a man wanted for murder in san jose escapes from police custody and is tackled by an unlikely person. we'll tell you who that was and how this incident is raising concerns over security. >> reporter: this is the end for an important public hospital in san pablo. employees gather as doctors hospital closes its doors. you will also hear from employees on this bittersweet day. we don't care. we're hear to make noise. >> oracle lived up to its name as the warriors won another game. how the opposing team complained about all of the noise and how the fans responded -- all ahead on "mornings on 2." well, for years, people have fought it, but right now

this morning, doctors medical center in san pablo closing its doors for the final time. you are looking at live pictures. some of the staff out. very emotional for the doctors and nurses. but the community as well. we've been reporting for years this had financial trouble. they've been fighting this. alex savidge is out there as well. coming up he will explain what the hospital closure means for people who find themselves with an medical emergency. welcome to "mornings on 2." thank you for joining us. it's tuesday, april 21st. i'm pam cook. >> i'm dave clark. we're also checking your weather and traffic. steve has the very latest on your forecast. >> a chilly, gray day. seriously. pretty good breeze behind that. kind of interesting. we had the low clouds in place. up above, the remains of thunderstorms over the sierra, setting in a lot of high and mid-level clouds. most of you can't probable

can't see those. all i can see is gray skies. we have a cloudy day. cool, cool, cool. you see the low clouds and gray. for others, there it is. some of that cloud cover. that was over the sierra. we'll see that again later today and possibility of some of these playing into our weather. might develop wednesday, thursday. but for today 50s on the temps. it's cold out here. baby, it's cold out there. 26 gusting to 33. that is a roaring delta breeze. it will be cloudy to mostly cloudy today. this system comes in tonight to enhance the fog bank. maybe chew it up a little bit. but i think drizzle is in the forecast and a lot of cool temps here. 50s and 60s for almost everybody. if you get 70, it will be a soft 70. all right, sal, i do usually listen but i'm not sure what you are starting with. with the east bay. the east bay seems to have most of the slow traffic. almost every commute.

we'll start with 880 from the carquinez bridge to the macarthur maze. 34-minute drive time. average speed 33 miles an hour. it's about double -- double. this is a look at the bay bridge toll plaza, 25 to 30- minute delay. it's been tough there. the toughest commute has been the commute between 880 hayward and free montand mill pete -- fremont and milpitas because of an earlier accident. the crashes are out of the way. 680 out of pleasanton to fremont is very slow. 7:03. back to the desk. the san jose police department now re-examining its security measures after the police chief himself tackled an escaping murder suspect. janine de la vega joining us live in san jose with more on how this all began. good morning, janine. >> reporter: good morning. i've talked with officers as they've been coming into work. they say they can't remember anyone ever escaping from the

temporary holding facility here. that is supposed to be a locked, secure area. i've been told that it has a steel door. you need a key. it's unclear how the suspect got out. here is a picture of him. he's 26-year-old heather flores aria -- hector flores arias. he was just brought in from mexico and had been a fugitive since 2009. somehow he was able to move his handcuffs from his body and scale a fence. he ran in the parking lot. chief larry esquivel was driving in when he saw arias sprinting. he jumped out of his car. he tackled him but arias got away. then esquivel tackled him again

and this time he got him. a police spokesman said the department will be looking into security measures and how this all was able to happen. we'll be talking to them later this morning to get further details. dave? >> all right. thank you. 7:04. meantime san jose police officers may soon have technology to better predict where a crime may occur. at tonight's city council meeting, the finance department is expected to recommend spend $500,000 to buy a crime mapping and prediction system. it would give police officers realtime crime information and also help the police department to send officers where they are needed. the crime mapping system police use now, it's about ten years old. the chp trying to figure out what caused a pickup truck carrying four teenagers to off a cliff near castro valley. it happened last night about 9:00 about three miles north of niles canyon road. the chp says the driver was

