good afternoon. i'm tori campbell. a 4-month-old baby is safe and sound after someone stole a car with the infaint inside of it. david stevenson is live in san francisco where police have made an arrest. good afternoon, david. >> reporter: good afternoon, tori. we were the only camera as police made the arrest. now, this all took place down the street from me on 7th street in san francisco. the baby, the car were found parked in front of the hydrant on this block right in front of the public defender's office.

now, this all began at about 10:40 this morning. the mother of that 4-month-old baby flagged down officers on the 100 block of golden gate avenue,ly say she left her child and -- police say she left her child and keys in the car and turned around to see the man getting in the car and driving away. police did a citywide broadcast and informed the chp and that put dozens of officers an alert to find the 4-month-old. within 11 minutes an officer radioed that he spotted the car along with the man who took it. >> i saw the man come out of the car. i detained him and cuffed him without incident and i saw the baby in the back seat. >> reporter: the baby was unarmed. was not even crying. the mother of the child was driven to the scene by police. they later drove her away in her own car. a lawyer actually shouted some legal advice to the suspect as he was taken away by police. police tell us he's likely to face stolen vehicle charges and

possibly child endangerment charges if not other charges as well, tori. >> all right. david stevenson live for san francisco thank you. the streets of baltimore are peaceful and the orioles have taken the fan for the first time in baseball history without fans. joel wald man has more. >> reporter: what a difference nearly 48 hours makes. on monday night the violence breaking out. over 200 arrests. we'll give you a live look at what's going on here in front of baltimore city hall. just a typical day. less than 48 hours after the violence. there is a little area, people are enjoyth area as the -- enjoying the area as streets return to normal. >> we have had 35 arrests.

of those 35, 34 were adults and one was a juvenile. >> reporter: now people are out helping clean up after the rock and bottle throwing rioters. >> let everybody know you want to rebuild the city no matter what they do. rebuild it. don't sit home. come out. >> reporter: demonstrations spilling over across the country in chicago, leaders say the message is more about protecting themselves than violence against others. >> what we've seen in baltimore should, indeed, i think, does, tear at our souls. >> every brick thrown is a potential roadblock to just. >> reporter: in an interview broadcast today, president obama says his heart goes out to baltimore officers injured by the rioters. he believes police showed appropriate restraint. but he's calling on police departments to hold officers

accountable if they do wrong. >> our sincere hope is that we see what we saw yesterday which is people coming together in a peaceful manner and if they so choose, voicing their concerns and their frustrations in a way that's reflective of the city of baltimore and what we've seen over the last 24 hours. >> reporter: now you, the president says the attorney general will reach out to mayors around the country to let them know what resources are available for police restraining. tori? >> joel wald man live for us in baltimore. thank you. protesters marched through oakland for a second straight night in solidarity are protesters in baltimore. they marched through downtown oakland and ended up at policeheadquarters. earlier a rally was held at the b.a.r.t. station. the protest was smaller than monday night where about 1100

people marched -- 100 people marched. a game without fans. that's happening right now as major league baseball takes an unprecedented step in baltimore following a day of violent protests. the baltimore orioles and chicago white sox are playing a game in a completely empty camden yard. the orioles made the move after consulting with the league. this allows the police department to send more officers to other parts of the city rather than patrolling the ballpark. this is the first time in mlb history that a game is closed to the public. the orioles canceled their monday and tuesday games and their weekend series with tampa is being moved from baltimore to florida. baltimore will still be considered the home team. the orioles are allowing fans to trade their tickets for seats at other upcoming games. stay with ktvu and ktvu.com for more coverage. download the ktvu app to your

mobile device. an iconic san francisco restaurant went up in flames this morning. tara moriarty tells us how firefighters believe the pie atlas started and -- believe the fire atlas started -- at liverpool lil's started. >> reporter: a little after 7:00 this morning, liverpool lil's, was engulfed in smoke and su round -- surrounded by fire crews. >> history going down right now. not good. it's been here forever. >> reporter: we know one worker was inside liverpool lil's when the fire broke out. he was able to get out safely as were the people who lived next door in the apartment. then 40 people had to be temporarily evacuated from this travelodge. regulars gathered on the sidewalk and watched crews tackle the restaurant's roof. it sits on lombard and lyon right at the entrance to the

