meant to do. that was the whole intention. the lights and sirens are on. this officer is on his way to investigate a call about a fight in progress possibly involving a gun. so the situation that he's heading towards is in fact dangerous. reports are coming over the radio about descriptions of people involved in this fight in which direction these suspects are headed. he comes across a man fitting the description that he heard over the radio of one of the suspects. >> get on the [ bleep ] ground! >> one officer approaches this man. you see him give a kick to the back of the knees to try to get him down on ground. giet doesn't immediately go down on the ground for officer thomas webster. webster delivers a swift kick to the head. that knocks the man unconscious. 29-year-old latiff dickerson. this video just now released.