heading south but lost control around a corner falling 30 feet down a cliff. four people between 15 and 19 years old, they were in that truck. two of the passengers were ejected from the vehicle. one of them died right there at the scene. twoe others were rushed to a -- two others were rushed to a local hospital. the driver was treated at the scene for minor injuries. a san jose priest is facing bank fraud and tax evasion charges, according to the san francisco chronicle. he had sole authority over the ves catholic center between -- vietnamese catholic center between 2005 and 2008. he's accused of depositing $19,000 worth of donation checks into his personal account during that time. officials says he failed to declare more than a million dollars of income to the irs. he worked for the archdiocese of san jose for more than 20 years. and as we've been reporting, doctors medical center now permanently shut

down. that happened just moments ago. the hospital has a long history of financial problems. ktvu fox 2 reporter alex savidge is out there this morning and, boy, we can tell the mood is quite somber. >> reporter: yeah, really sad day for employees, especially here at doctors medical center in san pablo. let me step out of the way and show you the scene. you can see a number of employees. they are gathering on the lawn out in front of the hospital as the place officially closes this morning. people are exchanging hugs. shedding tears here. a sad day as this hospital closes down after a long fight to try to stay open. no more patients will be coming here in san pablo from this point forward. this is the only public hospital that serves about 250,000 people living in this part of west contra costa county. it serves mostly low-income patients and for years we've

heard about the struggles here. the hospital has struggled financially, losing about $18 million a year and then finally last spring voters rejected a parcel tax designed to keep the hospital going and then today was the final day at 7:00 a.m. this morning. the e.r. was shut down. the hospital closed now. one employee we talked to showed up today to pick up his last check, turn in the badge. a tough day for him. he says he worries about the patients. >> it's tough. it's tough. i feel for the community because -- day in and day out. codes starting in the morning all the way on your shift. you can't imagine where these people are gonna go. >> reporter: in an attempt to fill the void in in community, lifelong medical care has opened a community health clinic with an urgent care center right across the street from doctors medical center but

keep in mind that community clinic will not be providing emergency care like doctors medical center did. so they will probably be sent to kaiser in richmond, alta bates or john muir in walnut creek. obviously, those hospitals, a good distance away and that's the concern, of course, this morning. a remembrance ceremony taking place. employees exchanging hugs and sharing memories here about their time at doctors medical center, pam, and a bittersweet day here as this hospital closes its doors. >> yeah, for sure. thank you, alex. meantime, protesters in baltimore, maryland are furious about the death of an african- american man who died after his spine was sevennerred while in -- severed while in police custody. >> we want them charged with first-degree murder! >> the protesters demand the resignation of anthony bates

who used to be the police chief this oakland. freddie gray was tackled by police a week ago. he was rushed to the hospital with a spinal injury and died on saturday. baltimore's mayor says a thorough investigation is underway. >> we will provide the community with all of the answers that the community deserves. we'll identify appropriate accountability if necessary. we'll continue to be aggressive and thorough with our reforms in the baltimore police department. >> the police are examining video of the incident and so far, they say it does not show officers using excessive force. but they say gray repeatedly asked for medical help. six police officers have been suspended in this continuing investigation. livermore is the latest city to equip police officers with body cameras. the department purchased 87 cameras made by taser

international. every officer will wear one. they rolled out the cameras a few days ago after months of tell testing. the department created a test of guidelines outlining instances when the camera will be turned on. that includes responding to 911 calls. conducting probation searches and during traffic stops. the hope is the cameras can increase accountability. >> i think it's a great tool. as an agency, it will allow us to better document facts that go into a case. we'll be able to articulate and there's also video evidence to support that we were saying. >> the cameras capture both audio and video evidence which is uploaded to a secure site. >> officers do not have the ability to treat any footage -- delete any footage. storage of the unit will cost

