livermore. take your pick. gusts 21 novato. that's sustained at oakland airport. 21. gusting to 25. it's a fresh, cool breeze. 40s and 50s. this is antonio, currently 50 degrees out of the west. 10-mile-an-hour breeze. daly city is clear. the system will focus on thursday, right there, it looks like that will bring us rain. mostly sunny, breezy to windy at times below average temps. a lot of sunshine. that's the good news. but it's staying below average. sal, we had wind advisories from the chp. any -- anything else going on? >> yes. it's slowing traffic on the san mateo bridge. let's go to skyfox looking at that for us, looking at that slow traffic on the span. you can see from this picture how slow it is.

it's slowing right before you get to the high rise. i think people are slowing down because of the gusty wind. we don't have an accident on this span. it just has been pretty gusty on that span and backed up all the way out across the bridge to the peninsula. let's take a look at 280 in san jose. that's also slow getting up to highway 17. suddenly we're going through a lot of slow traffic on 280, northbound 101 is slow as well. that's 1, 2, 3, 4 -- that's a five-car train. that's one of the older trains. let's go to the been -- let's go to the bay bridge toll plaza. that's backed up 15, 20 minutes. back to the desk. >> thank you, sal. the death toll is rising this morning from another large earthquake in nepal. the magnitude 7.3 quake has killed more than 40 people so

far. alex savidge is here with the latest developments. >> good morning. another devastating blow here for the people of nepal. it's been less than three weeks since the massive 7.8 earthquake killed more than 8,000 people in that country. >> this was the scene today. video from inside nepal a's parliament which was -- nepal's parliament. it struck at 1:00 this afternoon, local time. you can see people rushed out of buildings and into the streets. there are several reports of buildings that have collapsed. officials say at least 42 people are dead as a result of this latest quake and more than 1,000 people were injured. tuesday's quake was centered in an isolated area of nepal near the chinese border. it did trigger several landslides and toppled buildings in some small villages there. people who were at work when the quake hit would, -- when

the quake hit are worried about loved up with -- loved ones. >> i'm worried for my family. >> a search-and-rescue team is searching in a remote region of nepal where a number of buildings collapsed. that town has become a hub for humanitarian aid after the april 25th earthquake that devastated nepal. for some perspective, last month's earthquake was more than five times as strong as the one that struck today. still, the quake that hit today has left even more damage and killed even more people. it will no doubt hamper the recovery efforts in nepal. >> such dev -- such devastation. b.a.r.t. is saying some of its employees may have rye violated rules -- may have vie lighted rules on

-- violated rules on property. it's claimed they were campaigning for one candidate, susan bonita. b.a.r.t. says the code of conduct bans employees from taking part in political action on b.a.r.t. property. in the meantime, susan is claiming her opponent has used b.a.r.t. for campaigning. there are 50,000 miles of highway near in california. the latest caltrans report shows 59% are considered in good shape. 29% need minor work. 16% need major renovation. however, glass tax revenue won't pay the $80 billion cost of work that's needed. part of the problem fuel efficiency goes up, drivers pay less than gas taxes.

now the transportation commission, they are looking for other ways to pay the repair bills. the warriors are back in the bay area this morning after a blowout win over -- win over the memphis grizzlies. our cameras spotted player including andrew bogut leaving the oakland airport. the team plane landed around 3:30. players left frequently likely heading home to sleep. the series with the grizzlies is now even at 2-2. steph curry scored a game high 33 points last night. he also had eight rebounds and five assists. after two straight losses, the lawyers bounced back with the win. now they have home court advantage back. the best of seven series is a best of three. want to mention sal will be talking more more about this game at 7:45. game 5 is tomorrow night at oracle arena. game 6 back in memphis on friday night and if necessary,

game 7 would be sunday in oakland. >> and tori is talking to warriors. >> yes. >> a lot to talk about. >> yes. stage three of the amgen tour bicycle race starts this morning in san jose. and our reporter is near the starting line joining us with a rundown of the grueling route these cyclists will be covering today. >> reporter: hundreds of riders are waking up in beautiful san jose. the east foothills will be the backdrop. organizers are setting up for stage 3, as you can see here. 140 of the world's top athletes will take off at 10:45 this morning. this race is 105 miles. the riders will begin here in the berryessa neighborhood, then to livermore and use some major muscle power for a 4200- foot climb up the back side of mount hamilton. the finish line is at motorcycle county park.

