so there's that. when will it clear up? we'll find out in a couple of minutes. welcome to "mornings on 2", sunday may 31st. i'm claudine wong. >> good morning. i'm mike mibach. when will it clear? good question. rosemary, it's kind of the cap on what has been a gloomy month and most -- in month of the bay area. >> right. we're cooling down again today. parts of the coast where it's been mostly cloudy and folks at home are saying it never warmed up, what are you talking about? well, we have a cooling trend coming our way. it will be most pronounced for our inland cities because what some don't know is areas like antioch hit 88 yesterday. oakdale was 93. so our inland communities definitely had a big warm-up yesterday. the temperatures coming down by 5 and 10 degrees for the afternoon. we're going to continue with our cool pattern into the afternoon. we have a system sitting off- shore. that is bringing on the changes. right now fairfield reporting 23 mile-per-hour winds with a

gust to 26. this is going to continue as we get into the second half of the day. temperatures now 53 degrees in walnut creek. 51 san francisco. low 50s in and around santa rosa, novato, napa, all 50 degrees. along the south bay, 57 san jose and the peninsula at this hour 55 redwood city, 53sfo and to the coast where we have 52 for halfmoon bay. for the second half of the morning the low clouds are going to go -- begin to clear at least to the coastline. but i think we'll have the high and mid-level clouds that continue to push through the entire day. today will be a partly cloudy and partly sunny day. notice upper 50s along the coast. that hasn't changed in days. but this around the bay, things are changing here we have a lot more green and oh rants in the central -- oranges in the central valley. areas that warmed well into the 80s yesterday, even touching near 90, not the case today. we have yellow in and around portions of the bay.

in fact we're not expecting any 80s in our neighborhood. when we come back i'll put numbers on the screen. even the possibility of a little drizzle, maybe a few sprinkles, that in a bit. vice president joe biden and his family are dealing with the heavy loss this morning. his eldest son joseph biden iii known as beau died of brain cancer at age 46. he was a former attorney general in delaware, planned to run for governor next year. he had a series of health problems in recent years, was hospitalized this month at walter reed. he survived a car crash in 1972 that killed vice president biden's then wife and their 13- month-old daughter. in 2008 beau biden spoke about that time. >> one of my earliest memories was being in that hospital. my dad at our side. we, my brother and i, not the senate, were all he cared about. he decided not to take the oath of office.

he says then delaware can get another senator, but my boys can't get another father. [ cheering and applause ] >> the biden family released a statement which read in part -- >> president obama also released a statement. secretary of state john kerry broke his leg this morning in a bicycling accident in france. he went to geneva this week to have nuclear talks with iran. he broke his right thigh bone during that bike ride. this is video of kerry in a past cycling event. doctors say he's alert, in good spirits and will make a full recovery. he's listed in stable condition but could take six months to completely heal. he will now return to the united states and skip the rest of his european trip.

time 7:04. police say the body found on thursday morning in glen county has been identified as a missing 6-year-old girl and they say the man who killed her is now behind bars. jadiada larcenyon was reported missing and her body found burning in a field in glenn county. deputies arrested 21-year-old juan rivera, the boyfriend of the little girl's mother. he told police he saw her at their apartment early thursday and suffered a seizure and passed out. deputies say the mother is cooperating with the investigation. >> this mother is not being looked at as a suspect in this case. the mother has had a legitimate reason for not being around. >> investigators later said the mother was away from medical treatment for several days when the girl disappeared. rivera is scheduled to appear in court tuesday. being held without bail. the owner of the fishing boat that ran aground near half- moon bay is working to get it removed. the boat named denise ran on the rocks late friday night.

the captain said he didn't need assistance and didn't leave the boat. however, because it's in the national marine sanctuary the coast guard had it arranged to be transferred to land. there's no reports of fuel spilled into the water. the bottle rock festival continues in the napa valley today and today organizers expecting to see their biggest crowd. ♪ don't let me out of your sight♪ >> there are still a limited number of tickets available on bottlerock's web site for today's event. it's at the napa valley expo center in downtown napa. 100,000 people expected to attend the three-day music event which organizers say is 20,000 more than last year. it's not only about music, also plenty of great food and wine. >> i think it's amazing. the weather is beautiful. the decorations are cool. >> some neighbors say they are actually frustrated because

it's a national nonprofit organization and within of their biggest events is something called pet adoption days. the fund gives financial support and grants to animal shelters across the country. this weekend, saturday and sunday the organization is covering the cost of pet adoption for the entire weekend. at participating shelters like oakland animal services. the way it works, people come in, they look for a pet that they fall in love with, dog, cat, rabbit, sometimes even birds. they go through the mandatory screening and are than able to take that pet home for free. >> usually it's not free. usually you have to pay for the surgery and the adoptions. so this is a great opportunity if you have been wanting to find a new friend for your family, to come down and help us get all these animals out into good homes. >> reporter: the pet adoption days weekend started yesterday. the event continues today. you can adopt a dog, cat, rabbit. also some birds at some participating shelters.

