had hiked in the area before and was in good physical condition. our time is 7:39. the state water board is expected to release a detailed report about new water rules and how quickly cities and water districts will be find for breaking the rules. yesterday governor jerry brown met with people that represent large water users like

landscapers, golf courses and cemeteries. he says he will not relax the mandatory 25% water cut backs even though there were complaints that the cuts were unfair. the governor also said he is aware it is not going to be easy. >> some people are really hurt, some farmers there will be some wipe out sometimes or temporary and so therefore we want to make sure we bounce balance what -- we balance what we're doing. >> we have ways to save water during the drought and expected to be another warm day. >> yes it is. you're watching the temperatures warm up as we head into the weekend. but with the nice weather comes danger. ktvu brian flores is with us. and bryan there are a few warnings being issued. >> yes a couple. good morning to you. rose mary has been talking about the weather and she says the temperatures are above normal for this time of the year.

you know this morning you certainly wouldn't know it here along christy field where you see the low clouds and fog but overall it will be a nice weekend weather wise but officials are saying it will be dry and windy in certain parts of the bay area and there are warnings issued. as we go to video now the oakland hills signs are putting the fire danger at extremes. because of the drought there is a lot of dry brush and grass that can quickly go up in flames. the firefighters plan to clear some of the dangerous sites out there but people need to be pro active about this. for example, creating the 100 feet around your home. they're warning drivers not to throw out cigarettes, again winds could pick up this weekend. in the meantime, the wind is not the only concern especially if you'll be along the coast if you're a boater, going into the water. the coast guard says expect strong swells all along the central and northern california coast. they're saying particularly along the national sea shore. anywhere along the peninsula

monterey bay big surf, the concern is the sneaker waves that can be very dangerous. >> a sneaker wave is a wave in a set that is larger and stronger and usually unexpected so it can be pretty dangerous to keep out in the water and people on the beaches. >> the weather has been beautiful. warm sunny, i don't know. we've been outside pretty much every day. >> i'm excited the fog is rolling in. it hasn't been here for awhile. so -- >>. >>reporter: beach goers are being told to stay away from the water's edge especially along rocks. we're told they can go anywhere from 7 to 13 feet. swim near a life guard. never turn your back on the ocean and use a buddy system. wear a life jacket. we'll take you back here live where you see a lot of the joggers enjoying this relatively cold weather this morning but really depending on where you live as rose mary has been talking about. temperatures will be well above normal. 70s to 80s in the north bay and south bay. definitely hot where i live in

church in cologne germany. hundreds of fall members and friends travelled there honoring the victims. the 150th candidate yells in the church -- candles represent the men, women and children who died in the crash. investigators say the co-pilot deliberately crashed the plane after locking the captain out of the cockpit. meanwhile, in this country the florida mailman who landed a small gyrocopter on the lawn of the u.s. capitol is back at his home in florida. his name is doug hughes. he was released on bond yesterday after making a court appearance. he has been charged with knowingly operating an unregistered air craft and violating national defense air space. the conditions for his release include home detention with gps monitoring. also, he is banned from operating any flying vehicles. that stunt is raising a lot of serious questions about security around the u.s. capitol.

washington is supposed to have the most restricted air space in the world. the head of home land security says hughes air craft avoided detection by literally flying dispatcher the radar. he says he was make -- under the radar. he says what he making a political statement about campaign funding. the man who fell asleep is banned from all future work for the airline. >> you're where? >> inside the plain and i feel like it is moving in the air. can you please tell somebody to stop it? >> all right that call is from a 911 tape of a bizarre incident. those tapes just released. the unidentified baggage handler works for a company that provides ground services for alaska airport near seatac washington. the handler claims he fell asleep inside a sealed baggage hold on monday just before the

bit. let's check in with sal. good morning. >> good morning. the traffic is doing well if you're driving in some areas. compared to what we normally would see. some areas are slow but the bay bridge see waiting around does help. if you can wait around a little bit, you might miss all of the slow traffic because it is getting better by the moment. about a five-minute delay at toll pinellasa. no more delays on -- toll plaza. no more delays itself. 80 southbound. light traffic here from concord to walnut creek. highway 84 is slow in the bay point area as you drive into san jose northbound 280. just slowing at 17 and after that is a decent drive into the west valley. let's go back to the desk. >> all right. police in walnut creek have a question. they want to know if you've used a certain starbucks in downtown walnut creek over the past couple of months. that is because police have just arrested a man for recording people in the bathroom of the coffee shop.