this stage should take about five hours to complete and this comes off the heels of a relatively easy stage 2 from nevada city to lodi where mark from great britain maintains the lead. fans can hike or ride their bikes to watch. many viewing points are located on calaveras road. this is the 10th year the city of san jose mass hosted a stage for the tour. the entire ride is 724 miles. i'm just tired saying that. now, this morning, some roads in the berry esa neighborhood will be -- berryessa neighborhood will be closed. the route is mainly county and rural roads. we're told traffic should not be ill pablthed too much -- impacted too much but it will definitely be a run ride today. >> i know it will be. thank you. a mystery linked to an old movie theater. in 20 minutes, the disturbing discovery made inside and what

police in lake mary say one shot was fired at zimmerman. the bullet barely missed his head and he was hit by broken glass. police say the same gunman was apointly involved -- apparently involved in another road rage incident with zimmerman last year. a witness says the gunman flagged him down. >> the guy came pulling up and said, please call 911. will you please call 911? i was like what happened? he said i just shot george zimmerman. he waved the gun at me and i shot him. >> investigators have not figured out why the two were fighting but say there is an ongoing feud. george zimmerman shot and killed an unarmed black teenager, trayvon martin, in 2013. zimmerman was afated in that -- acquitted in that killing. ride sharing, it's a big business in the bay area. and now there is a new company offering a service to families who need help getting their children from place to place. ktvu fox 2's pam cook in the studio now with more on the steps this service is taking to

keep its young passengers safe. >> pretty interesting. the startup ride service is called shuttle. it's targeting busy parents in the bay area with busy kids. it's similar to uber but designed to take kids where they need to go. the company has 200 drivers. passengers have to be 18 or younger and have to have a texting-enabled phone to be contacted by the driver. the app lets the parents keep track of their kids along the way. >> there's gps tracking the whole way. parents are notified at -- when the driver is on the way, when they arrive to the location, when they depart. when they drop the passenger off. and we also have mull monitoring -- full monitoring going on by the staff. >> shuttle launched in the area of san francisco. it's focused on expanding across the bay area soon. the ceo says it's certainly attracting investors. they've attracted $12.5 million in funding. so the company plans to go

national. not everyone is praising the new service, though. coming up i will tell you why some people are saying why using a car service to cart kids around is actually adding more concern than convenience. tori and dave? >> interesting concept. a good friend of mine was interviewed by a national newspaper for a single parent. there's opinions on both side. >> all right. let's get sal's opinion on your commute. how things are going out there. >> it's a little bit slow out there. as a matter of fact, we are looking at slow traffic on many of the bridges and causeways. it's windy. let's take a look at first westbound 24. you can see traffic is going to be busy as you drive through. it's not gonna be -- it won't be a huge delay in any one spot. it will be busy as you drive over to the caldecott tunnel. it's stop-and-go in some areas. out to the bay bridge toll

plaza from skyfox, you can see that the backup is getting up to the metering lights and the macarthur maze. kind of a big delay here trying to get into san francisco. it's also windy on the bay bridge. not quite as bad as san mateo. but it's no picnic up there. let's talk about the dumbarton bridge and the san mateo bridge. we can put that on the map. there's red road sensors there. we have a lot of slow traffic on 85, 280 and 101. 7:15. let's go to steve in the weather center. >> it's windy out there. i know we talked about san mateo and the dumbarton bridge but not everyone is in on the breeze. around tiburon, a couple of reports, not bad. but for others, it's roaring. you can see it spinning in the atmosphere. that's one low carving itself out over northern california. there's zero heat. cool air aloft. that system will keep us cool and breezy. that system shows rain on

thursday. rain? yeah, rain. these are the average highs for this time of year. sloer -- santa rosa, 75. if they get a north wind, they will hit the 67, 66. we're way below average. haven't seen this in a long time. i believe february 2014 was the last below normal month. believe it or not. san francisco will go 60. more sun. that's the good news. even with the sunshine, you are still blee low average -- still below average. gusts to 43 earlier. 25. if you combine that with a 40- degree temp, that's cold. oakland airport west at 21. 21 novato. pretty breezy to windy. 40s and 50s. there were more 40s for lows than 50s. george mccray said clear and cold in el cerrito. 48 degrees. wind northwest at 5. everybody

