something we can't recover from. >> emergency clean up is underway after a large oil spill. the spill tuesday afternoon when a pipeline broke sending oil into a drain that runs into the ocean. >> the beach was covered in thick black crude, the rocks were covered. officials discovering the spill after people reported a strong gas smell. a county crew walked the area and found the source of the spill. >> they were the ones that discovered the thick oil spill, and the source of the leak was on the north side of the freeway. >> the coast guard determined the spill was larger than thought. as much as 21,000 gallons of oil leaked into the ocean.

it took several hours to stop the leak. >> for the entirety of this response the focus is the safety of the responders and the safety of the leak and limit the oil to the beach and the waterways. >> the stretch of coastline has several beaches that are popular with campers. the determination was made to close the beach until further notice. >> the company that operates the pipeline that broke regrets the leak and the cause is unknown. here in the bay area for the third time in five weeks a dead whale has washed ashore. a small female gray whale washed ashore. they plan to examine it today.

biologist think this is the same whale seen floating offshore over the last two days. this comes as work begins to dig holes to bury the whales that washed ashore recently. people who live near by that the smell was becoming unbearable, the whales will be buried about 15 feet underground. members of the oakland city council are accusing the board of going too far to have security at meetings this stems from people storming the city council desk. they are asking people the sign the names when entering the building and searching bags. councilwoman rebecca chaplain asked if this violates a law.

paramedics. the money will be used to fix aging fire stations and upgrade technology. san jose is a step closer to getting a highrise near city hall. approved the sell of nine properties to a developer. right now the land is used for parking and a car wash. city records show the buyer plans to build a 20 store residential building. the san jose city council voted to give men -- medical marge a marijuana shops more time. dispensaries have to be a certain distance from schools, parks and religious centers.

. welcome back, police in wacko texas said the -- waco, texas said the fight began with a parking dispute. the dispute continued inside the restaurant where the fighting and shooting began. it spilled back outside. when it was over nine were dead, 18 wounded. there will be increased security in wacko over the week -- waco. two men are facing charges after police uncovered a plot to hit a police station. deputies received a tip that two men were planning to attack a police station.

they now face gun and drugs charges. deputies say they located a few devices that could be a pressure switch. they are working with the atf to confirm that. >> the united nations are urging nepal government to enforce strict building codes following the earthquake. the un suggests nepal can learn from countries that recovered from major quakes. nepal has banned construction of new buildings for two months. a cruise ship that was stuck on a reef for six hours is freed.

the boston bound cruise ship temp rarery lost power and rammed into the channel bed. none of the passengers were injured. officials say a rising tide helped free the ship. it is now off the coast of bermuda waiting to be inspected. napa is cracking down on leash law violators. more police are making sure dog owners are following the rule. someone must be holding the leash. first time offenders will receive warnings and after that dog owners will receive citations. the rules don't apply to off leash parks. norma and chuck ward have cared for 30 foster kids in their home in the last eight years.
