very, very cool. michael is at mount umunhum. a clear damp spring would mean an abundance of wild flowers. yes, it would. it looks like we could get decent rain. 29 sfo gusts to 37. hayward west at 15. 13 west. 40s and 50s. 45 napa with that west wind. windchills in the upper 20s. a little bit of rain and snow in northern california. it will be mostly sunny for us and then we will focus on that system dropping in on thursday. today mostly sunny breezy to windy and darn cold out there. pert near cold for many. i'm telling you. 50s for many or low 70s. those are really far below normal. sal.

were you paying attention? >> i was paying attention to your southern talk. it's pert cold. right now it's pert slow. we will stop that immediately. this is a look at westbound bay bridge as you head out to the mccarthur maze. it's backed up to the maze. a 10-15 minute delay. no problems on that upper deck of the bay bridge. there are high winds reported on the bridge and chp is wanting you to know to be extra careful ever on that span. if you are driving on 580, it is pretty slow on the altamont pass. 680 out of the pleasanton area. let's go back to the desk. the death toll rising from a large earthquake in nepal. alex savidge is here in the studio with the latest information coming out of

nepal. >> reporter: good morning to you. certainly the last thing they need in that country. more strong shaking today in nepal and it comes less than three weeks after that massive 7.8 earthquake killed more than 8,000 people in the country. and here's the latest video into our newsroom. it comes to us from sky news. this is is nepal's parliament which was rocked by this latest quake that struck early in the afternoon. you can see people rushed out of buildings and into the streets. there are several reports of buildings that have collapsed. officials say at least 42 people are dead and more than 1,000 injured. tuesday's quake was centered in the middle of nepal. people who were at work in the middle of the day when this

quake hit they are were rid about their loved ones. [ inaudible ] >> i'm worried for my family. >> a lot of concern there. search and rescue teams are searching the rescue of a small town. it turns out that particular top had become a hub for humanitarian aid following the april 25th earthquake that devastated nepal and left thousands dead. more damage and more lives lost pam. of course we will be following the latest information coming out of nepal. >> thank you alex. also new this morning the chp is trying to figure out why a driver went the wrong way on interstate 80 in sacramento

hitting another car head on. three people including the wrongway driver died in that crash after the car burst into flames. this is the third deadly wrongway crash in the sacramento in the past two months. chp officers say all three crashes happened in the fast lanes. chp advising drivers to stay out of the fast lane when driving late at night or early in the morning. time is 6:05. the lock down in santa barbara has been lifted after three people were shot and injured near the campus. it happened last night. two men were shot. one of the suspects was assaulted and a second suspect escaped in his car. police are saying this was a domestic disturbance. but police also say the same apartment complex has seen several armed robberies in recent weeks. last nights violence comes a year after the shooting rampage

in aye a la vista -- isla vista. on friday one of the victims mother spoke out calling for more focus on campus security. there are more problems on the new eastern span of the bay bridge. and brian flores is out on treasure island and says once again the issue has to do with that new landmark tower. brian. >> reporter: yeah it sure does, pam. a member of that panel that over saw the construction a few years ago and now takes a look at the problem on the bridge. and now more money will be spent to figure out this latest problem. so what is going on here? there is salt water flooding an anchor rod at the base of the tower. tests done last week show that chloride levels were 50 times higher than least year.

what that means is bay water is coming through the cracks. some bridge experts say the discovery of the bay water could make the anchor rods worse off than discovered in 2013. also to remove the rods that could be effected to get a closer look. that should happen sometime next week. of course who will be footing the bill. toll payers will. $1.5million approved yesterday but we hear as much as $4 million could be spent trying to figure out what is happening with the eastern span of the bay bridge. >> that has become one expensive bridge. >> it sure has. no question. 6:07 is the time. california can't keep up with our road repairs. the latest cal tran report

shows just 59% are considered in good shape. 25% need minor or preventive work. 16% need major renovation but it would cost $80 billion to do all the wash that is needed. >> when the amount we need is $8 billion every year and we're coming up with half of that through our current funding sources, that means that the roads just get worse. >> reporter: california's gas tax is the primary source of money for highway repairs. people with electric cars don't pay any gas tax. in case you missed it the warriors won last night and they are now back in the bay area this morning after a blow out win over the memphis

grizzlies in game four. ktvu cameras spotted the players. where is that guy with the beard? right there. they were leaving oakland airport. the team plane listened about 3:30 this morning. the players left pretty good. the series with the gridsly -- with the grizzlies now tied even. watch this. come on. just like that. after two straight losses the warriors bounce back and win 1011-84. >> we have to come up with the same intensity and emotion on wednesday because you can't give this team any life. >> the warriors have regained home court advantage.

