50 degrees santa rosa low 50s in oakland, mid-50s livermore. san jose, mid-50s, areas right around redwood city. for the second half of the day, temperatures will be coming up just by a few degrees. look at 83 in antioch. inland locations have felt that warming trend. a little more apparent in your area. around the bay and the coast not so much. upper 50s with mostly cloudy skies expected for pacifica. temperatures will continue this way as we get into the first part of your weekend and then we'll begin a cooldown. i'll have a look at that forecast coming up. >> good morning, rosemary. >> hey, you're upstairs. i didn't even notice. so busy getting my traffic together i didn't notice you were outside. well, good. >> how is traffic? >> it's good. let's take a look at the commute here on the east shore. i was watching westbound 80

between the carquinez bridge. i was surprised by that. 21 minutes for this time of the morning is pretty darn good. driving towards the bay bridge toll plaza, that's backed up only a little bit. i'm kind of liking what i see. s that pretty good commute. let's go to where there is always slow traffic in the morning and that would be in the south bay getting into the morning. there is some slow traffic here but not nearly as bad as it normally is, especially on highway 101 in the mountain view area. you notice what it's like monday through thursday today looks good driving into this area. 7:03. back to the desk. >> thank you, sal. the warriors returned to practice today, getting ready for the nba finals. we'll have an update on klay thompson and his condition in just a moment. oakland mayor says that if the warriors win -- and she's

crossing her fingers, oakland will host the parade. warriors fans are splashing some cash to support their team. we are live in pleasant hill with more on warriors mania. i'm sure there's a lot of items for sale and they are probably not cheap. alex? >> yeah, i know the items are not cheap, the paraphernalia not cheap and the tickets certainly not cheap unless you want to get back in the time machine and go back to 1975. we talked a short time ago with a long-time warriors fan. she brought her ticket from the last nba series that the warriors were involved in. that was 40 years ago we talked to her a short time ago. she is a warriors fan doing some reminiscing. we want to show the tickets. she was from concord. she was living in washington, d.c. at the time, working and living there but from the bay area and a big warriors fans. she went to see the warriors play the washington bullets at

the capital center that year and she still has the tickets. the warriors earned their trip to the finals. when she earned their trip to the finals this year, she went and dug up her tickets. the warriors won in washington, d.c. on their way to a series sweep. she paid $9 a ticket. this time, warriors fans will be shelling out hundreds of thousands of dollars to watch the warriors take on the cavs. >> you paid 9 bucks in 1975. i don't think you'll get a ticket for nine bucks. >> i'm not going. i can't even get a beer for 9 bucks, can you? i don't think so. >> reporter: and she tells me, by the way, she is not going to the nba final this is year, just a bit too pricey for her blood. warriors fever alive and well. flags and banners are everywhere right now.

the city, of course, looking to capitalize on the success of the warriors with more people coming to town for the finals, tours and bureaus trying to promote all the local businesses and unique attractions in the city. we don't want to jinx anybody here. that's not what you do. you have to be prepared. mary libby schaaf says that oakland is cautiously optimistic. she says that the parade will take place in oakland. she spoke to mayor lee and both decided that the parade will be here if they win. that's not an easy task. >> no, of course not. still four wins to go but we still have our fingers crossed. the warriors have a health concern, the health of guard klay thompson. he will see a neurologist today.

his father drove him home saying that he was woozy and vomited. but thompson's agents said that concussions tests showed he did not have a concussion but, again, it is the neurologist who will make the final diagnosis today. we have a special warriors section on ktvu.com. click on the warriors tab. new criticism of a plan to deal with the drought coming from people who live in silicon valley. janine de la vega joins us live to tell us about water cutbacks and why this is so controversial. good morning, janine. >> good morning, dave. i was talking to a neighbor here who is so fired up with the plan. she understands that customers must cut water usage but does not agree at the way it was being calculated and a lot of people felt like her last night. >> i want to know if you are allocating based on the number of people in the home.

