good traffic. >>reporter: let's start off with the free shore freeway. i don't know why it says that. the road is not closed. let's go to the bay bridge toll plaza. traffic is moving on well. there are no major problems coming through. traffic in the east bay is off to a decent start. let's go back to the desk. we begin with a developing story were there was a shooting between two cars on highway 4. this latest shooting happened at 10:30 last night. investigators with the sheriffs office. we are trying to confirm a report that the victim may have died. this happened near the site of another shooting that happened saturday afternoon. alex will have more coming up

at 4:30. firefighters are mopping up after a 15-acre brush fire. homeowners and fire fighters believe it's the worse fire ahead. additional crews were brought in to fight the fire yesterday including a helicopter. people living near a hillside couldn't believe how fast the fire spread. >> i was getting ready to dial into a meeting. i work from home. i smelled smoke and saw it barreling down. >> in the end only a fence was damaged. the fire was started by a contractor clearing brush. the any -- mower hit a rock and sparked a fire. a fire in lake tahoe

evacuated many visitors. no homes or cabins have been damaged yet a nearby town has been force on call for evacuation. a man that sure was involved in a hit-and-run may not survive. the family identifies him as 23- year-old louie torez. he suffered head trama. he was rushed to john mere medical center. police released a grainy photo of the suspects car. it's described as a older model silver or gray honda or nissen. >> they described the car as a

gray or silver honda or niece nissan missing a rear hub cab. people are asked to call police if they see the vehicle. clementa pinckney was one of the nine killed at the emanuel african methodist episcopal church church. on friday president obama will deliver the eulogy and his funeral will be held at a charleston arena. lawmakers will consider removing the confederate flag from the state capital. calls for the flag to come down came after the gunmans photo

showed him holding the flag. >> groups used this as their hated. in mississippi they are also calling for the flag to be removed. and in virginia they want the flag to be removed from license plates. the palm canyon said they won't beery moving any flag. he said it's just about the music and never heard complaints about the flag from customers. votes for the city council seat are still being counted. 80% of the votes have been counted. that's a smaller gap tran there was last night. he has more votes.

the final vote count is expected by friday night. there were 10 counts in last months election. the eventual winner will fill the seat shea indicated by chew who was elected to the state senate in november. there is no questions about the rods on the bay bridge. tiny cracks were found in the rods that secure the tower to the base. 407 of the rods passed test. many are emercied in salty weather. they believe their are cracks on all of them. bray -- brian said he will do what is necessary to fix the problem. they are expected to recommend definitive tests by september. the valley water district

said people cut their usage by 35% in may. there are still concerns. >> cumulatively we are still 18% for 2015. that's below our target of 30%. our concern is ground water levels. >> a big drop last month was because of new off-limits on landscape water. they limit outdoor water to 2 days a week. temperatures were cool so people watered their lawn less. berkeley officials said their was severe dry rot in the becames. the changes one official wants to make to the cities building code. 58 million people or more may have had their information stolen in that massive data breech. there is a growing frustration in congress. we can see that traffic is looking okay.

>>reporter: that happens to me all of the time. >>reporter: we had a little bit of enhancement of the fog bay. the cost -- coast was beautiful yesterday. today a little bit more. still a few 60s but a lot of 50s. waiting to see if there are any 40s. southwest 21, not stronger than yesterday. this time yesterday was 13. south 13 gusting to 24. napa is west. those are all stronger. half of the bay came down one degrees. 43 up in truckie. 67 in reno. you can see the fog enhancing and it's doing it pretty early today. the key will be this little low and the high building up in the

four corners. some of these moisture is getting trained. there could be a few showers this weekend. for us it looks like a lot of cloud cover on the way for the wednesday. that's call the monsoon moisture. we usually see that in julyly but it could -- july. today we have an increase in the low clouds and temperatures will be warming up for some. upper 90s for some. 60s and 70s close to the bay. a summertime pattern. if you are closer to the fog influence it looks cooler. we'll bring the temperatures down a bit. the forecast area is massive for me. never used to be this big back in the day.

welcome back. it's 4:23. two businesses were damaged after a fire. it happened at a pallet factory. it was out in just an hour. several people were treated at the scene for smoke inhalation. oklahoma firefighters pulled a man out of a burning apartment. that fire started at an apartment nearest 15 street. the fire was contained to one unit. the victim was a 58-year-old man. investigatorring are trying to figure out what started that fire. this is cleanup day on the east coast. severe weather battled people from virginia to main. the weather system was so strong it flipped a car over in

a new jersey parking lot. people could see, feel, and hear the storm. >> a train sounded like it was coming. it was out of control. people in the midwest are cleaning up after a severe storm hit there on monday. 9 tornadoes touched down in illinois. one had 160-mile per hour winds. making it the strongest twister in the chicago area in the last 25 years. a san francisco tagger is headed to court in morning. he's facing 17 counts of tagging.the words included was chris and sheep.
