oily water mix. >> reporter: pipeline officials estimate 105,000-gallons were released. oil from a broken pipe on land got into the ocean tuesday through a storm drain. reports today that the pipeline company had a history of 175 safety and maintenance infractions since 2006. that includes pump failures, equipment malfunction, pipeline corruption and operator error. the company has apologized and acknowledged the past spills. >> the number of percentage is well within industry norms. some were caused by third party damage. none of them involved indents involving injuries. >> reporter: for clean up crews one major set back today, the weather. >> today we had to stop our skimming operations this evening because of weather. the high wind and the waves got a little too choppy.

country. so we certainly recognize those are headaches to have with the orange cones but they're good headaches to have. >> reporter: san jose needs to stop its sprawl. oakland is number 45 with 413,000 residents. tuition for out of state students at uc schools is going up in the fall. the board of regents has approved raising tuition for undergraduates from other states or from abroad by 8%. that makes uc one of the most expensive public universities for nonresidents any where in the country. tuition for those students will now be nearly $37,000 a year. instate students though will still pay about $12,000 through 2017 and that will actually make six years of no tuition increases for california

from the sketch. surveillance video shows the suspect doing a u turn just before he got out of the car and grabbed the girl was key to the arrest. >> the surveillance video shows the car very clearly. >> reporter: a 1998 four door honda accord. for four days officers were on the look out when one spotted the car wednesday night parked here at the extra space storage on sunny side. >> we believe he was living in the car but it was also apparent he had a lot of his belongings in the storm warning unit. >> reporter: inside that unit they found clothes matching the victim's description of what the suspect wore. a worker in the office told ktvu she witnessed velasco's arrest but couldn't tell us how long he had been renting a space or whether she knew he was living in the parking lot. >> i don't know why the people who work there didn't catch the fact someone was living in

their parking lot. >> reporter: right behind her home. the arrest is a relief and a lesson. >> i think i should be more observant. velasco has been booked into jail. i talked to the district attorney's office who says they're reviewing the case. but for now, velasco is being held without bail. that heavy drizzle last night actually recorded some rainfall in the buckets of san francisco. .06, . .06 of an inch. .05 in orinda. there's a chance for more drizzle between now and tomorrow morning as well. as this pattern continues. this sort of unsettled pattern that has lots of fog, lots of wind and below average temperatures. it continues what we saw today. more sunshine, slightly warmer but the same idea.

county officials say they can't comment on the complaint and they say they're conducting their own internal investigation. today marks one week since the shooting death of a 17-year- old student at bethel high in vallejo. two arrests have been made in that case and tonight students say more needs to be done to keep them safe. the person who's leading the effort is a tenth grader. >> reporter: we caught up with 15-year-old cateland during lunchtime at the park across from her school. >> we need safer schools and we want to be heard. >> reporter: she's a sophomore at jesse bethel high school where she and her friends do not feel safe. she says there's weapons on her campus and that there was at least one riot. >> there were a lot of riots. i just went straight to class. i didn't want to be part of that. >> reporter: vallejo police told me that jesse bethel high school is safe. >> there's this alleged riot that i had multiple people tell me happened earlier this year.

you may have seen it rising above the san francisco airport. now sfo's new state of the art control tower is almost complete. tom vacar shows us what makes its different. >> reporter: rising 228 feet from the ground the tower is reminiscent of torches that were once used to help sailing ships find san francisco bay. soon this tower will guide air ships to the city by the bay. >> we knew there was a functional requirement to create a new facility but from an airport perspective we wanted an iconic landmark. >> reporter: as the airport grows it will allow controllers to see much more of the field that can be seen from the current tower 40 feet below. >> they built buildings and hangers and those things can begin to impede on that site.

it's important to increase the perch on that building. >> reporter: they will need another year or so to equip the tower with the latest and greatest equipment. critical for fog, low visibility and nighttime operations. when done the new tower will replace the current 34-year-old tower. a tower that sits on a seismically risky foundation built 61 years and 11 u.s. presidents ago. >> there was a safety requirement to build a new structure that met all of those stringent new seismic requirements. >> reporter: this is a super critical lifeline operation. that means that it can withstand up to an eight point magnitude and still remain intact. >> whether it's bringing the people in that we need to help with relief whether it's bringing supplies. >> reporter: when this goes online in august of next year it will join the new

ultramodern oakland tower and new towers for reno and las vegas are already on the way. high above sfo, tom vacar, ktvu news. here are the temperatures from today. a little warmer than yesterday. we had a little more sunshine today. we did have some sprinkles this morning. i pointed out the .5 of an inch of rain showing up. but these were the highs. for this time of year antioch is a good 10 degrees where you would expect it. lots of mid- to high 50s. most of those temperatures were achieved later in the day. clouds coming in just like they did last night. you walk up tomorrow morning, we have a lot of cloud cover. the system that as it moves off it's going to, as the other ones did raise havoc in the south bay and the plains. moves in, cools us off. maybe a sprinkle, maybe a thundershower it rolls out into the plains and explodes.
