temps to cool off. they've been running very warm for the longest time. not this morning. these are some lows, i saw, santa cruz 51. pacifica, san francisco, all around 50, 51. pretty brisk for them. finally the coast cooled off. the water temps cooled off. abundant moisture streaming off the sierra will play into our weather. we'll get clearing. there's already breaks in the low clouds. it will not be as cloudy as it was yesterday. we'll get sun. i think the clouds start to develop later today. mid-50s for some. 50s for others. a low in southern california will send back in a lot of california. so morning fog, drizzle, then sun and then we'll start to cloud up again. it will be a combination of low clouds in the morning. a little warmer. upper 60s to near 70s but north bay, east bay, sierra, possibility of showers and clouds. sal, you've had to a lot to

talk about. >> we've had a couple of ibs debtses. some of them serious. we'll start off with a typical commute on the bay bridge approach. you can see it's backed up for a 20-minute delay. not a big deal as you drive through. you will see slowing as you drive through san francisco. there are no major problems. this is a look at interstate 880 northbound and southbound, you can see traffic is moderately heavy in the area. also in the east bay, traffic is going to be moving along very slowly as you drive in the altamont pass and into the livermore valley. has been very slow. i want to mention a crash in the south bay on the lark avenue onramp -- lark avenue at los gatos boulevard. it's an overturned vehicle there. be careful if you are going through that very busy intersection. lark avenue at los gatos boulevard. chp now says that all westbound lanes of highway 50 in sacramento should reopen in the

next hour after a deadly crash involving a wrong way driver. four people died in the crash which happened before 2:30 this morning on highway 50 at stockton. a toyota prius was headed eastbound in the westbound lanes. it went several miles before colliding head-on into a pickup truck which burst into flames. >> suddenly, i could see a fireball ten feet up in the air. i move over to the shoulder and 911. >> the prius driver and all three people in the pickup truck were killed. the investigation continues. back to the desk. >> all right, sal. thank you. we have new details on developing news out of martinez. this is a live picture from the scene on pine street near highway 4. a fire this morning. we're learning that a police officer on his way to work was hurt. he was rescuing another injured resident from a two-alarm apartment fire here. the fire started about 5:45 this morning.

it was in a lower floor unit in an apartment that quickly spread to an upper unit. we just got this cell phone video in of that fire. fire officials say one person who lives in the apartment building had to be treated for smoke inhalation. a police officer headed to work at the nearby martinez police department, heard about the fire. he rushed over there. that officer inhaled smoke trying to get people out of the burning building. now, fire crews say both injuries are minor so far. several other residents were forced out of the their homes. >> we to have a lot of units evacuated. you know, we have the two units involved but then any unit on any side of that is also evacuated. we evacuated another building that's right adjacent to where the fire unit was just out of an abundance of caution. >> fire crews got everything under control, about a half- hour ago. they expect to be out there on the scene for quite some time. still, the cause of the fire is under investigation.

contra costa county firefighters standing watch this morning over another early- morning fire. this one is in walnut creek. the home on la casa via was engulfed in flames when fire crews got there at 4:00. it took them an hour to bring it under control. firefighters don't believe anyone was inside the home at the time of the fire. this is right near john muir medical center. the fire marshal said there's no sign that it was deliberately set. police in santa rosa are trying to figure out if three attacks on women may be connected. tara moriarty joining us live to show us where these attacks occurred and also there is a police sketch of the attacker. you are at spring lake where one of the attacks occurred. >> reporter: yes. and a woman says this is not going to prevent her from taking her bike ride around

this lake every morning. we're here at spring lake. it's one of three spots where the attacks happened according to police. here is a map to show you exactly where the first near railroad square last july when a woman says that a man on a bicycle attacked her near west third and the santa rosa creek. in february, a woman had just started her jog at spring lake when a man grabbed her. the most recent case took place monday afternoon shortly after 2:30 when a woman was assaulted on a walking trail in fountain grove. now, this is a sketch of the man whom the victims describe as white, in his 30s, tall, around 6 feet, with characteristic, suggesting substance abuse or a mental disability. that's because police say the suspect had features similar to someone with down syndrome. the stranger appeared stunned when the women tried to fend him off. >> i work in the nonprofit field. it makes me sad to know he's