is in on this chill. you can see the warmth. 91 forecast high today in washington, d.c. with humidity to match. could be a record high. on the back side of that, very cool air. still snow in the northern great lakes. they are stuck in the pattern. there will be torrential copious rain throughout texas maybe into oklahoma. if you have any flights, it's been a bumpy ride. a couple of people have told me, there's been a lot of turbulence. upper 40s, 50s on the water temps. they are cold, as soon as they turn cold, our weather changed, kind of the teeter-totter effect. we have the warmth and dry for so long. the lows have been coming down. they don't hold a lot of moisture. this one is coming over water. that's why i think we'll get rain out of it. maybe late wednesday night. rain develops and there could be isolated amounts. if it all comes together and more snow up in the sierra.

this is the cloud/rain forecast. it will increase the forecast tomorrow. thursday morning, i would expect a wet commute and then watch -- i mean, just boom. there it is. up in the sierra, northern california, central california and it continues to churn here probably all the way into thursday. maybe early friday. today it's sunny. sunny and -- it's not very warm. below average temps. windy for tomorrow. not for all. 60s on the temps. this is may, right? it looks like something we would see into march. well below average, 10, 12 degrees for some inland areas. gilroy probably not even hitting spent. 50s on -- not even hitting 70. 50s on the coast. the weekend will be okay. just not very warm. another system due monday. >> wow. it's -- no sign of any warmup

in the near future? >> no. probably memorial weekend. >> that will be appropriate. the nfl is suspending tom brady without pay for the first four games of next season. he's always had a clean-cut image. but an nfl investigation determined that brady likely knew about the deflated footballs. brady's agent said he will the appeal the suspension which he called ridiculous and without legitimate basis. beside the four-game suspension, the league is fining the patriots $1 million and taking away two future draft picks. the two patriots' employees who investigators determined were likely responsible for deflating the footballs have been suspended indefinitely. interesting comment from harry reid. he said it didn't make sense for the nfl to fine the patriots and tom brady and let

welcome back. starting next month, 1 million people in san jose will face mandatory water rationing. customers of the san jose water company will be given monthly water allotments. you will be fined if you exceed them. this will be based on the average water use in 2013 for all water customers. now, people, as well as businesses, they will be required to reduce water use by 30% from that amount. no word yet on what the fines will be for those who exceed their monthly allotment. well, they are still in high school. but there is a group of students in berkeley already training to become professional firefighters. it's all thanks to a very unique educational partnership. alex savidge explains how the

program will help the berkeley fire department hire some home grown talent. >> reporter: from the coat to the mask, these berkeley high students are finding out firsthand what it takes to fight fires. >> to the left. there you go. >> reporter: this isn't just a chance to dress up in the gear. it's serious training. >> time stamp thing. >> reporter: these students, juniors and seniors, taking part in the fire science classes, with the help of berkeley foof -- firefighters, and they learn to operate the equipment and understand the skills. >> it was a lot heavier than i expected it to be. >> it's only when you are tightening it that you have to push it. >> reporter: they will move onto emt courses and accredited

paramedic courses. all along, they are paired up with firefighters who mentor them. >> we hire people with zero experience. >> when a red light pops up, it will flash. >> reporter: this unique program is meant to guide local students towards jobs here at home. right now, less than 10% of the berkeley fire department libs in the city -- lives in the city. >> it would mean a lot. growing back here, to give back to the community. >> we would like more of the local youth to become firefighters. >> take a breath. >> primarily geared to berkeley use, specifically at-risk youth who are not college-bound who don't have the financial support to go to college but who do want to have a good- paying job with benefits. >> reporter: this senior says this course was an eye-opener for him. >> i think classes like these definitely open doors for many different people whether they

have plans for college or fought. >> college -- or not. >> reporter: today, they were trying on the gear. in a few years, many will be joining this all for real, working in the field as firefighters. a treatment job for many of these students. >> take a deep breath. >> reporter: it's all within well reach thanks to this training. alex savidge, fox 2 news. >> the city of berkeley is testing a campaign to collect your pair change and put it to use helping people in need. the city installed four small metal boxes downtown where anyone at any time can drop off change. the goal is to reduce panhandling and raise money for the berkeley food and housing project which runs a shelter and meal program. the donations will be used to pay for personal items such as socks and toiletries. it will cover the cost of i.d. card application fees at the dmv and for ride vouchers on ac

