pittsburg. the warming trend continues into the second part of the business week and into the first part of your weekend. i will have a look at how warm i expect to go coming up. good morning. we have a crash in the silicon valley. this crash has been moved to the right shoulder. if you are looking at the commute on highway 17, it doesn't look that bad. but 208 is taking a beat. if you are driving on the dumbarton bridge or san mateo bridge, those bridges look good. westbound 5 80 through livermore and dublin, not bad. oakland had a problem. we're -- oakland had some problems with the roadwork there. we're going back to northbound and southbound 880 and you can see traffic will be okay. let's go to the bay bridge toll

plaza, it is backed up for a 25- minute drive getting into san francisco. we mentioned it tonight. the as and the warriors play. the as play today. the warriors play tonight. best way to get there is public transportation. the time 7:03. back to the desk. >> all right. good advice. thank you, sal. a search continues for a girl who was seen screaming for help in an suv as it went through the bay bridge toll plaza last saturday night. alex savidge is live at the toll plaza to explain the other red flags, something wasn't right and what's being done to make sure that girl is okay. >> reporter: good morning. a desperate search underway to figure out where the girl is and how she's doing this morning. it was a toll taker here at the bay bridge who says something seemed off as this suv passed through the toll plaza this past weekend. this toll taker said the girl inside appeared to be in some kind of trouble. we want you to look at the images. they were taken at 8:30 on

saturday night. they a tan or gray, mid-'90s blazer. this is what the chp is searching for. the chp said the girl was between 9 and 12 years old. she was struggling at the time with the woman in the front seat of the car. the toll taker asked if she was her parents. she said no. that's when the toll taker called the chp for help. officers are hoping there is an explanation for what's going on here. >> if it was a family spat of some kind, okay. hopefully, that's the case and we're not looking at something worse. >> reporter: another red flag for that toll taker. this suv had no permanent license plates on either the front or the back of it. the chp says the driver of the

suv handed the toll taker a dollar before then driving off without paying the full $5 toll. now officers, tori, are trying to track down the suv. no witness plates on it. it makes the search a bit more difficult. no identities of any of the people inside the suv. they want to find the suv and find that girl. make sure she's okay. >> all right, alex savidge. thank you. a southwest airlines flight that took off from san jose was forced to make an emergency landing in los angeles last night. the flight that was headed to san diego touched down safely at l.a.x. around 10:00 p.m. the cockpit crew recorded a heat sensor in the cargo air area. firefighters did not find any sign of a fire. airline officials say the problem may have been a faulty warning light. and just hours earlier,

passengers on board an iva air flight were evacuated. the flight from taiwan was named as the target of a bomb threat. the plane landed safely and was sent to a remote area of the airport. that there was another bomb threat towards cathay pacific. nothing suspicious was found on the plane or on any of the luggage on board. ten calls were made to flights head ed to the east coast. the fib said the same person may have made all of those calls. we're talking about the golden state warriors. they are back home in the bay area, game day, game 5 against the houston rockets. all of the warriors need is one more win to move onto the finals and tara moriarty is inside oracle arena. you've been out there since we went on the air this morning at 4:00 a.m. great view. you've been making baskets.

dam breaks. meanwhile, people in texas and oklahoma still struggling to recover from the storm earlier this week. houston received nearly a foot of rain in less than a day. the storm killed more than 30 people in texas, oklahoma and northern mexico. >> i think recognizing with what's happening with the weather, we all know and we accept it. >> the national weather service predicts dallas could get up to 4 inches of rain by sunday while half a foot of rain could fall in eastern oklahoma. 49ers' collin capper knick is apologizing for remarks he posted on instagram about the flooding in texas. kaepernick, who uses the hashtag number 7stormiscomeing wrote, i warned you the storm was coming. he apparently was comparing himself to the storm. he apologized said he didn't mean any disrespect and did not fully understand how many