without resources but i also feel horrible for the victims. >> reporter: now, detectives say there was substantial physical contact in this, enough to qualify it as a rape. there is a $25 reward offered. back to you. people in the south bay are looking for a missing 17-year- old boy. deputies say conner sullivan was last seen about 7:00 monday morning. the family says conner attended his first period class at monta vista high school but missed the rest of his classes and has not been seen since. now, conner is 5'5", weighs about 150 pounds. take a look. there is a photo of him on our screen. anyone with information is asked to call the santa clara county sheriff's department. in daly city a grandmother is asking for help to find her 16-year-old granddaughter missing since sunday. family members say destiny has

mental disabilities and is on medication. she likes to go to ceremony mall. on sunday afternoon, she was found in the parking lot of a boston market near the mall. police took her home and she left again. defendantny's grandmother says the teen has been seeking a relationship with her biological mother but she's also been making contact with a man online. >> that's the scary part about it, that she would go with someone that could potentially hurt her. >> police put up missing flier posters around ceremony hall. she doesn't have a cell phone but anyone who has seen her is asked to call police. police in san jose, they are teaming up with police in denver. they are trying to find a south bay woman. she's not in trouble. it's all because of a thank you note she put on a police car in colorado. ktvu fox 2's janine de la vega joining us live in san jose. so tell us more what this is

all about. janine? >> reporter: the mystery woman's name is lauren. she lives in san jose and visited denver earlier this month. she left a note on a police officer's car there in denver. this officer, she didn't even know him. now, here is a picture of that note that she left on a ripped line piece of paper. it was on a police lieutenant's patrol car. denver police are trying to find her and they posted it on the facebook page. her note states dear officer, i'm from san jose, california. relost an asset to and i a maizing team. thank you for -- to an amazing team. thank you. you are important. i'm superthankful for you. hope you have a wonderful weekend and god bless. she left the note the week after mike johnson was killed by an armed man which moved her to write this. denver police want to thank lauren because this note really

and islamic extremist in paris saying he planned to attack church. the 24-year-old algerian man is accused of killing a woman shortly before he was arrested on sunday. police say the arrest came after the man shot himself by accident and then called for an ambulance. the police who responded said they found a blood trail leading to his car and the car was filled with loaded guns and notes about potential targets. under heavy public pressure, the santa clara city council says it needs more time to study a controversial parking proposal idea from the 49ers. last night about 200 soccer moms, dads and young players held up these suns before last night's meeting opposing this idea. then they packed the city council meeting and voiced their objections to the 49ers' idea to use three soccer fields next to levi stadium for extra parking. the team is proposing to lease the fieldses for $15 million.

at the toll plaza. highway 24, then the toll plaza. westbound 24 is going to be a little bit slow as you can see in la fayette, getting to the oakland side. i did mention the toll plaza because a lot of people travel from highway 24 here and it's backed up for a 15, 20-minute delay. not as bad as it was yesterday for some reason. we won't ask any questions. let's take a look at northbound 17, 85 and 280. slowing there on 101, 280, 85 all of the freeways. nothing major yet. it might get heavier in the future. but right now, it's still a do- able commute. what's kind of a bright spot, if you drive this way every day. 101 and mountain view and sunnyvale is not that bad. let's just kind of keep it quiet and hope it stays that way. 7:18. let's go to steve. >> no. really? >> we were hoping it stays that way. well, mostly cloudy skies. there are a few more breaks in the low clouds. but the higher clouds will be on the increase later on. the key -- couple of things

going on. >> ocean temps finally cooled down. that helps the fog. no heat in the valley. there was over the weekend. not that much. you are not seeing 890 in -- seeing 90 in sacramento. they were really cool yesterday. a cool air mass allowed the coastal temps to cool off. water temps have been warm. that's not the case now. these are some of the observed temps. 50 to 51, santa cruz, half moon bay, pacifica, san francisco, bodega bay, you can also throw daly city in there as well. if you live over there, you are like it's cold. it is. yesterday, very chilly. these are the average highs. these will be the highs. crows to slightly -- close to slightly below. it might feel like a little chill in the air mass. low clouds will slowly here from north to south. mostly cloudy here to start. the key is the moisture over the sierra which has been -- going crazy.

