into an embankment just before 1:00 this morning. he was taken to the hospital. he is expected to survive. the trailer split oef as the truck skidded down the highway, spilling a variety of household items including dish soap, toothpaste, baby wipes, forks, knives, even tabasco sauce. chp says they don't expect this to be cleaned up until 10:00. they are telling drivers to take another commute. this is highway 99, ripon. welcome to "mornings on 2." it's wednesday, june 3rd. i'm tori campbell. >> i'm dave clark. let's check your weather and traffic. >> temperatures are called off 1 off -- have cooled off 1 to

7 degrees. some fog in the city. the temperatures are cooler. 52 in san francisco. william tweety in vallejo, though, says currently 57 degrees and a mix of sun and fog. no breeze. it will not be that warm. san francisco starting off at 52. we'll only going 62 today. that might be a soft 62. there's another system getting ready to move in. that's gonna increase the low cloud deck. almost continue the onshore breeze. this system will move over us tonight and tomorrow keeping the cool pattern in place. it will dive towards southern california and not change much in the pattern. these are down 4, 5 degrees. concord gusting to 22, fairfield, gusting to almost 31. this low controls the weather and more likely tonight into tomorrow. some low clouds. but plenty of sun. the fog will start to increase pretty rapidly by this evening.

highs today, 50s, 60s. by the water, 70s mainly or very 80s inlad. sal, we have a couple of issues. talking about the san mateo bridge, steve. they cleared that crash off the span but the damage is done. let's go right to the san mateo bridge. i want to show you traffic is slow heading out to the high rise. that crash has been moved off to the side. but the traffic will be slow across the span. if you are driving across that span, you might want to think about using the dumbarton bridge. there was an earlier accident at whipple. that's gone. traffic will be busy as you drive south from 238 all the way down into the hayward area. there is word of a new crash, northbound 680 on the sunol grade. we'll keep an eye on that for for you. also looking at live pictures. i want to show you the traffic at the bay bridge toll plaza, it's normal.

about a 25-minute delay before you make it on the span. if you are driving onto the city's commute on northbound 101, that looks good. 7:03. let's go back to the desk. >> thank you, sal. new this morning, the plan to stop building condos and apartments in san francisco's mission district has been narrowly rejected. the board of supervisors listened to hours of loud debate before reaching the decision. ktvu fox 2 reporter tara moriarty is live in the mission this morning and says some people have new plans to push for that moratorium. good morning. >> reporter: the mission used to be half latino. now it's at 40%. a lot of people say that's due to the lack of affordable housing. between 2009 and 2013, we know there were 200 no fault evictions. this has become such a hut button issue it -- hot button

issue, it was discussed at city council for hours. >> we will do this all night. >> reporter: the hall showing their support for david campos's proposal which could have halted new housing construction for 45 days. according to the city's planning department, the measure would stop the progress of more than 20 projects with about 1200 units. campos said that would give the city time to come up with a plan for the limited land before developers snatch it up and build more luxury condos. >> it's making it difficult to live in the bay area, period. everyone is experiencing this rent increase. they are starting to increase the rent on the other side of the bay, expecting the san franciscans who don't want to pay the $3,000 or currently $3200 that they are currently asking for one or two bedroom, they come to the other side of

the bay and fining they are $1400, $1500. >> reporter: before midnight, the board voted and it needed 9 to pass. folks say they need to come up with a plan to help long-time residents stay in their homes at a time when rents are sky high. condos are edging out latinos. they plan to put the issue on the november ballot and let the voters decide. i'm tara moriarty, back to you. >> thank you, tara. 7:06. a controversial land deal is putting affordable housing advocates at odds with members of the oakland city council. they shut down a proposal to sell land near lake merritt. under heavy public pressure, the council last night postponed a vote on the deal until the next regular session. other speakers blasted the council for adopting tighter security measures which closed off part of the council chamber

to the public. 7:06. a police search goes on for robbery suspects who slammed into a pedestrian in downtown san francisco last night trying to get away from police. around 10:30, police started following the suspect's car near 8th and market. the suspects then hit the pedestrian as they tried to get away. now, our roof camera captured that police chase as it was happening on the bay bridge. you can see the flashing police lights there. but the police lost sight of that car near the 580 split. now, ktvu news crew happened to be on the bay bridge at the time. they took these cell phone pictures of the pursuit. the pedestrian who was hit by the suspect, they were taken to san francisco general hospital with life-threatening injuries. this was the second police pursuit in san francisco just this week where an innocent bystander was hurt. on monday, police arrested a wanted parolee on fifth and mission after a dramatic pursuit that started in

