they will create a humid environment over the bay area with a chance of a thundershower. we will talk about that. things are changing. the records here, next time we will figure out which places broke them and which places were just hot. the hot weather is to blame for a traffic tie up that lasted most of the day. took 6-1/2 hours to finish emergency road work on interstate 580 off the san rafael richmond bridge. caltrans closed the westbound lanes about 9:30 a.m. and didn't reopen till 4:00 p.m. part of the road began to warp because of the hot weather. it had already been degraded in a diesel fuel spill. traffic was backed up all day long making for a slow drive. 5,000 people from 70 countries descended for the apple conference. the announcement was the

he was arrested years ago in oklahoma driving her car. he served time in prison for auto theft but never charged in her disappearance. new information about a man who snatched a three-year-old. a bus driver saw the boy, police found him and arrested the suspect. ktvu's azenith smith found out the kidnapper has been arrested before. >> reporter: documents obtained by ktvu revealed before he was arrested for kidnapping a boy from the library, he was arrested for assault and battery in february. he punched a man on the sidewalk. at the time he had an arrest warrant from police. >> why was he in town and why did he go into the library? did he go there to abduct a child or it was a crime of opportunity? we don't know the answers. >> reporter: police interrogated him who they

consider a transient. police say friday morning he kidnapped a three-year-old from the library who was there with his mother. police were in the process of issuing an amber alert and a bus driver spotted the boy. the driver is hailed a hero. >> it was a perfect success because the information was disseminated, the driver read it real time while he had the suspect and the victim on the bus. >> reporter: police are trying to determine how the boy and the man got from the library to the bus station. sources tell ktvu he had been hanging out at the children's section in the library. >> we are going to question and think hard about our own procedures and think if there is anything we can do to improve. >> reporter: those procedures include not allowing adults to use the computers in the children's room and keep an eye on adults without children with hem. it is a -- them.

the mother of a girl killed during a street race says she hopes her daughter's death will make other kids think of what they are doing. the message comes as the chp is investigating. ktvu's noelle walker is live at chp headquarters tonight. >> reporter: both drivers potentially face felony vehicular manslaughter charges. one of the drivers was here earlier today talking to investigators. the other driver, the one who investigators say hit angelica contreras, he is just 16-year- old. the chp says it is unclear if he had a license, if it did it would have been provisional and he should not have had a passenger in the car.

officials in san francisco lowered the age required for visiting an incarcerated parent. 16 years old. the sheriff says the goal is to help maintain family connection during incarceration and strengthen reunification. there are a thousand children with incarcerated parents in san francisco. the city allows visits every saturday morning. now to the women's world cup. team u.s.a.