some of this looks like it's poised to move closer to the north bay and east bay. 50s on the temps. upper 40s, right at 50 for santa rosa. 51 san francisco. napa is 52. here is your cooler water temps. 50 at san francisco buoy. that helps in the overnight lows. helps on the fog formation along with a couple of systems. look at the low in southern california. it's going to wrap back in some cloud cover off the sierra coming in from the -- well, the spine of the sierra. some of that, i think will work it way later today -- its way later today. wednesday afternoon, wednesday evening, towards mendocino county, and then lake county, napa county, maybe solano later today. down to santa clara by tonight. it will be close. after that, we have another system coming in friday to saturday that will give us a cool, cool pattern. a lot of clouds, drizzle. breezy at times. not as windy. slightly warmer today compared to yesterday, i would hope so. again, cloud cover building up

however it has been pretty slow. san mateo bridge. that's not a bad commute here. it's crowded when you get onto the span. has not been all that bad the when you get to the peninsula, we're looking at traffic on 101 that's a little bit slow? san mateo. 101 at 9 and then you drive down -- at 92 and then you drive down to mountain view. not quite as bad. in the south bay, not quite as bad. 280 and 85 are slow in the northbound direction. 7:33. let's go back to the desk. new developments for you in connection with monday's amber alert for that young boy in fairfield who was inside the family car when the cash was stolen -- car was stolen. alex savidge is in the newsroom to show us the videos between the police and the little boy's parents. >> a lot of back and forth here. well, in the middle of that grantic search going on on monday -- frantic search going on on monday, the missing boy's mother wound up in handcuffs.

shoe grew more and more angry as officers were repeatedly asking her for permission to search the home so they could take sure the boy wasn't inside. is there a reason why you don't us to go in there? >> yes. i don't want you in there. it's my house. i don't want you invading my personal space. >> okay. >> i'm not -- i'm not the suspect of any type of crime. there's no reason for you to be inside my house. no. >> and fairfield police released that footage from an officer's body camera overnight. you can hear an officer trying to explain to the mother of 8- year-old brock guzman why they needed to check the home, just in case the boy had somehow made his boy inside and maybe was hiding there. the mother got into a heated exchange with officers who eventually took her into custody. the guzman family released cell phone video of police pinning her to the ground and cuffing her. >> what am i doing?

>> listen to me. >> what am i doing? >> there is an amber alert for him. there is a countywide -- all of the news people are en route. >> i can't breathe! >> the guzman family said officers went too far using excessive force. they are planning to file a formal complaint against fairfield police. the family said they were worried their two dogs might attack police officers if they went inside the home. >> obviously the officers need better training on how to deal with a mother that is hysterical about losing her kids. you heard the 911 calls. she's hysterical but answers every question. that's what they were doing. they were answering her questions and she was answering them. but she was upset. >> brock was asleep in the family car with the engine running when it was stolen on mondayern mooing, triggering amber alert. the boy was found a few hours later unharmed. investigators are questioning a person of interest in the case.

and officers at the scene say they grew suspicious when they look through the front door of the home and saw what they thought might have been blood on the carpet, what turned out to be nail polish. fairfield police say all along their primary concern was the child's safety. they, of course, had officers at the hole. but also a number of officers throughout the city searching for the stolen car. they say that this young man's parents, this little boy's parents were interfering with this ongoing investigation. dave? >> very interesting. alex savidge in the newsroom. thank you. two armed robbery suspects were arrested last night after a police chase through the east bay. one of our freeway cameras actually captured part of the pursuit on interstate 80 in emeryville. the two men were wanted in berkeley for an armed robbery. their car later blew out its front tires at the powell street ramp onto 80. then the men ran off. you can see the passenger was caught while the driver ran on the freeway crossed both eastbound and westbound lanes.

we've spotlighted him as he ran across the freeway. officers tracked him down to a parking lot of a chevy's restaurant where he was taken into custody. there are new developments in the fight to keep a mobile home park in palo alto from being shut down. we've been telling you how the owner of the buena vista home park wants to tell to developers. it's the last remaining mobile home park in palo alto. last night, the santa clara county board of supervisors voted to find a nonprofit agency to take over the property. the owners want to fill the property and give the residents buyout. 7:37. you know today is earth day and san francisco mayor ed lee will announce a new campaign to reduce greenhouse gas emotions -- emissions. it's called the 0, 50, 100 roots campaign. the goal to send zero waste to the landfill, reach 50% sustainable travel like bicycles or public transit.

