a desperate search for survivors on a river cruise ship that capsized in china. rescuers are hitting the hull with a hayone trapped inside will respond. according to state media divers pulled three people alive from the overturned boat and 11 others swam to shore. there are hopes more survivors may be found in air pockets. officials say the ship sank within minutes during a severe storm yesterday. the cruise ship was carrying more than 450 people, many of them retirees. fifa president sepp blatter is stepping down from his position amid a widening corruption scandal. he announced a couple of moments ago he resigning from soccer's governing body. didn't give a reason why. the 79-year-old was just re- elected to a fifth term friday and that was two days after a

corruption crisis erupted and seven soccer officials were arrested in zurich. elections for his successor are expected to take place sometime between december and march. a fairly new program for state senators is coming under fire from taxpayer groups. even one lawmaker the state senate hired two part time workers whose jobs include driving senators home any time day or night. officially they are for emergency services. but the jobs were created just six months after a senator who represents san diego and imperial counties was stopped for driving under the influence. a senator from a neighboring district says the service is a waste of taxpayer money. >> there's no reason to have someone on staff 24/7 which is really nothing more than a specialized transport for those that may overindulge. >> taxpayer advocates say state new orleans already get $163 a day for incidental expenses

including transportation and food while they are working at the capitol. they say the cost of getting home safely could come out of that money. the u.s. senate is expected to approve new national security measures today. the senate bill would reauthorize several surveillance provisions of the patriot act that have expired including the mass collection of americans' phone data by the nasa but it would then phase out the phone records collection over a period of six months. lawmakers in the u.s. are warning senators not to make amendments to the bill that may jeopardize its passage. the fbi is operating a small air force with low- flying planes across the country. carrying high-tech surveillance video equipment. that is according to a new report from the associated press. in a recent 30-day period the ap found the fbi flew more than 100 surveillance flights over 11 states. the fbi says its aviation program is not secret and that the flights are for ongoing

investigations. but the ap says the government has gone to great lengths to conceal its ownership of the planes. registering to at least 13 fake companies. hurricane season has begun. the third year in a row, fewer storms than normal are expected but as janice reports officials say it's nothing to take lightly and they are urging caution. >> for hurricane prenardness it's never to early to get ready. >> folks across the nation are urged to prepare. the official start of the 2015 atlantic hurricane season has begun. last season there were eight named storms and six hurricanes this. year scientists predict six to 11 named storms, three to six of them could be hurricanes. the federal emergency management agency is urging everyone to plan ahead. >> i'm thinking through evacuation planning, updating my insurance, getting the supplies i need and strengthening my home.

>> meanwhile researchers at the national oceanic and atmospheric administration says there's a 70% chance of an above-average hurricane season in the pacific. the outlook calls for 15 to 22 named storms. and over at the university of miami scientists are using a 3d hurricane tank to help study them. >> storms that pass over deep warm water like loop current or the gulf stream, there's a lot of energy there that can keep feeding that storm. those tend to be ones that intensify quickly. >> the good news, el nino is back, the weather phenomenon that sometimes reduces the intensity of tropical storms into hurricanes. in new york, janice dean, fox news. let's check our own weather. sunny and warm inland. >> mostly sunny skies as we get away from the shore and our temperatures are warmer inland.

that's a beautiful shot into san francisco. again, we have blue skies, on the back side we have clouds, from areas right around pacifica as well as halfmoon bay. >> just inside the bay, we're partly cloudy on the east bay shoreline. get across the water and across the peninsula. on the western edge from areas around pacifica, montera, halfmoon bay, santa cruz mostly sunny at this time. fairfield reporting a light breeze at 7, southerly breeze napa and concord, 6 miles per hour reported there. 70 in livermore now. 70 concord and 73 fairfield.

strows santa rosa 74. you get around the bay and we have upper 50s to low 60s. 63 redwood city and 68 mountainview. you can see most of us along the water cooler. sfo reporting temperatures down by a few degrees. as we get into the afternoon the cloudy skies will continue along the coastline but we are looking at mostly sunny skies elsewhere. a lot of 70s out there around the bay and into the central valley 80s back in the forecast. here's the afternoon highs -- 78 expected for know vato, 78 for sausalito. a nice day for most. upper 70s for the east bay shoreline. 68 danville and low 80s for antioch as well as brentwood. for the santa clara valley, cupertino 77. for the peninsula, 75 redwood city, 70 san bruno.

mid to upper 60s expected for san francisco. the extended forecast there, not a lot of change going on. temperatures remain mild to warm as we get into thursday, could wake up with a possibility of a little bit of drizzle. outside of that we're dry at least until the weekend, on the back side of the weekend could have a little bit of interesting weather coming our way. some of the models dragging up a little tropical moisture, we'll watch that. right now they are just sort of flip flopping. >> thank you. president obama today awarded the medal of honor to two soldiers for their bravery during world war i. sergeant william sherman and henry johnson posthumously honored during an attack in france. in 1918 johnson fought off more than a dozen germans to save sherman. they were awarded now, because one was jewish and one was african-american they were not

strong demand for new suv's. right now the dow currently down 24, nasdaq down 5 and s&p 500 down 1. san francisco supervisor jane kim plans to introduce a ballot measure today that could change land near at&t park could be developed. the san francisco giants worked for years to build support for a 28-acre mixed use development there. if the measure is approved it would cut in half the height restrictions for the buildings. it would also require the giants to build more housing for low income residents. kim wants her proposal on the november ballot but it's also when the giants would be asking voters to approve their project. if both measures end up on the ballot whichever gets the most votes would be the project that would go forward. this noontime people crossing streets in one south bay neighborhood may be wondering what the whapped to the popular crossing flags. the organizer says seven of eight canisters used to hold