some of them are in almeida, contra costa, san francisco and santa clara counties. yesterday more than 2,300 pets in the bay area found a permanent home thanks to the program. at the oakland animal services, one of the shelters taking part, there are others as well. dozens across the bay area. this animal shelter isn't open for another few hours but coming up at 8:00 we're going to talk to someone from maddie's fund about the program and how beneficial it's been. i believe this is the fifth year they've been doing this. back to you. >> i know the theme is empty the shelters, so hopefully by the end of today that will be the case for many shelters in the bay area. 2,500 people are now about 30 minutes into a seven-day, 545-mile bike ride to take them from san francisco to los angeles. it's called aids life cycle put on by the san francisco aids foundation and los angeles lgbt center. it raises money and awareness in the fight against hiv and aids. they took off from the cal

palace at 6:30 this morning. this year's ride is expected to raise more than $15 million. this weekend homeowners got a little more encouragement to lose that lawn of theirs. the incentives offered to get people to replace their grass with something more water- efficient. >> thousands of schools were damaged during the devastating earthquakes in nepal. the progress being made to get the kids back to the classroom.

prison in the capital city. attempts by the state department to win their release failed. three of the americans held private sector jobs while the fourth person holds dual citizenships in the united states and yemen. the u.s. is still trying to strike a deal with iran regarding iran's nuclear capabilities. secretary of state john kerry has been in switzerland for the negotiations which occurred before his recent bike accident. iran says it still has major disagreements with world powers but there will be further meetings in the coming days. the sides are trying to reach a deal before the june 30th deadline to prevent tehran from pursuing to build a nuclear bomb. thousands of schools in nepal that were destroyed by two earthquakes in april may have reopened to students. but with most of the buildings still unsafe classes are being held in temporary classrooms. according to unicef the nepal high school dropout rate is a mainly concern. the two earthquakes hit april 25th and may 12th and combined killed nearly 8,700 people and injured more than 22,000 others. we're finding out more

information about japan's 7.8 magnitude earthquake. there's been no major damage, no serious injuries but there was a lock of shaking in buildings and on city streets. the quake struck off-shore 600 miles south of tokyo and nearly 400 miles below the earth's surface. three years ago a 9.0 quake caused a tsunami that killed more than 8,000 people. three laws used against spies and terrorists expire tonight unless a deal is reached. senator mcconnell wants to discuss extending key sections of the patriot act. kentucky senator rand paul says he will use his right to delay a final vote and plans to let the laws expire. here's a look at the front pages. this is the "santa cruz sentinel." san francisco takes center stage at this weekend's box office and proving to be a big hit. >> we're going to get you out! run! >> an andreas is on track to bring in $47 million which would put it at the top spot for the weekend box office. the new movie starring the rock brought in $18.2 million in its first night. it's not just showing the big one hitting san francisco but a 9.6 earthquake in devastation that follows. a recycling center in the bay area is trying to find a woman who dropped off an old apple computer that turned out to be worth $200,000.

according to the company "clean bay area" that woman dropped off botches of electronics she had cleaned from her garage after her husband passed away. she did not want a tax receipt and didn't leave her contact information. a few weeks later workers at the recycling center opened the boxes to find an apple 1 computer, one of about 200 first-generation apple computers made back in 1976. the company's vice president sold it and says he would now like to split the proceeds with the woman. today begins the annual on- line auction for lunch with billionaire businessman warren buffett. the ebay auction begins 7:30 tonight and will end friday night. in the past 15 years winning bids have ranged from $25,000 to $3.5 million. last year's auction brought in nearly $2.2 million. all proceeds go to guideline memorial church. while most bidders are

anonymous, past winners have included hedge fund managers. last year was allowed to invite seven friends. the longest leg of a solar plane's flight around the world now under way. it took off from china early this morning. a swiss pilot at the controls is headed for hawaii. it's the seventh and most dangerous leg of the trip since there is virtually no place to make an emergency landing except right there in the ocean. if this trip is successful this will be the first around the world flight that doesn't require a drop of liquid fuel. help is on the way for all of us who struggle to keep track of all our different passwords and it's thanks to two high school students. everyday more companies hit the internet and more consumers are required to remember more passwords. five years ago the average person had five passwords. today it's 81. that is why two teens came up with the device known as crypta that will store all your passwords at the tip of your finger. >> what we basically do is turn

maybe a few sprinkles tonight into tomorrow morning. i will outline that for you and show you the extended forecast coming up. firefighters in san jose are investigating the cause of a house fire that injured three people. it happened after midnight at two-story home on glen fox court. firefighters say 10 people were in the home at the time the fire began. a few were able to escape up to the roof. firefighters were able to rescue them from that spot. firefighters say it took just about 30 minutes to put out the fire. the three people who were injured suffered minor injuries. oakland police are searching for a driver who they believe deliberately hit and killed a man police found the victim after 11:00 friday night, 28th street near san pablo avenue. police are treating the death as a homicide and looking for a 2013 toyota fj cruiser, white. oakland police not saying how many people were arrested after a huge side show just off northbound i-80 early yesterday

morning. [cars screeching] >> there were at least three cars performing stunts and more than 100 people stopping to watch. they blocked streets and ramps to the freeway. it did take several minutes for police to respond, oakland police will not say if anyone was hurt but a videographer for ktvu was hit by a rock one someone saw him recording -- when someone saw him recording the illegal activity. a campaign is launched during the summer to increase motorcycle safety in napa county. officers are expecting a rise in riders that season. police are going to make sure riders are complying with safe driving habits. it comings after three motorcyclists were injured within an hour of each other. a group of parents now going after a san jose school district after a former elementary school teacher was convicted of molesting students

