the wildfire near lake tahoe is raging out of control and fire crews have yet to get a handle on flames as they inch closer to a smaller sierra town. good afternoon. i'm gasia mikaelian. right now, firefighters trying to save markleeville as the fire grows closer. the washington fire has already burned more than 16,000 acres. there is 0% containment. the fire is burning in alpine county. already some of the town's roads are closed and nearby campgrounds have been evacuated. fire is being bushed by strong

winds. it's threatening five homes and 15 historic cabins. >> it's scary. it really is. you can smell the smoke. >> i've seen how long they can last year. it's pretty scary to see it this early especially. >> it brings back memories of the fire south shore, 10, 12 years ago. those things scare us. >> and i an lay -- an alert has gone out to residents. the fire was started by lightning. the markleeville fire is one of six major wildfires burning around the state. more than 4,000 firefighters are on the front lines battling those fires. as the first week of summers begin, they expect this year's summer season will only get worse. >> activity has really skyrocketed this past week. we responded to in the past

seven days, nearly 75 new wildfires. it's been a very busy week for us. that's because conditions are warming up. we're drying out further and that makes the fire season own harder for us. >> calfire says the state is already gearing up with extra staffing. arizona top the nationwide list of states for wildfires this summer. rosemary orose zoe has a list at the weather conditions firefighters are facing there. >> it will be warm. it will be dry. good news, it's not going to be as windy as we have seen in recent days. for the afternoon, 82 degrees. relative humidity, 14%. so again, very dry. this works in favor of the fire and against the firefighters because the fire just burns that much faster. the winds are a northeast direction coming in at 10 miles an hour. the other way we had a red flag warning in this area. thankfully winds not quite as

strong and that northeastly direction should should push the winds and that's good news. a richmond police officer was injured after reportedly being bitten by a police dog in the police parking lot. it happened at 7:00 this morning. the dog that had opinion with the department for at least five years was in the lot without the handleler. the officer was forced to shoot the dog. he was taken to a trauma center. the officer is in the hospital. the city is announcing new regulations to improve construction safety. six people were killed when the balcony gave way last week. city inspectors say it appears that wooden supports for the balcony were severely dry rotted. the city is recommending code changes including stricter

requirements for balcony construction and inspection. two peen gunned down a man outside of his home. he was shot at:00 a.m. after being approached by -- at 2:00 a.m. after being approached by his home. the men drove away. investigators don't don't have a motive for the killing. oakland police are hoping a new sketch will help solve the cold case of an 18-year-old shot to death last year at a wendy's drive-thru. >> come on and please give us a hand. we need your help. thank you. >> after an emotional plea from her father last week, police say they received new clues about her killing. the man in the sketch is one of the men involved in the deadly shooting last july 10th. officials believe the man was driving a black ford escape suv that was seen driving away from the scene there on

international boulevard. >> she was an innocent young lady with her whole life ahead of her doing nothing more than ordering food from a fast-food establishment. >> the new clues come after a push to crack cold cases. the fbi is helping fund a campaign to allow oakland police to use billboard and a website to spread the word about cold cases. there's also a crime stopper reward in this case. it's $10,000. investigators say a man welding a leaky gas tank on his wife's car started an early- morning house fire. the firefighters say the flames were so intense they had to use chainsaws to vent the flames and smoke. you see here what they were facing. the man emptied the gas tank before welding but the sparks and i vaers may have started the fire -- and vapors may have started the fire. the man across the street tried to use a five five extin again -- fire extinguisher but it was

too big. >> she tried to grab the extinguisher and give it to him. it got out of hand really fast. >> the man is recovering at a nearby hospital with second and third-degree burns. his wife and family pets made it out of the home safely. the pets were given oxygen. we told you about a service in the past that lets parents arrange for rides for their children. sal castanedo has more. >> reporter: it's summer vacation season. and kid are doing their acs. today, that app changed. it will allow kids to schedule their own pickups with parent approval. this is called shuttle and has been available for parents. kids can arrange their own pickups. all is paid for online. your kids would never have to deal with money. the service is modeled after

ride share services like uber lyft and side car. the first thing they thought of was safety. >> the cornerstone of the whole service is trust and safety. it starts with the drivers. these are nannies, teachers and baby-sitters in your own community. they go through extensive levels of background checks, that's national screening. >> reporter: children get passwords to make sure they are getting into the right car. parents can track the rides using gps. the riders for children who no longer have to use a booster seat and that's usually from around 9 or 10 and up. to use the service you have to pay a $9 sub description fee and there -- subscription fee and there is a ride fee at $12 a ride. shutel is a san francisco-based company. but rides are available all over the bay area. this parent we spoke with said she's open to the idea.

