a 29-year-old woman was sexually assaulted here. the victim is being treated for her injuries. >> the police woman came to the door last night and we didn't know what happened. >> reporter: what did she say? >> she said had i seen anything. you know? you know? >> reporter: [ inaudible question ] >> no. >> reporter: there have been three attacks in three years. >> scares me. i live really close to this bridge. down the street from it. my mom just, like, came home and said, like, there is a lot of cops around the bridge. i am, like, somebody must have been attacked. >> reporter: investigators won't say what the woman was doing here. walking, running or where it happened but they warn people to be aware of their surroundings, stay out of seclude areas, avoid using head phones and never come alone. >> know what is going on. bicycles come along here,

runners come along here. during the day it is pretty much -- you should never be out after dark. >> reporter: the man is white, 30s, close to 6 feet tall, 190 pounds and dirty or scruffy. we have seen police drive through the area today. but we have not any any officer -- seen any officers on the trail. >> did i think the same -- do they think the same person is responsible? >> reporter: they don't see a connection as of yet. >> john sasaki live tonight, thank you. career criminal randy alana testified today in the death of federal public defender investigator sandra coke. randy alana is accusing his girlfriend in 2013. today he denied he was the killer saying they had a difficult relationship. he had no motive to kill her he said because he loved her. prosecutors say he was angry

because coke reported a patrol violation that put him back in prison. coke's body was found in vacaville. a man made his first court appearance today since his arrest sunday for the deadly stabbing of a 9-year-old, jordan almgren. william schultz is charged with murder. he did not enter a plea. he told a reporter that he stabbed the boy to see what it was like to kill someone. he says his family sent him to a hospital saturday because of mental health concerns. he was released and spent the night at his friend's house where jordan almgren was killed. that case is shining a spotlight on how mental illness is treated. law enforcement has to make the first assessment to get a person help. this week officers from law enforcement agencies in contra costa county are getting crisis intervention trailing to help them deal with the mentally ill. ktvu's noelle walker has the story new at 6:00 p.m.

>> reporter: before the crime scene tape, before evidence markers in discovery bay and 9- year-old jordan almgren played his last baseball game, before all that, there were signs of trouble. >> there is absolutely no doubt mental illness caused this. >> reporter: the public defender says the family of william schultz called called the contra costa county sheriff's deputy concerned about his mental health. they said he didn't fit the criteria. a danger to himself or others. the same day this father said he called police for his 17- year-old suicidal son hoping he would be taken in for a 72 hour hold. >> the cops come out and they say he doesn't fit the criteria. well, are they therapists? are they doctors? no. they are police officers. >> reporter: his son went to

the hospital for just a couple hours. >> if you are not -- i don't know, holding a gun to your head they are not going to keep you. >> reporter: [ inaudible question ] >> no. >> reporter: he knows too well, law enforcement came to his home 7 times before his son went to the golden gate bridge in 2003 and jumped. >> if we had an adequate, not fancy, mental health system i think he would be alive today. >> reporter: he is a member of the national alliance on mental illness, a group for the mentally ill. >> the criminal justice system is in full partnership with the mental health system and the two working together can do a responsible job. >> reporter: out here on the

streets officers are often the first point of contact for the mentally ill. they have to assess the situation. >> we want to do the right thing for the person involved if they need help we want to get them help. >> reporter: he is coordinating cit, crisis intervention training for contra costa county law enforcement agencies this week. behind these doors officers hear from past mentally ill contacts and families. >> the things they thought we did well and wrong. >> the goal is to give law enforcement the tools to spot and deal with mental health issues, getting help when needed. >> my worse fear is that maybe he will try it again and maybe it will be another funeral. >> reporter: trying to prevent another tragedy. in contra costa county, noelle

walker, ktvu fox 2 news. >> on www.ktvu.com we have posted lics to mental health -- links to mental health resources in the bay area. hundreds of nurses are planning a strike tomorrow. 2500 nurses are expected to walk off the job at 7:00 a.m. administrators say they are replacing the nurses with contract workers. the nurses won't be able to return to work till next tuesday. effected hospitals are here. nurses say they are upset about contract issues involving benefits and staffing levels. the sheriff's department is trying to fire a deputy accused of forcing jail inmates to fight. several inmates claim deputies made them fight and threatened them if they didn't. he is among those accused. the department has given the deputy his termination papers. the fire department says

