good afternoon. i'm tori campbell. an unusual june rain storm is sweeping through the bay area. this is video of rain from hayward a short time ago. the wet weather is contributing to spinouts around the bay area. here is a live look at westbound highway 24 where there were two overturned vehicle accidents in central la fayette in less than an hour. the highway patrol responded to a car that flipped on the right- hand shoulder. that was about 45 minutes ago. you can see all of the traffic there on the right side of your

screen. really crawling along in the westbound direction of 24. there's no word of any injuries in that accident. the other accident happened a little earlier about 10:30 when a dodge ram turned over on the la feign yet onramp -- la fayette onramp. crews worked to free one person trapped in the truck. we don't know that person's condition but he appears to be conscious and moving. rescue crews and an ambulance responded. traffic still backed up all the way to walnut creek. let's go now to mark tamayo who is monitoring the rain for more on just how much we've seep seep -- we've seen so so far -- so far. when you look at the cameras, it's cloudy and cool. it's relatively mild and humid. moisture associated with hurricane blanca. that moisture has been moving in from the south and has the tropical feel to it.

petaluma .26. livermore .18, oakland same. pam, .5/100ths -- palo alto, 5/100ths. you get an idea with the showers developing toward the vale moving south toward the bay area. here is a closer inspection of the radar, light to moderate rain showers especially closer to inverness out towards parts of marin county as well and sonoma county with those rain showers pushing into the receipt gin. moving the maps to the south and you can see the coverage out towards san francisco at least light mist or drizzle but more steady rainfall out towards oakland hayward and livermore. nothing too extreme in terms of rainfall rates but wet roadways to support. not as much coverage for the extreme portions of the south bay south bay but closer to mountain view and closer to a

palo alto sunnyvale view with scattered rain showers. we'll hold onto rain showers in your forecast for today. get ready. talking about another warmup with more mid- to upper 90s in the forecast. more on that coming up in a few minutes. thank you, mark. part of an onramp to 880 is blocked by a big rig flipped on the side. the truck was hauling metal beams from the old bay bridge. chp says the load shifted causing the truck to overturn around 9:15 this morning. the driver may have taken the turn too fast. the driver was not injured. the wreck is far enough to one side that vehicles have been able to drive by without much trouble a large crane is on its way to pick up the metal beams and move the load. residents in the east bay are being warned after a young girl was bitten by a rattlesnake outside her home. paul chambers explains what happened and the advice to keep the unwanted reptiles away.

>> reporter: last night, this rattlesnake caused a lot of commotion. first responders this toddler playing in the backyard was bitten in the foot. >> i went into the backyard. the parent pointed us to the area where the child was playing. searched the area. found the snake. >> reporter: thed toly was transported to oakland's children's hospital by lifeflight. the rattlesnake was taken to the hospital so doctors could confirm that was the snake that bit the child. people say he -- although rattle bites are fought common, seeing them -- are not common, seeing them is a common occurrence. >> be careful where you are stepping and keep it clean around your house. don't pile up stuff outside of the house. >> reporter: experts say that's the key as you build defensible face for fire, you should do the same to keep snakes and

unwanted animals away. across the street from where the incident happened is this elementary school. i talked to the principal there who says although in the three years she's worked here, she hadn't seen the rattlesnake, her staff is well capable to take care of such incidents. back to you. in sacramento, a woman's maternal insinths took over after her son was bitten by a rattlesnake. >> mama bear instinct in me decided to suck the venom out. >> her son stepped on a baby rattlesnake which bit him in the foot. her foot turned purple. that's when she sucked the venom out like they do in the movies but experts say that's the wrong thing do to. >> misconception, lacerate between the two points and suck

the venom out. don't do that. use your basic wound type stuff. soap and water. wash the area. keep it clean. call 911 immediately. >> fortunately, the snake venom did not spread to jacqueline who is nine months pregnant. 4-year-old vinny's foot is still swolen but he's expected -- swollen but he's expected to fully recover. at&t says vandals caused a service outage in the east bay. they are offering $1,000 reward to catch whoever is responsible. it affected those in walnut creek, danville and san ramon. vandals cut a fiber line. the outage affected cell phones and land lines. most service has been restored. crews rushed to a fremont high school this morning to put out a fire on the second to last day of classes. the fire at washington high school was called in just before 3:30 a.m. turned out to be a small fire in a jan ter's closet.