quite a bit. >> i have people that i have dropped off quite a bit. we'll see what happens. >> reporter: in fact, the airport director warrants the city council to acould you uber, lyft and other ride- sharing companies. right now they are only allowed to do dropoff but the airport wants to be a leader in the industry and make services convenient for travelers. >> it's sometimes difficult to get a cab. i mean, i think just more choices are always better. >> by loading the app on a smartphone and inputting personal information including a credit card, customers find it easy to book a ride through a company such as uber. some say the wait times can be shorter with cab. but taxi drivers say they are hurting even working more hours to get enough fares. >> it's going very slow now. used to have every day like three, four pickup.

now like every day we have like two or one pickup. that's it. >> reporter: taxi drivers face stricter regulation and pay herer fees because they run a dispatch center out of the airport. under the proposal, they would need to go through. ifing, background checks, vehicle inspections and pay fees. if the council approves the proposal it would run as a one- year pilot program. during that time, they want to measure passenger safety based on accidents it and security issues. janine de la vega ktvu channel 2 news. members of the oakland police department took the flame of hope from the alameda county district attorney's office about 9:00. it was handed off to berkeley police. it's all to raise money for specs olympic acwreaths -- athletes. a new report out about skinny jeans. how the clothing trend could be

who escaped is now in the 18th day. they are focusing 20 miles west of the edge of the aidi addy decks. a. >> a prison seamstress is accused of supplying them with tools and planning to pick them up after they escaped. another prison employee is being investigated. the nfl appeal hearing involving tom brady and deflategate is underway at league headquarters in new york. bradies an attorneys from the nfl players association are squaring off against nfl attorneys in front of roger goodell. brady is appealing a four-game suspension he received from goodell. the san mateo native is accused of knowingly using underinflated footballs in last

season's afc championship game. the league also says brady was not fully candid during the investigation. the hearing could last several days. the nfl has not said how long it will take to rule. president obama's push to get new authorities when it comes to negotiating trade deals is one step closer to reality. as joel walden reports, republicans are pushing for passage of the trade promotion authority while democrats are strongly opposed. >> reporter: in a key test this morning, republicans were able to gain enough democratic support to squeak out the vote threshold to pass this making final passage of the bill all but certain. >> it's showing that democrats can join republicans knock down unfair international barriers that discriminate against america's middle class. >> reporter: the legislation is of high importance for the president who wants a change to finalize a trade package with 12 nations bordering the pacific ocean, nations refusing to sign any deal that could be

oakland safer which includes libby schaaf's budget proposal to add more police officers. disciplinary hearings for eight san francisco police officers linked to racist and text messages are now on hold while a judge determines if the city violated the statute of limitations. greg suhr wants to fire eight of the 14 officers said to be involved. but the san francisco chronicle reports the officers claim the department waited too long to charge them and that the statute of limitations ran out two years ago. if the court desides in favor of the officers, they will get to keep their jobs without being punished. turning now to bay area weather, a warmup is in store. here's rosemary. >> more sunshine, we're warming it up. temperatures several degrees warmer than where we were 24 hours ago. i will show you that in a minute. take a lock from san francisco across the bay. you see the bay bridge there. mostly sunny skies even along the coastline for today. we'll transition to the graphics and i will show you exactly what i mean.

a little bit of fog hanging off the coastline. outside of that, we have mostly cloudy skies. along the coast around the bay and inland. the onshore breeze has really, really tapered off. fairfield, five miles per hour. it was not that long ago that i was tracking gusts to 30 miles an hour. as a result, we know that we are going to see a warmup as we get into the second half of the day. as i mentioned before, already beginning to see it many neighborhoods. the warmup starts today. tomorrow even warmer. it looks like we'll peak on thursday. our inland cities could hit 100. we'll track that. let's take care of today first. 79 degrees outside right now. santa rosa. 70 in napa. low 80s in concord. 74 san jose and 67 sfo as well as oakland. here's the 24-hour change. up by 11 degrees in santa rosa. up by 9 at fairfield. concord, you are also up. livermore and around the bay as well. oakland by 8 degrees. mountain view by 4. you definitely will notice this as

you get outside and for the afternoon, a few hours stretching in low 90s. clearlake, 93 for today. 83 for novato. the farther you get -- orer should say closer to the water, temps will be cooler than that. 70 degrees for sausalito. 70 degrees for richmond. for the east bay today, upper 60s to low 70s. remaining in the forecast for the afternoon, mummer 80s in livermore, concord, walnut creek, low 90s for presentwood and antioch. south bay locations, you are looking at upper 70s to upper 80s depending upon where you are. 80 degrees for cupertino. 90 degrees for gilroy. as we slide up along the peninsula, 74 for you, san mateo. 70 degrees san bruno. palo alto, mountain view, san francisco, checking in the low to mid-60s for the afternoon as well. the extended forecast here. so the warming trend beginning to today. we have temperatures rising as we get into your midweek on wednesday. we don't stop there. it becomes a bit hot as we get