$4,000 -- $40,000 a year. the croppicle is reporting that supervisor jane kim proposed an idea last week during a board of supervisors meetings. she wants to revise muni's six- year, $33.3 million contract with cypress contract and doing away armed guards would save the city $1 million over the length of the contract. the idea is facing opposition from some other supervisors. warriors won last night and head to the playoffs in the lead. they won it. steph curry added 92. mon green had a double-double. it marked the warriors' 20th

in the past, walker has supported amnesty for undocumented immigrants but says he doesn't support it anymore. well, new this morning, a tense situation happening overseas and the united states may be getting closer to a conflict with iran. a u.s. aircraft carrier is now on its way to intercept iranian ships heading towards yemen. fox reporter doug lieu doug luzader is in washington, d.c. this comes at a critical time in the middle of the nuclear talks, correct? >> reporter: dave, good morning. these talks have been going on for some time. it's not clear what role they will play. but you do have the convoy of iranian ships making their way to yellen, carrying with -- yemen, carrying with them arms and supplies for rebel fighters there. shows ships are likely to run right into a u.s. aircraft carrier. the u.s.s. theodore roosevelt, a massive presence in any ocean could be staring down a convoy of

iranian ships. the administration believes iran is trying to provide more arms for the growing insurgency in yemen. >> we've seen evidence that the iranians are supplying weapons in other forms of support. that's the kind of support that will only contribute to greater violence in that country. >> reporter: a saudi war plane has been pounding targets in yemen in what many believe is a proxy war between sunni arab states an iran. all of this as iran and the united states are still trying to hammer out a nuclear deal but running into one problem after another, including fiery rhetoric from iran's supreme leaders. >> translator: they fabry brated the myths of nuclear weapons to say iranian is a public threat. no america is a threat. >> reporter: and can a show of

might make iran think twice about fighting rebels? they say a cease-fire could be close at hand. maybe so but there's no indication that that is going to happen. in fact, saudi war planes have conducted more airstrikes in yemen today. dave? >> all right, doug luzader from washington, thank you for the update. let's get you to where you need to go now. our commute. sal, how is it looking out there? >> a little slow. we'll start off in san jose. silicon valley. look at 280. woof he's seen some slowing now from downtown which says to me that this commute is beginning to fill up. this is usually the last freeway to fill up and now all of the freeways are slow. 85, 101 getting up to the west valley. sunnyvale and cupertino. let's take a look at the maps here. southbound 101 in marin county. we promised you a look. it's not all that bad.

highway 4 in the east pay has been much worse. 4 is slow to concord. 680 from 242 to walnut creek. 880 has been superslow as you drive from hayward to fremont because of earlier issues. if this is your commute, allow yourself extra time. we're hearing of a new crash on 101 just coming in. we'll back that up and find out where it is on 101 in the peninsula and get you that next time. let's go to steve. i almost forgot about the toll plaza. the toll plaza is backed up for a 15, 20-minute delay. steve, now i can toss it to you in the weather center. i heard it backs up there in a while. low clouds and a lot to go around. kevin leavey in sausalito, he knows his weather, he's very sharp. drizzle, then i he says oh, man -- then he says oh, man, april gloom. mostly cloudy, cooler, breezy. although john in san jose says paulson, i love this because it's great sleeping weather. take your pick. if you don't like it, it's

oakland should be 67. we'll go 62. it's cool all over the place. the higher clouds coming off the blowoff from the thunderstorms that collapse over the sierra. look at that kaboom. firing up. blowing up. some of those, you can see how the moisture source once it falls apart heads over to the sacramento valley, then over to us. just ripsnorting due west gusts to 23 at travis. it's an onshore breeze. the higher clouds keeping the cloud cover over us. the low clouds coming in. that's going to enhance the fog. probably lifted enough where it will chew it up soon. but give a little lift. give us a possibility of a few showers. on wednesday, north bay, santa rosa, up to ukiah, again maybe out towards eastern solano, look at thursday, a lot of that

moisture swings in even towards san jose. a possibility, it looks pretty good here as we go forward. the sierra will be going nuts. if you are heading up there, be advised. there will be a lot of thunderstorms. mostly cloudy. low and high clouds. breezy to windy. if you want to say it's cold out there, i won't argue with you. 60s on the temps or 70s. i mean very low 70s. even st. helena, low 71. kentfield, 73. upper 60s concord, pittsburg, livermore. alameda, 59. san jose, 66. 50s on the coast. low to mid-60s on the peninsula from san mateo to palo alto and even redwood city. a little bit less fog on beadz but possibility of showers -- on wednesday but possibility of showers. we'll keep an eye on that for you. 7:23. fans went cray cit -- fans went crazy after another