transit. >> i think maybe to the average person is seems really simple but these are things that can make or break a difference for a person. >> downtown berkeley association paid for the boxes and installation. the program is modeled of a one in denver which sees donations of $100,000 a year. 7:27. a third deadly wrong-way crash on a highway or freeway in less than a month. the warning from the c chp -- from the chp for those who drive late at night or early in the morning. >> reporter: and there's more problems on the bay bridge, particularly the tower. what it will cost to fix it. a driver in the car on westbound 580, coming up over the dublin grade. traffic, not bad. but i think this driver will run into some slow traffic coming up over this hill. we'll see. good news, it's going to be sunny for everybody today. we've lost that fog.

up on 580 westbound at 238. it will be slow here. not too bad. this intersection, that's 238 going up and down on your screen. now our car driving in the same area here on 580 coming up over the hill to castro valley. you can see this is coming up. they are right there. from this picture -- what am -- i'm looking around for the skyfox. we have this area covered. they are in the same place. if something were to happen, we would be on it. traffic is a little bit slow. let's go back to our south bay commute which hasn't been so good. northbound 280 is now backed up onto 680. 101 is slow back to 85. 85 is slow from 87. suddenly into the west valley we go with a lot of slow traffic. i cannot leave out highway 4. it's become a mess and 680 is slow from 242 down to highway 24. 7:33. back to the desk.

the chp wants to know why a driver went the wrong way on interstate 80 in sacramento slamming head on into another car. three people, including that wrong-way driver died in this horrible crash after the car burst into flames. this is the third deadly wrong- way crash in the sacramento area in the past two months. the chp says all three crashes happened in the fast lane. now the chp is advising drivers, stay out of the fast lane when you drive late at night or early in the morning. a san francisco entertainment promoter has been arrested in the death of a woman whose body was found in an old theater under renovation. tara moriarty is joining us live. you are at the theater now to tell us what you are finding out about this mysterious case. >> reporter: well, the gates to the great theater remain

closed. we know that there's remnants of crime scene tape from sunday and that's when authorities discovered the body of a 31- year-old woman from oakland. they have arrested a 48-year- old, harris rosenbloom. this is a picture of him right here. we know he's been arrested on suspicion of homicide. he's seen in a promotional video for the theater. harris rosenbloom was leasing the great star on jackson and trying to renovate it. city officials say he didn't have much success in raising money. he called to report the death. and when officers got there, they found him with his lawyer and near the body. harris rosenbloom has been booked into jail. as far as we know, no bail amount has been set. it's unclear who the woman was, how she died, what she was doing at the theater and if she knew harris rosenbloom. the 48-year-old has been

involved in the entertainment industry since the '90s. he a had run into several -- he had run into several zoning problems over the theater. we've reached out to his attorney. we've not heard back this morning. live from chinatown, i'm tara moriarty, back to you. >> thank you. 7:36. a 4-year-old boy from stockton is recovering this morning after he jumped out of a moving car that was stolen as he sat inside. the boy's mother who did not want to show her face on camera is still shaken from this frightening ordeal. >> i turn around and try to say goodbye to my mother-in-law and tell the kid to get in the car and leave to go home and the guy took off in the car. my sister-in-law is like, the car, the car. >> police say the 4-year-old was not yet strapped in his car seat. witnesses about a block away couldn't believe their eyes when the boy jumped out. >> i turned the corner and the

door opened. the kid flew out and hit the bench. >> the boy has cuts and scrapes to his feet and legs. police say the car thief may not have realize the boy was -- realized the boy was in the car. they've not captured the suspect or recovered the car. there are more problems at the new bay bridge. it could cause toll payers more than a million dollars just to investigate them. brian flores says the problems may have to do with the tower that's supposed to be a landmark. good morning, brian. >> reporter: yeah, good morning, tori. well, there a meeting with bridge oversight committee and the executive director of the metropolitan commission says this latest problem with the tower that you are looking at right there. he says this is a game changer. that's certainly not good news when he says that for a bridge that was built over budget. now more money will be spent to figure out this latest problem. what's going on? well, according to bridge officials there is a possible

