everyone, we're taking a live look at the golden gate bridge. it's still wrapped up on the morning blanket of fog. welcome to mornings on 2. it's saturday may 23rd. i'm mike me back. >> good morning to you i'm claudine wong. let's start you off with a look at the weather. is the gray going away or are we stuck with it awhile. >> it's going to be a slow producing one. i said how shall i label the headline for you, slightly better, i said. it will be better than that tomorrow, drier weather will be moving in and warmer temperatures eventually as well. we're giving you a live look across the bay in the bay bridge. you can see a little gloomy out, there foggy and cloudy and patchy drizzle reported along the coast and east bay. look how widespread the gray is once again this morning stretching all the way inland. we're going to continue to see

this, another burn off expected for the afternoon at least along for the coast. 13 miles per hour fairfield. we have 13 in oakland, with the gusts at 18 miles per hour. we're going to see a gradual change for today and into the second part of the weekend. 54 degrees in walnut creek, 53 in oakland, and 52 degrees to start your morning into novato and 58 for san jose. here's a look at what we expect to get into the second part of the morning and into the afternoon. lunchtime, partly cloudy skies expected and into the afternoon and upper 60s along the coast. a lot of 60s out there. areas like santa rosa, antioch and san jose. the closer you get into the valley, the warmer it will get. the orange is popping up over san francisco before the afternoon. low 60s san francisco, mid- to upper 60s for the east bay

shoreline. the warming trend is going to continue. i'll have a look at the rest of the weekend and the extended forecast coming up. thank you. 50 million gallons of drinking water lost, that's enough to supply 500 homes for a year. instead of going to those homes it drained right out into the bay and this morning police are searching for the people responsible. freemont police and the alameda water district are calling it an act of sabotage. investigators say they destroyed the dam that diverts water to the quarry lakes. they're looking for clues. it's used to supply groundwater suppliers. the dam was inflatable but it was quite tough. >> this is not the floating pool toy you would have in your pool. this is a robust, thick rubber. the people that conducted this act definitely had malicious

intents. >> water officials do not believe that it will have long term impacts on water supply operations and they'll try to keep impact to customers at a minimum. they have to speed up plans. state water regulators have accepted a historic offer by farmers to voluntarily cut back their water use by 25%. the deal is in exchange for no further cuts this season. farmers use 80% of california's water. the farmers made the offer after being warned that the state water resources control board was ready to make cuts. it's forcing growers to make difficult decisions. >> do i have to lay somebody else? that would be 100% cut for those person. a lot of things will be happening. a lot of people will be hurt by this, different industries, field suppliers, tractor

dealerships, parts suppliers. >> the dealers have until june 1st how they plan to make cutbacks during the summer. >> swimming will be off lilts at the corey lakes regional park because of a bloom of toxic algae. the east bay regional park district district decided to ban it after they detected unhealthy blue green algae. swimming will be banned until at least wednesday. the san mateo bring is closed. if you need to get across the bay, you need to find a alternate route. we'll show you the bridge. it's completely empty. the actual work being done is further down on the span. the bridge shut down at 10:00 last night and it will not reopen until 5:00 monday morning. this is the second closure of the month. crews will finish reason surfacing work at the deck of the bridge. caltrans says an average of 86,000 of the san mateo bridge

on weekends each day. >> you're going to wait for gas and more time and more traffic. >> all right. you do have some alternate routes, one of them is the bay bridge, taking a look this morning, it looks like things are still moving smoothly there. it is still early, the other route is the dunbarton bridge, it's clear right now. take a look at this picture. take a look at this one. this is one that happened a couple of weeks ago. it caused huge traffic jams on the bay bridge. it didn't start happening until 1:00 in the morning, that's when the backups really started. if you plan on using the bay bridge toll plaza this weekend you -- bay bridge this weekend you should expect delays. prepare for delays here, there won't be bart service between these stations. there will be a bus bring, but they could face delays of up to 30 minutes to an hour. the service construction will