on locust streets. ktvu tara moriarty joining us now at the coffee shop to show us how he allegedly did it and how he was caught good morning. >>reporter: you've heard of the peeping tom. this was an electronic peeping tom. a flip camera was found underneath the sink in the bathroom smaller than this iphone. a customer noticed it and turned it in and that is ultimately what led to an arrest. we have a picture of the suspect. 34-year-old jacob turner of venetia. they arrested him as home and seized evidence that could reveal that there are more victims. detectives say he recently recorded an hour's worth of video in a unisex restroom on two occasions. february 6th and april 14th of this year. there are at least 13 victims perhaps more. customers we spoke to this morning are disgusted and changes the way they view public restrooms. >> yeah, that is a little creepy. i mean technology is kind of strange beast so you know, people using it to, you know, do

immediately ran home and called the police. that was the most important thing. >> well, the man never touched the jogger but her fall caused minor injuries to her arm and forehead. now, here is a police sketch of the suspect. he is described as white or latino 5'8 weighing 170 pounds wearing a button up shirt and pants. >> it is 8:05. e-cigarettes are often promoted as a way to help people stop smoking but there is a new report out showing e-cigarettes use by minors really going up. the center for disease control and prevention says the number of middle school and high school kids using e-cigarettes tripled in just a year about 2 billion teens are using e-cigarettes -- 2 million teens are using e-cigarettes. >> they're really popular because people think there is not a lot of negative side effects. >> things need to be regulated but people are not sure how to regulate them. the fda itself is struggling with that issue.

accident. >> hebrew home in new york says this movie 50 first dates paid one of the employees -- gave one of the employees a great day she asked families to make videos to remind them of familiar places. they hope it will comfort patients struggling with the loss of memory. it was supposed to be a first big step to create a digital classroom for the informational age but now the huge partnership between apple and the los angeles public schools is a giant bust. the los angeles unified school district cancelled what is it it calls a botched plan to buy an ipad for every one of the students. the price tag was expected to be a whopping 1.3 bol. the educational material publisher pearson was supposed to provide curriculum for the district students to use on the ipads. however, only parts of the curriculum were ever available. the district is now considering legal action against the two companies. students here in the bay

seasonal average coming up at 82 as well. not everybody getting in on this. i'm seeing changes outside our door this morning. if you're along the coast if you're just inside the bay areas like san francisco you're seeing it as well. the fog is back with us and these low clouds creeping in to portions of the bay. i think for the bay area and our inland communities going to be a mostly sunny warm day. but right here along the coastline, in addition to the low clouds and the fog we have the on shore breeze coming back. it is going to be a weak sea breeze but it will bring our temperatures down. here we have 60s in the forecast. the rest of us back near the 70s and low 80s for your afternoon. eventually we will all get in on the cool down. it is a minor one, we're still going to be above average but that will take place as we get into your bay area weekend. right now outside our doors this morning. the winds calm add down. the off shore breeze died down considerablily and we started off chillier. 57 in oakland and 54 in redwood

anybody who needed help and last night when he returned, the crowd welcomed him with cheers. and there he is with his son and his daughter at his side. stow needed to use a walker to get to the pifrj's mound. he had been -- pitcher's mound. he had been practices for amongs and told us he wanted to throw a strike. he was severely beaten outside dodger's stadium and it caused brain damage. they promised stow's family when he was ready. they wanted him to throw out the first pitch. he had to side arm it but his goal is to one day throw over hand again. ktvu visited stow at his home and he shared what he wanted people to take home. >> a lot of people didn't think i would live past the first 24 hours and to be here now is amazing. so i just want people to know

that can happen. you can make whatever you want of yourself and make it work. >>reporter: what helps keep him going are his children. he was in a coma for nine months and is grateful to be alive. he spent years doing rehab learning how to walk. that is him with his dad in the backyard at home practicing for last night's game. he told us his next goal is to walk without crutches and a walker and also wants to get strong enough so that he can run again. you know, one of the things he told us is that he remembers that he used to run the warf to warf and he really wants to do that . >> i'm believing he intends to do it and he will do it. incredible story. >> he has a strong will. >> thank you. janine de la vega, thank you. three people are in stable condition after being stabbed inside a san leandro bar.