presidio. >> it was remodeled a couple of years ago. it's tricky trying to find this shed outbuilding in the back. that's what took so long to get to the seat of the fire. >> reporter: patrick mulligan owns the flats next door. >> i've been telling them this thing is an accident waiting to happen for 40 years. it did. >> reporter: for years he says the restaurant's owner has not complied with city colds. >> i've been complaining for many years about the grease on the roof, the proof will come out in the pudding whenever they come out with their inspections. i think it should have been condemned a long time ago. >> reporter: estimated damage is $500,000. >> this place has been here my whole life. >> i'm very sad about if. i hope we get it started again. >> reporter: fire officials say the fire appears to have started behind the walls possibly due to faulty wiring. regulars say they are heartbroken that their hangout

will be closed for some time. tara moriarty, ktvu channel 2 news. the man suspected of groping a 12-year-old girl at the stanford shopping center has turned himself into police. 47-year-old rob richard chapman surrendered last night. they received an overwhelming community response on social media and on local news outlets. that helped lead to the quick arrest. chapman is accused of groping a little girl inside the farmers market. surveillance cameras in the market captured this very high quality image of him. police are still investigating to see if there may be more victims. students at stanford are speaking out about disturbing images painted on student housing this weekend. a swastika was spray painted on the fraternity house. a pentagram was discovered. about 200 people turned out for a rally at memorial plaza

condemn deming the vandal. -- can dom -- condemning the vandalism. >> atypical of behavior. i think this is a pretty open and toll rant community -- tolerant community. >> reporter: stanford's president said the university will not tolerate hate crimes and this incident will be fully investigated. this level of incivility has no place at stanford. i ask everyone to stand together against intolerance and hate. prosecutors called more survivors of the colorado theater shooting to the stand today at the murder trial of james holmes. the survivors described the 2012 shooting rampage inside the aurora movie theater. one person said she thought her husband was dead after she saw him sitting upright into his seat with a bullet wound had to

his head. she was nine months pregnant. >> i grabbed him and he squeezed my hand and i told him i loved him and that i would take care of our baby if he didn't make it. >> her husband had brain surgery and survived but still cannot walk and has trouble speaking. >> prosecutors are calling for the death penalty. holmes 'attorneys admit he's the gunman but say he's not guilty by reason of insanity. a cupertino cement company today agreed to pay $7.5 million to settle claims over dumping contaminated water over a period of five years starting in 2009. the agency says fish and rare frogs were harmed by pollutants. the settlement include more than $2.5 million in penalty,

a survivor emerges from the rubble nearly three days after that massive 7.8 quake in nepal. the sign of hope as millions still struggle to get food and clean water. a 4-month-old baby boy is among those who have been found alive. the nunn kath man zu released -- newsroom kathmandu released dramatic photos. here's another photo of the infant coated in dust being lifted up by the rescue crew. his parents survived the quake and the little boy is reportedly doing well at the hospital. and while the death toll in nepal keeps climbing, these rescues are offering hope and

those who survived are trying to regain some sense of normalcy and a look to the future. david piper is monitoring the situation from bangkok. >> reporter: and amazing story of survival. the man's rescue coming after spending nearly 18 hours trapped in a room with three dead bodies. >> i was sure no one was coming from me. i was certain i was going to die. >> reporter: workers bringing in the heavy equipment to dig through the rubble elsewhere in the capitol. helicopters are being used to transport the injured from remote areas. the death toll now topping 5,000 with nepal prime minister saying the number could reach double the amount. in this national crisis i offer my condolences to the citizens and foreigners who have lost their lives. kathmandu is sharing signs of recovery about banks and businesses starting to reopen. people are leaving makeshift shelters. >> we're going back home.