people were hurt by the storm. he said he felt horrible and offered his prayers. >> all right, tori. let's get you moving this morning. sal is watching our commute. the roads and the bridges >> that's right. we're looking at a commute that's better than yesterday. let's take a look at the commute on highway 4. you can see how slow it is. we had earlier problems along the strech. southbound 680 is also slowing down on the way down to the walnut creek interchange hand then 24 is moderately heavy in la fayette and orinda, bay bridge toll plaza is backed up to the macarthur maze. but it's better than it was yesterday when we had such a terrible commute. today is like a normal commute. a 20-minute delay before you get -- actually get on the bridge. we're looking at the peninsula. traffic on 101 is a little bit slow in san mateo but it actually looks good heading down to palo alto. i will mention that northbound 280 and san jose still recovering after an earlier

remain partly cloudy to mostly cloudy. saturday temperatures drift a little bit. on sunday, we'll see a bigger drop in the numbers. i will have those in the extended forecast. let's take a look at what's happening outside your doerts right now. it's 53 degrees in oakland. 51 in san francisco. 58 degrees outside the door. to the north bay where temperatures have remained in the low 50s. mid-50s in areas like walnut creek and 57 in livermore. we'll ally shift along the peninsula. wood side, 51, 56 palo alto. and 54 degrees outside your door for belmont. these numbers are a lot like yesterday. it will feel like yesterday for -- for many. napa, today you will go to 474. 65 in sausalito. 60 degrees in stinson beach. along the beach, partly cloudy to mostly cloudy sky.

last week's 4.1 earthquake in napa has proved to be the last straw for the oakville bridge. napa county officials say the quake caused old cracks to widen and the west end of the bridge to sink 2 to 4 inches. the oakville bridge is nearly 100 years old and was due to the replaced this summer. now that demolition work may be accelerated. 7:25. napa's bottlerock music festical may look and feel different from the last one whoen it opens up this friday. this is a first festival since the napa earthquake. it has changed the landscape. now there's new grass. it's growing where red tagged buildings used to be months ago. that means more space for you fans to crowd the stage. there's also more room for vendors and the food court. and organizers hope that extra room will be financial success as well as a musical hit.

will go next. good morning. welcome to "mornings on 2," once again. it's may 27th. i'm tori campbell. >> i'm dave clark. let's check weather and traffic. steve is off today. but rosemary is watching the forecast. i went outside. still kind of fray. >> you are right. we have a warmup coming. it doesn't look like a whole lot is changing. >> no. >> not as drizzly or widespread. plenty of gray and giving you a live look. you can see here from skyfox with even a little bit of moisture on the lens there, we continue with widespread gray, pushing all the way through the delta into the sacramento valley, once again, this morning. in some cases it looks like that weather pattern, not changing a whole lot. not just yet but as we get into the second half of our afternoon we'll begin to see the changes with mostly sunny skies away from the coast. better clearing expected for this afternoon, a quicker clearing. in fact, wile already begin --

commute. this is the peak of the commute. northbound 280 is recovering. an earlier crash near winchester did block the lanes for a while. so far, no a huge delay. it's getting slower getting out of downtown. to the east bay, traffic will be busy on southbound 880 as you drive past the winton avenue exit and head down into fremont. not quite as severe. a little bit of slowing on westbound the 2 approaching the -- 92 approaching the toll plaza. let's talk about the bay bridge toll plaza, it's better than yesterday. 25, 30-minute delay before you make it on the span. back to the desk. >> thank you, sal. we have an update to a developing story we first told but a suspicious smell at sfo. southwest airlines flight 2436 bound for chicago took off at the top of the hour. a passenger tweeted a photo of emergency responders on the scene.

the flight had been delayed as firefighters checked out reports of a suspicious smelling pieces of luggage. this is a live pictures of the airport. looks like a little bit of drizzle on the lens. an airport duty manager says firefighters initially could not find anything that smelled but as the luggage was being we loaded, firefighters located another strange smelling bag. but the all-clear was given and that southwest airlines plane departed sfo around 7:00 this morning. a long, hard battle over the last mobile home park in palo alto is now over. the city council gave the owner permission to shut it down. this morning, ktvu fox 2's janine de la vega has been out talking to some of the people who live there at least for a little while longer, janine. >> reporter: dave, of course, the people who live here in the buena vista home park are disappointed. many of them are still holding out hope. why? because the city and the