in his classroom. the san jose mercury news reports the families for the victims plan on asking a jury to hold the evergreen elementary school district and top administrators responsible. two years ago craig chandler was convicted of molesting five of his students and serving 75 years to life in state prison. while no damage figure has been put forward millions of dollars could be at stake for the district. the trial is set to begin monday. bart is now facing a lawsuit after one bart officer was killed by another officer in january of last year. sergeant tom smith was searching an apartment in dublin when officer michael mays shot him to death. mays claims he thought smith was an intruder. smith's widow filed papers in federal court friday alleging bart denied smith technical training and a deputy chief criticized officers who asked for him. bart says their program exceeds state standards. the ongoing drought has bay residents looking for ways to

save water. but could also make some money. qualified customers could get a dollar for every qualified piece of lawn they dig up. only backyards qualify and you have to have an inground irrigation system. >> i don't have the requirements, i have -- i will do it though. >> more drought tolerant plants are being requested. and they can be watered just once every two weeks when established. most people in marin county will face water eliminations starting tomorrow. they will allow customers to water landscaping just three days a week, all watering is banned within 48 hours of measurable rainfall. the white house and republicans are clashing over new environmental protection regulations. the obama administration says the rule regulating small

streams and wetlands will protect drinking water for 117 million americans but gop lawmakers call it a massive government overreach and could subject even puddles and ditches to regulation. president obama also wants to cut politician from power plants by 30% by the year 2030. recent data shows the mountain snow pack across california is zero percent of normal, that is according to measurements at 98 stations, by the water resources department. that means before summer begins there will be no more of the crucial snow melt the state relies on to replenish streams, rivers and reservoirs that supply water. on april 1 when the snow pack hit 6% of normal the governor issued the first statewide mandatory restrictions. with the snow pack now gone and state entering the fourth year of drought such cutbacks may be just the beginning.

there needs to be trees removed, according to some neighbors, because they pose a fire hazard. it would take 10 years to complete the plan because it would require moving thousands of very large trees. grant money was applied for and fema recently approved it. friday night oakland city council's public safety committee voted to accept the money. some people showed up to voice their concerns. >> people from all over the bay area come from the hills to re- create. all of them will be horrified if the trees start falling. >> people who oppose the plan say they hope a lawsuit will stop it before it starts. others welcome the idea. but both sides agree without the trees the landscape will look dramatic key different. people living near the oakland airport may hear more jet noise the next few days, that is because the connector and the main point will be closed six nights starting

tomorrow night. that means private jets parked on the north field will be allowed to take off and land on that side of the airport instead of using the main runways. starting tomorrow, the san francisco mayor and supervisors will use muni to get around downtown. they promised to use it for two days and tweet about their experiences. they also say if they don't use the light rail, cable car and bus system on any given day they will also tweet their reasons why. you're invited to join the muni challenge and use the hashtag onboards 23á. a survey shows californian are still having trouble pace for insurance. high cost of health care is the main reason many are going without health insurance. the issue of how much people can afford looms large as the

state prepares to negotiate with health insurers over next year's rates. mike honda has a challenger in the 2016 election. ro khanna has a plan to unseat honda. khanna received endorsements from the yahoo ceo and chief operation officer cheryl sandburg during his 2014 campaign. former maryland governor martin o'malley jumped into the 2016 presidential race. with an announcement in baltimore. the then 52-year-old candidate flew to iowa to meet voters. o'malley says america needs to make changes to get the economy back on track but also to restore the united states status as a great nation. >> our economy is people. our economy is not money. our economy is people. and we have to put people in

she said the flight attendant refused saying the full can can be used as a weapon. then she handed a full can of beer to another passenger. she said she expected sport when she asked other passengers who saw what happened. she said one man verbally abused her. she posted her experience on facebook. google may get expansion plans approved. earlier this year the original plans to expand were denied. on friday the search engine filed -- company filed a new petition. according to the san jose mercury news, google could willed $555,000 feet of office space. disneyland may be charging

cycling event. paramedics and doctor were in his motorcade at the time of the accident. he's said to be alert, in good spirits and will make a full recovery. tributes are pouring in for the eldest son of vice president joe biden. 46-year-old joseph biden iii known as beau died yesterday from brain cancer. he was a former delaware attorney general and planned to run for governor of delaware. beau biden suffered a series of health problems in recent years, was hospitalized earlier this month at walter reed national medical center. he did survive a car crash in 1972 that killed biden's then wife and 13 month daughter. in 2008 biden spoke of that traumatic time. >> one of my earliest memories was being in that hospital. my dad us a at our side. we, my brother and i, not the senate, were all that he cared about. he decided not to take the oath of office. he said then delaware can get another senator, but my boys can't get another father.