welcome back. a popular oakland coffee company with a cult-like following is teaming up with a popular san francisco bakery. blue bottle coffee is now collaborating with tartene bakery. the two companies will operate separately but they will start to carry the other's products in their stores. the merger got its start with a text message between the company's founders about a false media report that linked them together. well, they decided, hey, we like the idea and they continued the conversation. getting pumped up about the super bowl. later this morning, a big announcement is expected about next year's big event at levi stadium. the bay area super bowl host committee will announce plans for a super bowl 50 fan village. the announcement will include the name for the village and where it will be located. it will be in san francisco. ed lee will be in attendance

for the announcement. and with the super bowl next year, animal planet is teaming up with animal shelters for the road to the puppy bowl. as you might know, the puppy bowl airs each other on super bowl. this saturday, animal planet and the spca will hold the event. animal planet will pick up the tab for some adoption fees. it takes place at the campus on flora street in san francisco. 7:28 is the time. muni riders issue a challenge to city officials. what they hope to accomplish taking public transit for three weeks and which supervisor said he will accept the challenge. we all noel about the security breaches at mineta airport. but what's being done to stop it. coming up, we'll give you an update and why it could cost millions of dollars to complete the job.

welcome back. good morning. we're live at san jose airport this morning after five security breaches in the past year. the airport says it's doing something to better improve security. brian flores is out there this morning. coming up in a couple of minutes, he's gonna tell us about the plans out there at the airport. >> yeah. >> tuesday, april 21st, i'm pam cook in for tori campbell. let's talk about weather and traffic. and ask steve paulson if maybe we'll see some sunshine today. >> if you are in lake county, it's sunny, dave. >> not reading to lake county. >> all right. >> travis is cloudy -- >> it's gray. yeah. >> we have high clouds over us. mostly come off the coast. i see a lot of cloud cover. that's the remains of what were thunderstorms in the sierra.

there is a lot of moisture there. they will fire up again today. there is enough lift and a little bit of heating. for us, it's mainly the big fog bank. a lot of reports of mist or drizzle. mist or drizzle is back in town. low overcast drizzle. it will be cooler inland. even if you get the sun, it will be cooler. there will be a bunch of 60s, the thunderstorm is going nuts in the sierra. they calm down at night. once you get the afternoon heating, they start to fire up again. 50s on the temps. you combine with a no doubt about it westerly breeze or wind. and it can cut right through you. it will be a cool, cool day. even if you get the sun, this system comes in tonight, i know it doesn't look like much but it enhance the fog bank and give us more drizzle. i think measurable amounts. maybe that could be the trigger for afternoon thunderstorms. north bay and east way on wednesday. thursday for the south bay. 50s, 60s, a couple of low 70s. there he is, sal castanedo. steve, thank you very much.

i like the way you did that sound effect, by the way. very low. all right. let's take a look at what we have now. we do have a lot of slow traffic out there. this is not been an easy morning. last two weeks we've had spring break action. i think for most people spring break is over. this is the macarthur maze and bay bridge toll plaza. it's backed up for 25 minutes before you make it on the span. we're also looking at the commute as you drive on the san mateo bridge. that weather doesn't look that great. we're checking in with the san francisco airport to make sure there are no major delays. right now, there aren't any. they usually happen later in the morning. talking about the, northbound 208, 85 and 101 are slow. we haven't had a lot of accidents. southbound 880 is slow as you approach fremont because of earlier things, just got a new crash at leling. it's 7:34. back to the desk. after five security breaches at mineta san jose

airport in the past year, now they are installing a new higher fence around the perimeter. brian flores is out there now at the airport. you have the details. what's going on, what's it look like? >> reporter: well, i will show you in just a second. we talked about the security breaches here. you mentioned five in the past year. some would say one would be enough. part of the changes you will be seeing here at mineta, you see that difference in the fenceline there? that's just one of a couple of changes they planned in the near future talking about the amount of security breaches. this is at the southwest corner of the airport. airport officials say they increased the fence height to ten feet tall with a foot of barbed wire. this goes above the federal standard for major airports which is a 6-foot tall fence. southwest corner of the airport has been a trouble spot. last month a 20-year-old woman entered into a secured car ghoe area and then last summer, a teen stowed away on a flight from here to hawaii. officials want to increase the