saltwater flooding and anchor rod failure at the base of the tower. tests done last week found that chloride levels were 50 times higher than last year. what that means is the possibility that bay water is coming through the cracks and could be affecting the foundation where the anchor rods are. now, officials know that at least one rod that failed last week's test with the concern that the other rods meant to help the -- meant to help anchor the bridge during an earthquake, they may be corroded. but further tests need to confirm that. some experts say the discovery of the bay water could make the rods worse off than the ones discovered in 2013. the panel approved $1.5 million on further studies and also to remove the roads that could be affected to get a closer look. from what we understand, the tests are expected to take place sometime next week. as we take it back out here live, the money coming directly from toll payers, not just the ones who drive on the bridge but toll papers on all state

bridges. but during an overnight meeting yesterday, bridge officials do reiterate that the bridge is safe. more problems to go along with the eastern span of the bay bridge. back to you. >> it's amazing. you think that one thing is taken care of. something else needs to pop up. we'll keep on top of it. >> thank you. 7:39. california lawmakers and elected officials will get a 3% pay raise at the end of this year. it was approved by a panel appointed by governor jerry brown. the citizens compensation commission volted to partially -- voted to partially restore deep cuts to pay and benefits imposed during the recession. at that time, the commission cut lawmakers' pay by 18%. assembly members and state senators will be paid $100,000 a year. that's up from $97,000. an online petition drive is underway in san francisco to change the name of san francisco's justin herman plaza

to maya angelo plaza. it's named after the former head of the city redevelopment agency. the people behind this new petition drive say that justin herman led the fillmore district which forced out minorities. they think the new name would be more appropriate since they say she brought people together. she lived in san francisco as a young bomb -- young woman. van, texas was one of the hardest hit areas in tornadoes. 120 homes were destroyed. dozenses of people are staying in a shelter. the victims say they are just lucky to have each other. >> it's just stuff and it can be and will be eventually

replaced. >> in the town of nashville, arkansas, a young couple died trying to shield their baby girl from a tornado. the 18-month-old girl survived. one man in nashville is helping those by handing out $100 bills. the governors of arkansas and texas declared dozens of counties disaster areas in the wake of the storms. tropical depression ana dropped heavy rain on parts of eastern north carolina causing heavy flooding. many people became stranded in their homes and cars had to drive through several feet of standing water. not really a good idea. well, tragedy strikes again in nepal. in 23 minute, the damage from a 7.3 earthquake that hit near mt. everest and the latest

can see coming up to the bay bridge. now, our skyfox found the backup which by now is extending beyond highway 24 and also highway 24 traffic coming down from the caldecott will be slow. even if you don't use 580 if you are coming down the hill on 24, trying to get into downtown oakland, it will affect you. when you get to the bay bridge toll plaza, some of the traffic is being held up and we're getting a little bit of a lighter commute. but i don't think it will last that long. still about a ten-minute delay, 10, 15 minutes before you make it onto the bridge. let's quickly touch up some of the east bay commutes. 680 is backed up from the maze. back to the desk. >> thank you, sal. the death toll continues to climb this morning from another large earthquake in nepal.

the magnitude 7.3 quake has left at least 40 people dead. alex savidge is here now with the latest on the search for survivors. i can't believe this has happened again. >> really hard to believe. a country struggling to recover from one disaster now hit hard again. of course, it's been less than three weeks since that massive 7.8 earthquake killed more than 8,000 people in nepal and today, again, more shaking. and there's video from inside the parliament which was rocked by this latest quake on tuesday. it struck at about 1:00 in the afternoon local time. as you can see, people rushed out of buildings and into the streets. there are several reports of buildings that have -- that have collapsed. officials say at least 42 people are dead. more than 1,000 people have been injured. now there is a search underway

for survivors. rescues are searching katmandu, using heavy -- heavy machine as well as their bare hands. a unicef aid worker described what happened after the shaking started today. >> the shaking -- the shaking seemed to go on and on and on. and it felt like you were on a boat above a rough sea. >> tuesday's quake was centered in an isolated area of nepal near the chinese border. it did trigger several landslides in the area and also toppled buildings in some towns. they are searching in a remote mountain region of nepal where

