a ktvu camera catches dirt bike riders blasting down a san francisco street. >> the units are not authorized to chase these men on the motorcycles. >> good evening, i'm julie haener. >> i'm frank somerville. san francisco police tell us youtube videos of dirt bike riders popping wheelies have revved up an underground sport in the city, and complaints are pouring in from neighbors. seeing some of the antics of

those dirt bike riders for herself. >> reporter: i was standing at this corner of haight and schrader at 5:00 or 6:00 yesterday when i heard this loud roar of the bikes. watch as a dirt bike rider tears down the asphalt of haight street. smiling back at a officer bike officer. the group too quick for the officer on two wheels. the noisy kiss play played out right in front of the district captain, who said his station was flooded with complaints this past weekend. lorenzo uploaded this video of the weekend action. you can see the riders hauled their bikes into a near vertical wheelie. never slowing down, ignoring

traffic laws, and other pedestrians. >> i wasn't sure how much control i had. it seemed a bike lane could be dangerous. >> the units are not authorized to chase these individuals on the motorcycles. >> san francisco police are under orders not to chase the bikers. just like any other minor traffic violation. >> someone will end up dead that way. because of that, we have to caution the officers to try to identify these individuals. >> reporter: turning to other investigative techniques, including the same videos, where ridders flaunt their illegal activity. >> rather than physically chase them, we're going to have to do some good investigation and get them at a later date when it's safe to do so. >> reporter: the chief tells me that during a meeting yesterday, several district captains expressed frustration with these riders frequently taking over the street. they could outmaneuver any car and do whatever they can to get

away. so far, it's worked. >> if police do catch any of these riders could they confiscate their bikes? >> reporter: none of these bikes has a license plate, and because of that, they're not licensed to be on the road. the chief says they can seize them. the hope is, that maybe if they take away a few of the bikes, they'll take away the thrill. we're learning more about a police chase in alameda that ended with a crash inside the posey two. the chase began with a traffic stop around 5:30 tonight. police say the driver bumped an officer and rammed his patrol car, then sped off. he hit another patrol car, and blew a tire. the chase then went into the tunnel. just before reaching the oakland end, the suspect crashed into a minivan. the woman driving the van says police quickly caught him. >> i saw him running. i had already gotten out of my car screaming that he hit us.

the cops jumped him, and had him to the ground. >> reporter: the driver was arrested, and taken away by ambulance. the family in that van was not hurt. there is new fallout tonight from that oil spill on the coast of santa barbara. tonight, governor brown declared a state of emergency to free up funding. >> pipeline officials now say as much as 105,000 gallons of oil spilled with about 21,000 gallons making it to the social. here's a map of how this pipeline works. they pump oil to the shore, and eventually up to kern county. right here, up about 20 miles west of santa barbara is where the pipeline broke. you can see the location from the air near highway 101. allowing thousands of gallons to make its way near

california's most popular coastline. it startwide a mechanical problem that caused a pipe to shut down. >> we restarted the pumps at 10:55 a.m. pacific time, but we're still having trouble with our pumping units. >> reporter: the entire pipeline was shut down 5 minutes later, but it wasn't until two and a half hours later that the oil spill was confirmed. workers combed the beaches today to begin cleaning up oily sand and rocks while nine ships, including three skimmers tried to corral nine square miles of ocean covered in oily sheen. >> it can be a slow process, but we want to make sure that we do it right, so we get the beaches back to the pristine condition. >> reporter: a helicopter was used. a dead octopus, and fish were found covered in oil, but it won't be until tomorrow until fish and wildlife releases other wildlife affected. >> certainly, some of them have been impacted. again, we're going to try to do

