john, you had to hike quite a bit to see the damage. >> porter: all because someone thought it would be a good idea to destroy a rummer dam. that dam held back water. and all that stored precious cargo is now long gone into san francisco bay. the dam was in use on the creek adjacent to the train and bart tracks, which is easily accessible to the public. while the water district has plans to replace the dam, it was not yet ready to do so, certainly not like this. water district officials say they are working with fremont police to figure out who did this and why. >> it's a significant amount of water. 50million-gallons is enough water to provide about 500 homes with water for an entire year. so it's a significant amount of water and then when you do it during a drought, when you're asking your customers to conserve, it's just not good

news. >> district officials say that dam despite being rubber and inflatable was robust and made with thick rubber, so not easily damageable. frank. >> john, how is the water district going to replace all that water that was lost? they'll have to go out and buy water? >> they say that overall, it shouldn't adversely affect their overall water plans for the year. you know, it's 500 homes for a year. but they have enough water to supply the three cities they work with. >> john, thank you. one person is dead following a small plane crash that happened in rural alameda county. the plane took off thursday, for what was supposed to be a quick trip, but never made it to its destination. it crashed in the hills south of castro valley. christina is live outside the concord airport to tell us what happened here, christina. >> reporter: gasia,

authorities tell me the pilot left early thursday morning headed for san jose and they believe he crashed shortly after. the wreckage wasn't found until early this morning. taking a look now at aerials from sky fox 2, you can see that the debris is just everywhere. it's easy to see this is a pretty bad crash that it would be hard for anyone to walk away from. and the faa says the plane was a single engine 210. it was reported overdue thursday after it was supposed to land at rehill view airport in san jose. yesterday, alameda county sheriff deputies got involved when they say air patrols called in saying they think they spotted a plane that crash landed in the area, or also in the castro valley area. sheriff deputies did go out, but they didn't find anything. it was too dark to see anything last night. last night, civil air patrols found the wreckage in that rural area. the pilot was the only person on board and he died at the crash site. >> the coroner's office determines if there was some

sort of medical issue going on with the pilot and then the ntsb and ffa check out engine failures, mechanical failures, those kinds of things. >> as you heard the faa and ntsb will be investigating this crash, we know that an faa investigator visited the crash site today. it's unclear when the ntsb will be on scene here. it will take several months for their investigation to be complete. and gasia, there's no word at this hour on the identity of that pilot or where he was from. >> pictures, i can't tell how close that crash was to 580, which goes through that area right there. i mean, a lot of people think it's a good thing the plane didn't come down on the freeway at least. >> yeah, they say it was several miles off of 580, but it was along the highway route. most planes fly in the direction of where the highway goes. it's the easiest way to get to their destination. it was several miles off. >> christina, thank you.

a horrible discovery today. a badly decomposed body. fire officials say their crews removed the body from that vault on fairmont drive. investigators have not provided a lot of details, but sheriff officials tell us that the body had been there for quite awhile. a new report finds the driver of a fedex truck was at fault for a fiery head on crash that killed and injured students on their way to visit humbolt state university. last april's crash on interstate 5 up in -- the chp says it happened after the fedex drive made an unsafe lane change. the driver of that bus just wasn't able to avoid the truck. the labor dispute that shut down ports all along the west coast earlier this year is now officially over. the international long shore and warehouse union members approved the five year deal today. earlier this year, port

slowdowns and shutdowns caused major backups with ships waiting offshore to offload their goods. cargo is now flowing smoothly through all 29 ports, including the port of oakland. 82% of the union members voted in favor of that new contract. >> massive cleanup efforts from both trained response teams and volunteers are going around the clock off the santa barbara coast. they are working to clean up tens and thousands of gallons of spilled oil. the oil pipeline ruptured on tuesday and leaked into the ocean. and on to beaches. the spill spread an oil slick across 9 miles of sea. federal regulators ordered the company to take a series of steps before it can restart that line. the company must remove the damaged section of pipe, tested and emptied the remainder of the line. we know the community is concerned. we know there are those who are angered over this incident. and we do truly regret that we are committed to cleaning up

this incident as quickly as possible. >> the federal agency that deals with pipeline safety says it doesn't know the cause of the leak, which spilled add total of 105,000 gallons of crude oil. incidents are a growing problem here in the u.s. from 1995 to 2014, there were more than 2,000 significant incidents involving pipelines carrying crude oil, according today tay put together by the associated press. that equates to 103 per year over the past 20 years. since 2010, 2010 though, been an average of 107 incidents a year. over the past three years, the average is 117. an oil production platform -- >> in the gulf of mexico has been shut down following a fire and spill. 28 workers were safely evacuated from the platform in southeast louisiana. however, the coast guard says it observed more than a mile of oil sheen and spill teams are working to protect the national