be upgrading the tracks. there will be more service disruptions through august. and speaking of delays, the golden state warriors are finally in texas this morning after a bit of delay, in oakland the team was supposed to take off at 10:00 yesterday morning, but due to mechanical problems with their plane, it didn't take off until 3:30 in the afternoon, they weren't able to get practice time on the court yesterday. this is game 3 against the rockets and the western conference finals. that's set off tonight, the warriors are up 2-0 in this series. the rockets blew a 16 point lead in game one and erased a deficit in game 2. and they won by 4 points and game 2 by one. >> we won't do had go anywhere, we'll keep standing here swinging. as i said, i told our team, i said we battle that and i'll

in different parts of the shop and it will be a test run to see how we do. the grand opening for that store will be held at 11:00 this morning. it's one of the most colorful races in san jose. ally is live for us where runners are getting ready for the annual color run. you may need protective gear out there. >> yeah, you know, i want to point out all the people around here are wearing white t shirts, a lot of the runners are wearing white t shirts, it's the color run, along the 5k route, everyone is taking part, when they run through different color zones, they'll have organizers throwing handfuls, many handfuls of colored chalk at the runners, so along the 5k route, people are going to be decade out in blue and yellow and pink, they're going to have sparkles

and confetti thrown along the way. i have with me one of the organizers, natasha jackson. >> people love the color run because it's fun. people want to come here and have fun with their friends, do a fun race and enjoy each other not focus so much on time and the idea of wearing colors and decked out with colors along the way. >> people love their photos, posting them on facebook, instagram and social media and it's a huge thing. they love taking photos during and after the event. >> the color run, it's happened at different cities and it's been around for four years, what's the inspiration behind it. >> it was i spider by the big chalk festivals, utah and around the world. he wanted to find a way to bring more fun into these events and focus on having fun while still being healthy and

was shallow. the more energy gets dissipated on the earth's surface, if it was a deep earthquake, we wouldn't feel it as much, we would detect it, but we wouldn't feel. >> it the i15, 95 interchange is the busiest stretch of road in the state. an estimated 250,000 vehicles travel it every day. >> and napa county, the earthquake caused problems. they found damage to the oakville crossroad bridge. it's located north of yanville. it's been shut down and caltrans says it will remain closed until further notice. the narrow two lane bridge was set for a planned replacement starting this summer. a world reknowned structural engineer is in california after assessing the earthquake damage in nepal. he says his work in nepal left

him concerned about many buildings in the bay area. many highrises built in the last 10 to 15 years and the quake could cause the same damage to certain buildings in san francisco. >> it's safe. i think life protection is a minimum requirement. i think people in society expect to be able to live in a building so, they're able to use these buildings. that's so critical. >> he says the quake in nepal should be a wakeup call to city governments. making sure they're up to code and they have to be seismically resilient. >> they're trying to find out why this plane went down in alameda county. it was discovered in the hills of south castro valley yesterday morning. the single engine cessna took off from concord and it was headed to reid hill view airport in san jose. the pilot was the only person

on board. >> the coroner's office will determine if there was a medical issue going on with the pilot and the ntsb and faa check out engine farceurs, mechanical failures, pilot error and those kinds of things. >> the fire went out quickly because of the rain fog and mist in the area. an oil bird, spills cause scrutinized. that follows the major oil spill on california's coast earlier this week. we'll have more coming up at 7:30. let's look at the front page of the sacramento beach. 8 firefighters there trying to pull out a driver of a truck that was hit by a light rail train in the sacramento area. that driver is expected to be okay. no passengers on the train were injured. here's a look at the front page of the star telegram where you can see the aftermath of heavy rain there. you can see the headlines

. an unusual sight yesterday as a low speed chase around 10 miles per hour. l.a.pd officers were pursuing vehicle with victory parade on the side of it. it tried to pull the car over for possible dui, he continued to be on his way. he flashed the victory sign and then it came to an end right here when a bystander walked in front of the car and stopped it. the driver was arrested. the man who stopped the car was questioned by police. today marks a somber anniversary, it was one year ago that elliot rodger killed

six people and injured 14 others near the uc santa barbra campus, he stabbed three men in his apartment and went on a shooting rampage that left three other people dead and more than a dozen hurt. three of the victims were from the bay area and the mother is pushing for tougher security. she's calling for law enforcement to be more vigilant. she wants background checks for student housings and for parents to be aware of warning signs in their children. she asked for all mothers to help improve security on college campuses. today is graduation day at san jose university. congresswoman nancy pel owesy will be the commencement speaker. it will be at the stadium. university students and their families crowded into the park for their graduation ceremonies. it was the first time.