help the environment out as well. several locations to drop off electronics like buy to get more information at the website. experts say 50 million metric tons of e-waste is disposed each year. in the state of california, it's illegal to dump old computers, monitors, televisions in the regular garbage. they are urging you to drop off any old electronics and get it recycled. plenty of places to do that. best buy, one of the locations it takes all of your old electronics, like a walkman, cd player, mobile phone, even older appliances. in some instances they will haul it away for free. as we take it back out here live, plenty of locations to get your electronics recycled. we'll go to a recycling plant an e recycling plant in livermore. talk more about that. i have an old laptop here from one of our reporters john

a bill requiring school children to be vaccinated is undergoing last-minute changes. the controversial legislation would eliminate came's personal belief exemption. critics say the bill is unstootional and denies their right to a public education. so the bill's author has amended it to allow unvacs nagetted children to be -- unvaccinated children to be home schooled in groups. that's part of the independent study program. it's unclear if it will be enough to salvage the bill. health officials are warning students and faculty in morago about a confirmed case of meningitis. a student got sick on monday and is undergoing treatment. six other students in close contact with also being treated with antibiotics. the health department doesn't expect an outbreak but it's urging everyone to take precaution. >> we want the community to be vigilant. any signs, whether it's fever,

agency is charging higher rates and that violated the proposition passed by voters in 1996 that bans government agencies from charging more for services than they actually cost. a spokesman for san francisco's water agency says it won't be affected because they base their rates on how much it cost to deliver the water. >> what the judge has ruled is that you can't have a conservation reasoning for setting tiers. you have to start with the can costs of service justification first because that's what proposition 218 requires. >> governor brown didn't like that and said this puts a straitjacket on local governments at a time when maximum flexibility is needed for saving water. the santa clara board of supervisors voted to explore water salenation. that takes the salt out of satellite water making

we'll talk about a lot of the east bay commute. we have a lot of slow traffic out there. starting with the king of east bay slowdowns, the bay bridge toll plaza backed up for 20 minutes before you make it on the bridge. once you make it on the span, it looks better in san francisco. speaking about some of the other delays, talking about san mateo bridge and the traffic there is busy all the way across from the east bay to the peninsula. when you get there, highway 101 at 92 has been slow. we haven't had any major problems there. slow traffic is one of the things you will see. we have westbound 24 from orinda all the way to oakland, it will be slow. we had a couple of things, stevens, one reported before the caldecott. safe to say you need to give yourself a few extra minutes if highway 4 is your commute. i just got this in at 8:00. they just reported a new crash with no injuries. but it's on the nimitz freeway, northbound 880. we'll see if that's going to start causing delays on 880 getting into oakland. one last thing. unfortunately, i have to tell

you about highway 50. a deadly crash here. it just reopened in downtown sacramento after that deadly wrong-way crash. it left four people dead. chp says a toyota prius was headed eastbound in the westbound direction. at about 2:25 this morning, it apparently drove for several miles of colliding head on with a pickup truck which burst into flames. the prius driver and all three people in the pickup truck were killed. >> i could see a fireball like 10 feet up in the air and then i move over to the shoulder and then 911. >> lanes of the highway were closed for five hours during the investigation and cleanup. but again, chp has just reopened westbound 50 through this area. there's still some backups in the area still. back to the desk. 8:04. new this morning, a police officer in martinez was injured trying to rescue people from an apartment fire. these are live pictures.

this is pine street near highway 4 in martinez. here's dramatic cell phone video to show you just how intense the flames were. this started about 5:45 this morning. a ground floor unit. it quickly spread to an upper unit. firefighters say one person who lives in the apartment building had to be treated for smoke inhammation -- inhalation. a police officer trying to make sure everybody was safe also suffered smoke inhalation. >> the officer on duty was injured. is with coming back -- he was coming back to the station. he came back to lend his assistance to the effort to try to make sure folks were safe and getting people out. >> the resident who suffered smoke inhalation was taken to the hospital. the police officer was checked out at the scene. the fire crews got everything under control about 6:30. they expect to be out there for some time. the cause of the fire is still

under investigation. firefighters are watching another early-morning fire in contra costa county. a ranch style home on la casa via road was engulfed in flames. when the fire crews got there, this is what they saw. it was a two-alarm fire. started about 4:00. took firefighters about an hour to get it under control. they don't think anyone was inside at the time of the fire. this is near john muir medical center. the fire marshal said there are no signs at this point it was deliberately set. police in santa rosa are trying to figure out if three attacks on women are connected. tara moriarty joins us now from spring lake where one of the women says that she was -- says that she was assaulted. >> reporter: police believe this attacker could be mentally impaired. he seemed shock when the women tell him no or try to fend him off. people we've spoken to say they feel sorry for him. but they feel even worse for