fenceline height throughout the airport but they do say it will cost time and money. >> we recognize this area has a lot more activity due to the soccer stadium, due to the shopping center nearby. we need to start somewhere. we decided this is where we want to focus our attention first. >> reporter: part of the security upgrades they are talking about includes better technology that could include equipment like infrared cameras or motion detection equipment. but airport officials are asking for $9 million to finish the fenceline. right now the south portion of the fence is being paid for by airport dollars. this comes from an announcement from a survey that san jose ranked fifth in security.

definitely a security concern for many people out there, including the airport. back to you. >> all right, brian flores in san jose. thank you. a shakeup in cal's football department after a recruiting coordinator and wide receiver's coaches with put on administrative leave. the 30-year-old was arrested last week in oakland as part of a prostitution sting. police say he solicited an undercover officer online, then showed up at the motel 6 on embarcadero. he's expected to appear in court next month. cal athletics released this statement that says "we're aware of the situation and at this time the university is in the process of gathering more information. coach ingram did not participate in the spring game saturday and has been placed on administrative leave while the university looks into the matter." police in redwood city alerting the community about an attempted kidnapping. it happened last night near clinton street and clin -- clinton street. police say a woman was

unloading her car when someone came up and grabbed her. she screamed and fought off the attacker. the suspect ran away and left the scene in a dark colored car driven by someone else. if you have any details or information about this, call redwood city police. police in hayward arrested a man responsible for several attempted kidnappings. 22-year-old patel was taken into custody last thursday. he's been charged with three counts of attempted kidnapping with intent to commit robbery. the attacks began in february and police say they captured this suspect after staking out the area where the attacks occurred. >> we're very pleased to bring everybody together to announce the arrest and the charging of somebody that's been plaguing our community over the last couple of months. >> police haven't released a photo of him as of yet because sheriff investigators are still actively looking into a fourth

possible case. investigators searched his home. they say they found a knit hatted a a replica gun used in the attempted kidnappings. so far neither patel nor his lawyer have commented on the arrest. a person of interest is in custody after stealing a car with an 8-year-old boy inside. >> somebody took my car and my son was inside. >> somebody took your car and your son was inside? >> how old is your son? >> 8. >> that 911 call was made by the boy's mother after he disappear in fairfield. the boy afather said he put his son in the car while it was warming up in the driveway. he said he had to run back in the house. when he came back, his car and son were gone. >> i was just completely overjoyed with goose bumps. i wanted to squeeze him. i probably hurt him a little bit. [laughter] >> the boy says the suspect told him he did not realize he was in the car. that's when the suspect took

off. police are not saying much about the person of interest at that time. >> one san francisco supervisor says he will accept a challenge to ride muni every day for a month. it's put forth by the transit union to better understand problems with public transportation. tara moriarty is live from the city with which supervisor you've talked to. tara? >> reporter: scott wiener. he says he will accept the challenge. sign a pledge card tat the meeting tonight saying he will ride muni for the next 22 days of june. we know that it won't be too difficult of a challenge for him because he says he rides muni anyway. now, the muni riders say they want him mayor ed lee and the other supervisors to regularly ride buses, street cars and cable cars, so they can better under the limits and secure more funding. >> we have so many challenges with muni and our other transit

systems to build the capacity and reliability for the growing population. and we have to invest in the systems. when elected officials ride transit, that builds support for funding transit. that's why it's important. >> reporter: riders say the leaders who accept the challenge will tweet while walking to or waiting for transit under the hashtag onboardsf. if they fail to take muni, they have to tweet the reason why. the group says it shows 22 day, one for each of the years stating that the city officials and full-time employees shall travel to and from work on public transit at least twice aing with. they say that has not happened and they have a lot of time to make up for. >> thank you. 7:41. a bay area police department could soon be taking crime fighting to a new level. coming up in about 22 minutes,

