violence. police body cameras would record the initial events that caused protests and riots like this. the hope is greater accountability might prevent future unrest and gain trust. >> the officers know they are wearing them so their behavior will be better and by telling the citizens they will be on camera then the citizens can behave better. >> the mayor office plan to fund the program over two years to get 1800 body cameras for patrol officers. we talked to some who think it will lead it change. >> the way they handle the situation. and have no problem being on camera. >> no, no, no. i have nothing to hide. >> reporter: the foundation has privacy concerns. we spoke to an activist in boston. >> the purpose is accountability and yet we will be relying on law enforcement officers to decide when to

turn them off and on. >> this is another form of control in knowing big brother, you know? >> reporter: the picture changes depending on who is looking through the lens. >> reporter: that $6 million price tag pays for the staffing, the equipment and the data storage for the next two years and the chief says the devil is in the details. they will have to put together a group of interested parties to figure out how and when they will be used in san francisco. >> is there a figure as to how long till we see the first officers, six months? a year? >> the chief is hoping within the next year but there are a lot of details to be worked out. police, the police commission and the privacy advocates trying to figure out thew balance the issues with privacy with getting the things on camera they want on camera. >> noelle walker on treasure island. thank you. new rules on how to body

cameras are used passed a second committee today. a bill would provide guidelines about when they should be used. required notification of people being recorded and prohibit officers involved in serious use of force incidents from seeing the video till after they filed a report. california needs consistency so everyone knows what to expect when they come into contact with an officer wearing a body camera. one of the companies that is making the cameras is taser. a company from arizona that makes stun guns. stock in the company was up today. there are two other companies that are popular with police departments as well. go to www.ktvu.com for more on the debate over police body cameras including more of today's news connen for in san francisco. you can find a link on the top of the page. new at 6:00 p.m. san francisco police want to find the victim of a hit and

run. it was captured by a dashcam video. in a video on youtube a suv jumped a red light as three people are crossing the streets. the vehicle stops. when the light turns green the driver makes a turn, hits a car and strikes a pedestrian in the crosswalk. the driver with the dashcam video says the pedestrian appeared to be okay and walked away. police say they haven't heard from that pedestrian. >> there is a crime. especially if there is injuries. which makes it a felony hit and run. the video helps out a lot but we need to open up an investigation. >> police say they hope to enhance the video to get the license plate number of the hit and run vehicle. without a victim they can't file charges if they find the driver. the father of a 9-year-old boy stabbed and killed inside their home spoke out for the

first time today. ktvu's mike mibach tells us he didn't talk about the case or the suspect. only about his youngest child jordan. >> reporter: a heartbroken father, head down, walking, flowers and candles, balls and bats awaiting. >> jordan was 9-year-olds. >> he spoke about his little boy. now an angel high above. >> though he is no longer with us we know that he is still an angel looking down on us from above. he packed a lot of great experiences, happiness, and friends into those 9 years. >> reporter: his father touched on how blessed the family is to live in a wonderful community with all the love and the support from friends and strangers. he talked about his son again. saying he knows what he would want, everyone to do at a time

water system. brown says the universities, labs, companies and brain power have what it take to make it more reliable. one of the most controversial proposal is a plan to build water tunnels to ship water south. the governor reacted when asked how the state will pay for the tunnels and wildlife restoration. >> we can afford what we must. it is not a question of saving money. it is a question of investing, preserving and enhancing our well being or deteariereration. the drought -- deterioration. the drought is a challenge. it will cost billions of dollars. >> those against the plan say the delta has been over pumped for decades but the state must move forward. now to the warm weather in the bay area. you can feel it in the live pictures from san francisco. temperatures today sored up fine -- soared up fine the

quality, hazy out there. not so good. the american lug association says the bay area ranks 7th from the bottom in air quality. lingering haze and ktvu's john fowler tells us despite all the spare the air and no burn days the drought got us. >> reporter: for most of this fresh spring day air quality dipped to moderately unhealthy. >> brown and murky. and you could see -- you could see the industrialized brown air. >> reporter: despite decades of work to reduce pollution they rate the bay area as among the nation's worse air. especially the last three years. >> the drought and the stagnant air is hindering us getting cleaner air. >> not seeing the storm fronts that bring fresh, clean air and washout the dirty air.

>> reporter: cars and trucks account for 80% of the pollution. normally rain form around small exhaust particles and they fall out of the air. high winds also help but we had little of either rain or wind this drought. it hurts lungs and developing brains. they argue average air quality improved over the years but stand railroads tighter and $2.3 billion every four years in improvement funds depend on meeting the new standards. spare the air day are critical. >> by decreasing the activities that pollute the air, we are helping everybody's health and we are meeting guidelines that ensure we receive federal dollars to maintain our transportation infrastructure. >> reporter: even with the bad air regulators have certified the bay area meets federal standards and guarantees federal dollars for the next

four years. john fowler, ktvu fox 2 news. new at 6:00 p.m. a bay area painter with a plea to a couple walking off with his work. he doesn't want to press charges, he just wants his art back. ktvu's david stevenson with why it may be a misunderstanding. >> reporter: san francisco painter makes his living with these landscapes. the sales support him, his wife and his two children. >> people come down here and i am lucky they walk away with a painting. >> reporter: that is what happened april 11 with this couple. he says they took a blank canpurse and a finished painting, mistakenly believing they were abandon. >> probably only worth 200 but the finish painting 5500.

>> reporter: police don't believe they had ilintent based on their actions. -- ill-intent based on their actions. he blames himself for the loss of the painting which already had a potential buyer. >> if you have them please bring them back. i don't want to press charges. i got to feed my kids. >> reporter: he says he learned his lesson and will be more careful about leaving his art unattended on the streets. david stevenson, ktvu fox 2 news. volunteers giving old flowers new purpose. >> up next a special delivery made by a group that just brought its mission to the south bay. >> plenty of excitement at the raiders camp. they have lots of needs to fill but they take care of a huge one today. their number one draft pick moments ago and the a's lose a heart breaker.

acts of flowers? it gives recycled plowers plowers to patients. ktvu's azenith smith shows us what happened when they made their first delivery in the bay area. >> this is my mother. >> reporter: life hasn't always been easy. at 82 she lives at senior living facility and misses her family. >> wish therapy here -- they were here. i have to be strong. >> reporter: across the hall her neighbor -- >> do you get a lot of visitors? >> not that many. not close. >> reporter: most of her family lives in great britain. at times they feel lonely. forgotten. that is till today. >> these are all recycled flowers. >> reporter: he had an idea in 2008 after a near fatal accident. >> i got overwhelmed with

sports in the way of flowers. never been given flowers before. it made a big impact on me. >> reporter: he realized not everyone has that. that is when he thought of random acts of flowers. the idea taking unused recycled flowers from stores, flower shops and funerals and weddings and giving them to hospital patients who need boost. >> we are taking something that would be thrown away and doing something wonderful with it. >> reporter: they delivered flowers in tennessee, tampa bay, chicago and the bay area. those who worked that facilities say the flowers help their clients. >> they feel somebody else cares. they feel loved. >> reporter: so far they delivered 70,000 flowers and