as much as we can to rehabilitate mammals and birds. >> a very pungent smell, horrible. >> reporter: leaving those with reservations stuck for memorial day weekend. >> el capitan, very popular with rvers and with cammers who pursue their spot on the beach months and months to go. >> reporter: it brings back memories of the devastating santa barbara oil spill of 1969. >> what we're upset about is not that it happened. pipes break, things happen. we're upset because we're sitting here, like in 1969, we're waiting for it to hit our shores and they can't stop it. >> we will remain here until everything has been restored to normal. >> reporter: cleanup crews will now be working 24 hours a day to try to clean up the mess. more aid will be coming in

tomorrow. officials are also holding sign ups so local crews can help out. >> is the cleanup going to be expensive? >> very possible. she and the state attorney general are pursuing possible criminal prosecution. as we heard from the company ceo, they're going to stay there until this is resolved. the bay area is not immune to large fuel spills. the container ship cosco busan spilled in 2007. it happened when the ship sideswiped one of the towers on the bay bridge in thick fog. in 1988, there was an even bigger spill. they spilled from a pipe at the shell refinery in martinez when a valve was left open. about 300 birds and other animals died.

hundreds more were treated. shell was fined nearly $20 million. oil companies have constructed a web of underground pipelines beneath the bay area to carry petroleum products. what happened in santa barbara is now weighing heavily on refinery opponents. >> if they expand the notion of bringing in more and more crude oil by marine shipment into the bay, we would then clearly expect that would increase the risk. >> reporter: the crone tray costa fire marshal tells us, there are pipelines crisscrossing the county. the larger the pipeline, the bigger the worry. for the first time in decades, the state water board is ordering farmers to stop pumping from the san joaquin river watershed. officials say the drought has given them no choice but to cut off farmers with the oldest water rides. farmers with the newest water

rides were already cut off last month. >> reporter: in sacramento today, dozens of protesters chanted outside a nestle plant. they are demanding that the company stop bottling california water. protesters accused the company of selling bottled water for a profit, and then leaving the state high and dry. there was a similar protest in los angeles. nestle responded with a statement saying that it shares the concern about the drought, and has made significant reductions to its own water use. the california medical association became the first in the country today to drop its opposition to aid in dying legislation. that can now pave the way for passage of a bill working its way through the california legislature. >> that was great news today. as far as the effect that it will have on the legislative process, it certainly helps. >> brittany maynard had to move

for. in fact, the state of california recently ordered med express transportation of hayward to give back more than $1 million in taxpayer money. >> eric rasmussen here now with the results of a month long ktvu investigation that found even more problems. >> reporter: the driver had no license and no insurance. 2 investigates soon discovered that was not an isolated incident. med express offers a ride to the doctor, where some people may have nowhere else to turn. but over several weeks two investigates watched them with broken mirrors, and missing headlights. according to the chp, a med express van stopped in april, had no seat belts. this van, pulled out of a dialysis clinic with no license plate out of the six other med express vans reported by two

investigates, five came back with expired registration at the dmv. >> i think he was probably doing 20, 25 miles an hour when he hit me. i don't think he put on his brakes at all. >> reporter: this man says he was hit from behind in a stoplight last october. the other driver at the wheel of a med express minivan. >> he said exactly he wasn't sure if he fell asleep or passed out. >> reporter: a dialysis patient wasn't hurt. but the owner says the crash exposed more than the fender on his '71 camaro. >> i found out they had no insurance coverage whatsoever. >> reporter: 6 months later, its owner told us the driver was a match too. we caught up with him dropping off a customer. >> eric with ktvu. can we talk to you about your van for a minute? >> that's not my van. >> reporter: he told us, it

belonged to the company. the damage? he said he was the one who was hit. >> do you feel safe driving this van around? >> yeah, as long as they keep up the maintenance on it. >> let's take a look. these tires don't look like they're doing great. do you feel safe driving patients around? >> new tires. >> those are new tires? come on. >> reporter: we backed off to let him help a patient. later, another med express driver wasn't so eager to talk. >> get away from me. no, you're not entitled to talk to me. no one gave you that authority, get away from me and stay away. >> reporter: she referred us to nathan raba. licensed in california to provide non-emergency transportation on government assistance. according to the state, raba's companies billed medical for more than $3 million since