these women who are being attacked. one of those places, of course, here at spring lake in february police say a woman was attack as she begun her run. last summer, another attack near railroad square in downtown santa rosa. most recently monday afternoon on a walking trail near round barn boulevard in fountain grove. this is a sketch of the man who the victims describe as white, in his 30s, around 6 feet, characteristics suggesting substance abuse or a mental disability. >> even her son had told her, i don't want you going out unless you have a taser or mace. go out in pairs and always be aware of your su lowndings -- surroundings. >> reporter: again, today you brought your walking stick for her just in in -- just in case. >> just in case. have to be safe. >> reporter: detectives say there was substantial physical contact in all three of these

morning involving the amber alert issued on monday for a little boy in fairfield in the family car when the car was reported stolen. well, ktvu fox 2's alex savidge is in the newsroom now to show us the videos between the police and the boy's parents. good morning. >> good morning. a lot going on here. fairfield police repeatedly were asking for permission to check the family's home just to make sure the boy wasn't inside. but the boy's mother refused and she got into a heated dispute with officers and eventually she wound up in handcuffs. >> my [bleep] baby is gone. these guys are -- >> okay. can we get her in the car? >> i can't breathe. >> overnight, fairfield police released this footage from an officer's body camera. police arrested the mother of 8- year-old brock guzman because they claim she was interfering

with this investigation and became combative. her husband was arrested as well. before the arrests, police had been trying to convince the parents they needed to search the family home just in case the boy had made it inside. >> is there a reason why you don't want us to go in there? >> i don't want unin my house. it's my house. my personal space. i do not want you invading my personal space. >> okay. >> i'm not -- i'm not the suspect of any type of crime. there's no reason for you to be inside my house. no. >> okay. i didn't say you were the suspect of a crime. >> now, the family claims the officers went too far and used excessive force. they plan to file a formal complaint against fairfield police. the family says they were simply worried that the two dogs might attack officers if they went inside the home. >> obviously, these officers need better training on how to deal with a mother that is hysterical about losing her

kid. you heard the 911 calls. she's hysterical but answers every question. that's what they were doing. they were answering her questions. she was answering them but she was upset. >> brock guzman was asleep in the family car monday morning with the engine running when it was stolen from the driveway. that triggered the amber alert. the boy was found a couple of hours later unharmed. investigators are questioning a person of interest in the case. initially officers at the scene became somewhat suspicious because they looked through the front door of the family home and saw what they thought might have been blood on the carpet. that turned out to be nail polish. fairfield police say all along their primary concern was finding that little boy and his parents by the way were released from custody without any charges being filed against him. thank you. police are checking surveillance video to determine how a murder suspect escaped

fight with police in mexico where he bit two officers and attacked another. san francisco is celebrating the expansion of the pit stop public toilet program. a solar powered toilet is open from 2:00 until 9:00 p.m. tuesday through friday. it's staffed within aandant -- with an attendant. it's been expanded to a year. people who live in the area say the program has reduced the amount of times that they see people going to the bathroom on the streets. new developments in the fight from keeping a mobile home park from being shut down. we've been talking about this. the owner wants to sell it to developers. it's the only remaining park in pam. the san jose mercury news reports last night, the santa clara county board of supervisors voted to find a nonprofit agency to take over that property. the owners want to sell it and give the residents buyouts.

under heavy publish pressure, the santa clara city council has decided it needs more time to study a controversial parking proposal from the 49ers. about 200 soccer moms, dads and young players held signs before the meeting in opposition to the proposal. then they packed the council meeting and voiced their objections to the 49ers' plan to use three soccer fields next to levi stadium as additional parking. now, the team is proposing to lease the fields for $15 million plus a share of the portion of the parking fees with the money going to find soccer fields elsewhere. >> in the ideal world, the properties, the soccer park would be moved to a location that's comparable to what we have. the 49ers would pay for it as they had promised and then the city would then dispose of our property of fair market value. >> the 49ers don't take it personal. i don't take it personal. i think we have to get to the point where we have the best solution to the community, the stadium, soccer parents,

most beautiful woman. good for her. she's 50. she laughed when she heard the news and thought it was ridiculous. bullock's most recent movie was gravity starring with george clooney. bullock says that she feels most beautiful in her role as mother to her 5-year-old son. kylie jenner is telling her fans to be themselves to be beautiful. this is called the kylie jenner challenge. the goal, to get naturally plumped lips by putting your lips in a small glass and sucking in as hard as you can causing your lips to swell. the results have been disastrous. fans are now complaining of bruising and prolonged swelling. doctors say the challenge can actually lead to permanent disfigurement. she said her lips are natural.
