good morning. i'm dave clark. let's talk about weather and traffic. steve paulson is talking about fog today. >> there is a big fog bank out there. we brought in a big fog bank. parts of lake county, solano, contra costa county. that's a strong push. almost everybody says cloudy, including pleasant hill. usually there is a hole in the fog. a couple show up in orin -- orinda. fog here in pleasant hill. i see a hint of sun out to the east. farther east there's sun. but there is a lot of fog. it will be with us today, and tomorrow. and then it will be cool inland. 40s and 50s on the temps. the breeze has kept things rolling right hey -- right along. travis, gusts to 33, 35. napa west, concord west. sfo is west.

hayward is west. water temps came down. let's hope they stay cold. it's been warm way too long. a little bit of mist drizzle. one more system coming in and that will play into the weather. it's a big fog bank and a cold pattern for some. it will be sunny inland but cooler for everybody. even up to lake county, vacaville and out to antioch, 50s, 60s and a few mid-70s. we had one issue earlier and i think you said one more. how are things now. things are okay. we don't have a lot of major incidents. we have one thing i want to tell you about. we'll take a look at the 580 commute. we had an earlier accident and traffic is going to be slow through livermore. but things have cleared up. we also have a crash on westbound 580 after 205. it's not as bad as i thought it would be. 680 is slow out of stoneridge,

a little bit through the sunol grade. let's go to 880. i can show you sky fox. you can see that's 880 south on the right and there is crowding. in fact, it's crowded before 92 and it stays that way to about decoto road, highway 84. not too bad. you can see for yourself you will be dealing with a lot of trucks and slow traffic as newschopper2 tilts up. it's slowing up to decoto, as i said. the bay bridge toll plaza is backed up for 15, 20 minutes. watch for the traffic. i do want to clarify westbound 205 before 580, where that crash is, it's very slow. people are being held up by that over in trivalley area. let's go back to the desk. >> thank you, sal. that 3.6 magnitude earthquake that jolted the east bay yesterday was -- has many people saying it was a wakeup

call. tara moriarty is live in downtown concord which is near where the quake was centered and felt by most people there. >> reporter: the 3.6 quake hit along the concord fault lesser than the hayward fault. seismologists believe it's capable of producing a 6.7 to a 6.8 earthquake. >> so today's earthquake was right here. >> reporter: yesterday's quake struck after 3:00 in the afternoon. one man who works as as a -- who works as a store clerk said he was grateful none of the bottles on the shelf quick. everyone is talking about where they were when the quake happened. >> sitting in my car, reading a book and i felt about -- about

ktvu.com. 7:05. the fbi now searching the phoenix arizona of two men who opened fire outside of a controversial prophet mohammed art contest in texas. this video shows the chaos moments after the shooting started there in texas. there are several reports. one of the men was part of a terror investigation in the past. now, the two gunmen, they were killed. a security guard was wounded. nearby businesses were also evacuated. >> everybody just shocked actually. >> the event organizers had a lot of security in place including metal detectors at the door and a perimeter around the building. this was -- they were offering $10,000 to the best cartoon

kind of boom, in and out. >> wow. >> glad everybody is doing well. >> sal is standing by to get us to where we need to go. how does it look? it's a little bit slow on some of the contra costa commutes. there's one item on the 205 drive that will hold a lot of people back. but first we'll go to highway 24 westbound. start there. we take a look at westbound 24, it's moderately heavy near the la fayette b.a.r.t. station. not a huge delay but it's also gonna be slow in orinda as you drive toward the caldecott tunnel. you will see slow traffic there and slow traffic at the bay bridge toll plaza. the traffic is backed up for 20 minutes before you get on the bridge. no problems on the bridge itself. but it is backed up, as i said, beyond the macarthur maze. 580 is slow as you drive out to 24 and if you are on 24, it starts to slow down the hill near the macarthur b.a.r.t.

station. westbound 205 at 580, there is a motorcycle crash on 205. a lot of people are held back in the tracy area. so if you know someone coming in from this area, you should please give them extra time. as a result, gonna move the maps over here to the right. gonna try to move the map this way. the 580 commute has been better. people are not getting through. you will see a little bit of slow traffic on 580. southbound 680 will be slow as well. if we could take the eastshore freeway picture, i know the guys in the control room can help me out, with the emeryville camera. there's something on 80. it's eastbound 80 past ashby. there is a stalled vehicle there. in the third lane from the left, lane number 3. you can see how dangerous it is for this to happen. traffic is going by at freeway speed in some of these lanes.

