treatment for skin cancer. a vitamin supplement reduces the risk of two types of skin cancer. it is a form of vitamin b3. the study looked at patient whose already had non-melanoma skin cancer and those who took the vitamin were less likely to have another case. the ktvu fox 2 news at 6:00 p.m. starts now. from pounding hail in the north bay to pouring rain in the south bay. we are tracking a spring time storm making its way through the bay area. good evening. i am julie haener. >> and i am frank somerville. >> the bay area is getting a dose of wet weather and all day the umbrellas were out like here in san jose. we saw showers this afternoon. in the north bay, hail and heavy rain made for a tough commute. you can see the cars slowing down to make it through the

standing water. in the sierra, snow lining the highways. wasn't a lot, though, by the end of the day the snow melted and there was no need bring out the snow plows and chief meteorologist bill martin is tracking the storm. >> did you get rain? >> this afternoon. 4:00 p.m. it started pouring. >> you were in the spot. >> i am in oakland -- [ talking at the same time ] >> i kept waiting. >> when it came down it was dumping. if it didn't you got nothing, what are you talking about? we had heavy down pours. parts of the southeast bay and authority bay as well. -- north bay as well. cloud cover, has been like that all day. sun at times. the rainfall accumulations, running totals right now, still raining, mountain view, half inch of rain. that is significant rain for late may. a big deal. that would be a good rain event in mountain view. half inch of rain.

area. you can download it for free. commuters in san francisco know it doesn't take rain to cause traffic problems and today the mayor announced a new plan for rush hour relief. new at 6:00 p.m. ktvu's christien kafton spoke with the architect of the plan. >> reporter: let's show you one of the problem intersections. second and bryant in san francisco. over here, you can see what the problem is. you can see the cars there that are poised to block the -- or block the box, rather, cars stopping in the middle of the intersection. the plan calls for better -- falls for better enforcement. -- calls for better enforcement. >> reporter: traffic coming into san francisco and traffic leaving the city at the end of the day. now mayor ed lee is unveiling a new strategy aimed at bringing

the honking to a halt and getting commuters moving. >> we are working every day to minimize congestion. >> reporter: he designed the new plan, taking aim at the four areas that cause the most congestion. >> double parking, delivery vehicles, don't block the box and construction management. >> today they will use feed back from muni drivers and traffic enforcement to look for problem areas and get double parkers ---airs and get double parkers to move along -- areas and get double parkers to move along. a more togetherred enforcement of -- targeted enforcement of the rules. >> we will see officers being deployed. and we will see them being driven by data. the folks can be moved in a flexible way. >> reporter: drivers agree something needs to be done. >> hopefully they will make it

better. >> reporter: many are skeptical more enforcement will lead to a better commute. >> i don't know. i mean, i doubt if that -- i do this every day and it is a matter of how soon i can get under the gun. >> coming back live. you can see the commute hours posted there. you can see police officers helping to direct traffic. the target under forcement is scheduled during commute hours. it will -- enforcement is scheduled during commute hours. . >> it is so frustrating when the drivers block the intersection. christian c -- christien kafton, thank you. . the amtrak derailment that killed 8 people. the train accelerated before the crash. went from 70 miles per hour to 106 miles per hour just before entering a 50 miles per hour section. investigators don't know why

the train sped up. the engineer brandon bostian agreed to talk oinvestigators. his -- to investigators, he has no memory of the crash but agreed to a blood test and we learned today one of the 8 victims has ties to the bay area. he was a wells fargo executive who used to live in walnut creek. he lived with his wife and children before moving away. his family owns the home and they are asking for privacy. he was a senior vice president for wells fargo based in new york. in a statement the company said our hearts go out to all of those impacted by the tragedy. and stay with ktvu and www.ktvu.com for continuing coverage on the deadly derailment. we posted updates on twitter and facebook and our app. a shooting near a skateboard park left a high school student dead. police were called to a report