the best of seven series now the best of three. the game five tomorrow at oracle arena in oakland. 7:30. game six back in memphis. and it was -- and if necessary game seven would be in oakland. also happening today the tenth annual amgen tour begins in the bay area. crews have been busy making preparations for the racers and spectators. now from san jose the cyclists head north to livermore. but parking of course is limited. the racers descend back into san jose and finish stage three at motorcycle county park. they are expected to end up there about 4:00 this afternoon. so if you want to walk that finish of the stage that will be an exciting place to be. >> all right pam.

we have a little time before our next regularly scheduled program and taking the opportunity to show you a story recently featured on a second look. we hope you enjoy it. >> how many people describe themselves as completely happy? well, these two people do. herman zap and his wife decided three years ago to follow their dream and drive their antique car from their native argentina to alaska. originally they thought the trip would take about six months but every time they saw an interesting side road they took off and explored it. when one side trip took them down an amazon river they built am barge to adominate their 1928 automobile. in the three years they have roamed throughout south america, central america and crisscrossed the u.s. a couple

of times. >> all you need to make a dream come true is to start it. if you have a dream that is challenging, start it. >> while on the road they had a baby. conceived in nicaragua and born in the usa. the zaps ran out of money after six months of saying in hotels. they earned gas money by selling a little book about their adventure. >> one of those fantastic stories. always good to see. church pastor in los angeles giving people on skid road some hope through music. >> every night about 1700 people sleep on dirty sidewalks on skid road but thanks to a church pastor, hundreds are getting a three hour escape from that rough life on the

streets because every wednesday he gives them a chance to participate in karaoke night. >> we want to make sure that people fill the love. i really honestly love them and i don't care what kind of shape you are in because i was in that shape. >> he was in the same boat as many of the people on skid road. he said he did drugs for almost 20 years. he was homeless on the streets. that is why he says he wants to give back to those that need it. a start-up ride service is targeting busy parents with busy kids. it's called shuttle. but this service is designed to transport kids. company employs 200 drivers most of them women. kids under the age of 18 have to carry a texting enabled phone that allows them to be contacted by the drivers and parents can keep track of their children through gps. right now shuttle only serves some bay area communities but

their hope is to expand around the bay area, around the state and even across the country. time is 6:19. let's check in with sal. >> we are looking at slow traffic. many areas dave and pam. let's go right outside anden take a look at the commute here as you drive over to the bay bridge toll plaza or the san mateo bridge. pardon me. it is windy on that span. chp has posted a sign saying high winds on bridge and they have posted an advisory for you to be very careful but it is windsy every -- windy everywhere. there is a backup at the toll plaza. it's backed up for a 10-15 minute delay. as we look at the south bay, this commute starting a little later this morning which is nice. you can get a nice drive on 101. 6:20 let's go to steve. sal.

>> yes, sir. >> it's cold out there. >> it sure is. >> and windy out there. >> in fact, i had a comment from somebody that said my heater has kicked on more in may than it did in january. i believe it. it's cold. i just heard from karen she is in the marina. it is chilly here. it is. these are the average temps for this time of year. 75 in santa rosa. i went 70 today. now here's why. if they get a north wind that will warm them up. 66 forecast high. livermore should be 77. 67 that is incredible for this time of year. and san carlos they will be hovering around 65 degrees. that is a very cool pattern. san francisco what should we be. should be about 64 degrees. i went 60 and 48. they have been gusting about 24 miles an hour.

sfo has had gusts to 43. still gusts to 37. howling there also west at hayward. delta breeze, concord west. and it's 45 degrees. 40s and low 50s on all the temps. a little bit of rain and snow. i know it's a little bit but amazing how the water temps took a turn went from 58 to 60. 40s up in the mountains. they get a lot of clouds and wind up there. 50s through the interior. sacramento is 50. the one we are focusing our attention on is that one right there coming into late wednesday and thursday. it is a cool air mass in place. that breeze isn't going anywhere. it will be breezy windy day. and we will cloud it up.