mostly cloudy. cooler, breezy, drizzle tonight and then not as much fog but a possibility of showers, thundershowers on weard, thursday. a lot of -- on wednesday, thursday. a lot of cloud cover. it will be cooler today. 58 in the city. normal 63. they are running well below as will most inland temps. this system will enhance the fog and give us drizzle. the thunderstorms will continue to fire up over the high country. 50s on the temps. you combine that with a no doubt west wind sometimes gusting over 30. it's a cool pattern. the combination of a couple of areas giving us mostly cloudy skies. breezy, cooler, colder for some. windy in the delta. 50s, 60s for most. a few 70s but a lot of 60s. here is sal with an update on your traffic. been saying east bay. good morning. let's take a look at some of these commutes that are really slow in the east bay. unfortunately that spring break effect we have gone.

we see some improvement at the macarthur maze. westbound at the toll plaza. there's more room here, that's good. we're finally getting a little bit of improvement as you drive through. i want to show you the south bay because that's kind of lit up here as we go to the maps. you can see 101 is slow from the capitol expressway all the way to mountain view. 85 and 280 are slow. 880 is the worst commute from 238 to 237. milpitas. most of that is slow. as i drag the map to highway 4, we've had one after the other crashes on this freeway between pittsburg/baypoint, it's vet slow. a suspect in san jose accused of murder escaped police custody but he was tackled and recaptured. you may be surprised to find out who did it. janine de la vega is joining us live from the san jose police headquarters with more about this and also security issues this race is raising. >> reporter: good morning, dave. and it was the police chief who

ended up tackling that suspect. but it seems pretty crazy that a suspect who is handcuffed and supposed to be in a holding facility that's supposed to be secure was able to escape. we've been told by police that the suspect was brought in from mexico and was in a holding cell when he made a run for it. now you are looking at the back side of the police department where you can see a fenced caged entrance to this holding facility. that's where hector flores arias was seen in handcuffs running away. he was a fugitive on the run. somehow he was able to get out of the holding cell which was supposed to be locked. he scaled a fence and then ran. you can see he fought scraped up duringhy -- he got scraped up during the attempt. chief esqi -- the chief was

driving in. he tackled him. police will be reviewing what happened. arias was originally handcuffed behind his back but was able to get the cuffs to the front of his body. police tell us that they will be speaking with us later this morning about this incident. and how they need to review their security procedures. we did ask if we could speak to the police chief about this incident. but we're told he has a very busy schedule. he is known to be a very humble man. but again, you know, some sort of crazy incident that happened here. but they are glad they got this man back in custody. >> all right, janine de la vega. thank you. 8:04. meantime, san jose police officers may soon have technology to better protect where crimes may occur. at tonight's city council meeting, the finance department expected to recommend spending $500,000 to buy a new crime mapping and prediction system. it would give police officers out on the street, real-time crime information and also help

the police department send officers where they are needed. the crime mapping system they are using right now is about ten years old. new this morning, time has run out for doctors medical center in san pablo. the financially troubled hospital officially closed its doors about an hour ago. ktvu fox 2 reporter alex savidge has been out there all morning. you say employees are still saying their final goodbyes. >> reporter: yes, some of them are still inside kind of wrapping things up here. a tough day for a lot of people. one employee said this place was like home to him and now you can see the sign behind me really says it all. doctors medical center is officially closed. they stopped accepting patients at 7:00 this morning. of course, the real concern for a lot of the doctors and nurses and employees at the hospital is where those patients who live in this community will go for emergency care now. employees gathered for a remembrance ceremony this morning sharing hugs, shedding tears and remembering their

time at this critical public hospital. doctors medical center serves 250,000 people who live in this part of west contra costa county. the staff here have helped mostly low-income patients over the years, many of them covered by medicare or medi-cal. for many years, the struggles with haven't well documented -- the struggles have been well- documented. last spring, voters in this part of the county rejected a parcel tax designed to keep the hospital running. the final day very difficult for employees. >> it's a funeral. most of us have been here for years. we're a close-knit family. it's a devastation for the community should there be a disaster. i've been here for 17 years. i'm not looking forward to starting fresh elsewhere but i'm grateful for the time here and i'm hoping another hospital