of a shooting before noon when officers arrived they found an unresponsive male suffering from one gun shot wound. theivism died at the scene. he -- the victim died at the scene. afterwards the high school and an elementary school were placed on lock down. officers searched the area but no suspects were found. police are trying to identify victims of recording device -- victims of a recording device found in a rest room that was used as a public bath room in the unit one central building residence hall. police would like to talk to anyone who used that bath room. they are investigating a possible suspect. they say crews are checking for other -- checking for other recording devices. small school is getting national attention tonight. the high school is ranked one of the top high schools in the

country. new at 6:00 p.m. ktvu's rob roth reports it is a school with a troubled past. [ singing ] >> reporter: inside this charter high school in oakland a class of freshman were learning a song in mandarin. the preparation for college is one of the reasons they ranked the high school the top high school in the state. and ranked it 12th in the country. >> it is simple. high expectations, exposure to high level classes and support. >> reporter: they factored in how well schools educate the least advantaged. 8% of the -- 80% of the students are from disadvantaged families and they looked at how they program performed on -- how they performed on state states. >> it is expectation that you will not be out of order in class and you have to be

engaged and focused. >> reporter: it is a charter high school with 300 students. and classes don't end till july 1 with an option to spend more time at math camp. he used to teach in marin county, his challenge is making sure his students are challenged. >> it is gratifying to see students who jump whatever hardles you set. -- hurdles you set. >> reporter: three years ago it almost lost its charter when the director faced allegations of mismanagement. . >> it is not being revoked. we are going on and educating children. >> the school hoping to add additional foreign ladgewings and -- languages and sports teams. rob roth, ktvu fox 2 news. the state senate moved a bill closer to law. it aims to put an end to the

personal belief and religious belief exemptions for childhood vaccines. they passed the bill 25-10 as parents protested. the bill applies to california school kids. it eliminates all championtions except for medical reasons. all kids would have to be vaccinated or attend home schools. >> it is complicated. people should have rights. but i don't think as a parent we should put other children in harm's way. >> mississippi and west virginia are the only other states with mandatory vaccinations. the bill now moves to the assembly. governor jerry brown unveiled his revised state budget today. $115billion plus. larger than the one he proposed in january. he wanted to address the income disparity in the state.

he is proposing a state earned income tax credit to help the poorest working class families. credits of $2,600 a year. public schools get $68 billion. 3billion more from january and the rainy day fund would double to $3.8 billion. now is not the time to spend freely because the good times won't last. >> the idea that when you get a little money for a few years that now you reached utopia is false. california is benefiting from additional revenues of $7 billion. republicans were surprised with the budget plan but many democrats called for additional money for child care and health insurance for undocumented immigrants. a bay area city trying to crack down on bike riders.

san jose police said they have arrested a second suspect, a 16-year-old boy in connection with a home invasion robbery last friday. home surveillance video shows two men arming themselves with knives and going room to room in san jose. a 17-year-old suspend turned himself in to police. both are now held at the juvenile hall. 2 investigates reports the

california highway patrol completed an inspection of a trucking company involved in a deadly accident in march. they crashed into a restaurant on march 16. the driver was killed. following had crash 2 investigates dug into the company's back ground and found a history of violations. some of the cases so severe the chp pulled vehicles from service. on monday and tuesday of this week investigators were back at the headquarters. the results of the investigation have been turned over to the company which has 5 days to address the concerns. the results from the inspection won't be released to the public till next week. supervisor says a new report he commissioned shows the impact of airbnb. people were evicted or threatened with eviction because of illegal airbnb.

destination. >> bikes have gone up from 50,000 a year to 500,000 a year. we are a town of 7,000 people. a mile long. >> reporter: with all the traffic comes problems. >> it could get ciotic. -- chaotic. thousands of bikes. it gets worse and worse. >> reporter: and many people stand in long lines and impact other passengers with their bikes. this parking area could hold 400 bikes at a time. but officials tell me on a busy summer day there could be 3,000 bikes. the city counsel has been considering extreme measures to slow the roll of bikes especially rental bikes. >> there is an ordinance that says you can't park in the sidewalk. it is never a bike. they come in groups. the average is 4 but you could have up to 8. >> reporter: there is talk of

limiting the amount of bikes in the city. requiring all bikes be licensed or eliminating all bike parking, charging a fee instead. >> you want to park and enjoy yourselves. if there is a limitation, it is annoying. >> i will do it again. come back and do it.