wildlife refuge. the spokesman says a rented compressor sparked the fire. state water managers accepted an offer by a group of farmers in the delta to voluntarily cut back their water use by 25% in exchange for no further cuts this season. farmers use 80% of california's water. the farmers made the offer to conserve ave being warned the state water resources control board was ready to make mandatory cuts. under the deal, the farmers have until june 1 to tell regulators how they plan to make the cutbacks. a decision on water use by farmers in the san joaquin river watershed was delayed until at least next week. late details tonight about a kidnapping for ran some scheme in oakland. how police managed to find the victim and how they are hunting down the suspect. and returns to the bay area after documenting the damage in nepal. he tells it made him more concerned about building codes here in the bay area. >> and we're keeping an eye on traffic ahead of the holiday

a car fire snarled the morning commute along the busy stretch today. flames engulfed the car and set a huge plume of smoke that could be seen for miles. some commuters posted pictures of the crash. the driver of the car was hurt and firefighters treated him there at the scene. we don't know how badly he was hurt. he was taken to the medical center in walnut creek. >> the san mateo bridge will shut down tonight and remain

closed for the entire weekend for construction and that is just going to add to the traffic around the bay area as folks head out of town for the memorial day weekend. this is the bay bridge toll plaza right now heading into san francisco. a little more backed up than it normally would be. the fast track lanes in the middle still moving just fine. now we switch over to the grade. the cars coming toward you, that is the commute direction. the northbound direction and you can see they are moving, but pretty slowly. and finally, this is interstate 80 in emeryville and berkeley. pretty much par for the course on a friday night. at least is moving here, but it is slow going in both directions. if you look to the top of the screen, that is the university exit. and that's where ktvu's tom vacar is tonight right there in berkeley. tom. >> reporter: frank, have a look. it's hard to tell from all of this. this is rush hour traffic. improving economy has america's memorial day weekend hitting an

8 year free recession fever pitch. the aaa says more than 37 million americans will travel at least 50 miles from their home this weekend. 33million of them by car. the most for any holiday since july 4, 2012. we met families at the chevron along highway 80. >> we're going up to reno this weekend for memorial day. >> supposed to go spend the weekend at clear lake fishing. >> while folks in many parts of the country would wince at these prices, compared to what we were paying last year, a lot of folks think this is a bargain. because with gasoline, it's all about location, location, location. >> today, the national average price for a gallon of regular is $2.74 a gallon. 9 cents a gallon less than a year ago. here in the bay area, gas prices average $3.71 a gallon. 47 cents less than a year ago. that's still a five year low

for memorial day gas prices. >> we have to go where we have to go. so gas is a must and you know whether the prices are up or down, it's a necessity. >> it wouldn't make a difference for me, because i love traveling so much. maybe lower gas prices for sure. >> the gas prices have gone down quite a bit. we fill the vans up for work every week, and we see a big difference in last year from this year. >> not all will be smooth driving or riding. the san mateo bridge begins closing down at 7:00 tonight for a monday morning reopening. the closure of the san mateo guarantees that traffic on the bay and dumbarton bridges will be impacted. >> however, we still expect very heavy traffic and we're add vidsing people just like last time to plan ahead and allow plenty of extra time. >> and of course, bart will shut down between the coliseum and fruit vail stations all day saturday and sunday until 8:00 a.m. monday for track work.

at their website. you can look at each patient biography and get an update on their health out there. it's neat to take a look at that. we have been watching and talking about the warm water over the past few months, having an impact on the health of all these sea creatures and they have been very busy. in fact, joining me right now, we have dr. sean johnson here, and you were saying it's sort of a tsunami? >> this year, as we literally had a sue name tsunami of sea lions. the first five months of this year, it's incredible. 1,000 have come here, and ultimate goal is to get them released into is the wild. we are busy with the 200 patients. >> that's all due to the warm water out there. >> the increase from the california sea lion pups is due from the increased, the record ocean temperatures off of california, which caused the fish to distribute farther north and deeper and the sea lion mothers were unable to find enough food to care for

themselves, let alone their pups. these pups were starving to death and washing up on our beaches here in central and northern california. >> and i quickly want to ask you about santa barbara. have you heard any updates? >> yeah, the marine center is part of the oil wildlife care network. we're in constant contact with everyone working hard to clean up the oil down in santa barbara. we are ready and able to help as soon as we get the word. right now, they have it under control and we're here on stand by, if they need us. >> thank you for all the great work you do. coming up in the 6:00 show, people are setting up their tents a few hundred yards away. people spend the night here and get first hand experience of feeding some of the animals and up close and personal experience with all these animals out here. we'll have more during the 6:00 show, bill. >> it's funny, first time we met was out there. >> i was going to bring that up. you were surfing and i went up to you very nervous. you were so nice to me. >> i feel like you dropped in on me on that particular day.