car. >> so, when we took the suspects into custody, we heard sounds, at the trunk area, of the suspect vehicle, we opened the trunk and that's when we observed the victim inside bound. >> they believe the victim was targeted. he has minor injuries but is expected to be okay. a 77-year-old woman who was attacked on mother's day in san francisco has died from her injuries. lynn young had just stepped off a muni bus in chinatown when she was attacked on sunday may 10th a black female struck her in the head at least twice. police are hoping to talk to any witnesses, especially the person who they say stopped to help her after the attack. >> the city of oakland is changing the way it handles nighttime demonstrations, protestors were ordered off the streets and on to the sidewalks. the city is using existing laws and policies to make sure

protests don't involve into violence and vandalism. this comes after several businesses were damaged during a protest. city police officers will not face any charges in the shooting death of an armed man last year. the district attorney's office made the announcement yesterday. the man was shot after he ignored commands from officers to put down a saw blade. they want the video publicly released. >> i didn't see him move towards the police officer, i saw him walking down the street. >> the way they're looking at this is not how these officers trained, but how they are, how they reacted to a man coming at them with a weapon. >> supporters of them are calling for a federal investigation into what happened. the chp says the driver of a fedex truck is responsible

for a fiery head on crash, that driver was going to a university last april. the chp investigation found that the fedex driver made an unsafe lane change. the driver of the bus was not able to avoid the truck. a softball coach has been accused of sexually assaulting a 15-year-old girl. he arrested 22-year-old mary in san jose two years ago. they launched the investigation back in february after receiving a tip that she was having a possible inappropriate relationship with the alleged victim. she was a assistant coach for the fast pitch group in san jose. police are asking any other potential victims to come true. a dead dolphin and three dead pelicans have been found in that area where the spill happened. 300,000 gallons leaked on tuesday and 20,000 of that oil

made it into the ocean. crews are working around the clock to clean it up. the seen of oil is getting harder to skim because of choppy windy conditions. state beaches and camp grounds will stay long. sea lions and other animals have been rescued from the water. rescuers have been working to hydrate the animal and wash off the oil. >> when the van arrived you could smell the fumes. we know this animal did have a significant amount of oil on it. but, she was actually fairly alert and responsive. you could tell she had a long day. the pelicans rescued went to other care facilities to be helped. a salmonella outbreak has sushi lovers on alert. the ground tuna may have

been prepackaged. the salmonella is similar to a factory in indonesia. one chef says years of training taught him how to select safe and raw tuna. >> we handle the fish first, and while we're handling it, we look at the texture, the color and the snow. >> while there is concern for pregnant women eating raw tuna because of mercury, all commercial tuna has been flash frozen has made the risk of bacterial illness small. most of those who fell ill reported eating sushi containing raw tuna. and just in 30 minutes the annual color run is set to begin in san jose. doesn't that look fun. runners will be wearing all white and be doused in different colors along the race

route. ali is waiting for the runners getting ready. hi ali. >> owe all right. things are getting going, this race doesn't start until 8, they've already to the the 7,000 people signed up to register for this run, gathered around they're doing a zumba warmup. i think right now they were trying to make a huge congo line. they're getting ready for the color run. what is it? one of the runners described it to me as a really fun mess, they're volunteers around the sidelines, waiting to spray people with colored chalk. at the end of the race, they're in different colors. i got to find out how they dispense this powdered chalk. it's like a silver colored one, these bottles, they find the catsup and mustard bottle.

they spray it like this. it's nontoxic and the organizers say it's edible. there's no problem with people inhale while they're running along the route. we have a up close look at the volunteers loading bags and bags of this colored chalk into dispenser bottles. we talked about the appeal of the color run and why so many people signed up for it. 7,000 registered to run in it today. >> people do, they love taking photos, they love taking selfies, pictures of running through the chalks. everyone loves to have fun and everyone loves getting covered in paint and dirty and having fun while being healthy and exercising. >> and i have some of the volunteers here who are going to be at the finish line, look at the different colors they've got. they've got blue, yellow, red and purple. they have silver chalk that i was showing you earlier.

