case. but that motorcycle driver appears to be up and walking around. there is a little bit of a backup approaching 101 at fair oaks. 7:02. back to the desk. >> thank you. emergency response teams heading to nepal after this weekend's massive earthquake are causing some travel problems at the region's airports. relief flights are causing major congestion and delays on the tarmac. four india air force flights carrying supplies to forced to return to new delhi. rescue efforts are underway. this man was rescued after being buried under the rubble. 3700 people have died. the concern over those missing is growing. >> right now, if you call anyone in nepal -- we can't reach anyone. >> it's he have difficult. you feel like you try to do something. >> doctors without borders is sending eight teams to provide

medical relief. >> so far 18 of the people killed, they died in an an avalanche -- in an avalanche. a crimer captured this video of the avalanche as it was sweeping through the base camp. he and another climber headed to a tent possibly trying to create a pocket of air. three americans were killed. more than 60 others hurt. this morning we're hearing about the terrifying moments from one of the survivors. >> everything was gone wall tents were gone. people were pushed -- the guy in front of me was pushed 30 feet over there. we're missing the one pesh, we don't know if she's alive or dead. a. >> documentary filmmaker from new york says he's lucky he and his crew were able to escape with injuries. rescue crews are still working to recover all of those hurt.

this was his third attempt climbing the mountain. he was hoping to reach the summit to raise money for two nepalese oefennages. he never -- orphanages. he never made it. his friends have set up an account on crowdrice.com -- crowdrise.com. friends and family describe him as fearless and funny. he cofounded save the ice, a campaign that educated people on climate change. we know three other employees are with them. they survived. google will contribute $1 million to the rescue response. fredinburg went to graduate school at stanford and went to boeing before he came on. we know he will definitely be missed. dave? >> all right. thank you. meantime, two bay area men climbing mount everest survived that avalanche, according to

his house here where sheriff deputies say he was killed yesterday. jordan's family called 911 around 10:00 sunday morning. by the time deputies arrived, he had been taken to the hospital where he was pronounced dead. an 18-year-old is the prime suspect. they believe he stabbed the 9- year-old after spending the night, then took a truck from the home and drove off only to show up at kaiser hospital in antioch with an unknown injury. >> we do know that the suspect is a friend of the family. this wasn't a random act. this wasn't some sort of, you know, stranger that came into the home and murdered a child. >> reporter: authorities were able to track down via media. a nurse saw schultz's picture and realized he was being treated in the emergency room. he was arrested shortly thereafter. now, of course, the big question is why, why would an

18-year-old stab a 9-year-old boy? investigators say they are looking at shut's mental state. coming up we'll hear from a neighbor who grew up with the suspect. live from discovery bay, i'm tara moriarty, back to you. >> all right. thank you. 7:08. the debate over same-sex marriage comes to the u.s. supreme court this week. tomorrow the justices will hear arguments on cases from kentucky, michigan, ohio and tennessee. those states had gay marriage bans upheld by a federal appeals court back in november. the high court will consider two issues related to same-sex marriage. first do states have a right to define marriage solely as the union of a man and a woman and if so, do those states have to recognize valid same-sex marriages from other states. >> we stand with mill lynn nia of sper -- with mill lenia.

7:13. hillary clinton will make a campaign fund-raising swing through the bay area next week. she's scheduled to appear at an event in san francisco on may 6th and one in portolo valley on may 8th. the portolo valley is at the ebay president's home. tickets are $2600 a person. she will appear at three fund- raisers in southern california. east bay lawyer tom delkara has announced he's joining the race for barbara boxer's seat when she retires in 2016. he says finding new and protective ways to deal with the drought will be a big part of his campaign. >> it's an uphill climb for sure. but i think my chances of affecting the policy debate are really high. if the democrats don't put forward a plan, voters won't be happy a year from now as this

drought goes on. >> he follows fellow republican rocky chavez and john estrada in declaring his candidacy. kamala harris is the only major democrat in the race. 7:14. this will make sal happy. a group of uc berkeley students will have their college tuition paid for after they won the first ever gaming tournament televised on live tv. they won heroes of the dorm. it's a collegiate sports tournament for the multiplayer game heroes of the storm. the contest started with almost 900 teams from more than 400 colleges but cal beat a team from arizona state in last night's finals which were televised live on espn 2. >> that is pretty fantastic. >> congrats to them. sal, of course, cal grad is still very busy keeping an eye on the commute. you have skyfox heading off to check some things out for us.