>> no. >> why not? that's the fairer way to do it >> reporter: more than 300 people turned now a public meeting where san jose water laid out its new plan. each home will get an allocation of water each month. the water company will use the month-by-month average of all residential customers from 2013 as a base. instead of using each individual home's use. customers are expected to cut back by 30%. there are financial penalties for customers who use more than their limit. but many people say that the rules are unfair since apartments and most businesses are not a part of the plan. many people say that the rates should be based on how many people live in each home. we spoke with one customer who is trying to be understanding. >> i think they could try it at first and if people are really being harmed and their billings are going up as

astronomically, they should go back and revisit but my father always said, fair is not easy. >> reporter: and lawn watering are cut down. odd number addresses can water on tuesday and friday all net rules and exceptions are expected to go into effect june 15th though it still needs to be approved by the public utilities commission. dave? >> janine de la vega in san jose, thank you. time now is sen 09. in sacramento, drastic water cuts could begin in july. if the city does not meet its state-mandated conservation goal, homeowners could be limited to watering their lawns once a week. right now, they are allowed twice a week. sacramento is looking greater incentives for homeowners to

tear down their lawns and watering patrols set up. a man is hosting fairfield plays after a taser, he says tore out his eye. the video shows police stopping hill and two other people in the car last june. a struggle later ensued between hill and the officers. he claims that they fired a stun gun and that a taser dart hit his eye. the federal civil rights lawsuit is seeking $25 million. fairfield police are not commenting because of the pending litigation. the owner of an antioch gas station is now talking about his ordeal. 75-year-old gadush gala and one of his employees were taken hostage by 27-year-old gutierrez. earlier, gutierrez stole and crashed two cars before running

into the station. he said that he would not hurt them and was trying get another car from police. bala said he tried to win over gutierrez and earn his trust. >> i told him, if you are angry, may i off you something to eat? we have cookies, chips, nothing more than that. >> gutierrez eventually surrendered to police. he was wanted on a $300,000 out for auto theft, carjacking and brain dishing a weapon. now he faces charges that include assault with a deadly weapon and kidnapping held on a million dollars bail. our time is 7:11. some of the biggest names in music will be in the napa valley this weekend. coming up at 7:30, the changes you may notice if you are headed to the bottle rock festival this year. first, seven miles of beaches in southern california could soon be back open to the public. >> and we are looking at the

7:14. new york'sness and tallest landmark, one world trade center opened its observation deck today. high speed elevators take visitors up to the 102nd floor for spectacular views that stretch for 50 miles. there is also a restaurant and events space at the top of the 1776-foot tall skycrapers. tickets cost $32 and organizers expect 3 to 4 million people will make the trip to the top

every year some southern california beaches could reopen as the cleanup of sticky oily goo along the shore line continues. crews were out cleaning beaches from el segundo to redondo. they scooped up balls and oil patties that washed ashore. the oil ya material is being tested to see if it is related to last week's rupture of the santa barbara gas line. time is 7:15. a bay area lawmaker is sponsoring a bill that requires temporary license plate on all new cars. the chp says that officers have difficulties trying to track down drivers wanted for routine stops or crimes if their cars don't have license plates. a ktvu investigation in 2013 revealed that california is the only state in the nation that allows newly purchased cars to drive up to 90 days without a

license. a new bill would require every car sold would have to have a temporary license plate before they can leave the car dealer's lot. the bill sponsor, san mateo assembly mapp kevin mullin says it is critical for public safety. >> the vehicle drives away. there will be a very visible identification number that is now logged into computer systems accessible by law enforcement. >> reporter: now, each temporary plate would cost about $15. if the bill makes it through the state assembly, the senate and governor brown -- it has to get through all of them, it will take effect in january of 2017. 7:16. we want to check in with sal on this friday and see what's happening on the road. traffic is a little heavy when i came in this morning and 24. >> i mean it's not completely light out there but better than most days, tori and dave. you will notice it yourself as

into the second half of the day, mostly sunny skies away from the coast line. live look here at the jack london square, light breeze flowing the american flag there. onshore breeze will not go away quickly, will keep up just a little bit but at this hour, strong even through portions of the delta, gusting to about 30 miles per hour in and around travis air force base in fairfield. a look here at the satellite ridge of high pressure in place, right about here. it will continue to strengthen just a little bit as we get into the afternoon today. tomorrow, we'll have a repeat in the weather pattern. on the back side of this ridge, we actually have a system here that will move closer to the coast. it's going to take a couple of days. when it does, it will cool us back and that will happen in time for your sunday. again, the winds right now, fairfield reporting 21 miles per hour onshore gusting to about 30. concord 30. oakland reporting 8. i was out there just a little while ago and, yes, i will say that the light breeze feels very cool

to the summer of '75. wow. >> time is 7:23. ticket prices are going up at a popular bay area national park. add mix for muir woods will go up to $10. it's $5 right now. the cost of an am pass is doubling to 40 bucks. the national park service says that the new prices take effect in january. however, starting on monday, the cost of parking at muir woods, that is going up 20 cents an hour. officials say that the price hike will allow thepark service to make improvements at muir woods like rehabing the trail and developing new exhibits. the former home of michael jackson is for sale for $100 million. the 27 million-acre ranch known as neverland has all kinds of features there, train station, a movie theater, two lakes and a lot more. michael jackson originally paid 19 million for this property in