>> and more traffic, and here's a live look right now, the approach to the bay bridge toll plaza always smooth there. it's one of the alternate routes, it's another one. the last time it closed earlier this month, it caused huge traffic jams at the bay bridge, it took them from 11:00 in the morning for backups. if you're planning on using the bay bridge this weekend, expect similar delays, if you are planning to right bart this weekend, be prepared for delays. there be no bart service for today and call the stations and while this is a bus bring, bart warns they could face delays of 30 minutes to an hour. it allows bart to work on the tracks right there. bart is upgrading the system that guides trains from one track to another, there will be more service disinterruptions from tomorrow through august. there will be double stopping

. all right check out this video from los angeles. that man is actually in a chase with police. but, as you can tell, it's a low speed chase, it actually only went about 10 miles per hour as he cruised down the street, it has victory parade written on the side of it. check out this guy, he's going to stand in front of the car. that car was being pulled over for a possible dui. he appeared to be in good spirits. he flashed the victory sign. then you see he's getting put into custody as that driver was arrested. the man who stood in front of that car was questioned by police. well, investigators are trying to figure out what causeed a small plane to go down in rural alameda county. that crash killed the pilot and wreckage of that plane was found in the hills of castro valley yesterday morning.

it took off from concord yesterday morning, it was headed to hill view airport in san jose. the pilot was the only person on board. the coroner's office, if he determines there is some sort of medical issue with the pilot and the ntsb and faa check out, you know, engine failures, mechanical failures, pilot error and those kinds of things. the crash started a small grass fire, but it went owl out quickly because of the rain, fall and mist in the area. elliot rodger killed 6 people and injured 14 others at the uc campus. he fatally stabbed three men in his apartment and went on a shooting rampage that left three other people dead and more than a dozen hurt. today is a graduation day at state university. this is video from a previous graduation and congresswoman nancy pelosi will be the speaker. it will be there and san

act of sac sabotage. on thursday someone destroyed the dam that diverts water into the quarry lake. the water should have been diverted to replenish groundwater resources and supply water to freemont, newark and union city. if you're planning to go over the bridge today, check out the bridge as you can see, it's closed right now. so, crews can continue their resurfacing work on the deck of the bridge. it will stay closed until 5:00 a.m. monday morning. the last time the bridge was closed two weeks ago, there was a major backup at the bay bridge toll plaza, the cold instate warriors are in east bay, they were expected to take off 10 yesterday morning. they didn't leave until 3:30 yesterday afternoon. the warriors will play the houston rockets in game 3, tipoff is 6:00. >> a veterinarian says a dead dolphin and three dead pelicans have been found in the area of

an oil spill along the santa barbra coast. more than 100,000 gallons of crude oil leaked. 20,000 gallons of that oil made it into the ocean. crews are working around the clock to cleanup. the seen of oil in the water is getting harder to skim because of choppy windy conditions there. two state beaches and camp grounds will stay closed until the 4th. a sea lion coated with oil is being cared for at sea world. they've been working to hydrate the animal and wash off that oil. >> when the van arrived, you could smell the fumes and the driver opened the door, so, we know this animal did have a significant amount of oil on it, but she was actually fairly alert and responsive, you can tell he had a long day. the pelicans that were rescued were sent to other care

[ laughing ] >> reporter: every 5 minutes or so they get the people with the pacts of color. they will have a countdown, then they throw the chalk into the air. we saw the start of the race with 7,000 people registered here in san jose. they started out around 8:00, groups of 400 at a time taking off at the starting line. when you get to the finish line there are obviously people there with some of that colored chalk in dispensers and volunteers pretty much showering the people going by with the different color stations and the colored chalk. there is yellow, purple, red, green and silver chalk at the end of the run. we talked to some of the runners that finished the race to tell us what they thought of the chalk shower they had. >> the first one was a little shocking because i was like trying to adjust to being able