welcome back to mornings on 2 it's 6:26. starting next month one million people in san jose will face mandatory water rationing. customers of the san jose water company will be given monthly water allotments and face fines if they exceed them. the allotments will be based on the average water use from 2013 for all water customers. people in businesses will be required to reduce water use by 30% from that amount. no word yet on what the fines will be for those who exceed their monthly allotment. in berkeley the city is

testing a campaign to collect your spare change and put it to use helping people in need. the city recently installed these four small metal boxes downtown. anybody at any time can drop off some change. the goal is to reduce panhandling and begging for money and raise money for the berkeley food and housing project which runs a shelter and a meal program. those donations will be used to pay for personal things like socks and toiletries. and for ride vouchers on ac transit. >> i think to the average person it seems really simple. but these are things that can make or break a difference for a person. >> the downtown berkeley association paid for the boxes and for the installation of them. the program is modeled after one in denver. they see donations of $100,000 a year. there a five new members of the bay area sports hall of fame.

shore freeway. the traffic is going to be a little slower here. you can see traffic is going to be 28 minutes. this is courtney's commute. 30 minutes now. it went up as we were speaking. get to the bay bridge toll plaza it is backed up to the mccarthur maze. metering lights are on. once you get on the ridge it does look a little better in san francisco. i want to show you the east bay. southbound 880 is slow. it is windy especially on that san mateo bridge. i think some of that wind is slowing traffic on that span on the way out to the peninsula. 6:33 let's go back to the desk. our time is 6:33. we are following new developments this morning in nepal. there was another big earthquake in nepal. it was a magnitude 7.3 earthquake. at least 40 people were killed. that death toll is expected to

keep going on. alex savidge is in our newsroom. you have the latest. >> reporter: nepal rocked once again today and of course this comes less than three weeks after that massive 7.8 earthquake killed more than 8,000 people in that country. this is the last thing they need. another quake struck at about 1:00 in the afternoon today. you can see here people rushed out of buildings and into the streets. there were several strong after shocks from today's earthquake. officials do now say 42 people are dead. more than 1,000 people have been injured. tuesday's quake was centered in an isolated area. it triggered several landslides and toppled buildings in a number of small towns. hotel manager described what happened as the shaking started. >> just know there was a big quake. and we all ran out of the

building to keep ourselves safe. we are trying to make contact with our families. >> reporter: a search and rescue team is combing through the wreckage of a small town in the remote mountain region of nepal where quite a few buildings have collapsed. that town has become a hub for humanitarian aid following the april 25th earthquake that devastated nepal. and now of course a lot of that aid work is on hold. a country already struggling to recover from one disaster is dealing with the effects of another large quake today. of course throughout the morning we will continue to follow the latest information coming out of nepal and bring that to you here. we'll send it back to you. >> thank you. earlier this morning pam chatted live via skype with an american aid worker in nepal about what he felt when that quake hit. let's see if he can get to it.

>> did you feel it? and what was it like? it must be horrendous for everybody there. >> yes. i've been here since friday. we felt tremors and after shocks multiple times. i was on the roof of our office building which is on the sixth floor and it was pretty violent. the shaking lasted about 15 seconds and people were quite scared. they were on their decks. crouched together. so the shaking stopped which is when we evacuated the building. >> dave heartman says his organization save the children. they are trying to get help to the families in the remote part offal pal. if you'd like to learn how to help the victims in nepal, it's right at the top of our website at ktvu.com. a san francisco entertainment no motier is under -- entertainment promoter is under arrest for the death of a woman in an old theater.

tara moriarty is live with more. >> reporter: the body of a woman was a 31-year-old out of oakland found inside the great star theater here on jackson. we don't know who she is or how she died but we do know her death was considered suspicious. police have arrested this man. 48-year-old harris rosenbloom. they arrested him on suspicion on homicide. he is seen in a promotional video and he was leasing the great star. trying to renovate it but city officials say he hadn't had much success in raising money. according to the examiner, he called police sunday to report the death and when officers arrived at the theater, they found him alongside his lawyer and body. police say there was probable cause to believe he was the person responsible after gathering evidence from the scene and the phone call to sfpd. rosenbloom has been booked into jail and no bail amount has been set. we are not clear what the woman was doing at the theater or if

she knew rosenbloom. he had run into several zoning issues with the city for the great star and we have reached out to his attorney but we have not yet heard back. i'm tara moriarty. back to you. somewhere thank you, tara. a judge in san jose has ruled the pillow case rapist does not have to return to a hospital. christopher hubbard is not danger to himself or others. he violated the terms of his release after he let the batteries on his ankle monitor run too low on two separate occasions. people who live in the neighborhood he was assigned to have been protesting to get him removed. hubbard has been in and out of prisons and mental hospitals since he was first convicted of rape back in 1972. he has admitted to raping dozens of women including 23 in santa clara county and using a