1988. he added a zoo, a small amusement park. they have all been taken down, though. neverland has been in limbo since michael jackson died in 2009. he had not lived there since 2005 after he was acquitted on charges of molestation on the property. time is 7:25. amazon is planning to expand its lineup of store brand products. it wants to sell food, milk, baby food and cereal under its own brand. they will compete with brands like kirkwood from wal-mart and others from costco no matter how bad they might be for us, there are some foods we just can't stop eating. according to the national institute on drug addiction, pizza is the most addictive food. on any given day, 13% of u.s.

higher education institution to use an online reporting system for sexual assaults on campus. it is called calisto. this program allows victims to hold back on submitted their reports unless someone reports the same suspect. it allows people to save their file with a time stamp and come back later to turn in reports. officials say that students are more comfortable doing things online and they hope that this will get more people courage to come forward if they are assaulted. a passenger was taken off a virgin america flight off sfo after man was seen writing an apparent suicide note. becky river told the new york daily news that the flight was getting ready for takeoff when she saw the man next to her write this, he planned to kill himself and others. she quietly called over a flight attendant. the plane went back to the gate. that's when a passenger was taken into custody. he was given a medical

evaluation. a passenger from canada is demanding an apology from united airlines because she was kicked off a flight because of a crying child. the incident happened wednesday afternoon. it started when her two-year- old son started crying loudly while waiting for the flight to vancouver to take off. a flight attendant told her that she had to control her child. after the plane began to taxi, the pilot said he had to return to the boarding area to refuel. by that time, the child was asleep but ms. blackwood said that's when she was kicked off the plane. united airlines said that blackwood was removed because her child was not seated and was frequently in the aisle as the plane taxied. it is 7:37. a search is underway for a missing six-year-old girl in sacramento. jadana jackson was last seen at

len a.m. at her home. her mother's boy friend was watching her when he suffered some sort of medical emergency some time in the day. when they came home at night, they discovered the boyfriend but the little girl was nowhere to be found. investigators are at the little girl's home talking to possible witnesses and also bringing in search dogs. since the disappearance is not a confirmed kidnapping, and amber alert has not been issued. but anyone with information about the girl's whereabouts is asked to call the sacramento sheriff department. the georgia bureau of investigation is overseeing the investigation into a police shooting that left a man dead. it happened last night in carlton, georgia, west of atlanta. police say an officer responded to a call of a man with a gun at a gas station at about 9:15 when shots were fired. a crowd of about 100 people gathered after the shooting but details on the circumstances surrounding the shooting, including the victim's name,

have not been released. a rash of violence in baltimore have some people accusing police of failing to do their job. there have been 38 homicides in baltimore so far this month, the deadliest months in 15 years. but arrests have dropped 50% in the city from the same time last year. following the indictment of six baltimore officers in the death of freddie gray, a police union representative says that officer, quote, more afraid to going to jail for doing their jobs properly than they are of getting shot on duty. the city's mayor says that's a complex issue. >> there are a lot of reasons why that we are having a surge in violence. >> is that because the police are doing less? >> so as i said before, there are a lot of reasons why. >> is that one of them? >> we're examining -- >> arrests are down 50%. >> the death of freddie gray last month sparked protest and accusations of widespread

police misconduct. the justice department and currently conducting a civil rights investigation time now is 7:39. it rained again in the dallas area. there is now a total of 16 inches, that's two and a half times more than the previous may record set in 1982. the san jacinto is flooding cutting off roads. in the city of wharton texas, another river is expected to peak today or tomorrow leaving people to wait and worry. >> it's concerning. like i say, the people who may flood are more on my mind than anything. >> we know the pain they must be going through. we feel the pain as first responders and it drives us day in and day out. >> all of this rain in the southeast is affecting the roads. in oklahoma, part of a truck fell into a sinkhole.

weeks. a blockbuster set in the bay area now on the big screen but is san andreas all it's cracked up to be? we talked to a bay area seismologist to separate fact from fiction. east bay commute, a little bit of traffic out there if you are driving to work. highway 24 does look good in lafayette. you may see some slow traffic a little farther down the line. low clouds and fog again this morning. temperatures holding in the 50s. we'll begin to rebounds in the next hour or so and temperatures will be climbing above what we had yesterday. i'll have what you can expect for friday and the weekend.