[ cheering and applause ] >> the biden family released a statement which read in part -- the man who reported a 6- year-old sacramento girl missing now accused of murder. jadianna larson was reported missing thursday. the sacramento county sheriffs' deputies say the girl's burned body was found in a field nearly 100 miles north of sacramento in glenn county. deputies arrested juan rivera who is the boyfriend of the girl's mother. he says he saw her at their apartment early thursday and then suffered a seizure and passed out. deputies say the mother is cooperating with the investigation. >> this mother is not being looked at as a suspect in this case. the mother has had a legitimate reason for not being around. >> investigators later said the mother was away for medical

treatment for several days when the girl disappeared, rivera is scheduled to appear in court tuesday. he's being held without bail. new this morning -- san francisco city leaders are looking into installing cameras that would catch speeders. san francisco already has cameras that capture drivers who run red lights and park in muni zones. city leaders want to install radar beams in cameras that capture speeding motorists but right now state law doesn't allow the use of such technology. city officials say it's not slowing them down. they plan on seeking sponsors for legislation to allow the devices. today is the last scheduled day off for the warriors. they have practices starting tomorrow leading to thursday's game. game one of the nba finals against of course the cleveland cavaliers. the team did have a light workout yesterday. the head coach steve kerr also talked about clay thompson. people concerned about his health after suffering that concussion last wednesday night. >> there's a progression of tests he has to go through that

soars, a lot of problems but oakland animal services did fantastic job in helping her recover. and they were kind enough to let us adopt her. they got some money for basically doing that but part of pet adoption days we got a free pet but she provided us with a phenomenal amount of love and they get a little bit of economic support which helps them do some wonderful work at the oakland animal shelter. >> reporter: for people watching, maybe thinking of adopting a pet why is this a good weekend to do it? through this program? >> you can get a great companion, you can get a loving best friend. and they are for free. doesn't cost you anything. the animals have been microchipped, spayed and neutered. they've been given vaccinations, they've been given health checks. i consider them preowned and certified and they would make somebody a great home and costs you nothing. the organizations that are doing this great work, they get an economic stipend to basically help carry on the work not only for this weekend

>> the usa freedom act accomplishes something i called for a year and-a-half ago. it ends the bulk metadata program, the bulk collection of phone records as it currently exists and puts in place new reforms. the government will no longer hold these records. telephone providers will. >> the kentucky senator rand paul says he will use his right to delay a final vote until after the deadline which is midnight on the east coast. he says way the law will inspire. four americans are being held by rebels in yemen. they are believed to be imprirchedz in the capital city, attempts by the state department to win their release so far failed. three americans hold private sector jobs, the fourth has dual citizenship in the united states and yemen. thousands of schools in nepal reopened to students after suffering massive damage from earthquakes in both april and may but with most of the buildings still unsafe classes are being held in temporary classrooms. according to unicef the nepal

high school dropout rate is a major concern. two earthquakes hit april 25th and may 12th and combined killed 8700 people and injured more than 22,000 others. we are now finding more information out on japan's 7.8 magnitude earthquake. there has been no major damage, no serious injuries but there was a lot of shaking in buildings and out there on city streets. the quake struck off-shore about 600 miles south of tokyo and nearly 400 miles below the earth's surface. three years ago a 9.0 quake hit japan and caused a tsunami that killed more than 8,000 people. time 8:16. let's head back to rosemary for a check of our sunday forecast. it looks a little bit clearer out there. >> our inland areas enjoying some sunshine. a mix of sun and clouds this morning. the low clouds hugging the coastline again. inside the bay, patchy drizzle

a possibility. a system off-shore that will not only cool us down, going to bring a possibility of a few sprinkles. giving you a live look there into the east bay, the clouds will begin to clear out a little bit more for the afternoon. thinning out some. we won't lose them altogether. again these clouds associated with this system here, you see off-shore it will take a northeasterly track as it moves inland. we'll be brushed with just the tail end of it but we'll get the mid and high level clouds, the stronger onshore breeze and temperatures coming down for the afternoon. marine layer already deeper right now than it was 24 hours ago. a view into the future, as we get into the second part of the morning notice again the clouds begin to break away. we get more sunshine by about lunchtime, the coast not going to clear. another cloudy day for the coast, off-shore notice, we have scattered showers already beginning to develop. today's going to be a dry day but as we get into late tonight and early tomorrow morning that possibility of drizzle, a few sprinkles, will be with us especially the north bay as well as the coastline.

put on by the san francisco aids foundation and the los angeles lgbt center. the event raises money and awareness in the fight against hiv and aids. the cyclists took off from the cal palace 6:30 this morning. this year's ride is expected to raise more than $15 million. records could be broken at this morning's rock 'n' roll marathon in san diego. check out 92-year-old harriett thompson of north carolina. 92 years old, cancer survivor. and this morning she's hoping to become the oldest woman to finish a marathon. it will be her 16th time running in this. i'm pretty sure, she's got a good chance. last year she set a record. she beat the previous record for a woman 90 years or older. >> good luck. big smile. cutting back because of the drought in the bay area. tight water use restriction that's will go into effect tomorrow in one city. >> are you one of those people

brought in $18.2 million on its first night. it shows a massive earthquake hitting san francisco and the devastation that follows. a recycling center in the bay area is trying to find a woman who dropped off an old apple computer that turned out to be worth $200,000. according to the company, the woman dropped off boxes of electronics, cleaned out her garage after her husband died. she didn't want a tax receipt, left no contact information but a few weeks later workers opened the boxes and found an apple 1 computer. that is one of about 200 first generation apple computers that were made in 1976. the company's vice president sold it and says he would like to split those proceeds with the woman. help is on the way for all of us who struggle to keep track of our different passwords and thanks to two high school students. everyday companies turn to the internet and everyday consumers are then required to remember more passwords. five years ago the average person had to remember five

