a car police were chasing crashed injuring the driver. we are not sure if there are other injuries. muni service along mission is effected. we have a crew on the scene gathering more information. as soon as we get updated word on what happened we will bring it to you. a teacher at a day care pleaded not guilty to sexually abusing a 13-yield girl. ktvu's allie rasmus spoke with the owner of the day care and joins us live now with new information. >> reporter: right now the owner of the preschool and day care with police, they are meeting with the parents of the students that attend building kidz preschool. there are 60 kids who attend it. a former teacher is accused of sexual abuse. >> reporter: the abuse happened on school grounds in november last year. the man accused of the crime was a teacher. police identified him as 22-

year-old alexander kurtz. charged with lewd and lascivious on a child. the victim who was a former student. according to the documents against him he is accused of following had girl under a play structure, the girl felt uncomfortable and tried to climb out. he grabbed her leg and pulled her back under. police say he then touched the girl inappropriately. when investigators asked him about the incident he said he did not recall what happened. but admitted to pulling the victim under the play structure. he said his hand may have accidentally gone under the victim's shorts. >> one time that the abuse happened and we have no evidence to believe it happened

any additional time or any other victims are present. >> the owner says he was immediately fired after he was arrested. she took over the school in september. it was under different ownership. she said when she took over he was already a teacher for three years and she allowed him to continue working there. >> we do all the fbi checks. we got him cleared before we continued his employment. as far as we were concerned he had no previous record and there was no reason to believe anything otherwise. >> reporter: he pled not guilty to the charge against him. next hearing is july 13 and if he is convicted of lewd and lascivious on a child he could face 5-10 years in prison. >> allie rasmus live, thank you. a prosecutewer the contra costa county district attorney's office is returning to work today 7 years after he was accused of raping a co- worker. he has been on paid administrative leave since his arrest in 2008. while on leave he collected $1.3 million in salary and benefits. he never stood trial on the rape charges and a judge threw

out the charges in 2009 when it was -- [ audio difficulties ] the widow of a b.a.r.t. police officer is suing bart. in 2014 he was searching an apartment when an officer mistook him for an intruder and shot and killed him. his widow is also a b.a.r.t. police officer. she filed papers in court alleging b.a.r.t. denied him trialing and a deputy chief denigrated officer whose asked for the training. george w. training -- water suppliers are ordered to make cut back 8-36% in order a

achieve a reduction of 25% statewide. ktvu's tom vacar saw what it means for customers and the water agencies themselves. tom is live with what he learned. >> what it means for water agencies is this is the first time they are on the hook to meet the mandates. the board will adopt fine schedules for folks who violated restrictions, like watering in day light, watering more than two days a week, allowing run off or washing down streets. >> first offense a warning. second offense $250 warning

warning and third offense $500 fine. >> reporter: experience has shown it will rarely get that far. >> in most cases the reports of water waste all it took was one notification to a customer and they fixed the problem. >> everyone will face a rate increase. but those households that use less than $200 a day will not get the increase. those who use too much water will not be fined as yet. but east bay mud plans to punish now. >> excessive use penalties will hit people on their bill july 1. if you are east bay mud customer using more than 4 times the average then you will see a significant change on your bill july 1. >> the good news customers are

website www.ktvu.com. and look under the drought section. mayor ed lee unfailed his budget -- unveiled his budget proposal today. the mayor presented the plan to the board of supervisors. hearings will to hash out the details and make changes. the mayor says the budget reflects the city's growing prosperity. the biggest winners are muni and first responders. >> we will through this budget hire 400 additional police officers, 198 firefighters, 55 paramedics and 36, 911 dispatchers and $48 million for money and street improvements. 29million for housing programs and 7 million for the arts. >> mayor ed lee hopes to find funding to build 1800 affordable housing units over

the next 5 years. this comes as mayor ed lee files paper work to run for reedecks. he announced -- inelection. he announced last november and stopped by the office this morning. mayor ed lee served in san francisco for 25 years before becoming mayor. the election is november 3. lawmakers in sacramento will vote on new regulations for medical marijuana. rather than having a mix of rules the bill would create one state agency to regulate medical marijuana. called the bureau of medical marijuana regulation. a 2004 study found 104 million california used medical marijuana since 1996. a new controversial car service for state leaders, lawmakers who drink too much

california tax watch dogs are upset tonight about a new service. a 24 hour a day car service to pick up lawmakers when they need a lift. some are suspicious saying it comes after last year's dui arrest of a senator from san diego. >> this is the kind of thing citizens look at and say not only do i object paying for this but is an hair of entitlement. >> there is no word on how much the service cost. a spokesperson refused to speak about the service for security reasons. travelers will have more options when flying from the bay area to southern california. starting in november spirit airlines is adding two daily

flights from oakland to lax. the airline says it is one of the busiest air travel markets. right now there are 24 flights connecting oakland and lax every day including from southwest and delta. now to a noise warning for people who live near the oakland airport. 10:00 p.m. tonight the airport plans to close a taxi way that runs from the north and south fields. officials say that could lead it more jet traffic from the north field which could mean more noise. the closure lasts from 10:00 p.m. to 6:00 a.m. tonight through saturday. sophisticated equipment gave them false readings. earthquake censors in northern california red energy waves from earthquakes in alabama and japan and mis-- in alaska and
