the board of supervisors are working their way through a marathon session. at issue, a 45 day moratorium on new market rate units in the city's mission district. ktvu's christian went back into the meeting right after his live shot at 5:00 to see how it was going. christian. how tense is it in there? >> reporter: yeah, frank, i think you hit the nail on the head. it's pretty tense. just that outflow area. there's a crowd of people who are flooding out of that board of supervisors meeting and there's a lot of tension between them when the two sides come together, there is shouting. somebody had a whistle and both sides very passionate about this issue. they do agree on one thing, they both say the future of the mission is at stake here. all these groups with us today. >> opponents to the building ban on market rate units rallied on the steps of city hall today. the moratorium is such a hot button issues. opponents stood nose to nose in

tense confrontation. on one side, supervisor, david, says his temporary ban on market rate units in the mission district will give the city time to keep lower income people in the area. >> the status quo has failedded and this is an effort on the part of the mission as a community to say, we actually have a plan and our plan focuses on land preservation. >> but on the steps of city hall, supervisor, mark farrell, said the ban would further restrict an already tight housing market and that would drive up prices for everyone. in san francisco, we simply haven't been producing enough housing for years. we need to produce more housing at all income levels if we're going to continue to make san francisco more affordable. >> some mission residents want to see the temporary block on construction saying the city needs to do something to keep rent in check. >> i'm in a rent controlled building. i have been there for 29 years. and that building, my landlord right now is good, but if it's sold, i'm nervous i will be

evicted if the building is sold. i live on social security. >> sonia from the san francisco bay area renter federation says the moratorium won't stop the evictions. >> this is not an antieviction policy. nobody going through an eviction is going to get a lawyer because the moratorium passes. this is a land grab. >> now i did have a chance to speak with some of the supervisors before the meeting got underway. they are anticipating 6 to 7 hours of public comment, which means they should take a vote sometime around 11:00 tonight. >> captain in san francisco, christian, thank you. a san francisco police officer is on unpaid administrative leave tonight and is accused of domestic violence. arrested on may 22. he pleaded not guilty to charges of domestic violence and assault stemming from a reported drunken incident involving his girlfriend. perry is now out on $100,000 bail. oracle arena in oakland is

getting ready for game one of the nba finals between the cavaliers. there are huge signs outside the arena that say the final strength in numbers. and it is the same on the inside where the finishing touches are being put in place. game one is thursday night at 6:00. and you can bet it is going to be loud. also today, the warriors got good news. after suffering a concussion. some oakland families who lost loved ones to violence are hoping to use the spotlight to hopefully bring people together in peace. christopher ellis, 14-year-old son was killed a few months ago and he is turning his grief into action by asking people who support the warriors to put that same effort into making oakland a safe place. davon was killed on february 28 for no reason. he was walking to the store when someone drove up and shot him. >> it's not necessarily taking all the guns off the streets

because they can always get more guns from wherever. it's changing mentality that make them want to shoot another person. >> ellis formed a foundation after his son was killed to help other families of victims. those what rallied are planning another event on june 13 called a piece of peace for oakland streets. in the past hour, authorities identified the pilot killed last night when his small plane crashed in livermore. the plane went down at 9:00 last night near hartford. about three miles north at a livermore airport. investigators say the pilot of the single engine piper -- the coroner identified the victim as michael seal of pleasantton. we're told he was a retired airline pilot. he was the only person on board. police officers are known for their desire to help the communities where they work.

it turns out, they are the ones who need the communities help. one such officer played a major role in the case of jaycee dugard, the 11-year-old girl kidnapped and held captive near antioch for 18 years. as ktvu's john tells us, that officer now needs help in her fight against breast cancer. >> 39-year-old, ali jacobs love to garden. >> this is flat leaf kale. >> enhancing her family's diet. >> healthy smoothies. >> she has always been the model of good health. in march, she was diagnosedded with stage 2 breast cancer. >> i could feel the lump and it was large. it was the size of an olive. >> jacobs has two sons, nine- year-old jake and 11-year-old justin. >> it's been a struggle watching my kids, you know, see me tired and in pain and suffering. seeing it through their eyes and telling them we can't go anywhere this summer. we can't go to, you know, the giants games and the warriors games because it's just, there's too many people or i'm too tired to take you. >> jacobs was a uc berkeley

police officer who gains notoriety after helping to break the jaycee dugard case. officer jacobs, and two small girls on the cal campus and quickly became suspicious. >> it seemed to me like he was a homeless meth head and these girls shouldn't be with him. and it was his kids, but that didn't seem right to me. >> her suspicion led to freeing dugard and her two children. jacobs retired because of an injury. then after spending time as an art teacher, she found the lump. >> if i didn't do my self-exam, i wouldn't have known any better. >> while she has a go mound fund me account, jacobs is focused on helping others. >> if i can save one life because one girl went in prior to her 40th birthday and found something early and it saves her life, then that made it all worth it for me. >> i'm john, ktvu fox 2 news.

