urticaria. good afternoon, everybody. i'm brian flores. we are following breaking news out of richmond this afternoon a. public health advisory is out for that area. we spotted what looked like flare-ups from the chevron refinery just in the past hour. chevron says it was part of normal refinery operations but now the contra costa health services say they are investigating an incident there. the health advisory has been issued for richmond, north richmond and san pablo for people with respiratory

problems. the health department says most will not be affected by eyes, skin and throat irritation may be possible. there's no shelter in place order. we will of course keep you updated on this advisory. in the meantime san jose police have just wrapped up an intense standoff with a parolee hold up in a home. it began at 4:00 at the home of the 2700 block of mckey road. police surrounded the building and demanded that he come out. after waiting for hours, s.w.a.t. officers used flash bang grenades. police say this all started when a family member called 911 about an unwelcomed visitor. they say the man was a recently paroled cousin who refused to leave. he may also have been using drugs. police say they determined he also had a warrant for his arrest. they weren't sure if he was armtd, but they used -- armed but they used caution just in case. he was taken into custody within the last hour. new at noon, super bowl 50 is coming to the bay area and

today we're getting our first look at the small village that will pop up to host all those football fans. super bowl sunday is set for february 1 at levi stadium in santa clara but thousands of football fans will spend days throughout the bay area. now organizations are unveiling new details about what we can expect. sal castaneda is live with the very latest. good afternoon. >> reporter: good afternoon. super bowl 50 in santa clara as you mentioned but a lot of the events will be here in san francisco and my cameraman is showing you a little of the area that willen transformed into a fan fest for fans to gather and attend exhibits, meet players and coaches and see entertainment related to super bowl 50. i want to show you some artist renderings released by the super bowl 50 host committee san francisco. this is what the fan fest will look like. the area will be called super bowl city and will be located

at the embarcadaro taking up a good portion of justin herman plaza and an area near the san francisco ferry building. the event organizers expect a big crowd to attend. it will be free to everyone. no game ticket required. >> it will be family friendly, looft fun activities for n.f.l. -- lot of fun activities for n.f.l. fans, for people who want to come down to the waterfront and anticipate in all the energy of super bowl 50. >> reporter: today's announcement features super bowl committee host members, san francisco mayor ed lee, former 49 greats, including ronnie lott. the super bowl will be in santa clara but many of the events will be in san francisco where a majority of the people visiting will stay in hotels like the hyatt regency and others. san francisco and the bay area recognize super bowl 50s importance as a marquee event for the national football league. >> when you're hosting a super bowl, there's also an honor and

a responsibility that goes with that when you're hosting super bowl 50, the honor and the responsibility goes up a notch so we recognize that. we want to produce a super bowl that celebrates the historic milestone for the n.f.l. , makes them proud to be hosting super bowl 50 here in the bay area but we also want this super bowl to be a celebration for the bay area. >> reporter: now, in this era wherever there is a big event, we're going to have a lot of security for this event. we already know it. in fact, this area -- as you can see, officers hang out at justin herman plaza but this is the area we're showing that you will be transformed into a village using temporary structures and it will be up for a weefnlgt again, it's going -- for a week. again its going to be called super bowl city. my colleague is inside. he's hearing more details about what you can expect to find here at super bowl city and perhaps what other events will be leading up to super bowl 50 here in the bay area. brian, let's go back to you. >> all right. a lot of people looking forward

to that including you, my friend. thank you, sal. we're getting word of a possible bacterial meningitis case at st. mary's college in mile an hour rag ga. the school notified the contra costa health department as the student had to be taken to the hospital after presenting symptoms. the student underwent tests. the results are expected to be back this afternoon. the germs that cause meningitis are contagious but are not spread by casual contact. but as a precaution, st. mary's students worried about exposure are being offered antibiotics. time has run out for doctor's medical center? san pablo. the hospital couldn't make the finances work and has closed its doors for good. alex savage was there this morning as staff said good buy to the hospital that was a beloved part of the community. >> reporter: sharing hugs and shedding tears, employees of doctor's medical center came together on the front lawn this morning for an emotional ceremony, saying goodbye to a hospital that helped so many. >> it's very difficult.