the city of london is looking to recruit the chief. they say she was contacted by a search firm on behalf of the london fire brigade who encouraged her to submit an application. she reviewed the information but right now she focused on leading the san francisco fire department. in san francisco a baby is back home after her family's car is stolen with the baby in the back seat. ktvu fox 2 news david stevenson was there as police made an arrest and the child was returned to her mother. >> reporter: ktvu fox 2 news was there as police reunited a mother with her kidnapped baby. >> a happy ending with the baby not injured. >> reporter: the child was in the back of the car. the car was stolen before 10:40 a.m. this morning as the father drove. police say someone kicked the side of the car as the dad

waited at a light. >> the male pulled over to check out the car. at that point the suspect jumped into the driver's side. >> the father flagged down police who put out a city wide bulletin. the sergeant spotted the car in front of the public defender's office. >> i detained him. handcuffed him without incident and i saw the baby in the back seat. the baby was fine. wasn't crying. alert and awake. >> reporter: police booked solomon alemu on felony kidnapping, stolen vehicle and probation violation charges. a public defender called out this advice: [ indiscernible ] >> reporter: the public defender office says he was a client of theirs. it is not clear if he had an

pay $5 million to install waste water treatment and take measures to prevent future violations. they sent toxic discharges into the creek and was fined $2.5 million. >> the money will go wholly to making sure the water that enters the creek does not have violations of federal clean water standards. >> over 5 years the industrial waste water wound up in san francisco bay. changes coming to the biggest water product. the delta tunnel routes water underneath the delta to the central valley and southern california. wild land hab tast restoration has been slashed by 2/3. they criticized the plan as damaging wetlands. . 8 months since the earthquake damaged much of wine country and tonight we are learning more repair work still

needs to be done. napa leaders blame red tape. ktvu's john fowler with why some say the earthquake may have been a disaster but the reconstruction is a nightmare. >> reporter: 8 months after it struck the earthquake's damage still prominent in the city of napa. >> you still see structures being retrofitted and people trying to get their businesses back together. it is life altering. >> reporter: the earthquake killed one person. caused $400 million in damage. for thousands it has been a struggle to return to normal. >> priority property owners have done a great job. >> reporter: but the mayor points to the damaged pedestrian bridge a block from main street, one of 8 roads and bridges needing $1.7 million in

repairs. the river front promenade needs $800,000 to fix. and millions more to repair four water mains. part of the unseen infrastructure damage that brings the costs to $12 million. money the city doesn't have. has run into red tape for promised fema reimbursement. the mayor says it is frustrating. >> they will say this qualifies, this doesn't qualify. there is a lot of work that goes into this, the federal government goes through this carefully. if fema approves it will cover 75% of the cost. the rest could be paid for by the state but it will take more than 4 years. >> the disaster was one thing, recovery is 10 times harder. >> the earthquake damaged the administration building. repairs almost complete. executives including the board

of supervisors are set to move in at the end of the week. john fowler, ktvu fox 2 news. the city counsel is moving ahead for plans for a new pedestrian bridge. one of the bridges looks like a miniature version of the eastern span of the bay bridge. the other option is a arch suspension bridge. 400 city residents voted on several possible designs. the two types of bridges were the most popular. they estimate a thousand runners and bikers have to cross the intersection every day. >> it holds up traffic that is 8 lanes. so it could clog up traffic. >> the finished bridge will cost $10 million. the city counsel is expected to pick a final design by june. tomorrow marks the last day of april and looks like we will end the month on a warm note. >> we are.

some bad news yesterday. um, phil's mom died. it wasn't unexpected he was with her, and she went very peacefully in her sleep. she and i had a special connection. we all did. but mostly me. she said i was just like her. was she weirdly competitive, too? the whole family is going down to florida tomorrow to be with phil for the service. it's such a relief. i can feel how much he needs me right now. there they are. hey, guys. oh! oh, you brought my neck pillow. i missed you so much. phil, i'm so sorry. thanks. grace was such a kind and whimsical soul. the different animals she put antlers on for christmas cards--