glen fox court. firefighters say so people were in the home at the time. a few escaped to the roof. firefighters got them interest there. firefighters say it took 30 minutes to get the fire out. the three hurt suffered minor injuries. oakland police are searching for a driver who they believe deliberately hit and killed a man. police found that victim after 11:00 on friday night. on 28th street near san pablo avenue. he was pronounced dead at the scene. police are treating him death as a homicide and looking for a 2013 white toyota fj cruiser. police identified the victim as 47-year-old roadways vaughn of oakland. police not saying how many people were arrested after a sideshow on 880 yesterday morning. [cars screeching] >> at least three cars performed stunts. there are about 100 people, more than that, that stopped to watch. that blocked high street and the ramps to the freeway.

it did take several minutes for police to respond. oakland police won't say if anyone was hurt. ktvu obtained the video of the sideshow and the man who shot it said he was hit by a rock when someone saw him reporting the illegal activity. during the summer season officers are expecting a rise in the number of motorcycle riders traveling through napa county. according to the chp an officer will be assigned to the area to be sure motorcyclists and the drivers around them are complying with safe driving habits. the decision comes after three motorcyclists were injured in crashes on may 24th all within an hour of one another. search and rescue teams are looking for 11 people still missing after more than a week of floods in texas. at least 31 people died across the states of texas and oklahoma. and the rain continues to fall but forecasters there say the storms should let up sometime tomorrow. that is good news for some people who have been on the verge of having to evacuate their homes. >> i just wonder what people are going to do if it rains

more. >> we just pray we don't get another 3 feet of water. >> it's the highest we've ever seen and we've been here 15 years. >> emergency crews are warning people to stay in their homes if they can. and to be prepared to evacuate quickly if they get word their neighborhood is in danger. one texas restaurant owner says he has no intention of shutting down despite the rising floodwaters. sneaky pete's in lewisville, northwest of dallas, roads there surrounding the business are covered by more than 3 feet of water and the water level is not expected to drop for a month. the owner hopes his restaurant can provide a sense of community and hot meal to people who are suffering. bart is now facing a lawsuit after one bart officer was killed by another officer. in january of 2014 sergeant tom smith was searching an apartment in dublin when officer michael mays shot him to death. mays said he thought smith was an intruder. smith's widow filed papers in federal court friday alleging that bart denied smith tactical

training and a deputy chief criticized officers for who asked -- officers who asked for it. a group of parents is going after a san jose district after a former elementary school steveer was convicted of molesting students in his classroom. according to the san jose mercury news, families of four of the victims ask the jury to hold the evergreen school district and its administrators responsible. he was convicted of molesting five students and serving 57 years to life in prison. the trial is set to begin monday. a plan to remove nonnative trees starting a contentious debate. it would take 10 years to complete the fire hazard reduction plan because it would require removing thousands of eucalyptus and other trees. fema recently approved the

plan. friday night oakland city council's public safety committee voted to accept the money and some people are concerned. >> people from all over the bay area come to the hills to re- create, all those people are going to be horrified if the trees start falling. >> people oppose the plan say they hope a lawsuit will stop it before it even starts. others who fear a devastating fire welcome the idea but both sides agree without the trees the landscape will look dramatically different. tomorrow is the kickoff of the muni challenge starting tomorrow san francisco mayor ed lee and seven city supervisors will ride muni as their main way of getting around town. they've promised to use it for 22 days, then tweet about their experiences. they also say if they don't use the light rail and cable car or bus system on any single day they will tweet the reason why. everyone who uses it is invited to join the challenge and use the hashtag onboardsf.

more than 2300 bay area animals in their forever homes thanks to maddie's fund. the free adoption event continues today. allie rasmus is in oakland at one of the participating shelters. are you looking for a pet to bring home? >> reporter: i can show you guys a lot of the really cute dogs and cats that they have out here. they had a really successful day, this was the oakland animal services, this is one of close to 100 different shelters and rescue organizations take part in this weekend long event called pet adoption days. they had a very successful day yesterday. you can see from some of the stamps here, about 30 dogs were adopted and 17 cats but they still have a lots of animals here that need forever homes. this is a good weekend, if you're thinking of adopting a pet to come to one of the participating shelters and do it. richie vance is president of mad maddie's fund, you are a nonprofit organization that

good morning. happy sunday to you. a live look there over san jose starting out with mostly cloudy skies. 57 degrees. and a light northwesterly breeze. there's recent data that shows the mountain snowpack across california is zero percent of normallal. that is according to measurements taken at 98 stations, that means even before summer begins there will essentially be no more of the crucial snow melt the state relies on to replenish streams and reservoirs that supply the water. on april 1st when the snow pack hit a record low of 6% of normal governor brown issued that first statewide mandatory water restriction. now with snow pack gone and state entering the fourth year of the drought such catbacks may be just the beginning. the ongoing drought does have more and more bay area