bayview. now, the chase ended when the suspect's car got wedged between two other cars in rush hour traffic. at least two other drivers were hurt. several were damage -- several cars were damaged. the suspect was booked on several felony counts for reckless driving and ee-- and ewading police. he was warranted on felony assault. there is a burglary warrant out for him also in san mateo county. new numbers show people up and down the state are conserving water. the state board released new figures showing water use fell in april by 13% compared to last year. starting this month, there is a new goal of 25%. the waterboard says all of california's regions showed improvement but some areas did better than others. the far northern california region including parts of the sierra saw the most signature

reduction at about 37.5%. the bay area conserved about 20%. southern california, including los angeles and san diego reduced the least amount of water at about 8.7%. we're just a day away from the start of the nba finals. the first for the golden state warriors in 40 years. their opponent, the cavaliers are already in town. brian flores joins us live from san francisco. so brian, any sign of the cavs yet? do you think they are staying in their hotel room watching "mornings on 2"? in our newsroom now to explain why some people still don't know if their car is even on the recalled list. >> yeah, dave. that's because the recall list is still not complete. so far, 34 million vehicles are on it and more makes and models could be added in the coming weeks. there are a lot of unknowns here and at a congressional hearing, lawmakers were frustrated to hear about the progress that takata is making in this recall. takata officials and the national highway safety administration said there could be delays to get the repairs done. the air bags are exploding and spewing sharp pieces of metals. the website safercar.gov has been set up to see if your car is on the list. but dealers say people may have to wait days or weeks for replacement parks to arrive. a u.s. perkily professor told

us takata is likely feeling pressure after being grilled yesterday. >> you have members of both parties really wants to see action far sooner rather than later. it isn't business as usual. members of congress when they got answers that seemed to be routine or seemed not to say a whole lot, they jumped on the takata representatives pretty forcefully. >> takata officials told congress they will increase production of replacement parts as people wait. transportation officials say people should not disable their air bags and should check the website daily to see whether or not their vehicle is on the recall list. they hope to have the complete list up in the next few weeks. dave? >> very interesting. janine de la vega in our newsroom. thank you. 7:17. want to economic in with sal and -- check in with sal. taking a look at san mateo. some problems there at the

bridge? >> we had an earlier accident. let's go right to the picture. the traffic on the san mateo bridge westbound is just now recovering. they removed a crash from the high rise. they moved it off fought foster city side -- to the foster city side. but the traffic will be busy here. if you want to go to the dumbarton bridge bridge, it's a little bit better but there's slow traffic in hayward as well. let's move to the bay bridge toll plaza. that's about a 25-minute delay getting into san francisco. the south bay has slow traffic. northbound 101 is pretty slow. we had an earlier accident there. 85 and 280 are not that bad as you drive through but watch for slow traffic in san jose. 7:18. let's go to steve in the weather center. hello, steve. sal, i barely made that. i was doing my social media duties. >> i know. i know. we're all busy. >> thank you, sir. well, our pattern is on the cool side since may. remember, may was the first month in 13 that we actually

had below-normal temps. been a long time. the water temps warmed up and stayed that way for a year. may was the coolest in the city since 1995. a series of lows dropped in. it's continuing into june. this is a cool pattern. looking out, 10, 15 days, this is just one forecast model, it's remarkably consistent on keeping very strong low pressure up in the pacific northwest with the southern extent of that going all the bay down to southern california through the 18th of june. again, sometimes the -- a lot of climatology is built into the forecast models for june. one would think the high- pressure ridge would be there. so to see a consistent pattern lead me to believe it's right. the end result would be cool systems below average temps, again, this would bring rain and snow like nobody's business if it was in the winter months but that's not the kate. in the summer months, it means the westerly breeze, a lot of low clouds, drizzle and temperatures struggling to warm up. we to have some locations that

enjoy the low -- enjoy the sunshine and the nice temperatures. a beautiful day. this is from chloe. 55 and breezy in clearlake. expecting a high of only 80. antonio, 55 degrees. 14-mile-an-hour breeze out of the west. some patches of blue. there's more blue on the marin coast. in between systems, higher clouds zoomed by overnight. this low is moving in tonight and tomorrow. that will keep our temperatures on the cool side for a while. maybe a little warmup toward the weekend but 50s on the temps. down about one to five degrees compared to 24 hours ago. especially livermore and san jose. boris the spider also checking in. it feels good to stretch my legs in the sunshine. thank you, boris, there at the bay bridge toll plaza. west 21 at fairfield, gusting to 22 at concord. west at oakland. here's the water temps. they cooled off 1, 2 degrees compared to 24 hours ago. there's heat in the middle of