caltrans and chp, they know about it and are on the way. let's go to steve in the weather center. a lot of low clouds. in fact, low clouds have made it out to sacramento. that does not happen too often but it has today. that tells us it will be cooler even out to the big valley there. for us, it's a gray pattern. on the coast, we have reports of drizzle, downright even some reports of light rain including san francisco. this is cassie jean in el granada by half moon bay. calm, cool drizzly morning. feels like july. she's also a big sharks' fan. who will be the new coach? low clouds out there. everybody stacking up on that low cloud deck up and down the coast. probably dealing with some form of low clouds. they've made it up into lake county. 49 santa rosa, napa. low 50s for some. 50 san francisco. 54 san jose. those cold ocean temps. and you combined a west wind

with low clouds out to fairfield, gusting 30 miles an hour. westerly breeze for many including napa. the water temps are really huge. they came up from friday. keep an eye on it. the gray is not going anywhere until wednesday when it will be so cool. that little system right there is helping to enhance some of the fog. this low will move into the pacific northwest and drop into northern california. the end result will be a cool pattern for us for the rest of the week but maybe thundershower activity over the northern part of the state. that won't be until midweek. but it means a cool pattern. you can see some of these mountain showers popping up in the next few days. right there. right there. and continuing into thursday/friday. a lot going on here. big fog bank today. probably maxing itself out today. cool, breezy to downright windy pattern. 50s, 60s, coast and bay.

about many americans may have been compromised or even stolen during a white house data breach last year. the head of the committee wrote to president obama saying like any entity that handles personally identified information, the white house has a responsibility to notify americans about security breaches. now, committee chair john thune says people have to submit personal information before they can even enter the white house. the white house says it took immediate steps to reduce the damage caused by that security breach. 7:18. a calm air traffic controller is peaking cre -- being credited convincing evan grant to land an airplane that he stole. the controller started a casual conversation with the 27-year- old inviting him out for coffee and even to his home. after about an hour in the air, grant said, since you've kept me deposit -- company, i will

7:21. people in baltimore, hoping the city can get back to normal now that six police officers were charged in the controversial death of freddie gray. the protests, the riots and looting followed gray's death while he was in police custody. the governor of maryland issued a state of emergency for the city. baltimore's mayor said recent protests had been peaceful and the curfew has been lifted. the national guard is also demobilizing. >> i'm 30 years old. i should not have to be in before 10:00. i understand for safety and a lot of the businesses, they were losing a lot of money. >> maryland's congressman will ask congressional leaders to send a bipartisan delegation to baltimore to look at what's going on in the city. here in the bay area, many business owners are frustrated as they clean up the mess caused by violent protests in oakland. more than 30 businesses were

hit, including car dealerships and an auto body shop. 62 cars were vandalized. many say the way oakland's new mayor handles these large protests will become a critical test of her leadership. she's in the studio with pam cook. >> yes. thank you for coupl -- come coming in. >> yes. >> there was violence and vandalism and after looking at some of the video and i'm sure you've seen the damage firsthand now, your response. what went right? what went wrong? >> what went right is we did do a good job of protecting people. this is notable. there were a lot of people out in downtown that night, enjoying our restaurants, out at first fridays and we had no harm to people. our officers stayed safe, the

peaceful protesters stayed safe and the customers were safe. we didn't do a good job protecting property. we had to ground our helicopter. we have a lot of constraints that we work under, although certainly many cities across the united states had to similar -- had similar situations some with much worse damage and certainly some with harm to people. i'm encouraged that we are gonna be doing a thorough and have already begun doing a thorough evaluation. i have not been entirely satisfied with the -- police tactics used that night and we -- with police tactics used that night and we will be reviewing them. we're taking steps at some of the issues with the protesters. we'll add sustainability to the

police accountability reform. we're doing a great program where we'll recruit students who graduated from oakland public schools and giving them a three-year cadet program so we have more officers coming out of the oakland community. >> let's go back to the short run. you mentioned oakland, cities here in the bay area, cities across the country deal with this sort of a problem. when -- certainly there are a lot of people well-intentioned peaceful protesting but a lot of times when night falls, it gets out of time and there are people without good intention. curfew, any talk of a curfew? >> that's a tool that we have at our disposal. it's something that if we deemed it necessary to declare a state of emergency but that's a pretty nuclear option. i think that we can do better by really target, the people that are causing the -- targeting the people that are causing the problem. why make everybody go whole