buildings have collapsed. that town had become a hub for humanitarian aid following the april 25th earthquake that devastated nepal. for some perspective, last month's earthquake was more than five times as strong as today's. but now we have the back-to- back quakes and they both have devastated nepal. >> it's interesting, you don't think a 7.8 is much stronger than a 7.3. it's not numerical. >> yeah. the strength of the earthquakes -- yeah, a 7.3 compared to a 7.8 pretty different. well, earlier this morning, pam cook chatted live via skype with an american aide worker about what he felt when the latest earthquake hit. >> you tell us, first of all, did you feel it and what was it like? it must be horrendous for everybody there. >> yes. i've been here since friday. we felt tremors and aftershocks

is almost set. organizers are putting the finishing touches here to the starting line at the berryessa community center into san jose. festivities begin around 9:30, then 140 of the world's top cyclists will take off at 10:45. here is video of the race from last year. organizers say this is the first really hard stage as riders will trek 105 miles starting in the berryessa neighborhood and head to livermore and then they will embark on a 4200-foot climb up mount hamilton and finish at motorcycle county park in san jose and it will take roughly five hours, ending around 4:00. the leader is from great britain. organizers tell us the leader will likely change today because the front-runners are expected to come out during this, again, very grueling stage. >> san jose is the only city

whenever you are driving late at night. a san francisco entertainment promoter has been arrested in the mysterious death of a woman whose body was found in a theater. tara moriarty is live at the theater telling us what we know about the suspect and the victim. >> reporter: good morning. we just got off the phone with the coroner. they have still not released the identity of the woman whose body was found inside of the great star theater. we do know that the body of the 31-year-old woman was out of oakland. it was discovered in the building on sunday. now, police have arrested someone. this is 48-year-old harris rosenbloom, on -- on suspicion of homicide. he was leasing the great star and trying to renovate it. but city officials say he hadn't had much success raising money. according to the examiner, he called police sunday to report the death and when officers

there are problems, this time having to do with possible sea water seeping through some of the cracks, the mitt -- the metropolitan commission director called this a game changer. as we go to video, there's possible saltwater flooding. the anchor rod failure at the base of the tower was tested and it was reported that chloride levels were 50 times higher. that means that there is a possibility that bay water is coming through the cracks, could be coming through the foundation. officials know of one rod that failed last week's test but the concern is that other rods that are meant to keep things stable may be corroded. now, just yesterday, the panel prove -- approved $1.5 million

on further studies of what exactly is going on and to remove the rods that could be affected, basically get a closer look and from what we understand that is supposed to be taking place sometime this week. the money coming from toll pay, not just from the bay bridge but from all state bridges -- bridges as well. the state says they category this as a performance issue in the wake of a possible earthquake but they say the bridge is very safe. but as you mentioned, a lot of unanswered questions. and definitely a lot of money being spent to figure out what exactly is going on with the eastern span of the bay bridge. back to you. >> it's surprising and disappointing. this is a brand-new bridge. it took a lot of time to build. kind of hard to believe. >> reporter: yeah, exactly. it's over budget.

tori. yeah. the stage is almost set here. fans are coming out and the beautiful liles of san jose will be the -- hills of san jose will be the backdrop. 140 of the world's top athletes will take off here at 10:45 this morning here at the community center. now, this portion of the race is 105 miles. riders will start in the berryessa neighborhood, then go to livermore. the skills will be put to the test for the climb up the back side of mount hamilton. riders are expected to finish in five hours. this comes off the heels of the easy stage 2 from nevada city to lodi. organizers say this is unique because it's the first stage that starts and ends and really the only stage that starts and ends in san jose. it's one of the more grueling mountainous stages. >> it's as simple as walking

out to your driveway to watch the race go by. the finish at metcalf will be exciting and then after 9:45, we'll have the riders coming in. it's a great time to get autographs. >> reporter: right now the leader is from great britain. the front-runners are expected to get ahead today. the other stages have been sprinting stages, but not this one. the main roads impacted for today will be highway 84 near livermore in the morning, then around 3:00, the roads april long the edge of -- along the edge of san jose will always be impatiented -- impacted. roads will be back open and you can hear the music starting. this is the 10th annual race. the city san jose hosting it for the 10th year. the entire race, 724 miles.