graduation. now, christian alternateman sued the -- titman sued the school district after he was told he could not wear it because it violated the dress code. he says it's symbolizes a major achievement. they reached an agreement last night. a second student is speaking out against what they call gender express discrimination. at stockton 'lincoln high school both female students believe their photos were cut out of the year book because of what they wore. school followcy dictates -- molcy dictates are -- policy dictates wearing a black dress. >> i was disappointed for lincoln in doing that. i was more upset when i found out why they did it. >> that student said she chose her outfit based on comfort and knew there was a chance she would be left out. the school's superintendent has

apologized and offered to make things right. you may remember a similar situation in san francisco. sacred heart cathedral preparatory apologized to jessica last year after excluding a photo of her wearing a turks edoe from the -- tuxedo from the school year's book. her classmates staged a protest by wearing neckties to class. school officials later agreed to change the policy and include her photo in the year book. from a rescue helicopter to handcuffs. why an injured man hoisted from a marin county peach is now in trouble -- beach is now in trouble with authorities. >> reporter: a warning out for speeders here in san francisco. the police department and the chp, they are in the middle of a crackdown here along the embarcadero this morning. we'll tell you how many people have been pummed over so far -- pulled over so far around the message for drivers. we're looking at the south bay commute. you will see slow traffic on 280 northbound getting into

to 4 degrees cooler than 24 hours ago. there will be a weflly breeze or southerly breeze. the wert temps cooled off. that certainly helps. here comes the next system. it will play into the weather tomorrow and probably for most of the week as it reside down in central and southern california. low clouds but not extensive but they will be on the move tonight at that system inches closer. plenty of sun but staying on the cooler side. upper 70s. 50s and 60s by the coast. san mateo bridge better, sal. it's a little better. we had an earlier crash on the san mateo bridge. we'll start, though, in the south bay and look at 101 and 280 they are very slow. we had a couple of crashes. 101 and people are on 280. if you are driving -- if this is your commute, we had some slow traffic there. northbound 101 at highway 87. there was an injury crash there. traffic is going to be slow. also gonna be slow on 280 as you can see. let's go to the maps.

the people have heard about the 101 stuff here northbound but people are on 280 instead. some people will be on 8 a. all of those ways getting into the west valley will be crowded. it takes just one collision to do this. 880, we had an accident in the union city corridor. that's been cleared. we had an earlier accident on the san mateo bridge. a lot of people are on the dumbarton bridge bridge. we have a lot of slow traffic in contra costa county. 680 from 242 down to highway 4. all of it is slow. highway 4 is very slow. over the hill to concord. out to the bay bridge toll plaza, we go, traffic is backed up for 25, 30 minutes before you make it on the span. 7:33. back to the desk. >> all right. thank you. people driving along the embarcadero in san francisco this morning, you better obey the traffic laws. a lot of police and chp are out in force. it's part of an enforcement crackdown.

alex savidge joining us live now where everything is happening. you are showing us and you see a lot of drivers pulled over this morning. >> reporter: yeah, san francisco police have been very busy in the last hour or so, they are searching for speeders this morning here along the embarcadero. let me show you the scene. they are sort of wrapping up this operation but you can probably see a number of motorcycle officers down there partway down the block. they've been pulling over quite a few people going a bit too fast on their way into work. this special enforcement operation got underway around 6:30 this morning. in a matert of minutes -- matter of minutes we saw officers pulling drivers over. there was a team of chp officers involved in the crackdown along with the san francisco police department and we all know that speeding is a real issue in the city and especially along the embarcadero where the posted speed limit is 30 miles an hour. a lot of people going much faster than that. police had the radar gun to

catch those folks. officers were coming out and pulling them over left and right. police are looking for other violations as well. reckless driving and when running red lights and people not yielding to pedestrians. >> the message is slow down. pay attention to what's going on out there. let's keep our streets safe. >> the police department is completely dedicated to trying to keep our streets safer for pedestrians, bicyclists, mote rifts -- motorists. >> reporter: we've seen this morning dozens of drivers stopped. we're still waiting to speak to some of the command staff with the san francisco police department to figure out exactly how many tickets were given out. mainly the focus was on speeding and now san francisco police, they are not done yet. they will have a specs enforcement operation -- specs enforcement operation to make -- special enforcement operation to make sure drivers yield to pedestrians. back to you.