it really hit me today when i came in. it's a funeral because most of us have been here for years and we're a close-knit family. it's a devastation for the community. >> reporter: the financially strapped public hospital in san pablo officially shut down at 7:00 this morning. this facility served roughly a quarter million people in west contra costa county. most of the patients were low income and lacking insurance. i feel for the community. it hurts a lot to have to walk away from this place. >> reporter: and this building holds a lot of memories for doctors, nurses, and other staff members. neurodiagnostic technician john whac beer has worked here -- whacker has worked near 50 years. >> it breaks my heart because i worked at other hospitals and i always come back to this one because i really feel you get superior care here. >> reporter: over the years patients with no other options came here to this emergency

room to get care. but now that the doors are closed here, the big question is how far will they have to go to get help? patients will likely have to go to kaiser hospital the in richmond, alpha bates in berkley or john murrah medical center in walnut creek, a long way to travel during an emergency. >> many of the people that walk through these doors walk through these doors one step from death. that extra distance will pose a threat to their health. >> reporter: a serious warning, patients potentially at risk as this true community hospital closes its doors for good. alex savage, ktvu fox 2 news. >> los angeles firefighters rescue add woman this morning who -- rescued a woman this morning who was trapped inside her car after it plunged down an embankment. speak lost control of the car and crashed about 150 feet down. it then became wedged upside down in a ravine. rescuers hiked down and pulled

the woman out. they brought her up in a stretcher. she was taken to the hospital with a nonlife threatening injury. the cause of the crash still under investigation. one san francisco supervisor says he will accept a challenge to ride muni every day for about a month. it's a dare by the transit riders union to try to get the mayor and other city leaders to understand problems with public transportation. supervisor scott wiener says he's going to sign a pledge card at tonight's supervisors meeting vowing to ride muni for the first 22 days in june. >> when elected officials ride transit, -- [indiscernible] that'sities' important. >> most cases if they just take it for a day or two they're not going to notice what's going on. if they're forced it ride on it for a month or so they'll see the problems the rest of us see. >> the group says it chose 22 days to represent one day for each of the years since 1993 when voters passed prop aa stating that city officials and full-time employees will travel

welcome back, everybody. the penalty phase of the boston marathon bombing trial is under way, and the jury is hearing testimony on whether dzhokhar tsarnaev should live or die for his crime. a woman who lost her legs in the bombing was the first to testify. she recalled being thrown into the air and landing hard on the sidewalk after the first bomb exploded. prosecutors argue the 21-year- old tsarnaev should be sentenced to death. tsarnaev's lawyers, however, are expected to continue portraying his older brothers a the mastermind of the attack that killed three and injured 260 others. tensions are ramping up once again between the u.s. and iran. ships from both countries potentially on course to face off in the waters off yemen. sources say an american aircraft carrier is now shadowing an iranian convoy.

fox news national security correspondent has more. >> reporter: the u.s. navy is fortifying off yemen. u.s.s. roosevelt is joining other vessels prepared to block any iranian ships from supplying weapons to the rebels. the united states security council emposing an arms embargo last week. iran denies it's arming the rebels while the white house says there's evidence to the contrary. >> it will only contribute to greater violence. >> reporter: a saudi-led coalition hitting rebel targets with air strikes. the fighting seen by many as a proxy war it saudi arabia and iran. tehran, a strong critic of the military operation. >> we hope that everybody comes to their senses and we hope that the iran proposal is realized. it's for an immediate cease- fire addressing the situation of the injury and a yemeni-

yemeni meeting to find solutions. >> reporter: the u.s. -- [indiscernible] -- the obama administration says it won't be working with iran on yemen. >> are we looking for a way to work with our partners with the gulf countries, other countries to make the region more stable? of course. does that include iran? we always said we would not be coordinating with them on these issues. >> reporter: there are about nine u.s. war ships near yemen. the deadline for a nuclear deal with tehran is june 30. at the pentagon, jennifer griffin, fox news. back here at home, police in san jose are taking a closer look at their security procedures after a murder suspect escapes from custody and is tackled by the police chief. from this picture you can see the chief of the san jose police department, his shirt was ripped in the showldzer air and his arm scraped up in the scuffle. -- shoulder and his arm scraped off in the scuffle. he saw a handcuffed man running away from a temporary holding

facility. it was 26-year-old hector flores arias wanted for murder since 2009. the chief jumped out of his car, chased him and tackled him a half a block away. police say arias was in the department's temporary holding cell. they're he reviewing security procedures to see how he was able to escape. >> we're trying to determine how the person defeated our security system. in addition to our internal investigation, we'll also have people come in to audit what we currently have. >> police say arias was handcuffed behind his back but he managed to move his cuffs to the front of his body. police also say he was brought in from mexico where he allegedly bit two officers and tried to disarm another while he was being arrested there. a blue ribbon commission on marijuana policy held its first meeting in los angeles this morning. the commission was established by lieutenant governor gavin newsome. there will will be two sessions. today's is focused on public safety. future forums will cover

regulations and tax and safety. newsom says there are many unanswered questions about its impact. >> i don't want to see big tobacco become big marijuana. i don't want to see every single street corner store turn into a medical dispensary. i don't want to walk down the streets or to the playground with my kids and smell it. >> many analysts say the odds are good that marijuana will be legalized in california by a ballot initiative in 2016. right now there are four states where recreational use of pot has been legalized. washington and colorado. alaska voters passed a law last november legalizing marijuana use in private. and oregon approved legalization that starts on july 1. marijuana also legal in the district of columbia. time now 12:16 in the afternoon. a little bit foggy. a little bit chilly. but will it equate to rain? i don't know. rosemary does, though. >> i sure do. maybe a little bit of drizzle, a few scattered showers.