when we went -- go home when we want to arrest the people causing damage? we're continuing to review the foolage. we'll continue to -- footage. we'll continue to investigate and hold more people accountable. on friday night, we arrested about a dozen people. we'll work with our district attorneys to ensure the tough sentences and try to get the people removed from our streets. it's a small number of people who are intent on damage that are causing these problems. i want to punish them and let everyone else enjoy our great city. >> we appreciate you coming back. it's tough questions to answer. it's not an if, it's a when there will be another protest. >> absolutely. we're focusing on helping businesses recover. i've personally been talking to them. we have to get the city back in business. >> all right. libby schaaf, thank you for

spots. that memorial in livermore, it keeps growing for a mother and her 14-month-old daughter. they were hit and killed by a suspected drunk driver. ktvu fox 2's alex savidge joining us live now with more on where the police say that driver was just hours before that crash, alex. >> reporter: yeah, dave. good morning to you. the driver in this case is free on bail this morning and livermore police, they do confirm he was at the livermore wine country festival on saturday just a couple of hours before this horrible crash happened at this apartment complex. this is the memorial that this community has set up to honor the two victims, a mother and her 14-month-old daughter, both of them hit and killed as they were walking along a pathway here at the complex. that out of control car slammed into that. this crash happened saturday night. it was before 6:00 at this

complex on murrieta boulevard. this is pictures of the victims. they are 40-year-old esperanza morales and her 14-month-old daughter, ju j-- juli. police say the suspected drunk driver in this case, brian jones, lost control and plowed into the apartment. the mother and daughter were pinned underneath that car. >> feel sorry for the family. they lost a wife, a daughter, now they have to be song -- strong for that. >> reporter: along with the mother and daughter who were pinned and died here at the scene, there were also two other young children injured in this crash. they were hit by flying debris. now, the man police believe was behind the wheel was arrested

on suspicion of gross vehicular manslaughter and dui. investigators say brian jones can's alcohol level was nearly twice the legal limit and he was booked into jail. on sunday he posted his $350,000 in bail and he is now out of jail and expected to make his first court appearance tomorrow. >> alex savidge in livermore. thank you. happening today, the city of san jose will release the new street safety plan called vision zero san jose. a statewide study already shows the crash injury rate is the second lowest of any california city. now the city wants to reduce that more. the new plan aims to reduce fatalities and serious injuries. in sweden, deaths have been cut in half. steps include reducing speed limits, replacing amber lights with white lights and installing more traffic

signals. santa clara county officials could soon approve a plan that would provide millions of dollars in relief for ambulance company rural metro. under the county's proposal, the board of supervisors would cut franchise fees as well as fines paid when am plans don't -- ambulance don't meet response times goals. the plan would save the company $7 million over the next year. rural metro took over ambulance service for the county in 2011 after submitting the lowest bid but soon after, the company began to have financial problems and reorganized under bankruptcy protection. the board of supervisors will seek new bids from other companies when the contract expires next year. 7:37. the number of citations issued in san francisco for people sleeping or camping in city parks has skyrocketed. in the past four years, the number of legal camping -- of

illegal camping citations increased six-fold. there were 165 citations issued in 2013. by last year, 963 citations were issued. the recreation and parks department says as their staff has grown they've steen an increase -- seen an increase in citations. google has engineers teaching at a handful of historically black colleges and university. 30 students will be google interns this summer. in -- this is in response to a request by jesse jackson. it showed underrepresentation by african-americans, latinos and women in the eeld.

may day protests in oakland were marred by violence after mayor schaaf announced unruly behavior would not be tolerated. she stopped by our studios and talked with pam cook. >> on friday, the mayor said oakland would not tolerate vandalism and violence. this morning, that's what the city is dealing with. broken windows, burned cars, and a mess to clean -- clean up after the friday night protests. it started with peaceful demonstrations and marches with mostly good-intended people making a point and exercising their right to free speech, something that mayor schaaf wants to encourage. she said because of the city's long history of activism. but it turned to chaos once it got dark. i asked the mayor about the

the driver. >> police say the driver in this case had been at the livermore wine country festival on saturday. just a couple of hours before this horrible crash at this apartment complex. we also can tell you the driver is free on bail. there is a memorial to honor the mother and her infant daughter hit and killed as they walked along a pathway here. the san francisco chronicle identifies them as 40-year-old esperanza morales and her 14- month-old daughter ju -- juli. police say the family gathered here for a confirmation party. that's when the suspected drunk driver plowed into the