residents looking for ways to save water but officials say they can also make money doing it. the contra costa water district, just one of several agencies giving qualified customers a dollar for every square foot of lawn they dig up. each program does vary but in contra costa county only front yards qualify and you have to have an inground irrigation system. >> i don't qualify for it because i don't have an inground sprinkler system. i'm going to go ahead and do it but it would have been easier if i would have qualified. >> local nurseries saying they are getting more requests for drought tolerant plants. they say once those are established they only have to be watered once every two weeks. starting tomorrow most people in marin county are going to face new restrictions on watering their yards. the districts there have to cut total usage by 20%. one way to do it, allowing customers to water landscaping just three days a week. all watering is also banned within 48 hours of measurable rainfall. president obama and

republican lawmakers are at odds over new environmental protection regulations. the president says the rule regulating small streams and wetlands will protect drinking water of more than 117 million americans but the gop calls it a massive government overreach and could subject even puddles and ditches to regulation. the president also says he wants to cut pollution from power plants by 30% by the year 2030. people living near the oakland airport may hear more jet noise in the next few days, because the kebtsor between the main airport and general aviation north field will be closed six nights starting tomorrow night. that means private jets parked on the north field will now be allowed to take off and land on that side of the airport instead of using the main runways. 8:47. let's head to rosemary for a check. gray day we have this morning. >> did you get me coffee? >> yeah, never enough. >> i bet people inland love

21-year-old woman in peru. google has come one a way that may get expansion plans approved by the city council in mountainview. earlier this year google had original plans to expand and were denied but on friday the search engine giant filed new plans for a translucent dome that would be located near the current headquarters. that building would overlook charleston park. according to the san jose mercury news, per a 2007 lease agreement google could be allowed to build up to 595,000 square feet of office space. walt disney parks and resorts may be considering charming more for higher demand days. it would impact high impact days during the summer, christmas and spring break. disney sent out an on-line survey to annual passholders asking for their opinions on a pricing schedule for daily tickets. it would be split into three tiers, gold, silver and bronze. gold would use -- any time, would cost $115. silver tickets could be used almost every day except peak

going to be coming down. our inland areas will see a five to 10-degree drop. maybe that will make you happy. maybe you enjoyed yesterday's warm-up. the on shore breeze is with us, quite strong through the delta. there's one indicator of changes coming our way. the marine lay ser deeper this morning. and again our temperatures will be falling. let's take a look at what's happening. widespread clouds. the low clouds, the fog back with us. inside the bay our inland communities, low clouds, a mix of high-level clouds as well. a little hard to decipher from that picture what we have, but again those different level clouds will continue to be with us. the on shore breeze through fairfield has picked up through the last hour now gusting to 35 miles per hour. so another indicator of the cool-down coming our way. as we get into the second part of the morning these clouds are going to peel back. the mid and high level clouds will begin to thin out for the afternoon. we won't lose them altogether but they won't be as thick.

femur. this is video of kerry in a past cycling event. doctors say he is alert. he is listed in stable condition but recovering from this type of injury could take a year and a half before he completely heals. vice president and joe biden and his family dealing with a heavy loss. his eldest son, joseph biden iii, known as beau, has died from brain cancer. he was a form other attorney general in delaware. he had planned to run for governor next year. he was hospitalized earlier this month at walter reed medical center. he did survive a car crash in 1972 when he was just three years old. it killed his mother and his 13- month-old sister. in 2008 he spoke about that crash. >> one of my earliest memories was beg in that hospital. my dad always at my side. we, my brother and i, not the senate, were all that he cared about. he decided not to take the oath

suffered a seizure and passed out. deputies say the mother is cooperating. >> this mother is not being looked at as a is in this case. the mother has had a legitimate reason for not being around. >> investigators later said the mother was away for medical treatment for several days when the girl disappeared. rivera is scheduled to appear in court on tuesday. he is being held without bail. new this morning. san francisco city leaders are looking to install cameras that would catch speeders. they already have cameras that capture those who run red lights. now they want to install laser beams to capture speeders but right now the law does not allow that. the warriors are going to enjoy a day off today but they will be back on the court tomorrow. the team did have a light workout. this is their practice facility

neighborhood coming up. well, unless there's a last- minute deal the patriot act will expire tonight but there's a lot of controversy. supporters say it's about fighting spies, others argue it violates americans' rights. there's one section, 215, it deals with the nsa practice of collecting and storing certain information about phone calls made by americans. today the u.s. senate is going to hold a rare sunday session on the patriot act. the house of representatives already approved a version called the usa freedom act which the president also backs. >> the usa frame act also accomplishes something i called for a year and a half ago. it ends the bulk met that data program, the bulk collection of phone records as it currently exists, and puts in place new reforms. the government will no longer hold these records. telephone providers will. >> kentucky senator rand paul wants the patriot act provision to expire and is promising to use his trite delay a final vote until after the deadline

which is midnight on the east coast. at least four americans are being held by rebels in yemen. the americans are believed to be imprisoned in the capitol city. attempts bey the state department to win their release have failed. three of the americans held private sector jobs while the fourth person holds dual citizenship in the united states and yemen. thousands of schools in nepal have reopened after suffering massive earthquake damage but with most buildings still unsafe classes are being held in temporary classrooms. according to unicef, nepal's high school dropout rate is a major concern. combined, the earthquakes killed more than 8700 people and injured 27,000 others. and we're getting new information about japan's 7.1- magnitude quake. there's been no major damage but there was certainly a lot of shake inside the buildings and on city streets. you can see from that camera there. the quake struck offshore.