investigators don't think the fire is suspicious. crews say fortunately the flames did not spread but two classrooms were affected by water damage. forensic scientists are expected to begin clearing up the backlog of untested rape kits being held for investigation by the san francisco police department. the city's old rape kits have been counted. there are more than 400 which have -- who i were collected before 2003. greg suhr says there's money in the department for the kits to be tested by the id of the year. once that happens, san francisco will join a handful of cities, new york, cleveland and houston with no backlog of rape kits. dozens of tenants rallied fighting affordable housing crisis. >> if you fight, you can win. >> a woman who struggles with

mental illness is expected to be evicted from her flat after living there for 25 years. any say the building was bought by a google employee three years ago. the tenants claim this is another example of the abuse of the ellis act. the 1986 state law that created a loophole for landlords to leave the rental business. there is an eviction epidemic happening. the market has gotten show crazy that landlords and speculators will find every possible way to get renters out of the home to flip the units and sell them for millions. sheriff's office say it's unclear when the eviction will take place. up to a dozen notices are issued every week but not all are acted on immediately. the age to purchase cigarettes in santa clara county is going up. last night. board of supervisors unanimously approved the increase for tobacco products from 18 to 21 years old. the move was prompted by health

concerns and a study that found raising the age limit would decrease the smoking rate. >> i smoked for like, i would say two month, and i felt like my lungs -- when i ran and stuff, i would get winded faster. i don't know. it does like cause health concerns. >> the new rule goes into effect january 1st of of 2016 and does not apply to unincorporated cities within the county. santa clara county is the first -- is the first in the state to pass an ordinance like this. >> 30 people were hurt when a transit bus ended a school bus inside the lincoln tunnel during rush hour this morning. the accident happened around 9:30 in the middle bore of the tunnel that connects new york city and new jersey. authorities say all of those injured were on the tran sent bus and they had mostly bumps and bruises. the accident caused huge dailies getting into new york with some people stuck in the tunnel for more than an hour. one pregnant woman on a

different bus actually went into label and was taken to the hospital. the mancommunity continues for two men who escaped a maximum security prison in upstate new york. police have been scouring the mall town of willsboro after two men were seen walking along a road in a rain storm and then fled when a car approached. investigators are following all of the tips that are coming in about the two fugitives and they believe a woman who worked with the men in the prison planned to pick them up after they escaped but she changed her mind at the last minute. the bomb was hospitalized this weekend due to dash woman -- the woman was hospitalized this weekend due to panic iraqs. the plan to send 450 soldiers to iraq is to fight i physical and they will in -- isis and they will increase the sites from four to five. president obama is making the move on the request of iraq's prime minister and with the advice from the pentagon. the president is resisting

a possible road rage incident turns into a street fight in hollywood. the fight is all caught on camera. >> reporter: road rage, a man leans out the driver's side window and punches the car next to him. the other driver reacts by cutting him off. the man who shoots this video who does not want to be identified said the two motorists were early jockey be for position coming down -- jockeying for position coming down a crowded highland avenue. >> they kept passing each other and screaming at each other in the suicide lane on highland. >> reporter: now the anger peaks with pub ofs that takes