apartment building. there were two other young children injured in the crash. we talked to one woman working nearby and heard the crash. >> they took him out of the car. he couldn't even walk straight. they said he was drunk. >> reporter: the man police believe was behind the wheel of the corvette involved in the crash was arrested on gross vehicular manslaughter and dui. investigators say jones's blood alcohol level was nearly twice the legal limit. he was booked into jail on these charges. on sunday, he mosted $350,000 -- posted $350,000 bail and is now free and expected to make his first appearance in court tomorrow. we'll send it back to you. >> alex savidge in livermore. thank you. well, for the second time in what's than -- in less than two weeks, a wrong-way driver

has killed himself saturday night. chp investigators say the driver was going 85 miles an hour when he slammed head on into a car carrying a family. the mother and two daughters were killed. the father is the only survivor. police suspect the wrong-way driver may have been under the influence. just moments before that crash he almost hit a chp patrol car. the car was approaching him and hit northbound 505. he turned on his lights and went to the right shoulder, opening the -- hoping the car could see him. the car just went right past him. >> less than two weeks ago, two people died in a wrong way crash on highway 50 in sacramento county. a bill is headed to the senate that would direct caltrans and the chp to conduct a study on the best way to reduce wrong way crashes. happening today, the city of san jose will reduce the new

safety plan. it's called vision zero san jose. a study already shows the crash injury rate is the second lowest of any big california city. now the city wants to reduce that more. there's a new plan that aims to reduce fatalities and serious injuries. in sweden, road deaths have been cut in half. county officials in santa clara may soon approve a plan that would provide millions of dollars in relief for the ambulance company rural metro. now, under the county's proposal, the board of supervisors would cut franchise fees as well as fines paid when the ambulance don't meet their response times goal. rural metro would be allowed to raise the rates for patients and insurers. that would save the company $7

million over the next year. they took over service in 2011 after handing in the lowest he bid but then the company started to have money problems. they reorganized under bankruptcy protection. the board of supervisors says it will seek new bids from other companies when the rural metro company expires next year. the number of citations being issued for people sleeping or camping out in san francisco parks has skyrocketed. according to the examiner, in the past four years, the number of illegal camping citations has increased six-fold. in 2011 there were 165 citations. in 2012, that number increased to 529 and by last year, 963 citations were issued. the recreation and park department said as the staff has grown they've seen an increase in other citations.

we're getting new information about that shooting outside of texas. police say one police officer shot and killed both gunmen who he odder -- who opened fire outside of the event. police say that officer's actions saved lives. we also found out that no bombs were found in the suspect's vehicle. investigators are still out there searching the phoenix, arizona apartment of those suspects. one of the suspects reportedly was connected to a previous terror investigation. also new this morning, the

european union just approved 2 -- $22 million in emergency aid to help nepal rebuild from last month's big earthquake. the funding comes as the nepalese government announced a very intense need for international support as they start to rebuild. nepal is among the world's poorest nations that makes most of the money from tourism. now that's in jeopardy. officials are thinking about closing mt. everest for the rest of the year. the information min ter also -- minister said foreign aid workers are welcomed to say. earlier he said the need for that was diminishing. the death toll from that quake is now over 7300. most recently, the bodies of 52 trekkers were found in a remote village. two victims are believed to be americans. safeway has decided not to reopen the downtown napa store. the building was badly damaged

there at the toll plaza. it's improved quite a bit. you can see the 880 approaches are doing quite well. let's go to steve with today's forecast. >> we have a lot of low clouds in place. there are a couple of sunbreaks. it's warmer up in blue canyon on the way to the sierra than it is in the bay area. they are 56 and sunny. the warmest temp is 50. the gray skies in place. again, i mean, low clouds made it up to lake county, out to sacramento and up to lake oroville. we'll get some breaks in it. the fog has probably maxed itself out. and there's sun coming out in pleasant hill. it will start to burn back but it will be a cooler pattern even if you have the sunshine. there is a westerly breeze behind it and a big fog bank controlling our weather. that and a weak system, upper low coming in. san jose, livermore, walnut creek, concord. a lot of low 50s.

and a rather fresh westerly breeze or some component of an onshore breeze. top to bottom. even out to livermore. thunderstorms, kaboom, firing up in the sierra nevada. that will continue most of the week. they will intensify as we head toward wednesday and thursday. where? from that guy right there. he will move in. start to deepen and move into northern california. that pencil of a front. little as it may be is giving drizzle and light rain out to parts of the coast and the city. cold out there. i stepped outside, dave, and you are not kidding. turn the heater on. there is a big fog bank. 60s and 70s. a couple of locations. hard pressed to get above 71, 72 even in some inland locations. there will be a lot of 60s. temperatures coming down for many as the low clouds made a strong push to the delta into many areas that don't get it. if they don't get it, they can