>> we'll talk to you later. thank you. >> reporter: more to come. sound good. see you, dave. stop signs will be placed at the san francisco intersection where a 12-year- old boy was hit and killed by a muni train last month. police say andrew was chasing after a train and ran into traffic and was trapped beneath the train and was killed. the examiner said rapid flashing beacons will be installed at the accident site, san jose and lakeview. however, starting today, stop signs will be installed at that intersection. well, the chp and their helicopter, they had to be called into rescue an injured man on a marin county beach just after 7:00. the man injured his head. he fell from the rocks on the south side of stinson beach. fire crews -- who tried to help him said he had been drinking. the. the chp flight crew was able to take him into custody. they lifted him off the beach and took him to a nearby

hospital. right now he's only being identified as a 20-year-old from concord. we've not been able to get an update on his condition. the coast guard was called in to help a windsurfer near foster city last night. a good samaritan helped the windsurfer floating in the water north of the foster city boat ramp. he was slightly hurt suffering from low body temperature. he was taken to the hospital and treated for hypothermia. there is a new twist in the disturbing case of a 6-year-old sacramento girl who was killed last week. the suspect's mother has now been charged with helping him cover up the crime. the charges were revealed during a court hearing yesterday. 25-year-old juan rivera faced a judge for the first time since the burned body of 6-year-old jadiana larsen was found last week. he's the boyfriend of the little girl's mother. much to the surprise of most everyone in the courtroom,

right after rivera was arraigned. his mother, lisa sue zan burton -- susan burton, entered in sand cuffs. court record show she has a misdemeanor petty theft, driving under influence, giving out hypodermic needles and . as far -- and as for the mother, she was getting medical treatment when her daughter disappeared. new court evidence reveals that james holmes may have called a crisis hot line moments before the colorado movie theater attack. a taped conversation between holmes and a psychiatrist was shown to jurors. in it, he said he called a mental health hotline justof the movie theater. but he says the call was

disconnected after nine seconds before anyone answered. he says he thought someone might talk him out of what he was about to do or alert authorities. he ended up killing 12 people and injuring 70 others. holmes' lawyers are trying to prove he did not know right from wrong. prosecutors argue that holmes was legally sane and should be convicted and executed. 7:39. the soccer corruption scandal involving fifa, the governing body of world successor, it's far from over. the president announced yesterday he will resign once a new leader is chosen. but that may take six months or locker. soccer officials are investigating whether fi if. a rules would allow the man who ran against him in last friday's elections to succeed him automatically. this morning, the international police agency, interpol announced it's putting six people on the most-wanted list

investigators say the man who was shot and killed by officers in boston was plotting to kill a police officer by beheading. >> the man's family said he was waiting for a bus to get to work. now, boston police and the joint terrorism task force had been gathering intelligence on

26-year-old usaama rahim who had been under surveillance for several weeks. agents approached him yesterday morning to question him and say rahim pulled out a knife and was shot when he wouldn't put it down. according to the boston globe, authorities say he and another man had a plot to kill a police officer by beheading and that they planned to carry it out yesterday. >> it was enough information there that we thought it was appropriate to question him about his doings today and that's when sort of unprovoked he came out with a knife. >> many are surveyed -- under surveillance by law enforcement problematically. i wouldn't read anything under the fact there was under surveillance. >> those council from islamic american relations here in santa clara where there's concern that this is another case of police shooting a person of color. rahim's brother says his

brother was at a bus stop on his way to work. we do expect more details in this case to be released later today when the other suspect accused of being involved in that plot appears in federal court in boston. dave? >> all right. thank you. 7:45. alameda city police officers may start wearing body cameras by the end of the summer. last night the city council unanimously approved a plan to spend $425,000 on 80 cameras. they also approved a system to manage all of the recorded videos. these are tiny cameras. they will be able to mount on an officer's glasses and record their point of view. >> primarily for unfoirmed officers. we'll let our detectives wear them for certain operations but primarily for uniformed personnel. >> now, the police department hopes to submit a policy on the proper use of the cameras by july 31st. the money to buy the equipment comes from a state grant and any unspent fund from the police department's current

budget. 7:46. the san francisco giants have a special stop on their upcoming road trip. they will actually visit the white house tomorrow. they are heading back east to play the phillies but first they will be honored by president obama for their 2014 world series victory over the kansas city royals. this is the team's third visit to the white house in the past five years. always fun to watch this celebration again. well, the visit should be especially interesting for nori and justin who were members of the royles last year. interesting position to be in. the as beat the tigers thanks to a grand slam right here by ben. but it was a young fan's catch of the ball that people are talking about. the 8-year-old made a great grab and he celebrated at first. however, his emotions quickly changed when he realized oh, no. tigers were losing. but after some consoling, he was sill happy he caught the ball. >> he was upset, tori.