7:44. a strong earthquake off the coast of alaska. the 6.7 earthquake was centered off the coast felt more than 100 miles away. no damage has been reported and the national tsunami warning center says there is no tsunami danger. san francisco is being destroyed tonight against, thanks to hollywood. we have more reaction from fans and scientists from the new movie san andreas. it looks intense. >> it is very intense. it seems fitting that the film stars the rock. not because of his name but because he grew up here. a 9.6 earth quick hit and the devastation that follows that can only be done in hollywood.

up to about a 15 to 20 minute delay. this crash northbound 680 at stone valley road is affecting this entire arenorthbound traffic is slow but southbound traffic will be slow as well. it has been a nice commute but unfortunate licks things are slowing down. let's go to rosemary. >> in the nearly 4 hours that i've been reporting on the weather, things have not changed much. temperatures have not budged and the onshore breeze continues. a cool, cloudy start to the day with that breeze in some neighborhoods. 50 degrees in santa rosa as well as san francisco. low 50s in oakland. mid-50s in livermore and san jose, as you know, clouds overhead. temperatures just really can't rebound very fast. clouds begin to clear. onshore breeze is clear. we have seen gusts all the way to about 30. those low clouds and the onshore breeze being pushed through the delta into the

this return trip has a lot of people reminiscing about that last championship. we talked to a long-time fan who saw them play in the last championship. mary ann was living in washington, d.c. and she went to see the warriors play the washington bullets at the capital center. she still has those tickets. she dug them out to show them off. the warriors went on a series sweep. she paid $9 per ticket. of course, this time around, warriors fans will shell out hundreds, probably thousands of dollars to watch them take on the cavs. you paid 9 bucks in 1975. i don't think you're going to get a ticket for nine bucks this time around. >> i'm not going. i can't even get a beer for nine bucks, can you? i don't think so. >> reporter: with those sky

high ticket prices, a lot of warriors fans in all likelihood will stick around at home and wasatch team. warriors fever alive and well in oakland especially flags and banners everywhere. the city is looking to capitalize on the success of the team with a lot more people coming into town for the finals. the tourism bureau is promoting local businesses and you a sneak attractions. we said this throughout the morning. we don't want to jinx anything but, of course, the city of observing lane does need to be prepared for the potential celebration that could follow a warriors victory here in these nba finals. the mayor says that the city is prepared for a parade if, indeed, it does need to happen but, of course, as we know, tori, there is a lot more work to be done here. the war warriors still have to get past a gentleman by the name of lebron james, who is pretty good, i hear. >> yes, king james. >> they don't call him king

4:30 since we went on the air. >> reporter: this won't apply to city parks, apartment complexes or most businesses. it will apply to people who live in homes. they must cut water use by 30%. if not, they'll have to pay more. more than 300 people turned out to a public meeting last night where the san jose water company told customers because of the drought, it plans on limiting each home to a fixed monthly allocation of water. the company will use the average monthly use of all residential customers in 2013 as a base rather than each home's individual use. there are financial penalties for customers who use more than their limit. many customers say that the rules are not fair because people have more people and it will be difficult for them. >> we may not be able to afford to pay the increases and we are already trying to cut back >> i think they should try to

came from a police body camera. there was a struggle between hill and police officers and hill claims they fired a stun gun and a taser dart hit his eye. a federal sift rights lawsuit is seeking $25 million in damage. fairfield police say they can't comment on this case because of the pending litigation the owner of an antioch gas station held hostage by a gunman is now talking about his ordeal. 7-year-old jadish bahlla and one of his employees trach en hostage by 25-year-old gutierrez. earlier, police said that gutierrez stole and crashed two cars before running into his situation. bhalla said that gutierrez told them he didn't want to hurt them. >> i told him, if you are angry, we have something to

eat. we have cookies, chips, nothing more than that. >> gutierrez eventually surrendered to police he was wanted on a $300,000 out of tracy for auto theft, carjacking and brainishing a weapon. he is now facing charges that include kidnapping and using a deadly weapon. a san francisco man who created the drug trafficking website called silk road will be sentenced. ross william ulbricht was convicted in february by a federal court for running that website under the name dread pirate roberts. he was convicted on all seven counts including trafficking drug on the internet and running a continuing criminal enterprise. prosecutors won a sentence longer than the 20-year mandatory minimum. ulbricht wrote a letter to the judge apologizing for his actions and asking for lien lenience.

hold back on submitting their report until someone else reports the same suspect. it also allows people to save their files with a time stamp and come back later to turn in the report. officials say that students are more comfortable doing things online. they hope this will give more people courage to come forward if they are assaulted. a search is underway for a missing six-year-old girl in sacramento. jadanna larson was last seen add her home yet. her mother's boyfriend was watching her when he suffered some sort of medical emergency some time in the day. when they came home at night, they discovered the boyfriend but the little girl was nowhere to be found. investigators are at the little girl's home talking to possible witnesses and also bringing in search dogs. since the disappearance is not a confirmed kidnapping, an amber alert has not been issued. but anyone with information about the girl's whereabouts is asked to call the sacramento sheriff department.