2010. a judge recently ordered med express to pay back $1.7 million, when it couldn't produce records of some services. raba and his attorneys didn't dispute the charges. >> these are taxpayer dollars. we take it very seriously and we work to make sure these dollars are spent the way they're intended. >> this is not safe. >> reporter: he and another former driver say they witnessed vans with mechanical problems and missing proof of insurance. >> they need to be shut down. the state needs to shut them down, it's unsafe for these vehicles. very unsafe. >> reporter: he insists all of his vans are insured. he blamed not knowing the rules for the recent problems with the state. 2 investigates found it's not the first time nathan raba has

been in trouble. he was arrested for driving on a suspended license and having a concealed weapon in his pickup truck. raba denies he was even driving at the time. >> it was a nightmare. it was really a nightmare. >> reporter: janice kendrick says a corner store once owned by raba in oakland was a magnet for drugs and crime, before the city finally shut him down in 2006. >> i offered nathan $10,000 to move to another location. and he was like oh, no, i'm doing good here. >> reporter: he finally agreed to a recorded phone interview with 2 investigates, but then, he couldn't be reached for that interview despite our numerous attempts. records for another medical provider under the raba name led 2 investigates to this yard in oakland, where we found someone working on more express vans. >> can you talk to me about these vans? >> huh? >> are these the vans your

putting out on the street for med express? >> i don't know. >> reporter: even though we saw at least seven med express vans on the road, the state confirmed nathan raba is only licensed to have one van. the alameda district attorney recently opened a insurance fraud case. >> the state has ordered med express to pay back money for the undocumented trips that it didn't have all the information for. however, the department of healthcare services does have the power to suspend the company's permit. of course, we've now shared what we found with the state office. the state won't confirm or deny if it's doing further investigation. >> eric rasmussen, thanks very much, eric. >> if you have a tip for 2 investigates, we'd sure like to hear from you, email 2

investigates@ktvu.com,. the end of may is drawing near, but it seems mother nature isn't paying attention to the temperature. there has been light rain tonight. we spotted these sprinkles in oakland. it didn't amount to much. just enough to get the pavement wet tonight. the differences between light rain and drizzle is not much. just the size of the raindrop. most of it we're seeing out there tonight is drizzle. you can see it on the live capra. if you look at the showers out there, if you watch the giants game on tv, you know what we're talking about. we had a lot of drizzle out there. it's going to continue into the next couple of hours, and into tomorrow. there's a circulation around this low. that low pressure system is responsible for the cool daytime highs we've had. and the thunderstorms we've been seeing up around lake county. up in the ukiah area. a lot of cloud cover. roadways are getting a little

damp out there. it's a heavy, heavy mist. it's enough that it could in the morning hours cause you some issues. there is a chance for sprinkles. kind of like what we're seeing now. there might be a little bit of light rain in there too. there are some dynamics. 49 tomorrow morning in santa rosa. kind of like we've seen, cloudy for everybody. a little bit damper than we've seen. san francisco, you're damp tonight, damp in the morning and probably damp in the afternoon. 63degrees in san francisco, that's the max. oakland is going to be 63 for a high. same forecast, the morning commute, might have a little wet on the roadways, give yourself time for that. lastly, we look at san jose. they go to 67 degrees. that's one of the warmer cities own our countdown. drizzle in the forecast with light sprinkles showing up tomorrow afternoon. we'll move into the weekend and talk about a warm up that's

one woman is dead, two others hospitalized after an apartment fire in oakland. firefighters say it started at an apartment on 89th avenue. the three victims were all inside. a man and a woman in hair 50s were in the front door. the two men are treated for smoke inhalation. unfortunately, the woman died. authorities don't know yet why the three people couldn't get out, or exactly how the fire started in the first place. there's been a lot of talk lately about a broken bolt in the tower of the new bay