foot of removed grass. some are installing astroturf. according to bloomberg, some of the courses have removed enough grass to get as much as $4 million in rebates. water district says it's actually worth the up front money because the community gains lodge-term brt save -- long-term water savings. large trout are being taken out of an area of lake tahoe. the california d of fish and wildlife removed at least 30 trout from underneath fannie bridge. it's above the outflow of the truckee river from lake tahoe. the fish were relocated to a may rena about -- to a marina about six miles south. low oxygen levels and the stagnant water is not good. lake tahoe hit its natural rim last october, leaving a trickle of water flowing into the

welcome back. 7:23. a long-time san francisco waterfront restaurant is still open despite demands that it has to close. sinbad's restaurant on the waterfront served seafood and cocktails on pier 2 since the 1970s. it's been ordered to close down so that that pier can be torn down and make way for a new ferry terminal. but the owners say that work won't start for another year. it should be allowed to stay open until then. the port has filed an eviction lawsuit but the restaurant's owners say they are gonna stay open until the matter is heard in court. meantime, famed san francisco's srheven company is leaving its open. it's been in business since before the 1906 earthquake that leveled much of the city. the san francisco chronicle reports the jewelry company could not renew its lease

because of very intense competition for that ground level space. the company's now hoping to own -- open a bigger store nearby after their lease expires. 7:24. family members of u.s. hostages held overseas could soon be able to pay a ransom to win their release. that's according to in a new report that would signal a change. doug luzader is in washington to explain why there are concerns about unintended consequences if this policy changes. good morning, doug. >> reporter: tori, good morning. you have many families who are willing to do anything in some cases, pay any price to try to get their loved ones home. this proposed policy change would give them leeway. >> reporter: a special advisory panel for the white house will recommend that the administration no longer threaten families of hostages if they attempt to pay ransoms. abc news says the group will say that president obama should look the other way if families

do make payments. it's an issue that came to a head when the family of american hostage james foley who was killed last summer said they were told in no uncertain stems that they could be charge -- terms that they could be charged. >> we were told we would be prosecuted. i would rather be in a prison here than my son over there. >> reporter: this would come in the wake of the death of warren weinstein accidentally killed in a drone strike in january. the new york post reports his family paid $250,000 to win his release without success. now there are calls to appoint a u.s. hostage czar to help spearhead efforts. >> the creation of a hostage czar which deals with a slightly different issue, it feels with finding these issues. in warren's case, we do not do as good of a job or as effective of a job as a country as we could in locating the hostages. >> reporter: would allowing ransom payments simply encourage more groups to target americans overseas? >> i wouldn't.

the president has to try to make it unattractive to go after americans as hostages. the way you do that is by saying, there are only two things going to happen. either we're gonna go in and rescue or you are gonna have that hostage forever. if you say we'll pay, there will be many more hostages. >> reporter: there have been a lot of gray areas in u.s. policy here. it's difficult to imagine a family getting prosecuted for making a payment to win the release of u.s. hostage. on the other hand, the u.s. has a pretty clear policy about not negotiating. we know sometimes there are deals that are cut through third parties to get u.s. hostages back home. back to you guys. >> certainly a gray area. i can see both side of that issue. rescue efforts in continue where more than 3700 people have been confirmed in the huge earthquake. why some planes trying to land at the local airport to bring

traffic is going to be backed up at the bay bridge toll plaza until you get past the metering lights and onto the span. let's go to 880 northbound and southbound. the traffic here is going to be light as you drive past the oakland coliseum. san jose has a couple of problems. we had an earlier accident northbound 280 in the cupertino area off to the side. same thing with northbound 101 and sunnyvale. and now 280 and 101 are very slow into the valley. 85 tonight have any major problems -- doesn't have any major problems. it's backed up from the almaden valley. the search for survivors goes on this morning in nepal after this weekend's deadly earthquake. some. emergency response teams headed to nepal, they are not able to land because of all of the congestion at the airport. four flights carrying flies had to go back to new delhi. 3700 people have died.

100 aftershocks have made the recovery effort very dangerous. california is sending 57 search and rescue experts there. firefighters from los angeles, they will be bringing six search dogs and other equipment trying to locate victims. the bay area is home to several thousand nepalese area and many still have friends in nepal. alex savidge has more on the desperate search for answers and a growing fund-raising effort. >> reporter: since the massive earthquake on saturday, the local nepalese community has been struggling to figure out whether their family and friends are okay. many in the bay area are doing what they can to help. >> need your help! >> yesterday in san francisco, nepalese immigrants came together for a fund-raising vigil outside of the ferry building. they are urging people to give to help the tough country.

donations did trickle in. more importantly organizers say they raised quite a bit of awareness. organizers were using the slogan skip a lunch, help a bunch. they know the bay area is a generous community that can make a huge difference for those in need in nepal. >> it's raining so heavily, you know, and their livestocks are dying, the animals. >> it's been an anxious couple of days for members of the nepalese community here in the bay area. we caught up with a man and he and his family have been glued tv and waiting for word from family and friends. he told us most of his loved ones did ask you vive the earthquake -- did survive the earthquake. we also talked tostd owner of the tandor -- we also talked to the owner of the tandor

were fined for misleading the public on job placement rates. college officials apparently told students their education would continue. some students say they were told a lie. >> because we were told that, you know, oh, it's -- concord campus is not gonna close. >> i spoke to the president of academics and he told me there's nothing to worry about. >> reporter: one of the students we spoke with says he was just ten weeks away from getting her -- she was just ten weeks away from getting her nursing degree. the main question is what's next? we're hearing that the school is working with other schools so students can continue their education but the fear at least from the students' standpoint is starting all over again. in the meantime, the ceo released a statement saying in part, we believe that we have