when all of us will stay and eat together, we'll be fine. >> reporter: these americans also heading home finally making it to the u.s. after being stranded in nepal. they say they feel lucky to be alive. >> we all said earthquake and everybody panicked to get out. i got stuck on the door, my jacket. >> the earthquake stopped shaking and i stopped shaking. >> reporter: 8 million people are affected by last saturday's earthquake. at least four americans are amongst the dead. david piper, fox news. three people are in custody this afternoon accused of opening fire on undercover oakland police officers early this morning. the officers were not hit by gunfire but as alex savidge shows us the shooting still prompted a massive manhunt. >> hands up! >> reporter: oakland police surrounded a home near 55th avenue and foothill early this

morning. the s.w.a.t. team was called out as police searched for the people who opened fire on undercover officers nearby. none of those officers were hit. but it was without a doubt a tense time. >> this is scary stuff. it just shows that people are not afraid to use guns and it's -- we need to continue to work hard to try to reduce violence. >> reporter: the shooting happened around 1:30 this morning near brookdale and 35th avenues. undercover detectives were doing surveillance on a suspected gang member as part of a homicide investigation. that's when at least one person in a car fired toward officers. >> i think that they likely saw the undercover officer in the area and wondered who he was doing there. we tried to avoid the confrontation by leaving but they started shooting at the officer. >> reporter: the shoot er's car sped off with officers in pursuit and it crashes a short

distance away. two people were arrested right away. but a third person bolted from the car and managed to escape. police surrounded the neighborhood and did a yard-to- yard search, eventually capturing that third person they were looking for. a peaceful end to a dangerous situation. >> you hear officer getting shot at. it's a very tense member. the first thing i want to do is get on scene. i am really proud of my officers. >> reporter: police spent the morning questioning the three people taken into custody and investigators were able to recover two guns from that neighborhood. possibly the weapons used in the shooting. in oakland, alex savidge, ktvu channel 2 news. a look at the weather now with steve paulson who has been at it since 4:00 this morning. any big changes. >> what time? >> 4:00. >> i was at it at 2:30. up and at 'em. there's a wis p of fog in san

the federal reserve has downgraded the assessment of the economy following news the u.s. economy stalled in the first quarter after a harsh winter plunging exports and sharp cutbacks in oil and gas drilling. the dow is down 56. the nasdaq is down 23 and the s&p is down 5. stock in san francisco's twitter continues to fall after the earnings were

accidentally released too soon. trading was briefly halted yesterday due to the mistake which was reportedly made by a nasdaq-owned website. twitter then released the results and the stock fell more than 18% yesterday after revenue missed wall street's expectations and shares are down another 9% right now. well, there were unexpected revg lakeses on capitol hill -- revelations on as lawmakers investigate a security breach two weeks ago. a house panel is look nook how a man flew a gyrocopter through restricted airspace and landed on the west lawn of the capital. here's more. >> reporter: when doug hughes, the florida postal worker turned campaign finance activist landed his custom built gyrocopter on the capitol ground two weeks ago, police failed to alert lawmakers. according to dramatic testimony this morning. >> due to the extremely short time between the lockdown order and the direction to lift it, no messages were sent to the

congressional committee advising them of the lockdown. >> reporter: hughes is facing a felony and is confined to his home in florida. authorities had been tipped off to his stunt almost a half-hour before he landed. his aircraft was visible for at least two minutes and testimony revealed that the u.s. secret service knew of the 61-year- old's intentions nearly 18 months ago. >> air traffic controllers could not do their jobs if they had to work with an unfiltered radar feed. any would not be able to give the aircraft they are charged with handling. >> reporter: secret service director joseph clancy admitted an investigation was opened up back in october of 2013. after the agency learned that hughes intended to fly an aircraft on the grounds. but the director maintained there was no way to know if he would ever act hon the plans. >> special secret service interviewed him who denied having an aircraft or had plans to fly one to washington, d.c. >> reporter: the secret service