bay. i want to take you to a couple of commutes. we had a couple crashes on northbound 101. 280 and 85 are also slow. if you your destination is -- if your destination is this part of the bay, look at all of the red. you have a lot of red on these freeways trying to get up in the west valley. if you are a south bay commuter take that into account. 880 slow. we had earlier crashes. all of this is red into fremont. dumbarton bridge and san mateo bridge are slow. man. just not a good commute. let's go to the -- move it up here to contra costa. 680 is also slow from 242 down to highway 24. so steve, as i bring you in, it's a lot of slow traffic out there. >> have any good news? and miss. a little bit over the bay. only patchy on the marin coast. i don't see too much often the sonoma coast. it's a cool pattern. it was a cold one in may. coldest in 20 years. if the 10 and 15-day outlooks are correct, one forecast model keeps a remarkably consistent pattern with strong low pressure in the pacific northwest and extending to the southern edge of that into california. the end result will be if it's right, cool pattern. below average temps through june 18th which would mean a lot of low cloud and fog especially if the water temps stay on the cool side. there will be thunderstorms up in the sierra tomorrow. we'll have measurable drizzle tomorrow. we had about a two-day break from the light rain. 52 in san francisco. colder this morning because the ocean tell has cooled down. they dropped to 52. oakland made it in the mid-50s. we'll go 68 for a high today. temperatures still slightly below average. it's mainly inland that they are way below average for some,

including downtown san jose. a very nice 72 degrees. my goodness. east san jose will probably be 76, 77. higher clouds came zipping on by. here comes the next system right there. it will move in, low will form over the bay area. and then the low will drop down around santa barbara, l.a. and hang out there for a while. a piece of that may hang back into early next week as well. you can see the system is right there. that's what's going to move in. that will kind of take that fog bank and increase it compared to what we have now. 50s on the temps. they are about 1, 4 degrees cooler. there is a decent breeze for some. not for all but the breeze will be in place. water temps down 1, down 1, down 2. that's why some of the temps cooled off. 50s, 60s in the valley. this system is gonna give us a lot of low clouds and high cloud. a cloudy to mostly cloudy day. hurricane blanca is moving directly towards cabo san luis. it looks like it will be there over the weekend. if it's not a direct hit, it

we're learning more about the domestic violence allegations against ray mcdonald. the mercury news obtained a restraining order filed by his ex-fiancee. she claims he choked her and put his knee to her stomach while she was pregnant. she says when they got engaged,

ray mcdonald began a pattern of verbal abuse and controlling behavior and it escalated in full attacks. he was arrested last week in san jose on suspicion of assaulting the woman while she was holding their baby. 49ers' full back bruce miller must undergo domestic violence counseling after pleading no contest to a misdemeanor charge of disturbing the peace. the case involves a heated argument last month with his then-fiancee. miller was accused of smashing her cell phone outside of a santa clara garage. he was arrested on suspicion of spousal battery but was later charged with vandalism. miller is expected to rejoin the 49ers shortly. a bill to raise the legal smoking age to 21 it was approved by the state senate. right now the minimum age to buy tobacco products in california is 18. the bill's author says he wants to prevent another generation from getting hooked on tobacco and risk bying from lung cancer. this bill goes to the state

assembly. lawmakers in hawaii they passed a similar bill we're waiting to see if the governor there will sign it. a huge defee feet -- defeat. and you know the excitement is building as we're just one day away from game one of the nba finals between the golden state warriors around the cleveland cav veer -- cavaliers. we're looking at the -- the marin commute. southbound 101 a little bit slow coming over the hill from novato into the terra linda area of san rafael. an update on weather. it looks like another cooldown is on tap. and what could be a real powerhouse hurricane heading towards cabo san luis. more on that.

