an amtrak train lays on its side after jumping the tracks in philadelphia tonight. we have reports of people injured and some fatalities. >> unfortunately. we can confirm at least five individuals deceased. >> the mayor of philadelphia calls it an absolute disastrous mess. >> reporter: it was 9:30 east coast time. the amtrak train was headed from washington, d.c. to new york city. as the front of the train reached a turn in the tracks in philadelphia the train derailed and six cars tipped over. we have the developing news from heather holmes from our

newsroom with the latest developments. >> reporter: the news in philadelphia worsens. he walked along the crash site and said that cars were completely overif over -- overturned on their side. amtrak train 188 in philadelphia can -- can't be seen. but when the light hits the track it's a disaster. philadelphia mayor spoke of the horrific crash site and he talked of the response and effort to get the passengers and crew members to safety. >> full response. fire, police, the department of

seriousness. >> i've never seen anything so devastating. they're in pretty bad shape. they completely derailed from the tracks. the aluminum shell has been destroyed. i would speculate on the cause, but it is a devastating incident. >> reporter: tonight we're getting a closer look at that devastating scene. these are pictures now of what this crash site looks like at this hour. as you can see, train cars on their bellies. the mayor said one was perpendicular to the crash. there's still trying to account for everyone to make sure that they are all accounted for. we have nothing more on the cause but we did learn tonight that the prime car believed to be the engine completely separated from the rest of the train. a team with the national transportation safety board is expected to arrive in the morning and the fire chief says that 43 people were taken to

uncertainty. today's quake measured 7.8 near kathmandu. several landslides have been reported because of today's earthquake. humanitarian workers from the united nations tell us they've been hard pressed to get help to those in need and this quake is making things even worse. here are the latest numbers, today's earthquake killed at least 68 people in nepal, india. more than 1,200 people were injured. the total from the larger earthquake now stands at 8,100. today there were several aftershocks. and a helicopter like this is missing. two police and two soldiers

expand rent control where a new survey finds rent jumped 11% in the last year. maureen naylor has a new proposal. >> reporter: now one city council member wants to expand. when this former realtor moved to silicon valley from chicago she says she had no idea how hard it would find an affordable place to rent. >> it's pretty much the worse experience ever. because you don't really get a lot for your money. >> reporter: the 25-year-old is paying $2,500 a month for a one bedroom apartment in sunny vale and looking to save money by moving to downtown san jose. >> it's kind of hard to be an adult making what you think is a good living and have to consider getting a roommate.

the number will be charged double perhaps triple the average. if the state puc approves the plan it will go into effect on june 15. the san francisco city attorney is taking his complaints about nuisance crimes around a popular mcdonalds restaurant right to the very top. dennis herr era says there's ongoing problems at the mcdonalds. and the owner has failed to address his concerns. herr era said today he sent a letter to easter brook warning of the potential actions. also in san francisco, a 12- year-old boy was killed after police say he ran intoen oncoming traffic and was struck by a munni train. it happened alongside interstate 280 at the intersection of san jose and lake view avenues. ktvu's david stevenson tells us many people who live in the

this is a woman who sells t- shirts. she told us people were using hammers, skateboards and easels as weapons. two of them had to be taken away by ambulance. it's unclear how all of this started but there are reports that two groups of skateboarders started fighting and the situation escalated when an artist tried to intervene. two men armed with guns moving around inside the victim's house. things got even more frightening when the intruders realized that two women and a baby were hiding upstairs. the video shows one man walking up to the house. >> i rang the doorbell. there was no response and then he goes back and gets the the other guy the one with the blood. >> reporter: they have a back fence and then try to back door. >> they came in through here and they slide the door and

they start entering here. it was just closed it was not locked. >> reporter: they go inside and arm themselves with knives. and his attention was on this, the family's cordless phone. >> none of them work. >> none of them are working. >> reporter: they head upstairs you can see the knives still in their hands. they split up searching each room. >> they opened the doors and the clothes were scattered here. >> reporter: then this man gets to the back bedroom where he found two women and a 1-year- old baby. >> he actually saw them. >> yeah, he saw them. >> he runs back to get his friend and for a moment it looks like they're going to leave and then instead one man takes a run at the door. >> he kicked the door and he made a hole. >> reporter: and again it looks like they might leave and they go back for one more time. >> when they start kicking the door and they start to attack them with the knife and the

knife was just beside her then she got scared and immediately ran into another bathroom. this bathroom. three of them. one woman starts calling for help from the cell phone and then finally the men give up. taking off out the door then down the street. the family still says it doesn't make sense. >> it doesn't look like it's a regular burglary. until they get caught, they are very dangerous. they're armed, they're dangerous. >> reporter: the women say police told them to share this video as much as they can in hopes of getting these men caught. so that's what they're trying to do. drivers be warned, the upcoming three day closure that will affect people driving to the golden gate bridge. >> you have to assume it's going to get worse.