forecast, 62 degrees for a day him high in san francisco. we're talking about low clouds in the morning and clearing in the afternoon. much more sunshine in san jose with a high of 70. and then your five-day forecast, plenty of fog and low clouds on saturday. sunday warmer. the warmest day on the weekend and for your memorial day, you're going to see numbers in the mid 70s. this is a warmer pattern. not above average by any means, but certainly warmer than it has been. and frank and gasia and i were talking about the live shot out there at the mammal center. glf they do such great work. >> the people, the volunteers, it's a real working, it's not a zoo, you can go see the animals -- >> they are so cute and you just want to touch them. nope, you can't touch them. they are wild animals and we have to remember they are wild animals. >> if you have never been out there, it's weird so many people haven't.

one of the nation's toughest bands on microbeads took a stand. microbeads are those synthetic particles used in a number of different personal case products. supporters say the legislation is needed because those microbeads can get into water ways and harm animals that eat them. state assembly passed the bill sending it to the state senate. the legislation would ban the

sale of soap, tooth paste, and other cosmetics that contain microbeads. a similar proposal stalled in sacramento last year. >> state department released nearly 900 pages of e-mails from the private account used by hillary clinton while she was secretary of state. many of the pages from this first document release deal with the september 11 attack on the u.s. consulate in benghazi that killed four americans. for a time after the attack, the administration blamed the attack on a antimuslim youtube video. there are discussions with that video to bill clinton, cindy. he told hillary clinton his sources initially pointed to that video as the cause. there are e-mails with the contact information of google and youtube executives. remember youtube pulled that antimuslim video in several middle eastern countries after the attack. reporter has more from washington. >> ahead of the long holiday weekend, oklahoma is hosting the southern republican leadership conference with most candidates using the

opportunity to target front runner, hillary clinton. >> there's a possible candidate on the democratic side that is thinking or running for president, although she doesn't interact too much with the press or we don't get a lot of insights into her campaign. she is running and she'll be a force. >> in new hampshire for the second time since announcing her candidacy, hillary clinton trieded to talk the economy. the focus quickly turned to the state department's late afternoon release of nearly 300 personal e-mails from her time as secretary of state. the messages offer a closer look at clinton's handling of the attacks on the u.s. consulate in benghazi. some of the e-mails included spu. sensitive, but unclassified information. supporting clinton's earlier claims that she did not receive any classified e-mails. today the presidential candidate said she is glad her correspondence is being made public. >> being released today have been in the committee.

new at 5:00, a kidnap for ransom plot. eric, where did they find the victim? >> well, that's really part of the shocking part of this case. police say that they ultimately found their victim in the trunk of the suspect's car that had just crashed early this

morning. and that was the end of an all night search for this person. oakland police tell us in just the last hour that they received word from the victim's family about this kidnap for ransom, they are not getting in the details of that ransom at this point. how much the kidnappers were asking for and police say they ultimately used technology in some way that led them to a house outside the city of oakland where they believe their suspects and possibly their victim were all located at that point, police say the suspects took off in a vehicle. there was a short chase. police not entirely sure those suspects had their victim with them. they continue to chase into what they describe the 20,000 block of mission in hayward. that's when the suspects car hit another vehicle and crashed. and again, in just the last hour, a lieutenant with oakland police describe how they discovered their victim at that point. >> when we took the suspect

into custody, we heard sounds at the trunk area of the suspect vehicle. we opened the trunk and that's when we observed the victim inside bound. >> reporter: and bound, police say at the ankles, the legs, possibly the wrist. they actually had to carry him to safety. but despite being in the trunk of a car, being bound, being in a collision, they say the injuries were minor. nothing life threatening. they say that victim who they describe only as an older gentleman is happy to be back with his family tonight. police not releasing a lot of details, but they did take two suspects into custody. they tell us they believe this was a targeted kidnapping, but at the same time, they say they are not entirely sure if the victim knew the suspects in this case. they will only say he was alone at the time in this kidnapping. of course, they say if there's anybody with other information out there that may have seen something unusual, they should contact police about that. but again, the story here tonight is in the span of maybe 10, 12 hours, there was a