gets built soon. >> reporter: in an an attempt to fill the void in the community, life-long medical care, a community health clinic with an urgent care center has opened up across the street from doctors' medical center. but that clinic will not be able to provide emergency care. if that's what patients are seeking, they will likely be sent to kaiser hospital in richmond. alta bates or john muir medical center. but those hospitals, a good distance away. doctors medical center, no longer taking any patients and employees are warning about the ripple affect as many of those patients who used to come here will be traveling to other area hospitals. >> thank you. 8:07. livermore is the lateert city to -- latest city to equip police officers with body cameras. the department purchased 80 cameras. every officer will wear one. they rolled out the cameras a few days ago after months of

testing. the department created a set of guidelines outlining instances when the cameras should be turned on. that include responding to 911 calls, conducting probation searches and during traffic stops. the hope is that the cameras can increase accountability at a time when tension is growing between communities and police departments. >> i think it's a great tool. as an agency, it will a-- it will allow us to better document facts in a case and give us video evidence to support what we were saying. >> the captures camera both audio and video evidence which is automatically uploaded to a secure site. officers don't have the ability to delete any footage. the units cost about $1,000 each. storage of the footage will cost $40,000 a year. san francisco supervisor jane kim wants to take guns away from the armed security guard who guard the muni

continuing investigation. wisconsin governor scott walker is making headlines after making a controversial and uncommon stance on immigration. the likely 2016 gop presidential candidate said he believes the government should protect american workers and wages by curbing not just illegal immigration but also legal immigration. walker says he believes people migrating to the united states, even through legal channels compete for jobs and drive down wages. in the past, walker has supported amnesty for undocumented immigrants but says he does not anymore. there is a new push to remove most humpback whales from the endangered species list. restoration efforts have led to an increase in these whale populations and the ten should be taken off the list all together. two more should be considered threatening including one in

in height to ten feet, the federal standard is six foot tall with a foot of barbed wire. the southwest corner of the airport has been a troubled spot. last month a 20-year-old woman entered through the fence line into a secured car gore area. last year, a teen stowed away on a flight. but airport officials want to eventually increase the fenceline height throughout the entire airport. but they do realize it will cost time and money. >> we recognize this area has a lot more activity due to the soccer stadium, due to the shopping center nearby and we need to start somewhere and we decided this is an area where we want to focus our attention first. >> >> reporter: some of the dig that you can see -- technology that you can see, including cameras and motion detection equipment. they are asking for additional funding about $9 million to finish the fence line and add some of that equipment.

and carrying a duffel bag. they also say he may have injuries on his hand and face from the fire. police in hayward arrested a man responsible for several attempted kidnappings. the 22-year-old patel was taken into custody last thursday, charged with three counts of attempted kidnapping with intent to commit robbery. the attacks began in february and police say they captured their suspect after staking out an area where the attacks had occurred. we're very pleased to bring everybody together to announce the arrest and the charging of somebody that's been plaguing our community over the last couple of months. police are not releasing a photo of patel because the sheriff investigators are looking into a possible fourth case. investigators say they searched his home. they say they found a knit hat and a replica gun used in the attempted kidnapping. so far, neither patel nor his lawyer have made a comment on the arrest.

a san jose priest facing bank fraud and tax evasion charges, according to the san francisco chronicle. he had sole authority over the vietnamese catholic center between the years 2005 and 2008. during that time, he's accused of depositing $19,000 in donation checks into his personal account. officials also say he didn't declare more than a million dollars in income to the irs. he worked for the archdiocese of san jose for more than 20 years. also happening today, an uber driver accused of intentionally hitting a cyclist in san francisco is due in court. the 38-year-old emmerson of daly city was arrested and charged with assault with a deadly weapon. he's behind bars on $75,000 bail. the incident happened near fisherman's wharf on sunday. witnesses tell police that the cyclist was yelling at banging on the car's window. when the suspect used the car, then, to intentionally bump the