of it. northbound 280 you can see traffic is backed up as you drive in. it's very slow actually, we had an earlier accident on 280 on 101. i don't want to jinx it. nothing on 85. i want to show you where the icons are. 280, 101 both have incidents. 280 is backed up onto 680. 85 is normal. as we move the maps to the east bay. we had a couple of cracks along the way on 880, san mateo bridge had a crash. dumbarton approach had one. even though these accidents are in the clearing stages, we've had a lot -- a lot of slow traffic here. the eastshore freeway, we have a crash coming out towards el portal. this is a motorcycle crash. the traffic is going to be busy as you drive into richmond. we also promised a look at marin and southbound 101 is backed up from roland boulevard all the way down to central san rafael. let's go to the bay bridge toll plaza. westbound, it's backed up for a

15, 20-minute delay. want to follow developing news in the central valley. this is a look at an overturned big rig. that's between modesto and manteca. it's causing a huge backup. the big rig driver may have fallen asleep and slammed into an beat before 1:00 this -- beat before 1:00 this morning -- and embankment before 1:00 this morning. a variety of items for the household spilled out. chp says they won't have this open until 10:00 this morning. this has delayed people hugely. if someone is late from this lute, they have a la -- commute, they have a legitimate excuse. there will not be a moratorium building achts -- building apartments and condos in the mission district this. this is after hours of -- this

condos. >> at least have some options where they have some places where people live in the city and work in the city. a lot of people are moving out because it costs so much to live in the city. >> the culture is changing. it's a lot of techies that are coming here and renting and purchasing everything. and they are flipping the rents up to 3,000, 4,000, 5,000 a month. , so they are making it for the average person that doesn't make $1 hufn,000 a year, they are pushing us out -- $100,000 a year, they are pushing us out. >> reporter: the supervisors voted 7-4 in favor of the moratorium. it needed 9 to pass. many people say the city needs to come up with a better plan to help long-time residents stay in their homes at a time when evictions and rents are sky high and new contoes are edging -- condos are edging out the latino population. they plan to put it on the november ballot and let the voters decide. back to you. >> i can't believe the average rent there for a two bedroom,

4500 in the mission. that's incredible. >> reporter: it's a lot. talk about it a lot with friends of mine saying that, you know, san francisco's finally surpassed new york when it comes to ents. for those who live -- for rents. for those who live here, it's not surprising. 8:07. we just received new information about the condition of a person who was struck and criticically injured by a robbery suspect trying to get away from police. he was driving away from 8th and market when the getaway car hit a pedestrian. we've opinion told the victim is in critical condition but is expected to survive. our ktvu roof camera captured that police chase as officers pursued a blue four-door bmw across the bay bridge. you can see the flashing police lights. ofrs then lost sight of the car near the 580 split. but a ktvu news crew was on the bay bridge at the time during the chase. they took these cell phone pictures of the pursuit.

that pedestrian who was hit was rushed to san francisco general hospital and, as i just told you, is expected to pull through. this was the second police pursuit in san francisco just this week where an innocent bystander was hurt. on monday, police arrested a -- a wanted parolee at fifth and mission after a dramatic pursuit that started in the bayview. the chase ended when the suspect's car was wedged between two other cars in rush hour traffic. at least two other drivers were hurt. several cars were damaged. now, that suspect, 24-year-old michael quarez, was booked on reckless driving and evading police. he was wanted for felony assault and was on probation for attempted murder in san francisco. there's also a burglary warrant out for him in san mateo county. some new numbers are out showing people up and down the state are conserving water. the state waterboard released

new figures yesterday showing water use fell in april by 13% compared to last year. starting this month, there is a new goal of 25%. the waterboard says all of california's region showed improvement but some areas actually did better than others. the far northern california region including parts of the sierra saw the most significant reduction, about 37.5%. the bay area saved about 20%. southern california including los angeles and san diego they reduced the least amount of water about 8.7%. we are just one day away from game 1 of the nba finals. it will be the golden state warriors' first nba finals in 40 years. oracle arena, just about ready to go and so is fox 2's brian flores who joins us from san francisco. you are a brand-new dad. congratulations. running on fumes. not a lot of sleep but you are

still didn't doesn't have a complete list of all of the vehicles affected. janine de la vega, you have advice for consumers. >> it's still unclear what has caused the air bags to be defective. this has caused six deaths and 100 injuries. so far 11 automakers are affected by the recall but the list of the makes and models of the vehicles is still incomplete. lawmakers are concerned because 15 -- between 15 to 35% of all air bag replacements have been completed. and takata officials and the national highway transportation safety exwrad min stration admitted there could be delays in notifying customers to get repairs done. the website safercar.gov has been set up so owners can see if their cars are on the list. dealers must continually wait for replacement parts. >> it will take some time.