with california on a report drought all eyes are on the bay area's water supplies. and tonight many worry about the health of the reservoir. >> the big picture still has experts worried about the big picture. >> we should be standing in five feet of snow. >> this is the first time since 1942 we've had zero snow at this location. >> reporter: the snow pack is at a record low. and one of the major bay area

reservoirs is feeling the impact. hetch hetchi collects snow. 85% come from the sierra. over 2 million people rely on this water source. while park visitors walk on the dam, we hopped on a boat to see how the extreme drought was affecting. >> we're floating on 80 billion- gallons of water now. >> reporter: he says that even though the reservoir is 70% full a nice supply, there should be a lot more. >> we'll go up here a little ways and we won't see any snow up in the peaks. >> reporter: bob slater has been a water measurer for years, seeing both the highs and lows. >> on a good water year, that

waterfall almost falls into the reservoir. when it's full you don't even see those rocks. >> at this point a even a little bit of rain would be nice. >> reporter: as the ride continues, more evidence of the drought. dark areas on granite where falls should be flowing. rock structures that should be submerged and the defined boundary of the high water mark. we reach an area seen by few. the connection between a river and a reservoir. this cup of water will take three days to make it to the bay area. behind me is the reservoir. reservoir storage will crest at 80%. it sounds like a lot but we're

still borrowing from history. >> we started climbing as if we might have 8-1/2 years of drought. you know a series of dry years that we might have to live through. and so we're using that planning that we've done in the past to help us manage through what's the reality of this drought. >> reporter: hetch hetchi is just a piece of the puzzle. the water reserve is only at 54% of the capacity. hoping for a productive winter is not enough. the planning is happening now and that could include more cuts. >> if we have next year as bad as this year. i'm sure we will go to mandatory rationing because we'll be in a more severe condition and we'll have to assume that it's going to get worse. >> reporter: the falls will soon dry up and the rivers just a trickle leaving this reservoir in a vulnerable place. each turn in the faucet in the bay area will determine what it will look like next year if this drought continues.

mark tamayo, ktvu news fox 2 news. tomorrow night on the 4:00 news, california's healthy crops. they're the scorn for some because of how much water farmers use especially for crops like almonds. see the changes that some farmers have had the to make tomorrow at 10:00. drivers will have to deal with another closure, this time doyle drive. they will have to shut down starting thursday. highway1 across the golden gate bridge will be open but big traffic delays are expected. drivers are urged to avoid the area if possible. the good news is, doyle drive and the new presidio parkway are set to open june 1st at 5:00 a.m. >> there's new access to the presidio then a new exit that will get people to the marina in a different way. during the closure the highway patrol recommends that marin county drivers head across the richmond san rafael bridge to the east bay and then

the city of berkeley approved a city safety law that is meant to bring attention to the cell phone warnings that often go overlook. they're ready to defend the ordinance. amber lee is live now in berkeley to tell us about the support and opposition. amber. >> reporter: julie, it was unanimous the city council voted 9-0 to pass what's called the right to know ordinance. supporters say it's designed to protect the public. advocates for the ordinance say most people don't know that cell phones already come with a warning about the potential dangers of cell phone use. >> follow up. >> reporter: it takes five steps before you can reach a warning contained in iphones. >> my husband was diagnosed with a brain tumor in 2008. out of the blue he had a seizure. she started doing research and soon found data about the dangers of cell phone use. >> it should never be in a

pocket. it should not be in a bra it should not be against the skin. >> reporter: berkeley's complete entertainment exchange to give consumers a flier which would say in part, quote if you carry your phone in your pocket when your cell phone is on and connected to a wireless network you may be exposed to rf levels that exceed federal guidelines. >> i don't think it's at the moment just because we don't have any conclusive evidence of it and i've never heard of anything like that. if we had some scientific data for sure. but not right now. >> we want you to know how whole families are destroyed by brain tumors. >> reporter: many advocates turned out for today's meeting to propose an ordinance like one passed in san francisco but never implemented. the industry association legally challenged the measure saying it violated its free speech rights. today the wireless association sent this letter to berkeley.

quote, leading health and safety organizations have concluded that there are no known adverse health risks associated with wireless device use. >> we're increasingly concerned. >> reporter: advocates say they're prepared for a fight. >> this is not about telling people not to use cell phones. it's just saying here is the information you should know and if you know it, make your own decision on what you're going to do. and that ordinance could go into effect in july. also in berkeley those council members are still meeting right now but the debate has now shifted to a proposal to ban tobacco sales near homes and schools. several people spoke in favor of it. there's talk of grandfathering in existing businesses or changes buffer zones so far there has been no vote but a few council members did suggest that the ordinance needs a little reworking.

and we're tracking those showers into your neighborhood as we head into thursday outside a beautiful shot of san francisco. now there's the bay bridge zoomed up. there's not fog but there are plenty of clouds which you can't see here. most of the area in clouds right now. overnight lows as we mentioned upper 40s to low 50s. active pacific that's good news if you're looking for rain and snow. winter weather advisory will go into effect for the mountains. there's that cloud cover as we talked about. you can see the full cloud shield it's running from point concepcion. and by tomorrow night and into thursday, i suspect a pretty good shot for a few sprinkles. 50 in napa right now. it's 56 in santa rosa. cloud cover like that kind of washes out the microclimates so you have lots of same temperatures throughout the bay area from coast to inland. tomorrow night into friday

morning, .05 to quite a spread. the models suggest the heaviest rains are going to be south of redwood city into san jose and gilroy and morgan hill. that's where you might see your half inch. and in the central bay, san francisco maybe .25 of an inch. it'll be great. anything we get will be good but looks like it's going to be wet. most likely will have a little wet on it as well too. wednesday night, thursday morning it's kind of lingering. here's the model. we've already gone through tomorrow. here it is. this is tomorrow night and then it thickens up. you see the rotation. there's the showers right. that's thursday 5:00 a.m. doesn't look like a lot but the models struggling there's a lot of moisture here and there are dynamics available. i wouldn't be surprised if this little bit turns into a little more coverage base on the reality. then more showers and even a little bit of a heupt of a convection here.
