a bay area father and two children who are all missing in the sierra foothills walked out of the woods tonight under their own power. they are all safe and sound. good evening everyone i'm frank somerville. >> and i'm gasia mikaelian. in tonight for julie haener. a positive outcome in the search for a man, woman and their two children. the search was centereded in a campground off highway 29. northeast of lake tahoe and about 30 miles west of downieville. search teams have been scouring

the area for nicholas lagos of oak land, his 5-year-old son and 3-year-old daughter. friends of lagos said he is an experienced camper and had plenty of supplies. they were in an equipped toyota tundra pickup truck. we don't know if something happened to the truck but when the family was found tonight they were on foot. lagos own barber shop is open in alameda. he and his family had been camping with family members. >> we were camping across the street here and at 11:00 he took off to do the back roads. that was tuesday morning. >> reporter: they weren't heard from again until tonight. the family has belocated and is safe. amber lee is in sierra county. the search for that missing

family took place in a snowstorm in may. this family was expecting bar- be-que and beach weather. about 7-inches of snow today fell. in placer county lightning started several fires. this is video of firefighters putting out hot spots. a tree and a few houses were hit by the lightning. the unseasonably weather also rolled through the bay area today. springtime rain in san jose caused people to take out their umbrellas and turn on their windshield wipers. in between the rain drops there was a rainbow. and you can see there's the hail falling with the light rain. chief meteorologist bill martin has the latest.

>> reporter: let's take a look at some of the rainfall numbers and they're not impressive. i have very little fly out. gilroy, morgan hill and watsonville. you saw some areas receiving .2 of an inch. that storm system is rotating out of the area. and as it does it's taking the showers with it. right now in the area no showers to speak of except just south of here down toward morganhill and in the mountains we still have a winter weather advisory in effect and that stays in effect until 5:00 a.m. tomorrow morning. when i come back i am going to tell you what's going to happen with your weekend weather. >> and remember you can keep up to date with our news app. 2 investigates returns to a

residential hotel in oakland with a lot of problems. our investigations exposed unsanitary conditions in that apartment complex including black mold and the water there is contaminated and residents say it's making them sick. jana katsuyama is in oakland and she tells us all the residents are moving out. >> reporter: they are, and they just left about 30 second ago. police did a sweep of the building to make sure there were no other residents inside before the cleaning crew went in. take a look at the video we just shot. they posted the red tag on the building tonight. residents had to pack their bags and board a bus for a hotel. some of them had waited until 2:30 this afternoon when the issue came to light. all of this started when three of the residents got sick and then asked east bay mud to do a test. >> lydia ham millton millton

-- hamilton is one of the residents that said she got really sick. >> i was throwing up, really bad diarrhea. >> reporter: they went to see a doctor and he suggested they get their water tested. it tested positive for contamination of bacteria usually found in sewer water. >> we chose to shut the building down, red tag it and get this thing restored. they're going to do a chlorination on the building. >> the maintenance man came knocking on everybody's door saying that we have to evacuate immediately. >> extremely upset and disstressed. just sick to our stomachs. some people were crying, some people didn't know what to do. >> reporter: some peek like jonathan scott who had to go to

work. >> there was no notice, nothing given to us or our security. i had to be ready for work tonight. >> reporter: ktvu has visited the hotel several times this year. and found leaks, unfixed repairs. in the past residents say they have felt sick. >> for the last seven months i think i had been vomiting. at least four days out of the week. >> reporter: the lieutenant attorney told me east bay mudd informed the hotel's owner about 48 hours ago but none of the residents were notified. i did speak with the owner of the hotel, he said they're doing everything they can putting them up in motels, giving them a per diem to try to support the tenants. meantime, crew members are going to try to flush the system with chlorine and find

