about how quickly the utility reacted. good evening i'm julie haener. >> and i'm frank somerville. more than a dozen people were injured late this afternoon when a 12-inch pipeline ruptured in fresno. the pipeline ruptured along highway 99. jana katsuyama has been talking to folks about pg & e's response and the lessons learned since the san bruno pipeline explosion five years ago. first to ken pritchett who's in fresno tonight, ken. >> reporter: frank you can see the police are here. they have this roadblocked off. this happened next to a gun range in an undeveloped area just north of tpres know here. you can't see the area right now but you couldn't miss it from the flames jetting more than a dozen feet from the air. the pipeline rupture happened right next to highway 99.

>> oh my god, horrible. >> reporter: video was captured from people in multiple cars passing by. but isidro estrada's cell phone footage came from his front yard. >> i went to my room 10, 15 minutes later i heard a loud bang. >> reporter: the rupture happened in the northern edge of fresno at a sheriff's department gun range. >> i didn't think anything of it but then i heard jets flying over. >> reporter: that was the air escaping the pipeline. crews were using a heavy equipment the build up a dirt berm. >> it was a backhoe that was being used by the crews. >> reporter: at least 14 were injured. 11 people were taken to local

hospitals. estrada feels lucky he took his jog when he did. >> it could've been earlier and i could have been in it. i feel awful for those people , they didn't deserve that. of the 11 injured four are in critical condition. according to a local hospital, the sheriff's department says along those critically injured one of them was the operator of that backhoe and another was an inmate worker part of that inmate crew that was out at the gun range. an investigation is currently underway into the exact circumstances of how this happened,. >> ken pritchett in fresno tonight. now to jana katsuyama who's in san francisco where the emergency crews are located. >> reporter: they say the

response and lessons learned from san bruno in 2010 really helped them as they responded to the fresno incident tonight. images of the towering flames in fresno brought back memories of the gas explosion in san bruno when a faulty 30-inch pipeline killed eight people and destroyed a neighborhood. >> how many more times are people going to get injured or killed from this these explosions. >> reporter: the fresno incident show that is more needs to be done. >> make it safer for us so we don't have to worry about possible explosions. >> reporter: we asked pg & e about the possible response. >> we saw the emergency come in. >> reporter: a drop in pressure was detected at 3:29 p.m.

rescue workers arrived and the pipeline was shut off within 15 minutes. they're in the process of installing more. their records show that no one from the city of fresnos city crew called 811. >> all other utilities so you can dig safely and avoid these type of incidents. >> reporter: pg &e says they have five calls a day for leaks of people digging inproperly. >> reporter: the dig safe act has been introduced to address the problem. >> it will set up authorities to investigate and enforce the law that's currently in place because right now no one is investigating appropriately and properly when there's a digging to find out who's involved. >> reporter: state senator hill says that people who dig

water users to reach those targets. >> reporter: san francisco is in better shape than many it gets its water from hech heche. president obama is sweeping a controversial plans for immigration reform is now in the hands of a federal appeals board at least for now. that three judge panel in new orleans heard arguments today. texas and 25 other states are challenging the president's authority to initiate reforms. those reforms will allow millions of undocumented immigrants in the state. the ruling will likely end up in the supreme court. here's the tribune tower downtown oakland. you can see a live look here. it's lit up right on top of the building. it's constantly changing colors between warriors blue, white

and gold. of course game one of the series against the pelicans starting tomorrow afternoon in oracle arena. >> they're play off run begins in about 14 hours. sports director mark ibanez is here to look at practices with both teams. >> finally we can stop talking about it. tomorrow they'll be playing around 4:30. the warriors will not be sneaking up on anyone they play with a flair that hasn 't been seen since maybe the days of those show time lakers. the new orleans pelicans come in with plenty of creditability. they have a player of local interest. what a great offensive weapon for the pelicans. anderson may have grown up near the bay but he is by no means a warriors fan.

the commission granted permits to operate pumps that were installed without permits. they are part of a $400,000 improvement and flood control project. environmentalists say the pumps as well as the sea wall threaten the red legged frog and guarder snake and they're hoping for a solution. >> that doesn't mean the golf course would have to close it just means where there is a sensitive habitat area it would better be used as a park. >> i know there's talk about restructuring the course and putting holes in or taking holes out. >> officials say they're coordinating to preserve the habitat and keep the golf course open. environmentalists are also demanding that a low marshy

the ongoing california drought is having a devastating effect on an already endangered species. now wildlife officials are launching a new effort to try to save a local species of salmon. cara liu went to the ground to get a firsthand look. >> reporter: endangered central coast salmon live their lives on streams before making their way to the ocean. >> salmon are these amazing species. so if a salmon egg was layed and fertilized right here under this very rock, that salmon will come back and spawn right under this very rock. and we don't know why they do it. it's just the course of nature. >> reporter: the situation is expected to get worse by summer and fall. >> if there's not enough water flowing the salmon will not be able to swim upstream and they will never be able to complete

>> reporter: cara liu. california is one of the biggest rice producers in the country and now rice growers are facing cut backs in the amount of water they will get just like everyone else. they figure they will plant 30 fewer acres than in the paster. the latest word is they will get 75% of what they requested and the impact won't just be felt here in california or even the united states. >> about 40 different countries is where our rice is exported to. when we're growing a full crop we export half of our crop. and i expect that to be less because there's less available. >> reporter: rice growers say they don't use as much as people think. they say usually the fields are covered in 5-inches of water but that water is recirculated.

it's going to be slightly warmer tomorrow inland. slighter cooler coast and bay side. that's because there's fog out there right now. san francisco you're fogged in. we talked about it earlier. there's plenty of fog at the coast. there's fog at the marina district of san francisco. the fog is going to continue to press inland. it's going to end up right in the east bay hills there. not all the way to livermore valley. not all the way into the southern santa clara county. i think you are looking at temperatures tomorrow. a little warmer today than they were today inland and a little cooler than they were today along the coast and at the bay. so what's happening with the tree pollen. they're way up there but they're coming up a little bit. what's coming up is the grass pollen. what may be bugging you now is the grass pollen. trees, ash, and there's tons of trees. the air is blooming in front of the house is probably bugging you. but these are coming off a little bit. they've been extremely high the
