bury the victims. reporter: they were incensed to see that he is out on bail. they say while he's out walking free, he can see his wife, meet with friends and they can't do that with their loved ones and that makes them angry. >> noel, thank you. officials are saying enough is enough and they're voting on new restrictions and fines in the thousands for those who don't cut back on their water use. christien kafton is monitoring votes. christien, how can this effect our water bill. reporter: the board is set to vote on a series of measures aimed to protect our limited water supply. water districts that don't cut water use enough could face fines of up to $10,000 per day and that could mean higher water rates for customers. the governor asked users to reduce water use by

20%. for the states biggest cities, the news is worse. they only reduced their use by three and a half percent. the board is expected to ask cities and districts to reduce usage from anywhere from 8 to 38%. cities and districts not meeting those guidelines could be slapped with those steep fines. the board is monitoring how districts are enforcing fines. >> some agencies are, some of these water suppliers have enforcement staff on the street looking for violations. they're taking in the complaints coming in and they're notifying people. reporter: if the board approves the new water restrictions and fines, they could go into effect june 1st. the board is estimating there could be a half billion dollars in fines across the state likely

. firefighters are gearing up for a potentially dangerous fire season. with the fourth year of drought, the conditions are as bad as ever. firefighters say one spark could lead to a massive wild fire. now firefighters traveling across the state to try to get the word out during wildfire awareness week. today, the head of cal fire stopped in the north bay to explain the

specific steps being taken to try to keep wildfires from getting out of control. firefighters are ramping up operations earlier than normal. reporter: fire officials gathered to issue a dire warning. california is particularly vulnerable to wildfire. >> just in the last four months, we have had over 1100 fires. that's almost twice as many as we would normally have. reporter: those were all winter fires. >> four years of drought conditions have left the state incredibly parched. reporter: last summer, wildfires consumed thousands of acres and in one county and tens of thousands in another. >> within ninety minutes of where we're all standing now in lived 10 million people. you look at that 10 million people and that's

bigger than most states. reporter: cal fire says it's ramped up staff early to get ready. us forest service says it will have 5,000 firefighters and additional aircraft to supplement cal fire. and will also change rules for campers. >> its a four year drought, and knowing that, we need to prevent having campfires in the forest. we'll probably have restrictions earlier than normal. reporter: over the weekend, a helicopter trained for water drops. one concern is where choppers will get water. >> we can order additional ground resources. reporter: while cal fire says it's doing everything it can to get ready for a potentially busy fire season, they point out nine out of ten fires are started by people, and if people are more careful, there's less chance of a fire disaster.