that could be anywhere from a few days to a few weeks for the automakers to put together an accurate list. >> in a perfect world, we get them at once. as fast as as they come in, we get them -- as fast as they come in, we get them in the customer's vehicle. >> some people who have already gotten their air bags replaced may have to come back a second time because there may be a problem with the tee sign. takata has -- design. takata has 60 days to come up with a way to notify those owners affective. in the meantime, check the website to see if your car is on the list. and they are advising don't disconnect the device. 8:18. let's check in with sal. see how things are moving. any improvement on the san mateo bridge, sal? >> it's better there.

we have slow traffic on the nimitz freeway. it's kind of like a chain reaction. one commute gets worse and the other gets worse. let's take a look at what we have the san mateo bridge here. it's moderate. we had an earlier accident at the high rise. it wasn't there for too long. it was removed but it did cause the share of slow traffic. also looking at the commute here on interstate 880 northbound. it's beginning to slow down just north of 66 on your way up to downtown oakland. a crash eastbound highway 4 at 680. highway 4 at 680 has do have slask slow from the breesh bridge --ful some slow from the benicia bridge -- has slow traffic from the benicia bridge. i think we have a picture of the toll plaza. no, we don't. we'll see slow traffic there as you come through. 8:19. let's go to steve and today's weather. >> all right. thank you.

some sun out there. low clowped as well. the low clouds will be on the move tonight. another low is poised to move in here. it may stick around for a while. not bad today but there is a westerly breeze or a component of a south-southwesterly breeze. temperatures really kind of hard pressed to warm up. they are on the cool side and it's a cool pattern. if the 10 and 15-day outlook is correct. i think it is, trend is your friend here. we're going to stay in this a a -- in this pattern. cool systems will be in the northwest. there are projections through june 18th. if that's the case, we can expect below average temps. drizzle and some component of an onshore breeze. there's no sign of any heat at least not right now. things can turn on a dime. some breaks in the low clouds. but there's our system for tomorrow. that will cloud us up. spin in the atmosphere. it will move over us. the low generate a lot of thunderstorms up in the sierra next couple of days. maybe a peace of this might

generate some thunderstorms for us early next week. 50s and 60s. we had a couple of 40s, briefly. napa and santa rosa at 48. we're rebounding quickly but there's a breeze behind this. southwest 21 at travis. they will be hard pressed to get over 80 degrees. west at oakland, west at napa. water temps coombed down the last 24 hours. that's a good sign. one in bodega bay, one degree cooler. san francisco buoy and two half moon bay. there's your -- the system looks pretty good for june 3rd. the problem here is hurricane blanca is a category 4. the water temp is about 85 degrees. it's projected the -- to go north. la paz and cabo. this bears watching here. one of the earliest major hurricanes in the eastern basin since records went back to 1971. if you think this is early, it is. not only that, it's a whopper

that spin in the atmosphere. look for the cooldown. a few 60s. but temperatures will be hard pressed to get above average. there is a decent delta breeze. the water temps cooled off a couple of degrees. that's helping in the pattern. there's one low. that will cloud us up tonight and tomorrow. already a category 4 hurricane, blanca, wind spo miles an hour -- 130 miles an hour. it's feeding off 85-degree water weather. it's moving slowly to the north. we have three days to see where it will go. low cloud, plenty of sun. the breeze, though, is onshore, mainly westerly. 50s, 60s by the water. all right, sal. you've had the san mateo bridge, the south bay, what now? right now, we are looking at a commute here where traffic is very slow in the south bay, steve. slow all over the place. i mean, really.

it has not been a -- it's more like a monday commute where we had the horrible drive. today has opinion kind of bad on this middle of the week commute. let's take a look at the drive at the bay bridge. it's backed up. although the 880 ramp is getting better. i will say that you should still allow 20, 25 minutes getting into san francisco. i also want to mention that traffic has been slow all over the east bay. we had an earlier accident on 80. that's been cleared but it's still kind of a mess getting through there. 680 will be slow from 242. if you are driving from the benicia bridge, there was an earlier accident at highway 4 still messing things up in the highway -- on the highway. at marsh, there is a crash there. 280 is a much better bet. let's go to the south bay, 280 traffic northbound is going to be moderately heavy getting up to 17. if you are driving along the embarcadero or maybe even in the financial district, you better be on your best

behavior. ktvu fox reporter alex savidge joins us from the financial district where police have been stopping drivers all morning long. alex? >> reporter: yale -- yeah, good morning, sal. they are -- trying to make sure drivers are behaving. they have a special enforcement operation going on at green and stampson where we are just off the embarcadero. a lot of pedestrians in this area and police are trying to send a message. you can see there what's going on. an undercover officer is crossing the street back and forth in the crosswalk here at this intersection and any drivers who don't stop for this police decoy, well, they will be stopped by waiting motorcycle officers.