there. no service today and tomorrow between fruitevale and coliseum stations. there will be bus service in place but passengers could face delays between 20 and 30 minutes. bart will be working on the tracks and updating the system that guides trains from one track to the other. there will be more service disruptions through august. tomorrow muni will introduce what it is calling double stopping to its passengers. it will make the system safer and faster. here is how it works. double stopping allows two trains to stop on the same platform at the same time and people on both trains can all get off simultaneously. then boarding will happen one train at a time. the montgomery, powell and city center stations will be the first to try them because the platforms are long enough to accommodate both trains. if you can imagine, the heaviest traffic is during the morning and evening commutes. well, caring for the animals affected by the oil

the chase began, if you can call it that, as they tried to pull the car over for a possible dwi. the driver continues on its way, in good spirits watching the victory sign. and this guy decided to end it all by standing in front of the car and making them stop. the driver in red taken down to the ground and arrested. the man that actually stopped him was also questioned by police as you can see there. elliott rodger killed six people and injured 14 others near the uc santa barbara campus. he then went on a shooting rampage that left three other people dead and more than a dozen hurt. today marks a year anniversary of that incident. now law enforcement is looking to be more vigilant. some are calling for background checks for student housing and for parents to be aware of warning signs in their

children and wrote a letter to parents asking for their help for improving security on campuses. and after weeks assessing earthquake damage in nepal, a local bay area doctor arrived there after being concerned about buildings in the bay area. many residential high-rises still stand in nepal, but with collapsed walls and column, they were constructed with strict building codes in the last 15 years and worry the same structural damage could be caused in buildings in san francisco. >> the minimum requirement, i think people in society expect they should be able to live in a building even if it daked and use the building -- damaged and use the billings that. is so critical. >> he says making sure newer high-rises are up to code isn't enough. we need to make sure they are

well, let's now go to one of the bay area's most colorful races happening right now in san jose. >> yes. thousands of runners are participating in the annual color run. ktvu allie rasmus is there in san jose where the runners are celebrating now. hey, allie! >> reporter: well, guys, there is no way to cover something like this without getting at least a little dirty. i am told i have some of this chalk paint on my face and eyelashes. i am standing in a virtual dust cloud. this is a 5k run. it is over so now everyone is in the post run ewe foric state. everyone has these colored chalk paint on them. where is your chalk pact? >> it is here. it is so cool. >> reporter: i remember.

talking about. this is actually video of the color run. we like it so much we will stick with it a little while longer. you can see the bubbles at the finish line as people were finishing up their run there. but now to a more serious subject. we will be talking about what is going on in santa barbara because they are still dealing with oil spill there. a dead dolphin and three dead pelicans have been found in the area of the oil spill on the santa barbara coast. more than 100,000-gallons offense crude oil leaked from a ruptured pipe on tuesday. more than 20,000-gallons of the oil made it into the ocean. crews are working around the clock to clean it up. officials say the sheen of oil is in the water and it is getting harder to skim the oil off the water because of choppy water conditions. two state beaches and campgrounds in the area will stay closed until july 4th.

two sealions and pelicans have been rescued. the sealion is staying in san diego. rescuers are working at the seaworld there to get him healthy. >> we know the animal had a significant amount of oil on it but she was fairly alert and responsive but you could tell she had a long day. >> the pelicans rescued were sent to other care facilities where they are being helped. the oil spill could make it harder for other large oil projects in the state to move forward. several oil off-loading terminals were being contested because of safety and spill concerns. it could raise more concerns now and complicate regulatory approvals. the city of oakland is changing the way it handles nighttime demonstrations. during the night protestors were ordered off the streets and sidewalks. the city is losing existing

laws and polamalucys to make sure -- and policies to make sure protests don't evolve to vandalism and violence. years of hard work and dedication paid off for hundreds of students last night. san francisco university students crowded into the at&t ballpark for the ceremonies. it was the first time sf state has held that ceremony out at the ballpark. >> i think it is really cool because this is definitely cooler than the stadium that we have at school. it is bigger, so we can accommodate a lot more people. >> an estimated 20,000 people attended the ceremony. the former san francisco mayor and current lieutenant governor gavin knewsome delivered the commencement address. the st. paul police department has a new recruit thanks to a generous donation. >> and a new attraction for thrill seekers in vallejo this