smaller party. democratic presidential candidate hillary clinton is expected back in the bay area tomorrow for more campaign fund raising. clinton attended three fundraisers in southern california today, one for breakfast, another for lunch and an evening reception. no news media allowed. tomorrow morning clinton has another evident scheduled. clinton just attended two fundraisers in san francisco yesterday. new at 10:00, the chp joined oakland police in the search for an armed suspect tonight. the search started at 6:00 in jack london square. police say when an officer tried to take him into custody the man tried to run over the officer. chp helicopters helped track the suspects vehicle to the parking spot on the 3400 block of diamond avenue. the suspect was gone when officers got there and they're still searching for him tonight. the officer was not injured. across the bay in san

francisco, district attorney george gascon has appointed three retired judges to review thousands of cases for evidence of possible police officer bias. one man's experience with one of the officers in question. >> reporter: a growing scandal over racist text messages sent between some sfpd officers has the district attorney taking action today. >> this officer demonstrated extreme hate and bias toward african americans, members of the lgbt community and women. >> reporter: the da says he's expanding his task force to include a panel of three retired judges. they will take a look at cases. >> note for the victim, not for the criminal defendants and

then forced his way into her house in san jose's west valley. inside home surveillance video shows the man grabbing the middle schoolgirl and pushing her against a wall. the girl punches him and he decided to walk away. police though say the sexual predator is still at large. neighbors are worried that he might return. >> yeah, i'm putting in surveillance lights next week. >> knowing there's those type of people here, it's just alarming and concerning. >> police believe this man has struck once before. they say he followed a 28-year- old woman into the mitsua market earlier this month. they're asking members of the public to call them with any information. a lot of money has been raised so far for the mother and daughter that were killed

in a hit-and-run. esperanza morales and her 6 -month-old daughter was killed by a corvette that witnesses say may have been going 80 to 90 miles per hour. and a startling report on how much electricity we waste. ktvu's john fowler reports it's not just power being wasted it's money. >> researchers surveyed 70,000 northern california homes and their smart meters and found all of them had vampires. devices that suck power everyone when offer. >> i have lots of stuff. tvs that sit around waiting to get activated, vcrs, phones, appliances, computers. >> reporter: the natural resources defense counsel found each home had 40 devices causing homeowners up to $400 a year in wasted electricity. >> this is a much bigger

problem than we thought. >> reporter: pierre del forge wrote this report. it reports 40% of bay area electricity is flat out wested. >> what surprised me was the sheer number, and the unexpected devices you may find. >> reporter: in your kitchen the it's not just your refrigerator but the read out. microwave ovens even when off suck 3-watts for the clock. printer about 7-watts. televisions even went off 13- watts. it adds up to 164 wasted watts a day. enough wasted energy on average in each home to brew 243 cups of coffee a day. the nrdc is urging new restrictions on these energy

sucking devices so consumers don't have to think or turn off in order to save power. john fowler. ktvu fox 2 news. that winter advisory stays in effect up in the mountains through 5:00 a.m. tomorrow morning. there's the system we're tracking. it was productive for the mountains. a little bit of shower activity and thunderstorms in the west of the sierra nevada. and some heavy showers just east of sacramento. in scattered showers here. that system is now moving out of the area. it's still lingering in the south bay so you have showers showing up south of morgan hill. south of gilroy. you see most of our area clear. you have stuff going on. that should exit the area pretty soon here. as it does we clear out, now fog wants to return to the coast. we haven't had fog in a few days. wait for the fog to return. temperatures are in the 50s and low 60s. overnight lows tonight mid-40s, upper 40s, low 50s. the forecast tomorrow here then here's the low clouds exiting the area. the rain is gone, some clouds

disabled plaques to get free parking -- plaquers to get free parking. but this man went a bit further. he got the city to allow him to make his own parking spot. >> reporter: the 34-year-old waited isn't disabled. >> can we talk to you about your parking space. >> reporter: he wasn't talking to us but now he will have to face charges. weldon raised red flags when he appealed a series of parking citations for misuse of a disabled plaquered last year. and the dmv discovered weldon had forged his original application. >> he did have a forged doctors signature. the doctor said that's not my signature and he's not a patient of ours. >> reporter: two investigates