tuesday and wednesday. we will begin another warm-up on thursday, and it looks like it may carry intuse the weekend. >> thank you rosemary. >> starting tomorrow it is going to cost more to park at a popular national park. today the maximum parking fee is $6 a day, but tomorrow it is going to go up to 7. if you are not there all day and you are parking hourly, your fee will go up 20 cents an hour. parking fees are supposed to help pay for improvements inside the park. starting in january interest fees are going to go up from $7 to $10 a day. are you one of those people who always forgets your password, or passwords? i have like 12 of them for different items. well, the new device that could bring your password back to you with the point of your finger.

break news out of manhattan. a giant crane collapsed this morning and fell on a 30-story high-rise that was under

construction. this is a live picture of the building. you can see the crane there. seven people were injured and are currently listed in stable condition. falling debris also damaged a second is building nearby. investigators say it is unclear at this time what caused the construction crane to topple. a recycling center in the bay area is trying to find a woman who dropped off an old apple computer that turned out to be worth, guess how much? $200,000. now, this is according to the company. they say the woman dropped off boxes of electronics that she had cleaned out from her garage after her husband passed away. she did not want a tax receipt and she did not leave her contact information. a few weeks later after she dropped them off, the workers opened her boxes and found an apple 1 computer that is one of about 200 made back in 1976. the company's vice president sold it and says he would like to split the proceeds with the woman. help is on the way for all

of us who struggled to keep track of all of our different passwords. it's all thanks to two high school students. every day more and more companies turn to the internet so that means every day consumers are required to remember more passwords. five years ago the average consumer only had five passwords. today it's 81. two teens have come up with a device known as crypta which will store all your passwords. >> what we basically do is turn your fingerprint into your master pass. as long offs your fingers, you're good to go. >> crypta uses military-grade encryption and storage. unlike other devices, you don't need to remember anything, you just have to touch it. >> it's proving to be a big hit at the box office this weekend,

9:30. a look at some of the top stories. secretary of state john kerry is in stable condition after breaking his leg in a bicycle crash in france. he was in geneva for nuclear talks with iran but went on this morning's bike ride and fractured his right leg. kerry is an avid cyclist. doctors say he will make a recovery but will now return to the u.s. for treatment. he will miss the rest of his planned european trip. tributes are pouring in for the eldest son of vice president joe biden. 46-year-old joseph is biden iii was known as beau, and he died yesterday of brain cancer. he had planned to run for governor of delaware. president obama said beau was a lot like his dad, both being good big-hearted men that have

touched many lives. the city is looking into installing cameras with radar beams that capture speeding motorists. since state law does not allow the use of such technology city officials plan to seek legislation for that. if you like wine, beer, gourmet food, downtown mill valley, a nice festival going on. so that could be a little overcast so you might want to bring a last jacket if you are headed to southern marin. >> that's a good idea. it is going to be cooler than what we had yesterday. not bad, just a little cooler. the low clouds are back, the marine layer deeper. the on shore breeze is stronger as a result of system off our coastline that will bring our temperatures down as we get into the afternoon. outside our doors, take a look at all that widespread gray. we have the low clouds, mid clouds, high-level clouds.

wind blowing 28 miles per hour, gusting to 36. so definitely an indication here of cooler air being pumped through the delta. the morning clouds and the deeper marine layer with us this morning, once those low clouds begin to clear back, we'll continue with the mid and high level clouds. here's a look at the system here. it is going to take a northerly track but it is going to not only cool us down, but bring us a slight chance at a few sprinkles as we get into late tonight. for today we'll be partly cloudy, mostly cloudy along the coastline and temperatures dropping off. temperatures not changing for the coast. upper 50s expected for you, 60s around the bay. the inland areas, that's where we're really going to feel the difference, areas that hit almost 90 degrees yesterday will be in the the upper 70s for today. your temperatures right now 58 degrees in walnut creek, 54 in oakland, 57sfo, 53 degrees in nap pennsylvania. here's the comparison for you. santa rough sacks, today you are going to 70. livermore a big drop coming

your way. 97 yesterday, today 76. gilroy, you are going to drop four 0 degrees or so. temperatures will continue on the cool side as we start the week ahead. that slight possibility of a few sprinkles late tonight into early tomorrow. i'll show you the futurecast model coming up. new this morning firefighters in san jose are investigating the cause of a house fire that injured three people. it happened on glen fox court. firefighters say 10 people were inside the home at the time. a few of them were able to escape to the roof. firefighters were able to rescue them from there. firefighters say it took 30 minutes to put that fire out. the three people who were hurt surd minor injuries. oakland police are searching for a driver who they believe deliberately hit and killed a man. police found the man on 2nd near san pablo avenue. he was pronounced dead. police are treating the death as a homicide. they are looking for a 2013 white f j cruiser. police have identified the victim as 43-year-old royce vaughn.