pillow case to muffle their screams. a boy is recovering after he jumped out of a moving car that was stolen as he sat inside. the boy's mother who did not want to show her face on camera is still shaken up. >> i load up my car. i turn around and try to say goodbye to my mother-in-law and tell the kids to get in the car and leave to go home. and out of nowhere that guy took the car. >> police say the four-year-old was not yet strapped in his car seat. witnesses about a block away say they couldn't believe their eyes when the child jumped out. >> he turned the corner here. as soon as he turned the corner the door open and the little kid flew out. >> i'm so very proud of him and we are blessed with how smart he is. >> the little boy has cuts and scrape on his feet and legs. police say the thief probably didn't realize that child was in the car. so far they have not captured

the suspect. or recovered that car. some people livering in the east bay are waking up with two fewer fire stations. yesterday the east contra costa fire district closed the knights fire station. voters failed to pass the parcel tax so now the district has three fire stations and nine firefighters for more than 100,000 residents. of course that means for many people especially bethel island the fire response times are going up. >> it scares the heck out of me. god forbid. we're as much at risk as anybody else. >> it is pretty scary. i know a few years back right down the road here there was a big fire in a home and it burnt to the ground. >> the chief says the fire response time will go as high as 15 minutes for some calls.

he also says the price of fire insurance could triple and that some people may no longer qualify for coverage. later today san francisco mayor ed lee is due to unvail a plan that is to make more affordable housing available to families. mayor lee is expected to introduce a $250 million housing bond at the board of supervisors meeting. $50 to $100 million will be used with public housing. $100 to $200 would go for low income housing. additional money which would be set aside to help middle income families. >> it will not raise taxes for the city which is really important because for the last two decades we have never had an affordable housing bond that had passed. because i think in the past they were thinking about raising taxes and the public didn't want to think about that

at the 92-880 interchange and there on your right heading up to the top of the screen is all of that slow traffic i just showed you on the maps heading over to the san mateo bridge. it's a tight one, folks. look at all of that traffic. it will not be easy getting across that span. 6:48 let's go to steve. pretty gusty out there. >> very gusty for most. it will be sunny today. you chewed up or wiped out that fog bank. there is nothing left to support it. it will also be breezy to windy to howling for some. look at the low carving itself out. we have snow up in bernie right now. there is leo dock county. and the next system is dropping in. it looks like rain thursday. sure looks like it. windy up in the sierra nevada. a little bit of rain up near redding. these are the average highs for this time of year. 70. now the only reason i'm going 70 is because of a north wind. san jose 66.

livermore 67. also ten below average. san francisco should be 64. it will be sunny. that is the good news. it just won't be that much war mir. at least we lose the low clouds and fog which has been very, very persistent. i think this is malia. is it going to warm up later today? yes but not a lot. temperatures will stay much below average. 37 gusts to 43 in the last couple of hours. even napa west at 13. oakland has had gusts to 25. 40s on more of the temps and 50s. those 50s are low. a lot of 50-51's or 45. william says clear no wind. that is out in vallejo but a brisk 47 degrees. that is cool. you can thank or blame these cold water temps once they drop to the upper 40s our entire pattern changes. most have been coming over land so they don't have much moisture but the next one is

welcome back to mornings on two. a disney land character actor is accused of injuring an eight- year-old boy. i want to show you cell phone video. his was taken by the boys mother on thursday. she claims the actor dressed as pluto bent her son backwards during a hug and flung him around like a rag doll. disney offered to pay for her son's medical expenses but it's not clear if the actor was disciplined over this incident. american idol's 14th season comes to an end we find out the series is also ending next year. season 14 two night finale begins tonight. now nick, clark, and jack are the final three contestants in the competition. now according to the judge j-lo is no clear front runner which

means tonight's performances may actually sway enough votes to determine this seasons winner. in the meantime yesterday's big announcement that next season will be the last one hasn't shocked some fans. >> i was really shocked when i heard that idol would be last season. personally for me that show changed my life. somewhere. >> we do know that jennifer lopez, keith urban, and harry are coming back as judges along with ryan seacrest. the final season will begin shooting in the coming months. it's set to debut in january 2016. the giants have presented pablo sandoval with his 2013 world series ring. manager bruce bochy, ceo larry bear, and bobby evans met sandoval in san francisco sunday night. there are some photo tropical storm that. sandoval's new team is here to play the a's.