exposed rampant abuse of disabled parking plaquers. but weldon went further to install this disabled space outside his apartment. weldon also submitted a false application to get this press photographer license plate. >> because he doesn't work in the media field at all. >> never. >> at all, never. >> reporter: when the dmv finally caught up with weldon they said he wasn't parked in his disabled park. they said instead he was walking his dog when they arrested him. >> what did he claim his disability? >> i can't say with -- i'm not supposed to discuss the medical thing. >> even if it's fake. >> yeah even if it's fake i'm not supposed to discuss it. >> reporter: weldon got a blue card. with parking so limits in parts of the bay area, dmv investigators say access to a blue parking zone can be like gold. >> reporter: one person is dead after a severe thunderstorms

caused flooding in oklahoma. a 42-year-old woman drowned in her storm shelter in southeast oklahoma city. the victim's neighbor found her body in the storm cellar this morning. emergency officials say a tornado destroyed about 25 homes in bridge creek and 12 people were injured. that tornado also hit a wildlife refuge that houses tigers and bears. residents were told to stay inside when some of those animals got loose. eventually all those animals were found and returned. and we have video of two missing children being found. and problems with fast track's tolling system. and they say clearing your name can be a disaster.

fast track helps thousands of people across the bay area without having to stop to pay a toll. but2 investigates has uncovered problems with the fast toll collection system. >> as john sasaki found out clearing your name is no easy task. >> reporter: daniel hill of concord says she crossed the cardena strait for three years without a problem. but then in august of 2013 something went haywire with fast track. >> when i went to renew my registration for my vehicle there was a hold for 4,550 today. >> reporter: for $550 of unpaid tolls that should have been automatically paid for. >> online my account was always in good standing. >> reporter: hill disputed the

charges, that was denied. fast track added a fee. she officered to make payments. >> it was rejected and ended up being $5,630. >> reporter: hill says she was almost in tears. the answer she says she got was shocking and highly inappropriate. >> you should look into bankruptcy. >> reporter: that's what hill did spending another $5,000 in legal fees for fast track fees and penalties that were not her fault. john goodwin of the bay area toll authority acknowledges customer service suggested bankruptcy. goodwin says fast track's goal is to work with customers. >> our interest is not in punishing customers, our interest is not collecting violation penalties. our interest really is only in collecting the tolls.

>> reporter: he says there are 125 million transactions on the seven state owned bridges every year. >> we execute over 99.9% of those transactions flawlessly. >> reporter: but that remaining .1 of 1% turns out to 342 mistakes every day. most are caused by fast track cameras misreading license plates. >> when you think you're getting ahead, here comes something else to knock you down. >> reporter: she's loaded with invoices for trips she didn't take. >> i don't drive across, i walk across. >> reporter: she lost the car in april 2013 to a repossession, then in late september the fast track invoices started arriving. she has repeatedly worked with fast track and dmv to show that it was no longer her car.

an area called ram's horn in seattle county. they were taken thereafter being spotted by a national guard helicopter that was part of a large scale search for the family. they were found about 1 mile northeast of poker flat not far from their original camp site when they were last seen on tuesday morning. sierra county sheriff tells me the father nicholas vlajos and 5-year-old son and 3-year-old daughter are in great condition. they were spotted hiking out not far from the family's black pickup. now the condition of the pickup is not known at this point. they were air lifted out and were checked out by medical personnel we were standing by at ram's horn. >> are they going to be transported to a hospital? >> they don't need to go to the hospital. from what i understand they've been checked out by paramedics. it's really good news. they're alive and well and they're going to be reunited with the family. >> reporter: sheriff's officials tell me they're family is being debriefed about what stranded them. after the debriefing the father and the children are free to go home. a successful search and rescue

san rafael report that two women were attacked while pushing their strollers. both of the attacks happened behind a target store. it actually wasn't until six days ago that police found out. officers say they only learned about the attacks after the victims told a health and human services employee who then informed police. >> approached by a hispanic male wearing all black. the male forced them down to the ground and sexually assaulted them in one of the occasions, the suspect grabbed the victim's hand and placed it on a handgun that was in his waistband. >> investigators said the mothers are latina and may have