-- punches that takes one to the pavement, as a van nearly takes his head off. the man dressed in the tie delivers another 20 blows to the guy on the ground. he calmly walks back to his car, decks fight a third man coming at him drives off and disappears. >> i did think there was a serious threat of him getting run over by another car. for some reason, the guy in the tie didn't stop. >> reporter: police say they have captured a partial plate number off one of the vehicles at this point, don't know the identity of either man. >> this is completely changed my perception of what's right and wrong. i will no longer flip off or scream a profanity at a stranger in traffic just because i witnessed first hand how devastatingly violent it can get. >> reporter: police say they are still in the midst of figuring out exactly what happened here, especially how it started. at this point, they are not

sure whether a crime was committed or not. novato police released new surveillance video of an arsonist setting four brand-new cars on fire at a dealership. it's a story we first brought to you yesterday. you can see a man off in the distance lighting something and throwing it under one of the cars. at one point, the suspect walks fairly close to the surveillance camera and you can see his face. the fire on monday night destroyed two cars and damaged two others at novato chevrolet on redwood boulevard. the damage is estimated at $100,000. at this point, police do not have a motive. starting next month, people in the east bay will see a 24% hike in their water bills. yesterday, the east bay commune is tal utility district approved the temperature bump in rates. district said they need that surcharge to cover the cost of buying additional water during the drought.

it also approved a long-term permanent increase of 8%. the district provildz drinking water to about 1.3 million customers in alameda and contra costa counties. all right. mark is back now with a look at the forecast. how much longer is this drizzle gonna stick around? >> right onto the afternoon, i keep the umbrella on sandby. we have drizzle. scattered rain showers out there as well. looking out forward mt. diablo. some low ceilings here. low cloud deck with mostly cloudy skies for this part of the bay area and a few rain showers as well. so things started last night. especially with some thunderstorms developing up in parts of the of the north bay -- of the north bay. you can see the cloud and scattered rain showers moving across the regin. this is the radar loop. you get the idea with the progression of the rain showers starting out in the east bay actually scooting out toward the west. here's a closer look at the radar. you can see the main focus with

the rain showers out toward inverness, closer to bodega bay. and then closer to the middle portions of the bay, mostly on the light side but still wet roadways, san ramon and livermore right around fremont as well and moving the maps to the south. still some scattered rain showers and parts of the south bay not as much activity in the santa cruz mountains. but around palo alto. sunnyvale and moving out towards parts of the east bay for fremont, closer to union city as well. we have quite a bit of activity to report this afternoon and also some pretty mild temperatures. take a look at the updatessed numbers for the 12:00 hour, right now, it's 70 in livermore. san francisco, 64 and mountain view checking in 71 degrees. forecast headlines clouds and showers for this afternoon. it will be a warmer thursday. we'll be trending up the temperatures for friday. in fact, the hottest locations on friday will be back up at least into the mid-90s. this area of low pressure down to the south is actually pumping in moisture from what

was once hurricane plaun -- hurricane blanca. we'll be warm to hot. by the weekend we'll shave off a few degrees beginning saturday and it kicks into sunday with the next cooling trend. here we go with the clouds. i think we'll have more scattered rain showers to report. i think at least some heavy mist or some drizzle. by this evening, at least the clouds should gradually begin to break up and then tomorrow morning, low clouds and fog in the morning, clearing pack to near the shoreline for the afternoon hours. temperatures will be trending up in the thursday forecast. in fact, our warming trend begins. take a look at the numbers. still pretty warm for -- at least all of the cloud cover up there. upper 70s out out -- out to livermore. san francisco 68 and san jose in the upper 70s. here is a like ahead to your five-day forecast. it has been an interesting

weather week, scattered rain showers for today. we'll be end interesting back up for thursday into friday. but friday warmest location inland back up in the mid- to upper 90s. feels very tropical-like out there. keep the umbrella handy. the bart extension to san jose has the funding to keep it moving along. a transportation bill was passed which includes $150 million to fully fund the construction. the bill was backed by south bay congressman mike honda. the 15-mile bart extension to north san jose is set to open in 2017 and is expected to meet its $3.2 billion price tag.