bridge. this is that bolt. caltrans showed it off today. one of 421 bolts a at the base of the main tower. this particular bolt failed a strength test. caltrans says it tested most of the other bolts and they all passed. they add strength so the bridge makes it through a very large earthquake. caltrans still has to figure out where the water came from and make sure the tower stays dry. bicyclists san francisco are taking part in annual ride. the cyclists rode to some of the places where the most accidents take place, including south of market and the mission. one cyclist told us if everyone was more careful, cyclists and pedestrians would be much safer. >> people need to realize, people are still dieing, and

it's preventible. it's easy, it shouldn't happen. >> some of the riders wore red ribbons on their arms to signify they've been injured. in union square tonight, people ate dinner bind as a way to raise money. the group called foundation fighting blindness put on the 8th annual dining in the dark event. the dinner is a way to give people a firsthand glimpse of what it's like to be one of ten thousand americans that are blind. it uses charities like this one to fund cutting edge research. >> the medical research is going phenomenally well. we have succeeded in treatments that reduce degeneration of individuals over 50 by more than 70%, and for the first time in years, we've reversed, and by that i mean cured certain forms of blindness.

[ applause ] >> reporter: an additional $3 million cash to donate to local nonprofits and their programs for the summer will start off here at neighbor nest on june 1. reporting in san francisco tonight, jana, thank you. leap bus service in san francisco suspended operations today, but hopes to be back up and running by the end of the week. the luxury shuttle started offering commuters direct bus service from the marina to downtown in march. the california public utilities commission issued a cease and desist letter. state regulators say leap doesn't have the proper permits and documentation. the ceo said he believes his company is in full compliance,

but he said he will halt operations until the issues are resolved. the state of california destroyed $2 million in illegal tobacco. they dumped 30 tons of cigarettes, cigars, chewing tobacco and snuff into a landfill in yolo county. it's the largest destruction of tobacco products in california history. the state says all of these products were secretly transported into california from other states and countries, which means none of it was properly taxed. glazer received 55% of the vote in the district 7 special election. he defeated fellow democrat susan bonilla. glazer is a moderate backed by business. he hopes to ban strikes by b.a.r.t., labor unions. a new field poll ranks the

tonight san francisco police are looking for the person who helped an elderly woman after she was attacked. the grandmother told her family initially that a woman attacked her when she got off a bus in chinatown. she said she wasn't robbed, just beaten. three days after the attack, her family found her unconscious. he was taken to -- she was taken to the hospital where she remains tonight. police hope to find the person who helped her. >> the key is we really need to speak to that good samaritan who helped her off the bus. he might have witnessed the entire incident, or if there's anyone else who can help narrow down the field of search. >> this is a very severe assault. very severe damage and injury. she doesn't deserve that. not only that, she suffered. >> family members say the

victim would often ride muni from chinatown to japantown and back. san francisco police arrested three young men accused in a deadly hit-and-run last month. police arrested three three young men seen here. two are 19 years old. one is 18 years old. all three are from san francisco. the hit and run happened on april 10 in the city's financial district. as the young men raced away from police, they struck and killed 42-year-old bridget clecker. in oakland jurors found 58- year-old randy alaina guilty in the death of his former girlfriend sandra coke. alaina faces 90 years to life for the murder of coke who was the mother of his daughter. her body was found in vacaville

several days after she disappeared in 2013. a group of hayward musical teachers held a protest ahead of a school board meeting tonight. a group called angry, tired teachers band sang protest songs outside city hall. hayward teachers are upset about a pay raise offer of less than 1%. they also say the district has what they call a spending priority problem. they say the district juves received millions of dollars in new state funding, but claim very little of that is going to classrooms, students or teachers. four of the largest banks in america have pled guilty to pay fines of $5 billion. >> appropriately reflect the conspiracies breathtaking flagrancy, and significant impact. >> city corps, barkley's, j.p. morgan chase and the bank of