police received 911 calls around 8:30 last night about a stabbing at shilo's cocktails. police found three men that had been stabbed. 6 to 7 people were involved in a fight but the suspects ran before the officers got there. police were seen questioning a man with a motorcycle club but investigators this morning announced that the bikers are not suspects at this time. now, back in february, a man was arrested outside the bar on charges of firing a gun there. however, no weapon was found that night the next day though, the next morning, an 11-year-old boy discovered a gun in the bushes. authorities say foul play is not suspected in the death of a palo alto man who went missing after a hike. search teams found the body of 70-year-old irwin myers yesterday afternoon. he set out for a hike on wednesday morning and his family notified police when he didn't come back. searchers found his 500 feet below a trail. investigators say at this point

it is still unclear what hap. >> that is what we're trying to determine, whether or not he fell or if he was looking for shelter. at this point we don't know that. >> investigators say myers had hiked in the area before and was in good physical condition. all right. our time is 8:338. today the state water board they're expected to release a detailed report about new water rules and how quickly cities and water districts will be fined for breaking those rules. yesterday, governor jerry brown met with people who represent large water users like landscapers, golf courses and cemeteries. he says he will not relax the mandatory 25% water cut backs even though there are a lot of complaints that the cuts are unfair. the governor says he is aware it won't be easy. >> some people are really hurt, farmers, they say there will be wipe outs sometimes or temporary and so therefore we want to make sure we balance what we're

that firefighters plan to clear dangerous sites but people need to be pro active, for example we've been talking about creating a defensible space around your home and warning drivers not to throw out cigarettes. wins aren't the only concern. if you'll be out in the water on a beach or boater going into the water, the coast guard says expect strong swells all along the central and northern california coast. in particular, on the seashore along the peninsula monterey bay, big surf, the concern the coast guard says is the sneaker waves and rip currents that can be very dangerous. >> a sneaker wave is a wave in a set that is larger and stronger and usually unexpected so it can be pretty dangerous to people out in the water and people on the beaches. >> the weather has been beautiful. warm, sunny, i don't know, we've been outside pretty much every day. >> i'm excited the fog is rolling in. it doesn't been here for awhile.

much better. also a new accident. let's move to new pictures. moderately heavy. it is getting better. a commute that has improved is westbound 80. small delay at toll plaza i almost fell off my chair here. let's go rosemary in the weather center. >> another beautiful day for most of us. getting some reports from areas like daly city, el grenada and pacifica and saying oh, yes very cloudy. thick, thick and cool. cooler at the coastline for today. partly cloudy skies. a localized on shore breeze moving back to the bay area. inland areas have no idea what i'm talking about. mostly sunny skies and temperatures will be well above average once again. with the morning fog and the on shore breeze returning to the bay area all of us will eventually cool down. it will be a minor drop in temperatures and i think we'll remain above average for the weekend. i'll show you the numbers in just a moment but there is that fog. back along the coastline and we're seeing slivers of it move over portions the bay area. it won't last for very long unless you're at the coast.

it will be partly cloudy there. the entire day, 48 degrees and cloudy at half moon bay. a chilly start there. 54, redwood city. 56 in hayward. 54 in livermore. the winds have gone calm and because of it, most of us are starting out a few degrees chillier than where we were yesterday morning. the inland communities back up anywhere from five to 10 to 15 degrees above average away from the coast. along the coastline today we'll be cooling it back, almost like a summer pattern right? we get the cooling at the coast first and then it takes a day or two before we see it inland. for today, not going to feel if at all unless you're right at the coastline where again it will be a cooler one. giving us a look here at the extended forecast. a minor drop in temperatures will continue as we get into the bay area weekend and when i say minor. you can see that for yourself. low 80s in the forecast saturday into sunday for our inland communities, upper 70s around the bay. mid-60's at coast. the cloudy conditions if you do have plans maybe to head to the coast. be aware of that and then futd