as many as 20 people have been stopped. maybe more than that. police have been very busy with this -- with this operation. pedestrian accidents are a real issue here in the city and that's why police are cracking down this morning. people who work in the area, tell us they like seeing this kind of operation. there were several cars that didn't stopper -- >> i didn't notice that. but i work here and i cross the street all of the time and people don't stop. >> reporter: you like to see them doing this enforcement? >> sure. >> a lot of foot traffic. cars are bigger than our bodies the hopefully they will -- our bodies. hopefully that will get somebody's attention to realize we're out here. >> reporter: and san francisco police also on the hunt for speeders this morning. the whole squad of motorcycle officers were down along the embarcadero earlier starting at about 6:30 this morning, for that operation and they pulled over dozens of drivers going much faster than the posted 30-

mile-an-hour speed limit in that area. so officers out in force in san francisco this morning. by the way, san francisco police working alongside the chp with this joint enforcement operation trying to crack down on feeding, trying to make sure that drivers yield to pedestrians like these folks just did for a gentleman who turns out to be a police decoy, the gentleman here crossing in front of us. just be aware if you are driving around the city today, word of caution, dave, you might want to stop for the pedestrian who is trying to cross in front of you, could turn out to be an undercover police officer. you never know. >> thank you, alex. we see the evidence right in front of us. thank you. 8:36. well, stop signs are gonna be placed at the intersection in san francisco where a 12-year- old boy was hit and killed by a muni train last month. police say andrew woo was chasing after an m ocean view train when he ran into traffic. he was hit and trapped beneath

the train and was killed. by the end of the next year, rapid flashing beacons will be installed at that accident site at san jose and lakeview avenue. however, starting today, stop signs will be put out there at that intersection. there is a new twist in the very disturbing case of a 6- year-old sacramento girl who was killed last month. the suspect's mother has now been charged with helping him cover up the crime. the charges were revealed during a court hearing yesterday. 25-year-old juan rivera faced a judge for the first time since the burned body of 6-year-old jadiana larsen was found last week. now, rivera is the boyfriend of the little girl's mother. much to the surprise of everybody in the courtroom, right after rivera was arraigned, his mother, lisa susan burton, entered in handcuffs. >> mother is charged with being an accessvy of the fact that a -- arc sesry after -- arc sesry after the fact to a homicide.

>> records show she has misdemeanor petty theft, driving under influence, giving out hypodermic needles and pros tis tuesday -- prostitution. as for the girl's mother, deputies say she was getting medical treatment at the time when her daughter disappeared. she is cooperating with the investigation. 8:38. alameda city police officers could start wearing body cameras by the end of the summer. the city council unanimously approved a plan last night to spend $425,000 on 80 cameras. they also approved a system to manage all of the recorded videos. the tiny cameras the department is buying can mount on an officer's glasses and record their point of view? >> primarily they will be for uniformed officers. we will let our detectives wear

them for certain operations but primarily for uniformed personnel. >> the police department hopes to submit a policy on the proper use of the cameras by july 31st. the money to buy this comes from a state grand -- state grant. residents and police in south san francisco say they are alarmed pie the discovery of a big -- by the discovery of a big swastika on a school campus. not clear if it's a prank or someone trying to send a message. they used field tiles to create the nazi symbol in the middle of the football field at el camino high school. police suspected it happened on friday night after -- suspect is happened on friday night after graduation ceremonies. the leader of a bay area mosque is kiss sputting the -- disputing the fbi account of his brother who was shot and killed by agents in boston.

pam cook has more. >> good morning. well, investigators say the man who was shot and killed by officers in boston was plotting to kill a police officer by beheading. the man's family said he was just waiting for a bus to get to work. boston police and the fbi joint trifnl task force had been gathering intelligence on 26- year-old usaama rahim who had been under surveillance for several weeks. agents approached him yesterday morning to question him and say rahim pulled out a knife and was shot when he wouldn't put it down. rahim's brother is a religious leader at the lighthouse mosque. members don't believe the family would be involved in terrorism. at the end of the day, a law in the koran said he will defend the religion. let's work okay ourselves -- work on ourselves. let's work on loving one another. according to the boston globe, rahim and another plan had a plot to kill a police officer