>> time is 8:39. a passenger it was taken off a flight at sfo yesterday. a woman said she saw a man write an apparent suicide note. the new york daily news said that the virgin america flight bound for austin when a woman saw a man writing a note saying that he planned to kill himself and others. she quietly called a flight attendant. that's when the passenger was taken into custody. sank from canada is demanding an apology from united airlines after being kicked off a flight from san francisco because her child was crying. sarah blackwood who is pregnant with her second child posted this video on facebook. the incident started when her two-year-old son was crying really loud as they waited for the flight to vancouver to take off. a flight attendant told hershey had to control her child. after the plane began to taxi, the pilot said that he had to

the time is 8:44. new this morning, the state department announced today that cuba is no longer on the list of state sponsors of terrorism all part of president obama's push to renew diplomatic relations with cuba and it's saving the way for opening embassies in both washington, d.c. and in havanna. in fact, the last time that the u.s. and cuba had embassies was in 1961. former speaker of house dennis hastert has been indicted for allegedly paying $3.5 million to someone to keep quiet about what is only being called as prior misconduct. hastert was the longest serving republican speaker from 1999 to 2007. details are lacking but the indictment says that one from his hometown in illinois came

forward with a misconduct allegation. >> really well liked, you know, in the school. everybody liked him. >> he is accused of structuring his bank withdrawals to avoid triggering a $10,000 reporting requirement and issued a lie to the fbi about it. a big earthquake off the coast of alaska. a magnitude 6.7 quick centered in the ocean southwest of anchorage, alaska. they felt it more than 100 miles away. no damage has been reported and the national tsunami warning center says there is no danger. looking for a relaxing friday night, the next story gives you a clue on what not to do. pam cook joins us in the studio with the movie that's rocking the theaters and at least on screen destroying san francisco. >> reporter: where will you be when the big one hits? many people will be in theaters because the big one hits today,

san andreas, the movie. yeah, going to be my heart beating. it shows not just the big one hitting san francisco but a 9.6 earthquake and the computer- generated devastation that followed. the star of the film, dwayne the rock johnson have been heard saying they consulted with scientists and what you see in the movie can actually happen. but some local scientists say we won't have the big one. >> in the 1906 earthquake which was here, and which was a good size earthquake 7.8 or 7.9. there was a tsunami, maybe a foot higher in the bay. not 130 to 170 feet high. >> i thought it was a movie. >> you like the rock? >> my mom is a fan of the rock.

>> the san francisco film commission was happy to host the rock and all the rocks scattered around the city to film some of the scenes you noticed fewer movies are big made here in the bay area. big part of that is because a lot of work is being done in the studio. the other reason, money. six days of planned shooting in san francisco. the rest of that $150 million movie was made in theaters in australia. other countries and other states are giving better tax incentives. i know, like i said, my daughter is trying to get into the film. she is an extra in the movie. there are very few opportunities up here. that's what we are finding. tax incentives taking the film crews elsewhere. >> i know they have been trying, san francisco and other parts of the bay area to increase the incentives >> and they can create san francisco on the computer. >> that's right. >> time is 8:48. sal is back. it's been pretty good on our

take a look at that. a wall of it. we will continue with the overcast conditions through the morning hours and then we will see the clearing as we get into the second half of the morning and into the afternoon. high pressure in place is actually helping to make it look a little worse out there in some cases than what it did just yesterday. 52 degrees in santa rosa. mid-50-n livermore and san jose checking in at 56 degrees. a lot like yesterday for many of us. a little bit of drizzle out there this morning, a little bit of mist. ridge of high pressure strengthening over the area. that subsided, sinks. as that air sinks, it pushes the ma rein layer a hill bit marine -- marine layer to the grounds. as we get into the second half of the day, we'll have a ridge of high pressure responsible for our warmup, especially for the inland cities. for the afternoon, temperatures coming up into the low to mid-