council have secured money, millions of dollars to buy the mobile home park and they open the property owner entertains the offer. the owner has wanted to shut down the park for the past few years. last night the council finally approved the closure application. the city can't infringe on the rights to sell or close the property. more than 400 residents live here and they are worried because many are low-income and can't afford to live anywhere else. some may have to move completely out of the bay area. there's no word on if the landowner will sell to a developer or would be willing to to sell it. >> we never said he didn't have the right to sell it. we just wanted fair market value which we hope it will be. but as well, now maybe we can get them to the table thanks to the city. there's $19 million out there. that we can use for us to stay

here. residents have been offered a relocation package but many didn't feel what they were offered was fair. last night, the council agreed to pay to have an appraiser review the appraisals because the ones done two years ago didn't take into account the schools. the city expects the updated appraisals to take a few weeks. once that is done, then a six- ment eviction notice will be sent -- six-month eviction notice will be sent out. more than 1 hufn,000 tax payers have had their personal information compromised. the irs says hackers got into the online system called get transcript. it allows tax payers to view tax information dating back five years. it's now been shut down. the irs said there were 200,000 hacking attempts and about half were successful. the hackers already had some personal information which helped them gain access. they used social security

numbers, tax payers' birthdayses, where they -- birth dates and where any lived, including the street address. that information can be used to create fraudulent tax returns. the irs will notify those whose information was stolen and offer free credit monitoring. new details about a dui case in livermore where a car careened in the back of a livermore apartment building and killed a mother and her daughter. according to livermore police, the on-board computer of brian jones's corvette shows at the time of the crash was going the 9 miles an hour -- 99 miles an hour. the speed limit, 35. besides speeding, he's accused of having a blood level almost twice the legal limit. he was in court and faced an angry crowd. family members and friends of the vail say they were there to send a message. >> we need justice.

i wouldn't want something to happen to my family and not have justice for it. >> this is a terrible situation. mr. jones never in -- intended to hurt anyone. >> brian jones has allowed to post bail and then go home. that upset the victims' family members. now he's being held without bill. his next hearing is set for june 16th. oakland police arrested two teenagers accusing them of committing six armed robberies in one day. police say a school officer first spotted the suspects in a stolen car yesterday morning. they question refuse -- they refused to pull over but then ditched the car and ran into a creek. police found them and said they were hiding inside a vacant house. the six robberies occurred yesterday morning. police are now investigating whether the suspects are responsible for even more robberies around oakland.

police in los altos, they are searching for help and they need help identifying two men. you see them here burglarizing a house. now, police say the men broke into a home on harrington court about 3:45 last friday afternoon. they are described as african- american, between 1348 and 25 years old. take a look at the video. you can see they are wearing gloves and hooded sweatshirts. police say they stole electronic devices and jewelry. bike sharing could be coming to east bay cities for the first time. in a few hours, transit planners will vote on a contract to add thousands of bikes. brian flores joins us live in san francisco with the cities that could get the bikes and also who is gonna pay for it all. good morning, brian. >> reporter: good morning to you. we're off 4th and townsend here in san francisco right next to the cal crane station. this is one of the busier bike

share stations. but the program that launched a few years ago, grown in popularity, starting next year, bike share looks like it will be available for east bay cities. the plan calls for bike share to expand the amount of bikes from 700 to 7,000. there will be more bikes available in san francisco down to the peninsula all the way to san jose. but also berkeley, emeryville and oakland, at least that's the plan. the officials say the amount would increase to 4500 available. riders who use bike share love it because it's convenient they don't have to worry about the bike once they are done using it. but they also say the expansion is needed. >> just making sure there's bikes available. sometimes i will show up to a station after work and there's not enough bikes. getting better about putting bikes in the racks after work. >> this expansion, the east bay or even in san francisco is i think long overdue, many metropolitan areas have used