a new report out californias cut back on water use in april. the state water board says those numbers are for both residential and business customers. people across the bay area conserved 20% overall. while those in san diego cut by 9%. the april numbers are likely the result of a renewed effort in march to cut water use. in april, there were more than 22,000 waste complaints made to water agencies around the state. 22,000 formal warnings about water waste and 838 penalties were levied by water agencies. >> californians are misinformed about how much water farmers use. a spokesperson for the farm bureau federation says there is the belief among many people that 80% of the state's water goes to agriculture. but the public policy institute says farmers really account for 40% ofover all water use. >> but the idea that

agriculture is this huge water consuming monster is a bit that serve certain interests well in underlying policy agenda. >> 50% of california's water is earmarked for environmental causes such as fish and wildlife preservation. about 10% of the water is used for residential or business use. a bay area family worried through the night after their grandmother disappeared from her san francisco home. but ktvu was there as the family was reunited with the woman minutes after police found her this afternoon. 83-year-old, juliana was returned safely to her family by the san francisco police officer who found her in chinatown. santiago's family says she has dementia and sometimes wanders away from her apartment. and that's what happened around 6:30 last night. where she was all night is

san francisco's supervisor introduced a ballot measure today that would challenge a development by the giants for land near at&t park. the san francisco giants are leasing the land from the port. the team has fought for years. under kim's measure, the giants would have to build more housing for low income residents. the measure would also cut height restrictions in half. she says giants fans deserve to have an affordable place to live in their team's hometown. >> development to come out of the gate. we believe that it shouldn't be an aspirational goal. let's build this on public land. if we can't do it on public land, we aren't going to be able to do it anywhere else. >> if kim's measure makes it to the ballot, it will compete with one by the giants. free health screenings for

african american men are being held right now in oakland. they are being placed until 8:00 tonight. the event is hosted by supervisor, keith carson. he says the screenings are needed because blackmails are affected by major issues and lack quality access to medical care. every year, thanks mainly to silicon valley car technology makes leaps and bounds and the big thing on the horizon right now, driverless cars. ktvu's tom vacar began a week long test of a state of the art suv volvo with power assist and tom is being driven by the car right now. tom, is the car moving right now or no? >> not right now. this is the old alameda naval air station. you can look out the window, and some remarkable cameras that are part of this car. here we are sitting on the air base itself. now, what we're going to do is we're going to start moving forward and you can see that

we're moving and what we're doing here is we're in a situation where a number of things will help us not make mistakes automatically are taking place. we earlier today took a look at owl of this stuff and here is our road test. >> electronic control strip in center lane. >> online, you'll find a 1956 general motors film envisioning driverless cars one day to come. google's egg shaped driverless cars with roam streets this summer. honda and mercedes will soon test their experimental drierless cars at the nearby former concord naval weapons station. this new volvo is a state of the art in automatic driver assistance. it's a good indicator to how close we are to a truly driverless car. it is a true luxury suv with as much technology packed into a car as there has ever been.

with 12 anticollision sensors, front middle and back, ample warning to avoid a bump or scrape in a parking lot or on the street. it does all of that with cameras that give you more views of what is around you including one that cleverly looks down from the top to make facing the car exactly where you want it a breeze. and if i were parallel was a challenge to you, up to the task, so long as you keep your foot ready to brake and shift to drive or reverse as the car requests. it has a system that automatically senses and keeps you in highway lanes if you drift to the shoulder. if that happens more than once in a short while, it tells you it is sometime to take a break. everything, including what can only be described as an awesome sound system is controlled from an ipad type touch screen. if you need help, even the owner's manual complete with search engine can be accessed

on screen, too. epa mileage, 20 city, 25 highway. three models priced at 49 to 53,000. but perhaps the greatest thing that's going on with this car is a thing called pilot assist. under 30 miles an hour and in heavy traffic it will literally allow you to -- it speeds up at a safe distance, which can make stop and go crawl driving much more of a breeze. the car completely and i'm smart enough to know that. what we're going to do is spend a day or two learning how to use this pilot assist. >> okay, well obviously running into trouble there with our signal. but wow, technology these days is just incredible. >> what the reaction time is. someone coming at you, how fast can it react versus a person reacting to get out of the way. >> i bet you pretty fast.

>> you have another car that has an on board computer, and some cars don't have on board computers. if we ever went that way, how do they all manage each other? >> it's interesting to me, how long does it take to trust the car? >> for ever. >> and they go slow. >> tommy says, it sounds like it's great for stop and go traffic, is what it sounds like. >> individual people movers. >> exactly. so around here today, temperatures did warm up a little bit. low 80s out there. so 80 in fairfield. 78 in antioch. warmed up a little bit there. and it was a nice day. below average temperatures and these are a look at the live camera picture. no fog at ocean beach. clear along the coast. we're coming close and you'll see a few high clouds that will drift overhead tonight and tomorrow and give us a hazy sunshine day tomorrow. tomorrow is a duplicate of today temperature wise and sunshine wise. you have winds that are blowing, it's pretty brisk out there. 30-mile an hour gusts at sfo.

livermore is going 14 and warms in the inland bay valleys. so this pattern that we had all of may is basically set up for all of this week. so, partly cloudy and mild tomorrow. mostly sunny, partly cloudy, and change as we head into the weekend. temperatures will come up a little bit on thursday and friday. maybe we'll see low 80s, but nothing. the changes are incrimental. it is very similar to what we had today. high clouds, you'll see them up and over the terrain. hazy sunshine in the forecast. san jose tomorrow, you go, up into the 70s tomorrow, maybe 71 is the official temperature at the airport, but downtown easy feel like 75. 77 in clear lake. 82 in vacaville. one of the warmer spots and these numbers, these could pop 80 real easy. just depends how much wind they get out there tonight and tomorrow. 73 in morgan hill. 74 in the gilroy area, and a day tomorrow, very similar to what we had today, which is

nothing to sneeze at. considering what they have been going through and down in the southwest and portions of those areas. and i was reading an interesting study. talk about the storms in houston. one of the theories is, the storms are becoming so intense because the increased temperature, global climate, the atmosphere is holding the water. the storms that do occur have a tendency to drop more rain and that explains what went on in houston. they got like two to three feet of rain. >> get some of that rain up here. >> thank you, bill. >> director clint eastwood has a new project. the story of pilot, sully sullenberger. sullenberger became a national hero after ditching his u.s. airplane in new york's hudson river after it struck a flock of birds. that happened january 15, 2009, and everyone on board survived. the landing was called the miracle on the hudson. he was glad his story is in the hands of a gifted story teller