been afraid to report the attacks because of possible deportation. but officers are encouraging any other potential victims to step forward. they say immigration will not be called. police are now patrolling that trail. wall street moved higher today after two days of decline. the dow rose eight points. investors are anticipating the unemployment report due out tomorrow. fitbit filed for an ipo today. it can record everything from steps taken to heart rate to sleep pattern. the initial public offering can value the company at up to $100 million. shares of yelp rose sharply on a report it is considering a sale. yelp was in touch with potential buyers but no deal was imminent. last year yelp stock reached a two year low. there was a gala tonight for some of the world's top bike races on the eve of

inaugural. the women may need extra layers to stay warm though during the first stage tomorrow. 84 women cyclists are said to circle lake tahoe tomorrow morning in the very first women's only amgen race. volunteers will be checking the 72-mile race course tomorrow for ice and snow and then alert the bike riders of any rough patches. >> rain or shine. these are world class professional athletes and something like this certainly won't scare them. >> the women's race consists of four segments. the men's race starts on sunday in sacramento. stage three will be held in san jose next tuesday. fortunately for the women up in the lake they will get a little break in the morning hours. but it should be clear for the most part as this system clears out. we're in oakland, you can see the federal billings there to the left.

you can see the tribune buildings. and we like to look at the lights to see what they're doing. you can see, yeah see how it's hanging down there barely hanging there. temperatures today got up there, we saw 79 in santa rosa. definitely the warm spot. everybody else was mostly in the -- you know what those were yesterday's temperatures. temperatures there were mostly in the 60s. the radar loop just shows all the activity that's moving out of the area. so it's that area of moisture moves out of here you're looking at showers decreasing from the north to the south. that's in fact, is what's happening. the showers are lingering out of the gilroy area hanging out in that direction. seeing more showers working their way past here. it would have been nice to get more rain than we did. but rain nonetheless in many locations. especially in the foothills of the sierra nevada.

and snow around kirkwood. maybe more in higher elevations. temperatures are in the low 50s and 60s. that instability leaves, high pressure comes back and with the high pressure comes back, the fog. so we're going to see the valley or the coastal fog fill in at the coast. late tonight, and probably by tomorrow afternoon and so what that's going to do is give us a more classic spring pattern. cool coast mild, warm inland. that's how that's going to go. as we take a look at san francisco. 65degrees for a daytime high in san francisco. 7:00a.m. 52 degrees. as you look at san jose's forecast high tomorrow. they're going to be just in the low 70s. a little warmer tomorrow. warmer than it was today and as you head into your forecast for the next few days you see that system spin out. you see the fog come back. that's tomorrow night. and then you see the fog just kind of sticking around all bay area weekend. the showers are mostly done. even in the mountains as we're into this last 10:00 hour.

72 in concord. 72 in morgan hill and gilroy. and along the coast you're going to have that fog. as you mentioned that fog is going to really just drop temperatures. there's the five day forecast and it's fog and low clouds. pretty much all over the place. and as you look at the fog you can see it's going to be really back in the game into play as we head into your bay area weekend. sunday mother's day, cooler fog at the coast. >> not raining but still kind of moist. thank you bill. if you live in the east bay expect a taste and smell of your water the change. because of the drought east bay mud says this sunday plans to change how it draws water from one of its reservoirs. instead of cold snow melt from, they will draw on warmer water from the surface. they expect changes to the taste

and the miami marlins. willie mays has graciously accepted the fact that records are meant to be broken but for those who know he's the real deal. it's hard to see right there number 661 for a rod. he passes willie on the lead. new york pin strikes over baltimore. the a's clearly not a matinee idle that's for sure. they haven't won a single day game this season. they're not going to see the light of day in the standings until they get that figured out. but more importantly their defense. they've made the second most in the majors. there's your facebook moment. that's pretty much an a's fan like right there. 4-4, two errors set this game up as the twins break that tie. and escobar with a two run single. ike davis does go deep for the a's. a solo shot that's not going to get it done. the second of the year.
