repairing shoes. he remembers when reporters came in to ask about the missing woman. >> two, three gentlemen came. >> ktvu covered her disappearance when it happened. this is video. you can see him on the set reporting on the information leased by investigators. now investigators confirm remains found in 2010 belonged to elisabeth martinsson. it took several years to identify them. >> several remains for various places on the body. and also teeth. >> henry coleman was a person of interest. investigators are now looking for him. [ indiscernible ] >> her vehicle was located in oklahoma and henry coleman was in possession of the vehicle at the time. >> he hopes the family can now find peace.

>> they will be relieved they found their loved one. it will be devastating for a parent. >> reporter: they have been trying to locate henry coleman for six months and they are not sure if he is still alive. investigators say the family is relieved the remains have been found. allie rasmus, ktvu fox 2 news. back to the issue of homelessness in the south bay. $520million a year. how much santa clara county spends on services for the homeless. and that is more money than it would cost to pay for permanent housing. ktvu's ann rubin with more on what the study found and how officials are responding. >> reporter: the study looked at 104,000 homeless people over six years and while it found it is expensive to house them it is more expensive not to. >> reporter: these keys to her

apartment are a source of pride for her. she spent three years homeless. >> there was nobody to tell me where to go. i slept outside and i got sick. >> reporter: she blames the system that doesn't work. over the last six years santa clara county spent $3 billion on services. 520million a year. it has the fifth highest rate of homelessness in the nation. >> we are getting terrible outcomes and we are spending $500 million a year. >> reporter: for the 2800 homeless the county spent $83,000 a year per person on healthcare, social services and the justice system. if they put them enhousing -- in housing they save 70% of the cost. >> there are solutions that works better. >> there is nothing left to

debate. >> reporter: officials say there sapush to build more housing between santa clara county and san jose. there are new units slated to break ground next year. >> our goal is is to take had money deployed -- the money deployed, & redirect -- and redirect it to housing. >> reporter: she wishes they reached this conclusion sooner. >> if you can pump millions of dollars into putting a bandaid on the issue whys the taken this long -- why has it taken this long? >> the study is the largest of its kind. the county hopes it will help with how resources are allocated. >> thank you.

ann rubin reporting live tonight. thank you. ktvu has obtained a 911 call in the ray mcdonald domestic violence and child endangerment incident. he was arrested yesterday. the recording is from the mother of the woman who was making the complaint. the owner is trying trying to reach police but having trouble getting through because her call on her cell phone went to the chp. >> is anybody doing anything -- [ indiscernible ] >> last august ray mcdonald was accused of hitting his fiance but the district attorney declined to file charges because there wasn't enough evidence or cooperation from the accuser. police commander was arrested on suspicion of dui over the memorial day weekend. he was off duty when he was

arrested by officers sunday night. he is a 26 year veteran. and was promoted to commander in 2013. he is on administrative leave. police are asking for help in identifying burglars caught on surveillance video. they broke into the home two weeks ago at 3:35 p.m. they forced their way in and took electronic devices and jewelry. they are african american, 18- 25-years-old. at times in the video you can see their faces clearly. one was dressed in gray, the other in blue. they had a blue duffel bag. . in san jose police are searching for a robber tonight who attacked a 64-year-old man. ktvu's azenith smith found out it is the latest robbery in the

[ indiscernible ] >> reporter: he says he feels awful for his friend who was coming to visit. police say at 11:00 p.m. last night that friend a 64- year-old man was walking when he was approached by a group of men and jumped. >> doesn't know what happened. someone attack him for no reason. >> the victim fell backwards. and was continuous assaulted. physically assaulted by the suspect. the suspect stopped, took the victim's bicycle that he had with him and fled the area. >> reporter: please fount the bike near the school this morning police have yet to find the attack. >> no rhyme or reason. >> reporter: the second reported robbery in the neighborhood in the last three days. 10 reported in the east san