kidnapping for ransom, they recovered their victim and tonight, he is back with his family. we're live in oakland, ktvu fox 2 news. >> eric, did you have a chance to ask officers if they were looking at suspects for any crimes? this one sounds so out of the norm. i don't know if police think these two might be involved in anything else. >> reporter: it's something we asked about and police just not sharing a lot of information. but they did say possibly because of that, that this is such an unusual crime, that if people know of other similar sounding circumstances, they certainly should contact police. a big obstacle investigators are up against in a case like this is that the suspects often threaten the victims family. don't contact the police, just pay our ransom. in this case, the family did the right thing and called police and here we are now. >> so thankful for that man. thank you. >> the loan survivor in a deadly crash that killed all of his passengers faced adjudge today for the first time. the same day as two of the victims were layed to rest.

all of the victims, all four of them, were young, under the age of 25. ktvu's azna smith is live at the county courthouse in morgan hill now where it was a tough day for those families. azna. >> frank, one victim's aunt rushed out of the courthouse crying after seeing the suspect in court for the first time. these court documents reveal the suspect, appeared intoxicated that night. >> yola nda could not hold back her tears. anthony was jimenez's boyfriend, did not enter a plea to vehicular manslaughter charges for the deaths of jimenez, 18-year-old, pena, sarah williams and 24-year-old, joseph. and bail remains at $250,000. the 23-year-old was driving his car when he failed to negotiate a sweeping right curb spinning

out of control before landing 20 feet down a creek bed killing all four of his passengers. >> in cases like this, the tragedy that for separate families and really the community as a whole, it's heartbreaking. >> court documents reveal police smelled a small distinct odor of alcohol. his eyes appearing red and glossy. a field sobriety test revealed alcohol. >> i think the message is, you know, don't drink and drive, but the secondary message is to just look at the number of lives that were affected by one man's choices. >> choices that ended the lives of three high school seniors weeks away from graduating. at the crash site, flowers, candles, and prayers are piling up. this poster for victim, joseph reads, he was a loving father.

police in washington, d.c. now think more than one person may have been involvedded in that horrible murder of a prominent family family and their housekeeper. charged with murder. investigators believe that he may have held members of the family in their own home for hours before killing 46-year- old, savis, his 47-year-old wife, amy, their ten-year-old son, phillip, and their housekeeper. the family's blue porch was stolen. police later found it burned out in an area of maryland. his dna was found on the crust of a dominoes pizza that he had delivered to the mansion where

he was allegedly holding those four victims hostage. >> somebody there thought of picking up the partially eaten pizza, because what they are looking at is not just pizza, but saliva on it, and that took an excellent police work. >> police believe the killing wasn't random. the suspect once worked for him. in fact, they think he may have been tipped off about a $40,000 in cash payment scheduled to be delivered to the family home the same day they were killed. the bay area housing market showing no signs of cooling off. the median price of a home increased again setting records in april. here are the latest numbers from the real estate information service logic. san mateo county where the median price reached an all- time high of nearly $1.2 million. in santa clara county, another record was set. the median there, $905,000. in alameda county, up to

among those sleeping on san francisco streets in shelters each night are military veterans. men and women who serve their country, but now have no roof over their heads. however, today came an announcement that may bring hope to some.

a police dog helps sniff out a burglary suspect this afternoon. officers were called to the baovista area by a neighbor who saw a man coming out of yards. when officers arrived, they saw a man take off running. they set up a perimeter and searched several backyards. the officers say it was a k-9 that finally found the suspect hiding in a car. >> it's cases like this that you have an alert citizen in the community that sees something that's not right. they call us. our officers respond and we're able to get the suspect in custody. >> the suspect was taken to the

haener. >> and i'm frank somerville. two san jose state police officers were justified in a shooting near campus last year that killed ded a 38 year old man. there is proof officers did not have to shoot him. new at 6:00, ktvu's ann ruben is live in san jose with what the district attorney's office says and the demand for a federal investigation. ann. >> the family does not think the d.a.'s office reached the right conclusion. they are calling for authorities to publicly release the officer's body camera video and calling for a federal investigation. after more than a year of waiting, hoping, and protesting, this was not what lori valdez wanted to hear. that the d.a.'s office found the fatal shooting of her boyfriend by san jose state university police to be justified. >> i'm hurt. i'm sad, and i'm very angry. >> the district attorney's