attempted to do everything within our power to provide a quality education and an opportunity for a better future for our students. as we take it back out here live, several upset. we understand a meeting will tack place. around 10:00 talking to students and staff about their future options and about the closing. we understand some students will be here as early as 9:00 as well to get transcripts or to figure out what their options are. many trying to figure that out themselves. back to you. >> quite a mess. thank you. 7:38. a soccer coach at napa high school is under arrest for reportedly sexting a 16-year- old student. investigators say 29-year-old julian vargas propositioned the girl for sex and texted an obscene picture to her. the girl believes others were harassed by vargas. police are asking other possible victims to come forward. vargas was arrested yesterday at his home in st. helena. a good samaritan helping to put

out an east bay fire had to be saved himself after he collapsed. it happened on kirkwood drive. officials say the man tried to put out a fire in neighbor's kitchen and used five different fire extinguishers he found. however, he collapsed just as first responders arrived. officers and firefighters used a defibrillator to restart his heart. the man is in the hospital in stable condition. finding a parking spot in san francisco is hard but you knew that. but the city is hoping to change that. according to the chronic. , there are concerns about the -- chronicle, there are concerns about the permit program created in the 1970s. people get a permit and can park in certain areas near their homes without getting a ticket or being towed. the idea to keep neighborhoods from becoming parking lots. some neighborhoods say the program has created a conflict and it is an inconvenience for any visitors.

the municipal transportation agency will take a closer look at the program. they will consider changes like allowing visitors and also adjusting parking restrictions to allow more ed loading -- more loading and dropoff scones. the recommendations are -- dro dropoff zones. the recommendations are expected to be this fall. there's a dare budget forthby the transit riders union trying to get leader to understand problems with public transportation and get funding for it. the challenge doesn't start until june. some are getting a head start. those red shoes belong to a supervisor. she tweeted that photo on the 9 san bruno bus with her red high heels kicked up. san francisco mayor ed lee also has not yet responded.

a plume of black smoke could be seen for miles. officials say 500 gallons of fuel spilled. the freeway was closed in both directions for hours as crews worked out there to put out the flames and also clear up the mess. so far no injuries have been reported. and in tomales bay it was spilled milk and diesel fuel that shut down part of highway 1 yesterday. authorities say a tanker truck carrying milk lost control on a turn, ended up on its side. an estimated 6,000 gallons of milk spilled along with 100 gallons of diesel. the driver suffered minor injuries. the cleanup closed highway 1 for most of the day. we have our own traffic problems. sal is following breaking news. major b.a.r.t. delays. >> that's right. the b.a.r.t. some is recovering -- it was a mechanical issue at the 16th street station. we want to let you know that this -- this is tape from some

welcome back to mornings on 2. we're following a developing story out of washington state. a school is on lock down, someone opened fire. it happened on north thurston high school near olympia washington in washington state. according to a school's twitter account, the shooter was apprehended by the school staff and no one was hurt. police are now at the school, they're investigating. students they are being sent home for the rest of the day. again this is a still developing story about a campus shooting in washington state. there's no word if the shooter was a student or member of staff. we'll bring you more details as we get it in. it is 8:14, the debate over same-sex marriage comes to the u.s. supreme court this week. tomorrow the justices will hear arguments on cases from kentucky, michigan, ohio and tennessee. those states had gay marriage bans upheld by a federal

there are concerns about the city's permit program created in the 1970s. people can get permits and park in the neighborhoods not worrying about if they will be towed. the municipal transportation agency will take a closer look at the program and will consider changes like allowing visitors and adjusting parking restrictions to allow more loading and drop off zones. those recommendations are expected to be presented this fall. so far seven of san francisco's 11 supervisors have accepted a challenge to ride munni for 21 days. it's a dare put forward by the transit union to help them understand problems. the challenge does not start until june but some are getting a head start. and according to the examiner,

it is 8:44, the fight against autism is getting help from an unlikely source. baby horses. ktvu's pam cook joins us live to explain why researchers at uc davis believe the animals could be the key to a cure, good morning pam. >> reporter: researchers at uc davis have uncovered a surprising similarity between children diagnosed with autism and a disorder in young horses. now a distinguished professor veterinary scientist has been studying something called maladjusted foal syndrome. the young horses did not seem to recognize their mothers, did

streets and sunny vale. unfortunately this was a fatality and it's going to be out there for a while because of the investigation. it's warming up quickly. temperatures should be in the 70s or 60s. today they'll be in the 80s for most if not they'll be close enough. now, if you drove by stanford i bet it's 80 degrees. in san jose and east san jose it's probably the 80s. it didn't take long. the temperature change from 24 hours ago is either not too bad. livermore one. and napa 8 degrees warmer. fairfield 80 degrees warmer. santa rosa seven compared to 24 hours ago that gives you an idea of san jose four, hayward four. that's translating with a southeasterly breeze. forget that it's not that warm.