oakland police are not saying how many people were arrested after a huge sideshow yesterday morning. at least three cars performed stunts and more than 100 people stopped to watch. that blocked high street and the ramps to the freeway. it took several minutes for police to respond. oakland police will not say if anyone was hurt. ktvu did obtain this video of the side show. the man who shot it says he was hit by a rock when someone saw him recording the illegal activity. the chp is launching a campaign to increase motorcycle safety. during the summer season officers are expecting a rise in the number of motorcycle riders traveling through napa county. according to the chp an officer is going to be assigned to the area to make sure motorcyclists and the drivers around them are complying with safe driving habits. the decision comes after three motorcyclists were injured on may 24th, all within an hour of one another. >> search and rescue teams are looking for 11 people still missing after more than a week

of flooding. at least 31 people have died across the states of texas and oklahoma. and the rain there continues to fall. but forecasters in the area say those storms should let up sometime tomorrow. that is good news for some people who have been on the verge of having to evacuate their homes. >> i just wonder what people are going to do if the rains more. >> we just pray we don't get another three feet of water. >> this is as high as we've ever seen it, and we've been out here now for 15 years. >> emergency crews are warning people to stay in their homes if they can and to be prepared to evacuate if their neighborhood sin danger. one restaurant owner says he has no intention of shutting down despite the rising flood waters. sneaky pete's is in lewisville northwest of dallas. the roads surrounding the business are covered by more than three feet of water and the water level is not expected to drop for more than a month. but the owner hopes he can provide a sense of security to

people suffering with a hot meal. sergeant tom smith was searching an apartment in dublin when officer michael may shot him to death. smith's widow says the deputy chief criticized officers is. bart says its training program exceeds state standards. a group of parents is going after a school district after a former elementary schoolteacher was convicted of molesting students. the san jose mercury news reports the families of four of the victims plan on asking the jury to hold the evergreen elementary school district and its top administrators responsible. two years ago craig chandler was convicted of molesting five of his students. while no damage figure has been put forward, millions of dollars could be at stake for the direct. that trial is set to begin on monday. >> a plan to remove some nonnative trees has started a contentious debate between some neighbors. it would take 10 years to complete the fire hazard reduction plan because it would

require removing thousands of eucalyptus and other trees. uc berkeley and the city of oakland applied for grant money. fema recently approved it. and friday night oakland city council's public safety committee voted to accept that money. but some people showed up to voice their concerns. >> people from all over the bay area come to the hills to recreate, all those people are going to be horrified if the trees start falling. >> people who oppose the plan say they hope a lawsuit will stop it before it starts. others who fear devastating fire welcome the idea. but both sides agree without the trees the landscape will look dramatically different. the ongoing drought has more and more bay area residents looking for ways to save water but officials say they can also make some money. the contra costa water district is just one of several agencies giving qualified customers a dollar for every square foot of lawn they dig up. each program varies but in

contra costa county only front lawns qualify, and you have to have an in-ground irrigation system. >> i don't qualify it because i don't have an in-ground irrigation. i'm going to do it butt would have been easier if i would have qualified for the program. >> nurseries say they're hearing more requests for drought tolerant plants. they say once those plants are established they can be watered just once every two weeks. water districts have to cut total usage bey at least 20%. one of the ways is to allow customers to water just three days a week. all watering is banned within 48 hours of measurable rainfall. more than 2300 animals who are looking for a forever home have gotten one thanks to a group called mattie's fund. the free adoption event does continue today. allie rasmus is live in oakland at one of the participating shelters, and what do you have next to you allie?

>> reporter: oh, we have some really cute little kittens here. yesterday here at oakland animal services they had a pretty good day. 17 kass were adopted out, 30 dogs. you can see they still have some more to go. this is a weekend-long event called pet adoption days. it is organized and fund raised by an organization called mat tea's fund. it's a nonprofit group that gives financial support to animal shelters across the country. they've got close to 100 shelters and rescue organizations they're working with as far as this free adoption weekend. some of the animals have pretty interesting stories. this is martha. who is this with us? >> this is poppy. and poppy is a little six to nine-month-old girl who was hit by a car. she had the unfortunate experience of beg stray out on the street, which is a really dangerous place for animals. and so she has some nerve damage from that injury.

which can make her hard to adopt. >> reporter: but this weekend there's an extra incentive. >> that's right. it's a free adoption. she has had vet care. there will be a vet on staff who will be able to explain exactly what her injury means, but she's a lovely dog. super sweet, calm. >> reporter: she loves being pet. >> she does. she's a really good girl. we're hoping she finds a home today. >> reporter: how much does the pet adoption days bey mattie's fund help you every year? how much did it raise for you last year? >> last year was about $77,000, which means that we are a municipal shelter and we're always counting 0 our pennies, so that's really helpful to be able to do a few extra things. even helps get them some medical care that we might not be able to provide. >> reporter: so it covers the cost and then some. last year you had over 100 animals adopted. >> 110 animals found new homes. >> reporter: so is you're hoping maybe today will make

walt disney parks and resorts may be considering charging more for those higher demand days. it would impact the surges christmas holiday, and spring break. disney sent an on-line survey to annual survey asking for opinions on a price tear of gold, silver is and bronze. gold would cost you $1 15. silver ticket could be used almost every day except for peak days and would cost $105. and then bronze passes could only be used on off-peak weekends for $99. a victory today and the oakland a's will capture the four-game series against the