thank you, brian. outside our doors at this hour, temperatures are down by a few degrees over what we had yesterday as our cooling trend continues around the bay area. again, mostly cloudy skies around the area. areas like livermore, san jose in the low 60s at this hour. partly sunny skies outside your door. but for san rafael, san francisco and oakland, in the 50s. and plenty of cloud cover. some of us with drizzle this morning and into the afternoon as well. take a look at all that cloud cover. some of it is fog and low clouds. some of it is mid and high level clouds drifting from the sierra. if i back up just a little bit, we have thunderstorms firing off yesterday afternoon. you can see here we've got rain falling and thunderstorms expected once again. so the mid and high level clouds that you see from time to time overhead, that is where they're coming from. our pattern is going to change very little as we get into the next few days. the on shore breeze strong for some. we have 32 mile per hour gusts reported in fairfield. 25 at concord and oakland 16. so cloudy, school and breezy.

as we get into the afternoon, mostly cloudy. along the coastline i think we'll see a late break like we did yesterday with partly cloudy to mostly sunny skies. as we get into the second half of the afternoon, at least away from the coast, our north bay will be partly cloudy for the second half and then a color coding here for you as far as our temperatures go, 50s at the coast. a lot of 60s. a few pockets of 70s. 70s in the forecast for areas like antioch and brentwood. but some of these spots in the 60s today. just two days ago the second half of the weekend, on sunday, we were in the 80s. so quite a difference. take a look at some of these numbers here. 67 for sonomo this afternoon. 62307 novato. 60 degrees in sausalito. these numbers aren't bad but when you're mostly cloudy, it's going to feel cool and breezy. 62 in oakland. 66 in walnut creek. 68 for pleasanton. we do have partly cloudy skies in the forecast for the second half. 66 in san jose. 67 for saratoga this afternoon. along the peninsula, going into

the 60s as well. 65 redwood city. 62 san bruno. san francisco struggling today. only 58 degrees expected for you this afternoon. palo alto, you'll warm to 65. the extended forecast, again a mix of sun and clouds, patchy drizzle. even a slight chance for a few sprinkles as this unsettled weather continues for tomorrow, thursday. even into friday, but by the time the weekend arrives, your bay area weekend always in view showing you temperatures will be climbing some. we'll still be on the mild side but, you know, we're still in april. partly to mostly cloudy skies. unfortunately what we get in the way of wet weather not going to be anything like what- - >> our hopes get up and all of a sudden get dashed. thank so you much. >> you're welcome. fox has launched its billionth acts of green project. from planting a tree to buying local produce, you too, can go green. one organization called the center for urban education about sustainable agriculture is bringing a slice of the farm to the city. each week a group of local

farmers bring fresh produce to sell in front of the san francisco ferry building. buying locally means your produce was most likely picked less than 24 hours ago and had to travel less than a hundred miles to get from the farm to your plate. that means reducing your carbon foot print. >> these were picked late yesterday. we also have the raspberries which are freshly picked, too. we have the squash plants. >> fresher is better. >> it's better. >> we have a little tiny backyard garden and we can grow probably -- we can pick maybe two strawberries a day but it's not enough. so we come down here. >> did you know that if you buy your produce at a grocery store, chances are it's lost half of its nutritional value. experts say that's because once fruits and vegetables stop receiving nutrients from their parent plant, they start to decay. we are partnering with earth day's networks billionth acts of green national movement.

welcome back, everybody. so far earnings results have sent stock indexes in different directions today as traders assess the dollar on corporate earnings. as we take a look at the big board, the dow is down. s&p trading up 2 points. nasdaq down 23. an oakland coffee company with a cult-like following -- i'm part of that cult by the way -- just kidding. heating up with -- teaming up with a bakery. they announce add new collaboration. the to companies will operate separately but will start carrying the other's products in their stores. the merger actually got its start with a text message between the company founders about a false media report that linked them together. well, they decided they liked the idea and continued the conversation. with five security breaches in the past year, the san jose airport is taking steps to keep

unauthorized people out. airport officials increased the fence height on the southwest corner of the airport to 10 feet tall with another foot of barbed wire on top of that. the area has been a trouble spot. just last month a 20-year-old woman entered through the fence line into a secured cargo area. then last year as you recall, a teenager stowed away on a flight from here to hawaii. airport officials say they plan to raise the fence line throughout the entire airport. >> we recognize this area has a lot more activity due to the soccer stadium, due to the shopping center nearby. and we need to start somewhere. and we decided this was an area where we want to focus our attention first. >> the airport says it hopes to improve its surveillance equipment by adding infrared or motion detection cameras. the higher fence should be finished by late summer. 1200 people filled stanford's memorial church to hear oprah give a speech on how to live a meaningful life.