this system to great effect. >> reporter: where will the new locations be? the bike share company named motivate international will launch a web portal after the meeting where cyclists can have their say on where it will be. the meeting begins around 9:35 and then there will be a press event to introduce the new bikes at 10:45 this morning and how much is the expansion going to cost? nothing. you still have to pay for the bikes. but it will be all corporately funded. no extra funding is needed for this expansion. back to you. >> that's good to hear. thank you, brian. the san francisco school board is cracking down on enrollment at a popular school for the arts. the chronicle reports the board voted last night to ban non-

resident students from the ruth aswaa school of art. the school attracts students from across northern california who audition for a spot. right now more than 80 students from outside of the city atent the school. that's about 14% of the enrollment that exceed a 10% cap set years ago. a 12-year-old girl, struggling and screaming for help at the bay bridge toll plaza, in about 23 minutes, what she told a toll taker that raised a red flag. we're getting new information about a major international sports scandal that broke overnight. pam cook will have the latest on the arrest and indictments of several officials in a fifa corruption program. we're looking at the south bay commute. right now, westbound 237 is slow heading over to sunnyvale. we'll give you another look at the valley commute coming up. warmer weather is moving into the bay area.

a federal appeals court refused to lift a hold on president obama's plan to shield millions of undocumented immigrants from deportation. the judges ruled that the president's executive action on immigration should remain on hold pending further judicial proceedings. back in november, president obama announced that since congress had not passed any legislation, he would take executive action on immigration reform. but 26 states, all led by

republican governors, filed a lawsuit saying the president exceeded his authority. the obama administration may appeal the latest ruling and the entire issue may end up before the supreme court. ireland's recent vote towards gay marriage is drawing stark condemnation from a senior vatican official. last week, ireland legalized same-sex marriage. the vatican's secretary of state says the catholic church must take account of this reality but in the sense that it must strengthen the commitment to evangelization. he called this a defeat for humanity. corruption in world cup soccer. we're following the investigation. pam cook is in the newsroom with the allegations and reaction from fifa. good morning. >> fifa and it is on the defensive this morning because

of a swiss investigation and u.s. indictment. now, swiss authorities raided fifa's headquarters in zurich and announced an investigation into the last two awarded world cup bids to russia in 2018 and qatar in 20223 they are trying to determine if bribes were taken when they awarded the events. main even more damaging an indictment from the united states. the department of justice announced detailed charges against 14 people accused of racketeering, wire fraud, and money laundering conspiracy. we've also just learned within the last couple of hours that four additional people have already pled guilty to the u.s. charges. now, the u.s. investigation also includes accusations of bribes, totaling more than $150 million in return for providing lucrative media rights as kickbacks but fifa has a surprises reaction to the

worsened up considerably. back to the desk. the search continues this morning for a girl seen screaming for help in an suv as it went through the bay bridge toll plaza last saturday night. ktvu fox 2 reporter alex savidge explains the other red flags that seem to indicate something was not right with the situation. >> reporter: well, a toll taker here at the bay bridge offered a disturbing account of what happened as this suv passed through here over the weekend. he says he saw a girl inside and she appeared to be in trouble. she was somewhere between 9 and 12 years old according to the chp and according to this witness, she was struggling with two adults who were in the front seat of that suv. a man was driving, a woman was in the passenger seat and then the girl was sort of kneeling between emthis. these are spweauns images taken at about 8:30 on -- these are

a southwest airlines flight that took off from san jose last night was forced to make an emergency landing in l.a.x. the cockpit crew reported a heat sensor in the cargo area detected a fire. the plane taxied to an airport gate and everyone got off the plane. if firefighters did not find any signs of a fire.

the problem may have been a faulty warning light. just hours earlier, passengers on board an iva air flight were evacuated after landing at l.a.x. the flight from taiwan was named as the target of a bomb threat. plane landed safely and was sent to a remote area of the aircraft. there was a bomb threat against a cathay pacific flight. airport authorities say nothing suspicious was found on the plane. on monday, ten calls were made against international flights headed for the east coast. the fbi says the same person may have made all of the calls. 8:14. san francisco muni suspending a new program for getting commuters on and off trains faster until they fix a software problem. now, it's called the double stopping strategy. they only launched it sunday at three downtown stations. it lets two stations pull into a station at the same time and riders can get on and off both trains. officials say it worked well at