jose area. earlier this month a robbery was caught on camera. the suspects were arrested. city wide there is an increase in robberies. averaging 100 a month. with 900 officers patrolling the city that tops 1 million residents. catching one suspect can end a string of robberies. he hopes whoever attacked his friend is caught. >> awful. i live here many, many years. >> reporter: azenith smith, ktvu fox 2 news. a decision is expected tonight from the city counsel on the sale of a mobile home park. 400 people live in the mobile home park and they say the owner isn't paying them enough to relocate in the bay area -- in the bay area. the city counsel will hear about options. counsel members may decide approve the findings as they stand and vote to close the

park. amending ballot initiatives in response to a anti-gay proposal. the measure advocates the killing of gays and lesbians. they voted to increase filing fees to $8,000 and to allow the attorney general to include disclaimers that propose measures that are unconstitutional. california attorney general kamala harris asked a court to reject the measure. a bill moved through the senate. employers would have to demonstrate that pay differences between male and female works are based on reasonable jobcursions and it would protect employees. the board of supervisesers praising the supreme court's decision not to take a case challenging a drug disposal ordinance. it requires drug companies to

a man, woman and girl were inside a chevy blazer. the girl is estimated to be between 9-12-year-old and was scene struggle and screaming. they are described as african american, the man is in his 60s. the woman in her 40s. police say the car has no license plate, fog flight lights and two bumper stickers. if you have information contact the chp. the idea was to get commuters and trains off faster but tonight money says double stopping is on hold two days after it began. ktvu's tom vacar with the problem that is holding up the project. >> reporter: on muni's three busiest stations the platforms can handle two trains at a time. last week muni announced to alleviate congestion it would allow two trains to load and unload at the same time, double

stopping. >> dust dust required us -- double stopping required us to reprogram the software. >> reporter: the launch of double stopping followed testing. >> they have been testing it for one year. most of the testing occurred over night. sunday when double stopping launched it worked throughout had day. >> reporter: while the trains had no trouble at all, the problem was the signs and the audio system weren't catching up and that has to be repaired for many reasons. >> we deal with people with disabilities, a number of tourists, and people who are unfamiliar with the muni system. >> that bug is a problem. >> that bug does not send the appropriate message out for the signs and the audible messages and because they work hand and hand it was prudent to postpone

double stopping. >> reporter: when we asked why it worked sunday, they said they don't know but engineers are working on the problem and when it is debugged double stopping will go into effect at the three stations and perhaps others. tom vacar, ktvu fox 2 news. law makers are taking opbill to increase funding for california state universities and the university of california system. it would provide $57 million to hire more teachers as well as counselors. the goal is to help students graduate in four years because right now it takes 6 or 7 years to get a four year degree. >> if they go two extra years they lose $150,000 in potential earnings. >> according to supporters, another benefit is having a pool of workers in the work force sooner. officials are asking for more

money. $49million more. they met with lawmakers but it is not clear where the money would go. cal state said more money is needed because the demand for education keeps growing. one official said it could be used for expansion. the owner of the pipeline in santa barbara began digging to gain access. it spilled 100,000 gallons of oil on to the beaches. plains all american pipeline says once crews reach the pipe they will cut out the section and send it out for testing. the number of gallons spilled was revised down to 101,000 gallons. to a developing disaster in texas. parts of houston inundated with muddy, brown water. heavy rain from a severe weather system dumped 11 inches of rain in 24 hours. 10 deaths are confirmed in texas. 13 other people are missing. that includes 8 people in a vacation home that was swept down a river.

emergency crews are trying to rescue people from their homes and texas has declared a state of disaster in 46 counties. >> terrible. hearts go out to the people effected and lost in that swept away from the water. joe fonzi was at the rockets center and they were sheltered in place. and we are getting absolutely nothing. it is unfortunate it couldn't be evened out. >> this weather will move out there and explode into something much larger than it is here. typically we have high pressure here, gives us more sunshine. when you get a pattern like this, the lows migrate east and they gain fuel. that is what we are seeing in texas. historical flooding. large, large scale. let's take a look at what is
